Potential of Using the Results of Market Observations in Forecasting Employment in Small Businesses in Russia

The article presents results of analysis of the predictive potential of short-term forecast estimates of employment level in the small business segment by four sectors of the Russian economy: manufacturing, construction, wholesale and retail trade.From the authors’ point of view, one of the promising sources of data for such estimates can be found in market observations of entrepreneurial activity, which now are a common source of economic information in national as well as international practice. These surveys play an important role in measuring the dynamics of employment in countries and industries, being a supplementary statistical tool.The objective of the work was to prove the existence of a stable statistically significant relationship between the predicted estimates of employment based on business (market) surveys and the dynamics of the corresponding statistical macro-aggregates in various sectors, and applicability of predictive models of employment change based on results of business (market) surveys.The novelty of the presented results (authors’ contribution) resides in the fact that for the first time, using an expanded sample (over 14 thousand respondents), were studied the possibilities of predicting labour market indicators in small businesses based on leading data from business surveys, examining separately retail trade, wholesale trade, construction, and manufacturing. According to the results obtained based on the Granger causality and pseudo-out-of-sample analysis, in all the industries under consideration, entrepreneurial assessments and expectations are effective predictive indicators for forecasting employment dynamics in the short term (two to four months) and identifying turning points in employment growth in the small business segment. The most sensitive predictive estimates were found in the retail and wholesale sectors, with the best results obtained for wholesale trade. For this reason, the authors recommend using the employment expectations indicator primarily in these sectors to monitor the level of employment and unemployment.

Small businesses need Internet service to be competitive, and their spending on IT activities continues to grow. How can Internet Service Providers tap into this potentially lucrative market? This study attempts to identify Internet service features that are important to small businesses. Specifically, it used a survey method to explore the relationships between the importance of various features and organizational characteristics of small businesses, for example, size and type of business. The results show that the size of business affects the perceived importance placed on certain features, while the type of business does not. Implication of this finding for packaging Internet service is discussed.

It is widely reported that entrepreneurial activity has a significant role to play in transition economies such as Central and Eastern Europe but little is known about the role that the family unit plays in facilitating small business emergence in the former command economies. This is surprising given that the link between family and small business development has been widely researched in market economies. In this study, attention is drawn to the role that family relations and resources play in small business emergence. The study focuses on Bulgaria, a country in the Balkans with much cultural diversity and which became a European Union member in 2007–8. Analysis is undertaken of research material drawn from a survey of 69 small firms. 42% of the surveyed firms are two generation businesses involving the entrepreneur and children or parents. 35% of the businesses are three generation businesses involving the lead entrepreneur, parents, children and siblings. The remaining 33% are firms that are run by couples and/or siblings. This suggests that the family household is the key channel for (and of) small business formation. In neglecting the role of family start-ups, this gives a false understanding to the role that households and families sometimes contribute to the economy. At the same time, it is also partly because of this dependency on family relations and resources that small businesses become rooted in the 'informal economy' — an economy that is based on family favours and which it is difficult to break out of.

<p class="resumo"><strong>Resumo: </strong>O objetivo do presente artigo é a análise do artigo 17, inc. V da Lei Complementar nº 123 de 14 de dezembro de 2006, que determina a exclusão das microempresas e empresas de pequeno porte do regime do SIMPLES NACIONAL no caso de débitos tributários. Para a pesquisa, sob o ponto de vista metodológico, optou-se pelo processo de pesquisa bibliográfica, tendo como referência súmulas e orientações jurisprudenciais do Supremo Tribunal Federal, além dos princípios que norteiam a Constituição da República Federativa do Brasil de1988. A partir desse estudo se pôde verificar que a sanção para a empresa optante do regime do Simples que estiver inadimplente junto ao Fisco é demasiado pesada, dada a hipossuficiência da empresa diante da voracidade dos tributos cobrados pelo Estado nesses casos. Por fim, pretendeu-se trazer à tona, o modo agressivo com que o Estado, com o aval do Poder Judiciário abusa do Poder de fiscalizar e cobrar os impostos em face da empresa inadimplente, violando princípios constitucionais. Concluiu-se que é necessário implementar por meio do Judiciário, a possibilidade de defesa por parte do contribuinte ao invés da imediata exclusão da pequena empresa, do regime favorecido que a Constituição Federal lhe oferece.</p><p class="resumo"><strong>Palavras-chave:</strong> Lei Complementar nº 123/2006. Micro e pequena empresa.</p><h3>THE PRINCIPLE OF THE PRESERVATION OF THE COMPANY IN RESPECT OF THE REQUIREMENT OF TAX REGULARITY</h3><div><p class="abstractCxSpFirst"><strong>Abstract: </strong>The purpose of this article is the analysis of article 17, inc. V of Complementary Law 123 of December 14, 2006, which determines the exclusion of micro enterprises and small businesses from the SIMPLES NACIONAL regime in the case of tax debts. For the research, from the methodological point of view, the bibliographical research process was chosen, having as reference references and jurisprudential orientations of the Federal Supreme Court, besides the principles that guide the Constitution of the Federative Republic of Brazil of 1988. From this It can be verified that the sanction for the company opting for the Simple regime that is in default with the Treasury is too heavy, given the company's hypersufficiency in the face of the voracity of the taxes charged by the State in these cases. Finally, it was intended to bring to light the aggressive way in which the State, with the endorsement of the Judiciary, abuses the power to inspect and collect taxes in the face of the defaulting company, violating constitutional principles. It was concluded that it is necessary to implement through the Judiciary the possibility of defense by the taxpayer instead of the immediate exclusion of the small company, from the favored regime that the Federal Constitution offers.</p><p class="abstractCxSpLast"><strong>Keywords:</strong> Complementary Law nº 123/2006. The purpose of the article is to identify and provide theoretical substantiation ofthe necessary and appropriate steps to ensure the proper organization of support for smallbusiness infrastructure subjects in the region with the involvement of a wide range of modernfinancial instruments.The article states that the development of small business infrastructure subjects in theregion depends to a large extent on the effectiveness of the financial process organization. In thecontext of the economic crisis and post-crisis development, key areas of regional financial policyto support the financial sustainability of small business infrastructure entities should be theaccumulation of financial resources for their further targeting the expansion of the network ofsmall business infrastructure subjects in depressed (backward) territories; optimization ofsources of accumulation of financial resources through increased participation in grant and donorprograms, maximum attraction of private investments; orientation towards the gradualintroduction of new forms and methods for managing financial activities at the regional level,including through the application of program-targeted financing in the budget process;orientation to the accomplished tasks in order to maintain the high efficiency of the regionalfinancial policy.As a result of the analysis, it was found that regional funds for entrepreneurship support arethe most common tool for providing financial assistance to small businesses at the local level. Ina context of significant reduction of lending to commercial banks, regional business supportfunds in most regions continued the implementation of credit programs for small and mediumenterprises. An important direction for increasing the lending of small business infrastructureentities is the creation of a system of guarantees for bank loans.It was established that in order to fulfill the tasks related to the financial support of theactivities of small business infrastructure subjects, it is necessary to take effective measuresaimed at supporting the infrastructure of the financial market itself (financial intermediationentities), as well as expanding the range of relevant services that may be offered to the subjectsof small business infrastructure. It is determined that one of the tasks of regional financial policyis to support an attractive investment climate, which would help to attract appropriate investmentresources for the organization and implementation of productive entrepreneurial activity. It isproposed to create special (free) economic zones at the regional level in an area as an effectivetool for optimizing financial policy in the region. One of the tasks of creating such zones may beto stimulate the development of small business infrastructure subjects.The necessity of further theoretical substantiation and formation of recommendationsconcerning the ways, conditions and resources necessary to support small business infrastructuresubjects in the region with the use of modern financial instruments is indicated.

In modern conditions, the level and rate of development of regions and the state as a whole are directly related to the dynamics of small and medium-sized businesses. The article provides an assessment of the socio-economic changes that occurred in the small business sector of the Republic of Crimea in 2015-2018. The system of indicators that reflect various aspects of its functioning and the impact on the region’s economy is analyzed. Indicators of entrepreneurial activity, social efficiency of small businesses, economic efficiency of functioning, investment and innovation activity are considered.

"Entrepreneurs, as the most active social group sensitive to public mood, perhaps feel the changes in the time of life in a digital society (time pressure illusion) most of all. On the other hand, the very internal temporal organization of a person involved in entrepreneurial activity can determine the characteristics of his or her mind and behavior in the economic sphere. The aim of the study is to reveal the impact of the psychological time of the representatives of small businesses on their economic minds. The study involves 109 representatives of small businesses in various fields (wholesale and retail trade, education, tourism, consulting, production, etc.), registered in the Chelyabinsk region and operating in the Russian Federation (mean age 34.9, 42% male). The respondents completed electronic forms of Inventory of Time Value as an Economic Resource (Usunier), Zimbardo Time Perspective Inventory, Attitudes towards Time (Nuttin), and Inventory of Polychronic Values (Bluedorn). To diagnose the features of the economic mind of entrepreneurs, the Economic Attitudes Questionnaire (Deyneka & Zabelina, 2018) was used. Regression analysis showed that certain components of psychological time (positive attitude to the past, present and future, the value of time as an economic resource) determine the formation of constructive economic attitudes of small business owners, namely the value of independent economic achievements, willingness to invest, unwillingness to sacrifice vocation and health for money, financial optimism. Thus, the lack of fixation on past failures, a positive attitude towards the present and the future, the ability to transfer time into money create a psychological foundation for the formation of entrepreneurs' attitudes in economic life. The results can be used in the consulting of the future entrepreneurs."

Researchers of measures of state support and regulation of small businesses in the Tyumen region. The legal basis of the mechanism of state support for small businesses in the region is represented by documents of the Federal and regional level. The infrastructure of state support for small business in the Tyumen region includes regional authorities, as well as organizations of a commercial and non-commercial nature, whose operation is aimed at promoting the implementation of small business development programs, providing assistance to small businesses and providing conditions for their creation and development. The main measures of state support in relation to small businesses include regional investment support, the region's guarantee investment Fund, providing loans, providing subsidies, microloans, and legal support for small businesses. The authors conducted a study of the system of state support for small businesses in the Tyumen region allows us to evaluate it as a fairly balanced and diverse set of measures and forms of assistance to small businesses. However, despite this, the current system of small business support needs further improvement. In this regard, the authors propose specific measures to improve state support for small businesses, which can be directly implemented in the practice of the Tyumen region, namely: the system of rating candidates for state support from the point of view of socio-economic impact of their activities designed to reduce the level of bureaucracy; the system of obtaining insider information about activity of subjects of small business, designed to increase the efficiency of the state support; the response of the system of state registers in order to exchange regional experience of measures of state support and prevention of abuses.

Nowadays a number of legal, economic and organizational problems related to the implementation of the role of the state in the effective regulation of business development in Ukraine have become relevant. The development of entrepreneurial activity is one of the main prerequisites for the formation and realization of the export potential of the state, its material enrichment and growth of living standards. In modern conditions there is a need for a detailed study of business activity in Ukraine. Using statistical data of the site ukrstat.gov.ua, the economic indicators of small industrial enterprises within the period of 2010-2019 have been analyzed in the article. They are the volume of goods manufactured by enterprises; the volume of goods sold by enterprises; financial results prior to taxation of enterprises; net profit of enterprises. During 2012-2019, the volume of goods sold increased, which has a positive trend and may indicate the development of small industrial enterprises. During 2010-2019 the volume of sold products also has a positive upward trend, due to the excess of the volume of sold products over those produced in 2019. This indicates an excess of demand over supply. Net profit for the entire period of 2010-2019, except for 2018, 2019 has a negative trend, as shown by its negative values, namely the losses of small businesses. The state of entrepreneurial activity in Ukraine is currently unsatisfactory. It is evidenced by the slow growth rate of the number of small enterprises, imperfect market infrastructure and competition, lack of working capital, lack of investment resources, etc. Further development of small business, increasing its competitiveness in both domestic and foreign markets, largely depends on a balanced and sound state policy. Today it is vital to include the development of small business in Ukraine in the overall strategy of economic growth and structural reconstruction of the national economy. To improve and stabilize business activities in Ukraine, the following measures are offered: to apply a flexible system of preferential taxation for medium and small businesses, depending not on the number of those working in them, but on the annual volume (sales) of products, services, works; to constantly reduce the tax burden on small and medium enterprises; to facilitate access of small and medium enterprises to financial resources; to change the microcredit system in the field of small business in Ukraine. The financial and loan system in Ukraine currently offers different conditions and rates for small business loans, which has a particularly negative impact on the work of entrepreneurs in the period of the economic crisis.

The article considers the concept of entrepreneurship, describes various scientific views on the definition of the economic essence of the concept of entrepreneurship. The article reveals the main economic and social functions of entrepreneurship in Russia at the modern stage of economic development. The level of development of small and medium-sized enterprises in the Udmurt Republic is characterized, the number of employees and the distribution of small businesses in Udmurtia by type of economic activity are analyzed. The history of formation and development of the system of state support for entrepreneurial activity in Udmurtia is described. A detailed description of the current measures of state support and promotion of small business development is given. The article also describes the directions of participation of the Udmurt Republic in the national project “Small and medium-sized entrepreneurship and support for individual entrepreneurial initiative”, within the framework of which five regional projects are implemented: “Acceleration of SMEs”; “Increased access of SMEs to financial support, including concessional financing”; “Popularization of entrepreneurship”; “Improving the business environment”; “Establishment of a system of support for farmers and development of rural cooperation”. In accordance with regional projects, innovative infrastructure organizations provide financial, property and information advice to small business.

The purpose of this article is the further development of the theory of adaptation, determining the types of adaptation of business entities and substantiation of the adaptation dominants of the development of national small business within the situational and standard adaptation. The article considers the concept of adaptation, gives the author's definition of adaptation in relation to small businesses, highlights the situational and standard adaptation. Situational adaptation should be understood as the process of gaining change by small businesses that allow them to function better in the current environment, achieve economic security and prevent bankruptcy. Standard adaptation (desired state of the system) to the conditions of the external environment, in which the small business entity operates, is to strive to achieve ideal parameters of the state of the system. The adaptation dominants of the development of national small business in terms of situational adaptation include: adaptation of economic activity of small businesses to the conditions of unstable economic environment; The adaptive dominants of the development of national small business within the framework of standard adaptation are substantiated, namely: adaptation of normative-legal provision of small business development to norms, standards and requirements of the European Union; adaptation of international experience in small business lending to the peculiarities of the national economy; adaptation of the international experience of "economic breakthrough" at the expense of small businesses of the world's leading countries; adaptation of the international experience of facilitation of small business development to the Ukrainian realities. The process of adaptation of the facilitation experience should be preceded by a comparative assessment of the effectiveness of the implemented facilitation measures, which will allow determine their priority and feasibility of implementation in relation to national small businesses. The article examines the adaptive dominants of small business development both from the point of view of a small business entity and from the point of view of state regulatory policy.
