The first in Russia large-scale study on the impact of hunting on wader populations was carried out in Kamchatka in 2019. The main research method was anonymous hunters questioning. In Kamchatka Krai, about 3.400 hunters take part in the wader hunt. Of the 402 hunters, who participated in the anonymous questioning, 55 % were hunting Whimbrels in the current season; 9 %, other large and medium-size wader species; 14 %, smaller waders. The total of about 45.000 waders are shot annually in Kamchatka, including 37.000 Whimbrels 1.600 waders of other large species, and 6 thousand waders of smaller species. From the species listed in the Red Data Book of the Russian Federation, up to 20 Oystercatchers, 100 Far Eastern Curlews, 200 Bar-tailed Godwits, 300 Grater Knots, and 100 Red Knots are shot. Hunting smaller waders is not popular, but it causes the death of up to 12.000 thousand smaller waders, with Spoon-billed Sandpiper also occasionally killed. Special educational activities for hunters and hunting officers are required for conservation of wader populations included in the Red Data Books of the Russian Federation; first, a special field guide of waders in the Far East should be published. It is also necessary to restore the Moroshechnaya River sanctuary reserve, liquidated in 2009 yet included in the official list of areas of international importance for waders on the East Asian-Australasian Flyway.

The formation of large urban agglomerations makes possible to ensure more rational use of productive resources and increase labor productivity. Large cities, as a rule, have developed infrastructure and educational sector. However, there is a difficult ecological situation in many large cities. With a large scale of the city, transport accessibility is seriously complicated. From the viewpoint of favorable habitat, good ecological conditions, small and medium-sized cities often benefit from urban agglomerations. In the Russian Federation, due to the dominance of raw materials industries and the underdevelopment of local industry, small and medium-sized cities are in decline. This predetermines the need to develop special measures to support such territorial entities. The study is based on the generalization of data on the change in the ecological situation in large cities and the impact of atmospheric air pollution on the quality of life of the population. In the framework of the study, the conclusion was substantiated about the expediency of carrying out special measures aimed at improving the ecological situation in large cities and developing measures to support small and medium-sized cities. The recommendations for stimulating the development of production in small and medium-sized cities are grounded. The results of the study can find applications in the practice of regional management.

The article is devoted to the analysis of the Russian labor market trends in 2018. The authors presented a general description and a list of the labor market trends in the Russian Federation, and compared the attitude to the labor market of the employers and job seekers. Further the authors conducted comparative analysis of the demand and supply of the federal districts of the Russian Federation. The main research emphasis is placed on the peculiarities of the Far Eastern labor market with the subsequent specifi cation of the Khabarovsk Territory features. The problems of the divergence of expectations from the labor market by applicants and employers of the Far East are revealed. The requirements for the labor resources of all major cities of the Khabarovsk Territory are detailed. The purpose of this study is to formulate recommendations for attracting and retaining a skilled workforce in the region, and to provide the region’s economy with the necessary manpower resources.

The article examines the relationship of stakeholders associated with trans-Eurasian railway containerized cargo transportation along transport corridors from the Far East to the western border of the Russian Federation (hereinafter RW CT). A stakeholder map has been generated, which allows us to identify the degree of influence of stakeholders on the achievement of strategic goals, as well as the impact of activities on the implementation of RW CT on stakeholders. Using the method of analyzing hierarchies, a hierarchy of stakeholders was established according to their importance in terms of achieving strategic goals (in particular, increasing the competitiveness of RW CT). Also, a hierarchy of goals and interests of stakeholders is defined to achieve strategic goals.

The multi-sport event Spartakiad among the teams of Suvorov, presidential cadet, Nakhimov, cadet and Cossack corps has been held by the Ministry of Defense of the Russian Federation since 2011. Such competitions are intended for familiarization of students with regular sport activities, improvement of their physical conditioning, and formation of military-applied skills. Therefore, such events should be part of the continuing professional military education, fulfilling the tasks of physical training of military schools students of pre-university education. The empirical methods of research allowed the authors to examine the protocols of swimming competitions held within the framework of the Spartakiad of public educational establishments of the Ministry of Defense of the Russian Federation, analyze the dynamics of attendance by the students of Orenburg Presidential Cadet School of swimming sports classes, reveal the motives for attending such classes by cadets along with the reasons for termination of regular training sessions. The article reflects the motivational aspects of sports activities among the students of different ages, and the degree of impact of competitive activity upon the attendance of sports classes. The acquired results demonstrate the annual increase in the sports skills of the Spartakiad participants of pre-university educational establishments of the Ministry of Defense of the Russian Federation; at the same time, the inclusion of competitions into the plan of sport events of the Armed Forces of the Russian Federation, and their consistency did not affect the large-scale participation in sports activities among students. The question of formation of strong motivation for intense sports activities among students of public specialized military schools as a stage of continuing education requires further search for the ways to improve the structure of physical training in military schools.

The article presents the results of a study of the tourist route network of the Russian Federation, which was first carried out in such a large scale. At the initial stage of the research methodology was developed, which became the basis for a comprehensive review of the properties of the destinations of 11 units: basic details, consumers, the frequency of operation and limits of the means and methods of transportation, food and accommodation services, personnel, cost parameters, notes and other information. On the basis of the questionnaire was developed (consisting of 61 questions), which was sent to the regional tourist offices. From completed questionnaires information on tourist routes was reduced in a single database in the context of the federal subjects and the federal districts. Information on inter-regional routes was collected and processed separately. All information was collected for six thousand tourist routes. Separately, was developed and tested form of gathering information on tourist routes through the Internet portal "Tiving Map". The results show that in the Russian Federation a marked predominance of intraregional routes. Inter-regional routes, despite their small amount, perform important functions of the integration of tourism potential of the area and are the basis for the deepening of these processes. Most developed route network is in the Central Federal District, the least one is in the North Caucasus. Most of the network formed in the 2010s. According to the subject areas are dominated by cognitive, educational, environmental and sport routes. In working with the customer from the tourist firms observed is weak segmentation, and the only class that acts as a support, is students ofschooh, universities and other institutions. In Russia there is a dominance of short-haul routes and those lasting one or two days, seasonality is a characteristic for only 19% of routes. There is an extremely low utilization of services in food and especially in accommodation, thereby greatly reducing the effectiveness of the impact of tourism activities on territories.

<p>The presentation considers natural-technological accidents that were triggered by the impacts of debris flows on infrastructure facilities. As input data, the information collected in the author's database of natural-technological accidents and emergencies that occurred in the Russian Federation from 1991 to 2020 was used. Based on the statistical and geographical analysis of the data, the main types of natural-technological accidents caused by the impact of debris flows have been identified. Various linear structures are mostly exposed to the debris flows. The most vulnerable to the debris flow impacts are facilities of the transportation infrastructure, as well as power lines, pipelines, and other lines of communication. During the above period under consideration, road and railway accidents, traffic disruptions, accidents in power, warm, water, and gas supply systems caused by debris flows were registered in the database. Natural-technological accidents and emergencies due to debris flow impacts on the infrastructure were recorded in the Far East of the Russian Federation including Sakhalin and Magadan Regions, and Primorsky Territory, as well as in the Republics and Territories of the North Caucasus. The long-term average frequency of their occurrences was estimated; their seasonal distribution was investigated. The proportion of natural-technological accidents caused by the impact of debris flows, in the total number of events caused by other adverse and hazardous natural processes and phenomena, is relatively small. However, the potential danger of such impacts must be taken into account when constructing transportation and other lines of communications, especially in areas of increased risk of debris flows.</p>

Currently, reindeer husbandry actively uses tracking technologies to identify animals. They allow solving the problems of breeding and zootechnical accounting, tracking the movement of animals between herds, and carrying out antiepizootic measures. The electronic databases with individual characteristics of reindeer formed in this process allow speeding up the breeding process, organising breeding work in rein-deer breeding, improving the breed and regulating the herd. Keeping an electronic “registration” of calves to their mothers gives the possibility of system functioning of cross-breeding estimation of animals that will undoubtedly increase both productivity and economic efficiency of reindeer breeding as a whole. This article addresses an issue related to reindeer tracking technologies. Attention is paid to radio tracking and satellite tracking techniques. The use of modern methods of chipping animals is considered on the example of various territories of the Russian Federation: the Yamalo-Nenets Autonomous Okrug, the Republic of Sakha (Yakutia), the Trans-Baikal Krai, the Murmansk Oblast, the Krasnoyarsk Krai, the Republic of Karelia, the Arkhangelsk Oblast. The work carried out on deer chipping is considered for various time periods, during which monitoring, programs, projects and other large-scale studies of animal movement paths were carried out. The resulting data can then be processed using mathematical tools, after which conclusions can be drawn about the impact of the environment on reindeer migration routes.

This paper deal with problem of estimation the impact of VAT increase on consumer price dynamics in certain regions. We follow a general methodology for assessing the effects of some economic indicators on others using econometric modeling, but with a number of methodological improvements. We carry out a quantitative assessment using a dynamic econometric model of dependence of the consumer price index (CPI) on the growth rate of VAT tax burden, which was calculated based on data from Rosstat and the Federal Tax Service of Russia. An additional factor of the model is the level of socio-economic situation of the Russian regions, represented as the total score of each region in the integrated rating developed by the RIA Rating Agency. The obtained results indicate that an increase of VAT tax burden contributes to an increase of consumer prices in the Far Eastern regions. Moreover, the magnitude of the effect is not the same everywhere. According to our forecasts, the largest increase in prices for various groups of goods and services in 2020 should be expected in the Kamchatka Territory, Khabarovsk Territory and the Magadan Region. In 2020, inflation here may amount to 11.4%, 8.3% and 7.3%, respectively, exceeding the value set as the upper limit of 4%. To solve this problem, we propose to establish the percentage of VAT deductions to the regional budgets and to provide regional authorities with the authority to manage the VAT rate to be credited to these budgets. The results of the study can be used in the activities of the Ministry of Economic Development of the Russian Federation and the Bank of Russia in making forecasts of inflation, as well as in the activities of the Ministry of Finance of the Russian Federation in the development of amendments to existing tax legislation.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.
