The formation of large urban agglomerations makes possible to ensure more rational use of productive resources and increase labor productivity. Large cities, as a rule, have developed infrastructure and educational sector. However, there is a difficult ecological situation in many large cities. With a large scale of the city, transport accessibility is seriously complicated. From the viewpoint of favorable habitat, good ecological conditions, small and medium-sized cities often benefit from urban agglomerations. In the Russian Federation, due to the dominance of raw materials industries and the underdevelopment of local industry, small and medium-sized cities are in decline. This predetermines the need to develop special measures to support such territorial entities. The study is based on the generalization of data on the change in the ecological situation in large cities and the impact of atmospheric air pollution on the quality of life of the population. In the framework of the study, the conclusion was substantiated about the expediency of carrying out special measures aimed at improving the ecological situation in large cities and developing measures to support small and medium-sized cities. The recommendations for stimulating the development of production in small and medium-sized cities are grounded. The results of the study can find applications in the practice of regional management.

The research problem is related to the necessity and complexity of achieving the UN sustainable development goal in the context of ensuring food security and improving nutrition; the goals of increasing the volume of exports of products of the agro-industrial complex, set by the Decree of the President of the Russian Federation dated 07.05.2018 No. 204 “On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024”. In the work, the authors investigated the category of “quality” of food and analyzed the impact of the transformation of the category of “quality of food” on the prospects for growth in the volume of supplies to the national and world markets of agricultural products, reflects the problems of ensuring the competitiveness of food raw materials and products of plant origin in the world market. Based on the methods of quantitative analysis, an assessment is made of the possibilities of increasing the competitiveness of foodstuffs, improving the quality characteristics of food products in accordance with the requirements of the national market and the largest importers as a factor in increasing demand for products of the agro-industrial complex of Russia. The authors identified the problems of increasing the export potential by improving the quality characteristics and considered the economic conditions for their implementation. The research results will expand the boundaries of scientific knowledge regarding the impact of food quality on the competitiveness and export opportunities of producers.

Abstract This article describes the impact of the global digital economy on the technological development of the mineral sector in the world. Due to the different specifics of the legislative bases of the investigated regions, such as the USA, China, EU, and Africa, the development of digital transformation is presented on the example of the Russian Federation in the context of world trends. The article presents an analysis of the possibilities of using straight-through digital technology in prospecting, design, development, and use of mineral resources. It describes a structure promoting the development of applied digital technology through research–education centers and international competence centers. This structure would allow forming the new competencies for personnel working in the digital economy. The underfunding of the information and computing infrastructure could be a significant challenge to the digital transformation of the economy. Creating the conditions for a reliable and secure process of generating, storing, and using data is the basis for protection from the cybersecurity hazard that could act as a brake on technology advancement. This article discusses the organizational and technological priorities of the development of the mineral resource sector on the example of the Russian Federation. The challenges for the mineral resource complex resulting from global changes can be taken on through technological changes of the industry. The article gives a thorough description of issues related to technological developments in the raw materials sector, oil refining industry, development of integrated and advanced mineral processing systems, and the use of household and industrial wastes. The research presents basic technology contributing to sustainable development, starting from exploration and production forecasting and up to sustainable planning and distribution of material and energy resources based on real-time data. It also pays special attention to the possibilities of creating digital platforms for the mineral sector. Digital integration, combining research areas, personnel, processes, users, and data will create conditions for scientific and technological achievements and breakthroughs, providing scientific and economic developments in related industries and, above all, in the global mineral and raw materials market.

The article is devoted to the development of new professional standards aimed at improving the quality of vocational education. A new generation of standards professional education will develop and innovative educational programs. Uniform requirements to professional activity help to maintain the uniform quality of labour in all enterprises of the industry, conduct training needs and improving qualification of personnel and certification of personnel, to develop modular training programmes to introduce new technologies of training based on competencies, to conduct an independent assessment of learning outcomes, to create the new classifier of professions, and to form a coherent system of continuous professional education. Currently, due to the importance of activity of the enterprises of sphere of services to solve the problem of improving the quality of life of the population, Russia has adopted and is implementing various Federal programs, such as Federal target program «Development of domestic and outbound tourism in the Russian Federation for 2011–2018», «bases of state policy in the field of healthy nutrition of the population for the period till 2020», «Strategy of development of physical culture and sports in the Russian Federation for the period till 2020» and other documents. The experience of socio- economic development of leading countries shows that the transition to a qualitatively new level of economy associated with the intensive mobilization of sources of growth, especially with the growing importance of using highly qualified personnel and the introduction of the evaluation system of vocational qualifications. Currently there are many forms of support for professional level performers of services. A key instrument for the formation of professional requirements to the specialists, workers, artists, etc. are of professional standards. Developing market processes in the field of services for the modeling and design of apparel, fur, leather, knitwear for in- dividual orders and the impact of professional community allow us to state that due to competition the quality of services increases significantly, and a key criterion in assessing the quality is the qualification of executors. Foreign and domestic experience shows that in the current conditions of socioeconomic development, develop- ment of professional standards «Specialist in modeling and designing sewing, fur, leather, knitwear for individual orders» becomes extremely important. The development of professional standards will take into account the spe- cifics of the actual services for the modeling and design of apparel, fur, leather, knitwear for individual orders to reflect the contemporary activities of a specialist in the field of fashion and beauty. The professional standard will be fully and clearly describe the requirements for specialists, to give an indication of the set of normative documents, regulating this activity.

The article reveals peculiarities of the German and Russian staff, the tradition of quality of formation personnel in Germany and the Russian Federation. The impact reveals social protection, promotion, and the inevitability of punishment on the quality of the German staff. For example, compare the quality of the metro station and staff in Moscow and Dortmund, there is shown the differences in the activities of personnel in Germany and Russia. The origins and reasons for the relatively poor quality of Russian personnel are settled.

Climate change is a serious, widespread threat and requires an urgent global response, including in the management of environmental risks. The authors of the study, the results of which are presented in this article, first of all, set the task of assessing the ESG risks of Russian companies at the regional level. The methodology of the study was based only on the analysis of environmental risks due to the historical features of the development of the Russian Federation, the approach of S&P Global in the field of corporate sustainability assessment was adopted, and then the initial values of the companies ‘ E-ratings were adjusted using the impact map developed by the United Nations. To test the proposed approach to assessing environmental risks, we used a sample of data on types of economic activity in the context of the subjects of the Russian Federation. As a result of applying the proposed approach to data sampling, companies were assigned to one of the three categories that determine their exposure to E-risk: high, moderate, and low environmental risk. The E-risk exposure was also assessed based on the company’s regional affiliation to the relevant federal district. The main conclusion of the study was the confirmation of the need to improve the quality of analytics of companies ‘ exposure to environmental risks, the need for more detailed information disclosed by companies.

Illegal timber harvesting and trafficking is one of the most important economic and environmental problems in the Russian Federation. Illegal logging leads to degradation of forests and a shortage of timber in wood industries. One of the measures to counter illegal logging is the ban on the export of raw wood, which will take effect on January 1, 2022. However, such a measure will lead not only to control over the circulation of illegal timber, but also to a number of economic consequences. The impact of the ban on the inland market can be assessed using the point sectoral model of the forestry complex (PSM‑fc). The results of scenario calculations show that a ban on the export of raw materials can lead to a reduction in logging volumes and an increase in the share of products of deeper processing in exports

The article examines the results of the impact of the COVID-19 pandemic on the global economy and the economy of the Russian Federation at the end of 2020. The quarantine measures introduced by the countries continue to negatively affect the economic situation in the world and the economies of individual countries. There is an acute shortage of seasonal workers in the agricultural sector of the countries of the world. The introduction of restrictions on the export of goods reduced the volume of imports. In Russia, the growth rate of imports from non-CIS countries has decreased. In January 2021, compared to January 2020, imports for food products and raw materials for their production decreased by 4.2%, and for vegetables – by 11.5%. According to the Federal Customs Service, the export of vegetables increased 3 times in terms of physical volumes and only 11% in terms of value. The growth in the physical volumes of export of products of the agro-industrial complex of the Russian Federation did not lead to a corresponding increase in revenue. The prices for vegetables imported into the country were 2.5-3.4 times higher than the prices for exported ones. Despite some difficulties, losses in this area due to the pandemic were minimal. The gross harvest of vegetables in the country as a whole amounted to 13.8 million tons, which is 1.7% below the level of 2019. At the same time, the gross harvest of vegetables in open ground decreased by 3.1%, vegetables in protected ground increased by 6.6%. Difficulties encountered in implementation. During the crisis period due to the COVID-19 pandemic, the demand for vegetables fell by 30%. Consumers, in an effort to improve their immunity, began to buy more environmentally friendly and healthy products, including vegetables. The demand for organic products has grown by 15-20%. To accelerate the economic recovery, it was necessary to take additional measures on the part of states to support producers and consumers, restore purchasing power and help businesses, expand access to credit resources, stimulate investment activity, and reduce the tax burden on businesses and the population. In Russia, financial support for the main measures of state policy in the field of the agro-industrial complex is carried out within the framework of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food.

This article examines the urban public and business subcenters as secondary elements of the city system, the closest in properties to its main center. The criteria defining the public business subcenters are highlighted. The current trends in the formation of social and business subcenters in large cities and megalopolises are considered. Analysis of world experience is produced. Foreign concepts of spatial development are analyzed on the example of several existing urban subcenters. Various available cartographic materials and literature sources have been studied. They cover the development of urban business centers and various aspects of urban development. The methods of spatial formation of the planning structure of urban public business subcenters are highlighted: the cluster and channel. The development stages of urban subcenters from the territory of concentration of small trade and residential establishments to large-scale multifunctional urban planning formations are presented. The prospects for the development of business subcenters in major cities of the Russian Federation are analyzed and trends are identified: social and business polycentrism, disposition of administrative and business centers on the outskirts of cities and the formation of self-organizing business subcenters, mainly based on shopping and entertainment centers in residential areas. Prospects for development of urban subcenter in a large city are considered on the example of the city of Belgorod. Conclusions are drawn on the need to develop new models of urban public business subcenters taking into consideration the modern planning specifics of large cities and megalopolises of the Russian Federation. Models of urban public business subcenters must meet the requirements of polyfunctionality, to have high architectural and town planning qualities, to take into account the needs of population in the design area and to ensure the sustainable development of the urban periphery.

Modern conditions for the global economy development clearly indicate that the formation of competitive agrarian economy advantages in the Russian Federation is possible only with the use of an innovative development scenario and the large-scale use of the scientific and technological potential of high-tech industries. Of course, the complex of the most important criteria for the economic growth of the national economy determines the volume of the high-tech sector and the scientific and technical potential of the country at the present stage. The situation in the Russian market clearly implies the need for a quick solution to the main problems of developing high-tech sectors in the agro-industrial complex, accelerating import substitution and ensuring sustainable food security based on resource-saving technologies of agro-industrial production and deep processing of agricultural raw materials.

The issue of academic mobility is one of the most important global challenges during the digitalization of education. In particular, it is important to identify methods and tools that meet international requirements. The issue of increasing the effectiveness of the organizational mechanism of academic mobility is acute in the law “On Education in the Russian Federation.” The main goal is to increase academic mobility and efficiency of mobility in the labor market. The article analyzes the state of development of academic mobility, defines the essence of this period, identifies the types and objectives of academic mobility. The author considers the weaknesses of the documents regulating the problem of a substantiates the necessity and expediency of the development of academic mobility in terms of the impact on the country's economy, and in terms of improving the quality of education.
