The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

Kautilya, a 4th century B.C.E. economist, recognized the importance of accounting methods in economic enterprises. He realized that a proper measurement of economic performance was absolutely essential for efficient allocation of resources, which was considered an important source of economic development. He viewed philosophy and political science as separate disciplines but considered accounting an integral part of economics. He specified a very broad scope for accounting and considered explanation and prediction as its proper objectives. Kautilya developed bookkeeping rules to record and classify economic data, emphasized the critical role of independent periodic audits and proposed the establishment of two important but separate offices - the Treasurer and Comptroller-Auditor, to increase accountability, specialization, and above all to reduce the scope for conflicts of interest. He also linked the successful enforcement of rules and regulations to their clarity, consistency and completeness. Kautilya believed that such measures were necessary but not sufficient to eliminate fraudulent accounting. He also emphasized the role of ethics, considering ethical values as the glue which binds society and promotes economic development.

Between 23rd and 25th July 2001 GeoSwath, a high specification shallow water wide swath bathymetry system, was used to survey the entire Portsmouth NH Harbor area. This paper deals with the results of this survey, illustrating the potential for significant reductions in the high costs, which have prevented widespread proliferation of Swath Bathymetry systems to date. Data, including a complete DTM gridded to 1 m resolution, will be presented and discussed in detail. These results show that the system is very easy to set up and use, requires greatly reduced boat and processing time, whilst offering high accuracy and very high coverage and resolution when used in a real-world survey of a dynamic harbor environment.

Abstract The Cement Packer approach has been successfully implemented to pursue and monetize minor gas reservoirs of poorer quality. Due to its critical role in power supply to meet the nation's needs, license to operate gas fields oftentimes come with contractual obligations to deliver a certain threshold of gas capacity. The cement packer method is a cheaper alternative to workovers that enables operators to build gas capacity by monetizing minor gas reservoirs at lower cost. Group 1 reservoirs are the shallowest hydrocarbon bearing sand with poorer reservoir quality and relatively thin reservoirs. The behind-casing-opportunities in Minor Group-1 reservoirs previously required a relatively costly pull-tubing rig workover to monetize the reservoir. Opportunities in two wells were optimized from pull –tubing rig workovers to a non-rig program by implementing Cement Packer applications. The tubing was punched to create tubing-casing communication and cement was subsequently pumped through the tubing and into the casing. The hardened cement then acted as a barrier to satisfy operating guidelines. The reservoir was then additionally perforated, flow tested and successfully monetized at a lower cost. Tubing and casing integrity tests prior to well entry demonstrated good tubing and casing integrity. This is critical to ensure that cement will only flow into the casing where the tubing was punched. Once the cement hardened, pressure test from the tubing and from the casing indicated that the cement has effectively isolated both tubulars. Subsequent Cement Bond Log and Ultrasonic Imaging Tool showed fair to good cement above the target perforation depth. These data supported the fact that the cement packer was solid and the reservoir was ready for additional perforation. Taking into account the reservoir quality, it was decided to perforate the reservoir twice with the biggest gun available to ensure the lowest skin possible. Post perforation, there was a sharp increase in the tubing pressure indicating pressure influx from the reservoir. Despite that, casing pressure remained low, confirming no communication and thus the success of the cement packer.The well was later able to unload naturally due to its high reservoir pressure, confirming the producibility of the reservoirs and unlocking similar opportunities in other wells. Additionally, the cement packer approach delivered tremendous cost savings between $6 – 8 mil per well. Besides confirming the reservoirs' producibility,the success also unlocked additional shallow gas behind casing opportunities in the area.This method will now be the first-choice option to monetize any hydrocarbon resources in reservoirs located above the top packer.

Abstract This study aims to determine (1) the profile of the graduate, (2) the absorption of graduate in the world of work, (3) the use of knowledge gained by the graduate in the work, (4) the assessment of stakeholders on the ability of graduate. This study uses a descriptive method with a quantitative approach. Data collection uses research instruments. The population in this study was Graduate from the major of Information, Library, and Archives of Padang State University (PS IPK UNP). The sample in this study amounted to 105 graduates who returned the instrument. The results showed, First, the profile of Graduate PS IPK UNP was dominated by female graduates. Most of the graduates are graduates who graduated in 2018. Judging from the length of the study period, the average graduate has a length of the study period of 3 years. Second, the absorption of graduates in the workforce is quite high, with most graduates stating that they are currently working with the time needed to get the job <3 months. Third, the use of knowledge obtained by a graduate at the PS IPK UNP in employment is very high. The science that has a very high level of wear is fieldwork learning, technology mastery skills, and the ability to cooperate in teams. Fourth, the assessment of graduate users (stakeholders) on the ability to graduate in the work world has also been good. The ability of the graduate to be considered good by graduate users (stakeholders) is integrity, expertise based on the fields of science, mastery of information technology, and teamwork.Keywords: Information retrieval, graduate, tracer study

Purpose – the purpose of this paper is to identify how entrepreneurs from European Union (EU) use informational and communicational technologies in their business activities. We also try to identify the benefits and the challenges arisen for the European entrepreneurs in using information technologies. Research methodology – we analyze a sample of EU countries, by including them into two groups, according to the stage of their economic development. As methods, we use the logical-constructive method and also comparative methods. We also use the benchmarking method in order to estimate country indicators in the sample and compare them. Findings – the results of our study emphasize that e-entrepreneurship in developed countries is more advanced compared to developing countries. There are also significant differences regarding the use of informational technologies between types of firms by their size. Research limitations – are given by the availability of data. Practical implications – we emphasize that in order to support the development of E-entrepreneurship in the EU, government policies should pay more attention to the development of information technology infrastructure. Originality/Value – comes from grouping the EU countries into two groups, according to their stage of economic development. Economic development, for any country, is one of the most important objectives to be achieved. However, development cannot be realized in all regions and provinces of a county at the same time and speed. Turkey also struggles against a persistent economic development problem among regions in east-west and coast-inland for many years. This study aims to analyze the regional inequalities in Turkey under the scope of economic, demographic and social indicators from 2007 to the latest data. The results indicate that TR-10 Istanbul is the engine region of Turkey in terms of industrialization and development with the highest contribution (31%) based on service and industry sectors, to the gross value added. Other industrialized regions are the Aegean region where localization economies mainly dominated and the East Marmara and TR51-Ankara regions where urbanization economies operated in. Agricultural activities heavily concentrated in Aegean, Antalya, Konya and Şanlıurfa regions. In these regions, participation in the labour market is also very high. However, the highest income inequality and poverty is also found in TR10, TR62 and TR21 regions. The less developed region is the Southeast Anatolian region in terms of low income, education, health and high unemployment, young population and immigration rates. Abstract Background: Global efforts to scale-up malaria control interventions are gaining steam. These include the use of Long-Lasting Insecticide Nets, Intermittent Preventive Treatment and Test, Treat and Track (T3) using ACTs. Intermittent preventive treatment of children (IPTc) in Ghana has demonstrated a parasite load reduction of 90%. However, unanswered questions include – whether mass treatment of population sub-groups such as IPTc could be scaled-up to whole populations as in mass testing, treatment and tracking (MTTT)? What is needed to implement MTTT at scale? Can MTTT reduce asymptomatic parasitaemia levels in children under 15? And whether MTTT of populations complemented by community-based management of malaria (CBMm) using volunteers could be an effective strategy for malaria control at a lower cost. Methods: A population of 5,000 asymptomatic individuals in seven communities in the Pakro sub-district of Ghana participated in this study. A register was developed for each community following a census. MTTT engaged trained community-based health volunteers (CBHVs) who conducted house-to-house testing using RDTs every four months and treated positive cases with ACTs. Between interventions, CBMm was done on symptomatic cases. Results: MTTT Coverage was 98.8% in July 2017 and 79.3% in July 2018. Of those tested, asymptomatic infection with malaria parasites reduced from 1,795 (36.3%) in July 2017 to 1,303 (32.9%) in July 2018. Implementing MTTT significantly averted asymptomatic parasitaemia by 24% from July 2017 to July 2018 after adjusting for age, ITN use and temperature (OR=0.76, CI=0.67, 0.85 p ≤ 0.001). In comparison, treatment of symptomatic patients at the Health Centre reduced parasitaemia by 9% over the same period which was however, not statistically significant (OR=0.91, CI=0.67, 1.38 p = 0.672). A total of 223 (5.1%) cases were averted in children under 15 years (X² = 9.7, p < 0.002). An important observation was a decrease in hospital attendance, which negatively affected the internally generated funds (IGF) scheme of the participating health facilities. Conclusion: This study has demonstrated that implementing MTTT was feasible and could reduce prevalence of malaria asymptomatic parasitaemia in children under 15 years of age. Furthermore, the use of CBHVs could ensure high coverage at lower cost.
