The article is devoted to the consideration of the concept of "hybrid war", which is widespread in recent years, and currently has different interpretations. The characteristics of the phenomenon of hybrid warfare, which are operated by research, expert and leading military centers of the Russian Federation, which influence the decision-making or directly participate in them, are highlighted. It also presents conclusions that follow from the observation of Russian activities in Еastern Ukraine and points to the potential risks arising from such activities in the future. The article presents the most popular definitions of the phenomenon of hybrid war, appearing in Polish and American literature. It also takes into account the studies of Ukrainian authors dealing with this subject: in this case, directly related to the armed conflict in eastern Ukraine that has been ongoing since 2014. In this context, the definitions of the concept of hybrid war described in the text in terms of the official military institutions of the Russian Federation: the Ministry of Defense of the Russian Federation and the General Staff of the Armed Forces of the Russian Federation, are also of particular importance. This approach, present in Russian definitions and approach, had a practical dimension in connection with the Russian armed aggression in Crimea and Eastern Ukraine, from 2014 until now. It describes the full set of actions and measures that the Russian Federation uses as part of hybrid operations and which (what can be assumed with high probability) will continue to be used in the future in relation to Ukraine and other countries that are or will be objects of Russian aggressive policy and actions. This problem is significant not only for Ukraine, but also for other countries in the region of Central and Eastern Europe, especially the so-called "NATO's eastern flank".

The essence and main characteristics of the hybrid war are reviewed as a means of destroying the enemy country from inside due to the effective combination of conventional armed forces, subversion, propaganda, and dissemination of misinformation. The hybrid tactics used by the Russian Federation in Ukraine and Georgia are investigated. A comparativeanalysisof the military component in the confrontation between Russia, Ukraine and Georgia is conducted, the peculiarities of informational and psychological confrontation and factors that led to the significant achievements of the Russian side in the hybrid warfare are revealed, economic aspect of the hybrid confrontation are clarified (especially regarding the factors of financial, energy and raw material dependence) and, finally, the key conditions for the widespread use of hybrid methods of confrontation during modern armed conflicts are identified. Thedifference is proved between conflicts in Georgia and Ukraine, mainly in the use of military means. It is established that the conditions for the conflict in Crimea were unique, or at least extremely rare, and they can hardly be reproduced in any other place. It is noted that in the future, hybrid war will become rather a situational phenomenon, because the implementation of aggressive actions against another state without the necessary conditions for it will lead either to a quick defeat of the aggressor state, or will force such a state to move toconventional warfare, which requires significant financial costs and inevitably will cause decline in the prestige of such a state within the international community.

The transformation of the Russian foreign and security policy based on a more courageous use of military potential is a fact. Over the past several years, Russia has moved from articulating its interests to their enforcement with the use of military force. This article focuses on analyzing this process and identifying its potential consequences for global security. The conclusions drawn by the author, based on the conducted research, allow to state that the armed forces are and will be an important instrument of the Russian foreign and security policy. This does not mean, however, that the Russian Federation will strive for an armed conflict posing a threat to international security.

It is investigated from the standpoint of international law the feasibility of using the term «hybrid war» to qualify the armed aggression of the Russian Federation against Ukraine. The international legal doctrine and norms of international law concerning the subject of the research are analyzed. It is emphasized that, in accordance with norms of international law, armed conflicts have traditionally been divided into international and noninternational. The mentioned division contains ideal constructions, since no armed conflict can be exclusively international or non-international, the more so it does not contain «political wars», «information wars» and propaganda, collaboration, etc., that is all that is often included in the concept of «hybrid war». It is emphasized that to characterize the armed aggression of the Russian Federation against Ukraine, the most acceptable is the use of the term «international armed conflict», which is used by the UN General Assembly, the Parliamentary Assembly of the Council of Europe, the Parliamentary Assembly of the Organization for Security and Co-operation in Europe, and the Office of the Prosecutor of the International criminal court. It is noted that the use of the term «hybrid war» shifts the focus from the armed aggression of the Russian Federation (international armed conflict) to the very vague concept of «hybrid war». This can be used to deviate from the concept of international armed conflict between the Russian Federation and Ukraine, and in particular as a gradual transition to the concept of non-international armed conflict, with all its negative consequences, including the questions of responsibility of the Russian Federation and its senior officials. Abstract The article reviews issues related to the use of the Armed Forces of Ukraine in the anti-terrorist operation (ATO) in eastern Ukraine (2014-2018), which became a form of repel and deterrence of Russian aggression, began in Crimea in February 2014 and subsequently continued in eastern regions of Ukraine. According to the nature and consequences of hostilities, the Russian-Ukrainian armed conflict is divided into initial and two main periods, within which a number of stages are defined, distinguished qualitatively in the nature and content of hostilities. The article shows how this affected the change of forms of the Armed Forces of Ukraine employment in the anti-terrorist operation. During the initial (Crimean) period, units and subdivisions of the Ukrainian army were not actually used to repel hybrid aggression of the Russian Federation, but later, when the Russian leadership began using a similar scenario of aggression in the eastern regions of Ukraine, the state responded with the armed fight. The authors believe that despite the swiftness of the first period, its events were characterized by frequent changes in the use of the Armed Forces of Ukraine - from patrolling and guarding important facilities to offensive, raid and search operations. The second period, according to the authors, was characterized by the conduct of the Ukrainian army’s defensive actions with the active use of maneuvers in various dangerous areas.

The paper conducts research on the understanding of war in Russian military thought from 2013 to 2019, during which time General of the Army Valery Gerasimov was (and still is) the Chief of the General Staff of the Armed Forces of the Russian Federation. Also, the subject matter of the research study is his personal stimulus to the intensification of the studies of the nature, character, physiognomy and types of contemporary war in the Russian military-scientific community, as well as the theoretical results obtained by Russian authors in that particular field in recent years. Essentially, the research effort made by the author of this paper focuses on the analysis of the formulations used by Russian authors to explain/define the content and scope of the term ?war?, as well as the interpretation of the typology of wars devised by some of them. A special reference has been made regarding the understanding of the so-called hybrid war in contemporary Russian military thought. For the purpose of the analysis, studies/monographs or scientific papers published in eminent Russian military scientific or professional journals by the relevant authors (most frequently retired military personnel, primarily those with the rank of colonel or general) from the Armed Forces of the Russian Federation were chosen. The research results presented in this paper can be useful to domestic political science, i.e., to the system of military sciences, in the sense of enriching the types of knowledge with respect to the comprehension of war and the potential commencement of the fundamental (according to their essence, partly philosophical) research studies dealing with that topic.

Abstract The study highlights aspects of the hybrid war waged by the Russian Federation in order to maintain, strengthen its areas of influence, penetrating areas inaccessible by classical means. The paper brings to the fore the nationalist interests, characteristics, objectives, tools and means used by the Russians in the current hybrid war. Using a reflective logic regarding the fact that there is a current of opinion in the US Armed Forces that argues that the real challenge for the United States is not the asymmetric war but the Transcendent War, I express the opinion that the Russian Federation also considers this issue. In this context, I draw attention to the research conducted in Romania on Distal Psychoinformational Influence as an offensive-defensive weapon that manifests itself without material support and acts subliminally, transcendently, in operations of knowledge, influence, domination and control of the opponent, both psychoemotional as well as somatic.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

Summary This article elaborates on the issue of recognition and enforcement of foreign arbitral awards in the Russian Federation. It is common knowledge that foreign companies seeking R&E in Russia suffered damage because of the broad interpretation of Russian public policy in the past decades. However, it is uncertain how the present judicial development appears like and where it will lead in the future. The article specifically considers two basic ideas on the issue at hand: one is slightly critical (Karabelnikov) while the second is rather optimistic in regard with the recent development (Zykov). The main goal is to introduce the issue to the respective readers and to try to inflame a discussion.
