The article analyzes the features of the modern language trilingual’s policy in the Republic of Kazakhstan under conditions of modernization of public consciousness. The author studies cause and effect relationships of the occurrence of this phenomenon in the state, assesses the prospects for its development, identifies the difficulties faced by the Kazakhstan’s society on the path to introducing trilingual’s, and shows the current development priorities of the linguistic personality of the most developed countries of the world. Nowadays many difficulties arise in the way of ensuring a new language policy in Kazakhstan, caused by the fact that the Kazakh language lacks many scientific terms and concepts. Their use in the state has always been provided by the Russian language. At the same time, a number of scholars evaluate the transition to the Latin alphabet as a destructive phenomenon in language policy that can harm the Kazakh language and national culture. Представлены первые результаты совместной работы таджикских и российских преподавателей в учебных заведениях Республики Таджикистан в процессе реализации программы «Русские учителя в Таджикистане». Актуальность темы обусловлена растущей ролью сотрудничества в сфере образования и подготовки кадров, которые лежат в основе абсолютно всех направлений стратегического взаимодействия этих стран. На примере Раштского района Республики Таджикистан отмечается уникальность для новейшей истории российско-таджикских отношений опыта одновременной взаимодополняющей работы преподавателей двух стран как в школе, так и в педагогическом институте. Уделено внимание роли русского языка и русскоязычного образования в Таджикистане, дается анализ нынешней ситуации с функционированием русского языка в республике. Предлагаются пути и способы его дальнейшего совершенствования для того, чтобы существенно расширить возможности практического использования русского языка. Вводится и дается определение новому научному понятию «самовоспроизводящая система». Обосновывается авторское толкование этого термина. Предложены возможности и подходы дальнейшего развития программы «Русские учителя в Таджикистане». The article discusses the role of the Russian language and Russian education in Tajikistan. The analysis of the current situation with the functioning of the Russian language in the republic is given. The author suggests the ways and the opportunities of its further improvement of significantly expand the possibilities of practical use of the Russian language. Determined the relevance of the article. The article notes that cooperation in the field of education and training lies at the heart of absolutely all areas of strategic cooperation between our countries. The author considers the first results of the joint work of Tajik and Russian teachers in educational institutions of the Republic of Tajikistan. On the example of the Rasht district of the Republic of Tajikistan, the uniqueness of the experience of the simultaneous complementary work of teachers of the two countries both at school and at the pedagogical institute for the recent history of Russian-Tajik relations is noted. The definition of a new scientific concept “self-reproducing system” is introduced and given. The author’s interpretation of this term is substantiated, in contrast to the generally accepted ones. The expediency of attracting non-profit organizations of the two countries to the development of Russian-Tajik educational cooperation is noted. A number of other practical proposals for the development of joint teaching activities in educational institutions of Tajikistan, namely, that the construction of Russian schools will provide an opportunity to create effective centers of culture and education in the regions.

The article examines functioning of the Russian language outside the Russian Federation: the peculiarities of the «national» Russian language in the Republic of Armenia, the concept of this term itself, the significance of using Russian in the media, overlapping national features. The main characteristics of the «national» Russian language outside Russia are considered to be as follows: the language is seen as an «advocate» of necessary national ideas and a real opportunity to transmit national ideas, thoughts, messages and information in a language of international communication. The development of the social institution of the «national language» in the future will largely determine the preservation of national cultural, educational as well as political and economic unity with Russia. We should not forget that professional journalistic activity is, first and foremost, a verbal activity. And the professional culture of journalists depends on how well they master the language. The linguistic features of the Russian-language media in Armenia present a rather broad spectrum of issues possible and relevant for consideration. The national variant is a certain form of adapting the classical literary language to the traditions and cultural values, to the urgent needs of a particular nation, thus becoming a special form of functioning of the language common for the nation.

На основе исследования, проведенного в рамках международного проекта, выявляются ключевые индивидуальные мотивы жителей Республики Казахстан (представителей разных поколений) для изучения русского языка, делаются выводы о перспективах развития межкультурных отношений двух стран на общей языковой основе. The article examines the place and role of the Russian language in the life of modern Kazakhstan. Based on the research carried out within the framework of an international project, the key individual motives of the residents of the Republic of Kazakhstan, representatives of different generations, for studying the Russian language, are identified, conclusions are drawn about the prospects for the development of intercultural relations between the two countries on a common language basis.

The coverage of significant world events in various mass media and the attitude of the journalists differ substantially. Newspaper headlines give the opportunity to navigate in the information flow and find the most important and interesting information. The headlines of the Russian-language newspapers in the Republic of Armenia are analyzed. The relevance of the research lies in the need to study headings from the point of view of their functions, grammatical structure, the use of punctuation marks in them, and their semantic components. The aim of the study is to identify and describe the grammatical, semantic, punctuation features and functions of headings in the Russian-language press in Armenia. The following methods were used: continuous sampling, statistical, descriptive, including methods of observation and comparison, component analysis, comparative analysis. The research material included the articles of the newspapers Respublika Armenia and Golos Armenii of June - July 2021. Based on the results of the research, the following conclusions were made: in the Russian-language press of Armenia, all types of sentences are used as headlines; almost all punctuation marks are used in the titles; headings form thematically organized groups. The peculiarities of the headlines of the modern Russian-language press in Armenia are determined by such factors as the tendency of the language to expressiveness, dialogue, democratization, creativity and the author's principle in the design of the heading. Taking into account the tendency to change the proportion of types of speech activity and highlight the most demanded and important at the present time - reading, the study of the linguistic features of the newspaper and journalistic style, in particular the headlines, is very relevant. The results of the study are promising, since they make a significant contribution to the study of the modern Russian-language press in the Republic of Armenia.

A new perspective on the analysis of the linguistic and ethnocultural situation in the Republic of Karelia and the Republic of Belarus is offered in the study. The novelty of the study is seen in the fact that, taking into account various initial parameters — geographic distance, form of government, language status — it is proposed to compare the situation in two regions, in which a general tendency is found due to the dominant position of the Russian language. The main attention is paid to clarifying the ethnic well-being of people, to varying degrees, involved in the processes of preserving language and culture. An interpretation and comparison of the reasons for the preference of the Russian language in the network space and in real life is proposed. The article is based on the results of a survey of the translators of the Vkontakte social network interface, materials from biographical interviews with ethnic leaders, and observation data on ethnically oriented events in the regions under consideration. The difference in linguistic attitudes and real practices of using the Karelian and Belarusian languages by activists was revealed. The linguistic reasons (the level of linguistic competence) and the psychological aspect of the ethno-linguistic component in the choice of the dominant language in Karelia and Belarus have been determined.

Russia, as a modern economically developed state, is faced with the need for linguistic and cultural adaptation of migrants, which is impossible without knowledge of the Russian language and culture. Moreover, a migrant needs to pass state testing in a short time — a comprehensive exam, and one of the modules is the Russian language. An exam can not always be passed without prior preparation. The study found that the “portrait” of a modern migrant has changed significantly over the past decade. He was significantly “younger”, therefore, a young man coming to Russia for work does not already have an understanding of a “common country”. The educational system of Russia is unfamiliar to him. There is no motivation to study any “sciences”, since the main purpose of his arrival is to carry out labor activities. To provide professional linguistic and methodological assistance to labor migrants from the Republic of Tajikistan, we have constructed an ethnomethodic model. The model is based on factors that allow you to determine the approach, develop a strategy, select didactic material, choose methods and techniques. Such factors are the personality of the student, the level of his education, ethno-psychological characteristics, mentality. The main approach that formed the basis of the training model for labor migrants from the Republic of Tajikistan was ethnomethodic, the main principles of which are considered to be taking into account national mentality, cultural values and especially the language of students. When creating the training model, two linguistic-educational technologies were used: traditional and blended learning. Thanks to the technology of blended learning, the ELOK Internet resource, an ethnolinguistic online course, was created and introduced into the educational process. The resource potential allows a migrant to use training materials at a convenient time for him. The effectiveness of the ethnomethodic training model for labor migrants from the Republic of Tajikistan, its role for integration into modern Russian society is confirmed by the results of experimental training and the results of state testing. An effective result allows us to talk about the need to create nationally-oriented programs of linguistic and cultural adaptation of foreign citizens.

The article discusses the official status and sphere of Russian language usage in the Republic of Uzbekistan. The article reveals the idea that the policy of strengthening the state language in modern Uzbekistan is associated with the adaptation of the late Soviet model of the nation state, in which language was one of the most important markers of the nation. It is proved that the Russian language is one of the rooted languages of the republic. According to the materials of field research, the indigenous population has formed a demand for Uzbek-Russian bilingualism, including the acquisition of the language through school education in Russian. The author concludes that the Russian language is a part of modern Uzbek culture.

In the post-Soviet period, there was a significant narrowing of the Russian language distribution space. The aim of the study is to identify the changes that have taken place since the collapse of the Soviet Union at the level of the post-Soviet countries in the number and proportion of people who named Russian their native language. The novelty of this study is based on the level of regions in the post-Soviet space and the analysis of the dynamics of such indicators as to the share of the non-Russian population, who named Russian their native language. Almost all post-Soviet states experienced a decrease in the number and share of the Russian-speaking population. Currently, the minimum indicators of the proportion of Russians and Russian-speaking people are characterized by the states of Transcaucasia, as well as Tajikistan, Uzbekistan, and Turkmenistan. The biggest losses in the post-Soviet period of both the Russian and Russian-speaking population, in relative terms, were experienced by Kazakhstan and Kyrgyzstan. A special dynamics of these indicators have developed in two states — in the Republic of Belarus and Ukraine. In these countries, the part of the biethnic population that adopted the identity of the titular ethnic group retained the Russian language. Russian, for example, has declined more rapidly in Ukraine than in the categories of people who consider Russian as their native language, and this has led to a decline in the number and share of the Russian population. The situation in the Republic of Belarus, which is unique in the post-Soviet space, was the result of the 1995 referendum that established the status of the state language for Russian. As a result, along with the decrease in the Russian population in the Republic of Belarus, there has been a significant increase in the category of citizens who named Russian their native language.
