The article carries out a teleological analysis of the structure and content of the map-scheme of the project of global education “The Future of Global Education”, which formed the basis of the National Project “Education”, the implementation of which was approved by the Ministry of Education in 2020 as a model of the desired future of global education and Russian education as an integral part of it until 2035. The analysis revealed the Roadmap (hereinafter referred to as “RM”) of the “Future of Global Education” project developed by ASI (Agency for Strategic Initiatives under the President of the Russian Federation), NRU HSE, Moscow School of Management Skolkovo, Sberinvest Management Company, Cisco, etc.; revealed its dystopian nature, and generalised the critical remarks of the pedagogic, educational and scientific communities regarding the structure, content and risks associated with the implementation of important events reflected by the designers in the “RM”.

The article considers the main approaches to expanding international cultural and humanitarian cooperation, ensuring educational, scientific and informational interaction between the Russian Federation and European countries through international educational expeditions. These events were held in 9 European countries for leaders, teachers and learning organizations engaged in educational activities under the main and (or) additional general educational programs, media representatives of the countries running the events. The article was prepared on the results of work under the project Conducting international educational expeditions aimed at the Russian language, literature, culture and Russian education popularization, implemented by the LLC JV Sodruzhestvo with the support of the Ministry of Education of the Russian Federation. The article describes the formats of events proposed in the framework of the educational expeditions project, including the features of an integrated approach to their development and implementation, which allowed to ensure high interest of the target audience, easy and effective uptake of content presented for them.

The article is devoted to the consideration of the concept of "hybrid war", which is widespread in recent years, and currently has different interpretations. The characteristics of the phenomenon of hybrid warfare, which are operated by research, expert and leading military centers of the Russian Federation, which influence the decision-making or directly participate in them, are highlighted. It also presents conclusions that follow from the observation of Russian activities in Еastern Ukraine and points to the potential risks arising from such activities in the future. The article presents the most popular definitions of the phenomenon of hybrid war, appearing in Polish and American literature. It also takes into account the studies of Ukrainian authors dealing with this subject: in this case, directly related to the armed conflict in eastern Ukraine that has been ongoing since 2014. In this context, the definitions of the concept of hybrid war described in the text in terms of the official military institutions of the Russian Federation: the Ministry of Defense of the Russian Federation and the General Staff of the Armed Forces of the Russian Federation, are also of particular importance. This approach, present in Russian definitions and approach, had a practical dimension in connection with the Russian armed aggression in Crimea and Eastern Ukraine, from 2014 until now. It describes the full set of actions and measures that the Russian Federation uses as part of hybrid operations and which (what can be assumed with high probability) will continue to be used in the future in relation to Ukraine and other countries that are or will be objects of Russian aggressive policy and actions. This problem is significant not only for Ukraine, but also for other countries in the region of Central and Eastern Europe, especially the so-called "NATO's eastern flank".

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

Summary This article elaborates on the issue of recognition and enforcement of foreign arbitral awards in the Russian Federation. It is common knowledge that foreign companies seeking R&E in Russia suffered damage because of the broad interpretation of Russian public policy in the past decades. However, it is uncertain how the present judicial development appears like and where it will lead in the future. The article specifically considers two basic ideas on the issue at hand: one is slightly critical (Karabelnikov) while the second is rather optimistic in regard with the recent development (Zykov). The main goal is to introduce the issue to the respective readers and to try to inflame a discussion.

The model of the placental barrier based on the human choriocarcinoma cell line BeWo b30 allows studying the effect of hypoxia on trophoblast cells. The effect of the oxyquinoline derivative inhibiting HIF-prolyl hydroxylases was studied on this model. Inhibition of these enzymes leads to an increase in the HIF-1α subunit in the cytoplasm, mimicking the cell response to hypoxia. Incubation of the cells with the drug at a concentration of 10 uM for 24 h did not affect the paracellular transport, but reduced the transport of glucose through the cell barrier. The transcriptome analysis after the exposure with oxyquinoline derivative revealed a decreased expression of the KIAA1217 gene and its intronic gene MIR603, which encodes microRNA hsa-miR-603. The expression of the target gene of this miRNA, CCND1 encoding cyclin D1, after oxyquinoline derivative exposition increased significantly, which may indicate a potential microRNA-mRNA regulatory mechanism in the response of trophoblast cells to hypoxia.
