Последние двадцать лет было предпринято немало усилий для активизации инновационной деятельности в стране. Тем не менее, статистические материалы ФСГС РФ свидетельствуют, что ожидаемые результаты в виде значимого роста инновационной составляющей ВВП и объемов реализации российских инновационных продуктов на международных рынках так и остались нереализованными. Бесспорно, все это актуализирует необходимость поиска современных подходов, точек роста инновационного развития. В первую очередь, речь идет о государственных высокотехнологичных корпорациях. Именно в них создаются новые знания, появляются новые компетенции, развиваются прорывные производственные технологии и др. Для мировой экономики характерно циклическое развитие, активный рост всегда сменяется стагнацией, кризисом. Вместе с тем, даже во время острейшего кризиса путем трансформации структуры экономики и рынка можно получить дополнительные возможности для экономического рывка и захвата новых рынков для своих продуктов. Очевидно, что все это сопряжено с решением комплекса задач: корпорациям необходимо оптимизировать свой организационный дизайн, реализовать эффективное стратегическое управление, направленное на укрепление позиций на соответствующих рынках, наращивать конкурентные преимущества и т. п. Over the past twenty years, a lot of efforts have been made to spur innovation in the country. Nevertheless, the statistical materials of the Federal State Statistics Service of the Russian Federation indicate that the expected results in the form of a significant increase in the innovation component of GDP and the volume of sales of Russian innovative products in international markets remained unrealized.Undoubtedly, all this actualizes the need to search for modern approaches, points of growth for innovative development. First of all, we are talking about state high-tech corporations. It is in them that new knowledge is created, new competencies appear, breakthrough production technologies are developed, etc.The world economy is characterized by cyclical development, active growth is always replaced by stagnation, crisis…At the same time, even during the most acute crisis by transforming the structure of the economy and the market, you can get additional opportunities for an economic breakthrough and capture new markets for your products.It is clear that all this is associated with solving a set of tasks: corporations need to optimize their organizational design, implement effective strategic management aimed at strengthening positions in the relevant markets, increase competitive advantages, etc. All this prompted us to take up the stated research topic.

Any business entity in a competitive environment must assess the degree of its own competitiveness in order to function effectively and assess its prospects for the future. Having information about personal competitive positions, industrial firms have the opportunity to reveal their advantages, choose the right tactics of behavior and strategy, true to the realities of the latest market processes. The basis of competitive advantages of enterprises is the socio-economic and progressive technological and organizational base, the ability to analyze and take timely measures to strengthen competitive advantages. The article analyzes ways to increase the competitiveness of Ukrainian enterprises. At the current stage of development of the national economy, the main issue to be addressed is the development of effective facilitators and mechanisms that will increase the competitiveness of domestic producers in the market and will guarantee the overall strengthening of Ukraine’s economic situation. The purpose of the article is to identify ways to increase the competitiveness of the enterprise. Compare the tools that allow you to find your weaknesses, the elimination of which can increase the competitiveness of the organization. The strategic goal is to increase the competitiveness of the domestic economy through innovation, which will create advantages for domestic producers to compete with opponents in domestic and international markets, and help Ukraine to take one of the first places among developed countries. Competitiveness is a key concept that is actively used in theory and practice of management, is a multifaceted concept, which translated from Latin means rivalry, the struggle to achieve the best results. This opens for Ukraine the possibility of transition to world standards of rational and reasonable energy consumption, development of natural resources, raising the level of technology, legal protection of intellectual property. The ultimate goal of these shifts is to create progressive and competitive innovative products on world markets. It should be noted that in the context of globalization and ever-increasing competition, the basis of competitiveness is innovation, which allows countries with innovative competitive advantages to take their rightful place in the world community.

The article deals with theoretical approaches to the essence of innovation development, its role in the formation and enhancement of international competitive advantages of the national economy in world markets. The problems of innovative development in the countries with a transformational economy, in particular Ukraine, are analyzed, the role of globalization in modern world processes is emphasized. The main factors of formation of innovation competitiveness of the national economy are investigated. Their influence on the development of innovation environment in Ukraine is considered. On the basis of the analysis, the ways of improving the innovation and investment climate in Ukraine and the possibilities of its integration into the world economic, scientific and technological space are outlined. The necessity of forming a long-term competitive strategy for Ukraine and carrying out radical reforms as the basis for the implementation of sustainable innovation development is substantiated. Modern tendencies in the development of production of innovative and high-tech products in Ukraine are researched. The results of using innovative potential in the development of high-tech branches of economy are analyzed. The recommendations for solving the main problems of increasing its export potential connected with insufficiency of investment support, imperfect innovation development and mechanisms of technology transfer are substantiated.

The article is analyzed the existing innovation potential of enterprises in Ukraine in the light of international ratings. It is shown that its level is quite sufficient for the development of technological entrepreneurship and the formation of entrepreneurial ecosystems. At the same time, in Ukraine there is no effective state policy that contributes to the formation of an innovative business infrastructure. Financial, tax, credit incentives for the development of innovation and technology transfer are not working. Mechanisms of protection of intellectual property are inefficient. The system of supporting venture financing is not developing; there are no incentives for attracting private business funds to carry out research and development. Certain structural elements of the innovation system exist, for example, technoparks, venture companies and others, but they are a set of rather heterogeneous elements and therefore generally do not play a significant role in the implementation of innovative projects. The main guidelines of the State and regional policy should be: improvement of legislation in the field of innovative entrepreneurship and mechanisms for its financing, encouraging the opening of small innovative enterprises in universities, the formation of new infrastructure components of the innovation system, in particular, services to promote innovative products to international markets; development of investment and management consulting institutes in the sphere of innovative entrepreneurship, stimulation of stable demand for high-tech products and on the innovative companies with all their developments and intellectual property.

In the innovative development of an enterprise, an important role should be played by the determination of methods for ensuring a long-term direction of development by choosing an algorithm of actions, that is, a sound strategy based on economic decisions, business approaches, ways of their implementation, and establishing relationships with other subsidiaries of the integrated structure. In conditions of tough competition in the markets, the only way to ensure competitive advantages for an enterprise can only be strategic management of innovative development, which is capable of providing long-term forecasting and implementation of the innovative goals and objectives set in the strategy. There are quite a few formulations and varieties of strategies for innovative development, among which the most characteristic types can be distinguished: offensive - typical for enterprises that base their activities on the principles of entrepreneurial competition and the creation of "breakthrough" innovations; defensive - aimed at maintaining competitive positions in existing markets; imitation - aimed at copying the consumer properties of innovations from other enterprises; “Niche” - aimed at adapting to narrow market segments with products with unique characteristics associated either with differentiation or with low costs. The mission of innovative development is formulated as follows: "The company guarantees its shareholders adherence to the innovative direction of development by developing and manufacturing high-quality innovative products that are not inferior to the best foreign models and generating high employee incomes, fulfilling obligations to society and profit to shareholders." Implementation of the strategy of innovative development should be reduced to constant monitoring of its implementation and adjustments, taking into account the changing external environment and internal conditions of the enterprise. This function at the analyzed enterprise is performed by the management of the enterprise, since its functions include not only the formulation of the strategy, but also the choice of methods for its implementation, as well as control and, if necessary, its adjustment.

The article discusses the main criteria for classifying goods, works, services as innovative products and (or) high-tech products, the necessary economic efficiency of using these products, the existing measures of state support for innovation in the sectors of the economy. In order to consider goods, works or services high-tech, they must be produced or rendered by high-tech organizations using the latest technological equipment, technological processes and technologies, and with the participation of highly qualified personnel. The author researches the interpretations in the scientific literature and the legislative base of the concepts of «high-tech», «science-intensive» and «innovative products», analyzes the dynamics of exports by product groups and analyzes the level of highly qualified personnel based on the international ranking by countries. The author developed and formulated proposals on amendments to the regulatory framework in order to develop the export of high-tech and innovative products. The author made a conclusion that the analysis of the structure of incomes by export items shows that it is necessary to develop new directions, to provide government support in the form of subsidies in order to increase the level of their competitiveness in international markets.

The paper investigates the factors and indicators of innovative development, considers their impact on the environmental management and improvement of the efficiency of innovation management of the oil and gas corporations. The purpose of the paper is to determine exogenous and endogenous factors and indicators of innovative development of the oil and gas corporation. The paper employs empirical, theoretical, and quantitative (statistical) research methods. As a result of the study, the authors determined an effective indicator calculated based on several indicators of innovative development; the factors of innovative development were identified and a connection between the factors of innovative development was proposed, proceeding from which, an approach to factor analysis of the indicators of innovative development of the oil and gas corporation in a certain restriction system (correlation system) was developed. The developed approach to factor analysis of innovative development indicators allows to adequately assess, analyze, and determine key indicators based on the effectiveness of innovation management to reduce high inappropriate costs for research and development (R&D) and optimize the business at large upon the introduction of high-tech solutions, innovative products and developments. This study can be applied in industrial sectors.

Purpose The purpose of this paper is to explore how low-technology corporate ventures use knowledge from multiple and often trans-sectoral fields to intensively create and deploy innovative production technologies in order to sustain significant competitive advantages. Design/methodology/approach The paper primarily draws evidence from an exploratory case study of a low-tech private enterprise operating in the wood processing industry in Greece. Findings Low-technology firms appear to invest mainly in process innovation and therefore production technologies, in order to secure a position within mature markets. Within the notion of knowledge-intensive entrepreneurship (KIE), a creative bricolage of knowledge based on research work and industrial practice results in innovative products and processes covering technologies from a wide range, including high-tech industries. The case indicates that low-tech companies may be something more than just “borrowers” of technology. Research limitations/implications The limitations regard the single case study research design and the focus on the wood industry in Greece. Future research may pursue more case studies in different traditional sectors and national contexts. Practical implications Entrepreneurs and managers of low-technology firms should focus on technological innovation and more specifically on co-creation of novel production technologies in order to sustain strong competitive advantages and enhance performances. Originality/value The analysis challenges the established opinion of common entrepreneurial processes in low-tech sectors. It adds to the ongoing discussion of low-tech, KIE and it contributes to the literature of industrial dynamics since there are only a handful of studies that probe the role of production technologies within a low-tech but knowledge-intensive context.

The pace of innovative development of the machine-building complex and its structural changes are largely determined by the processes of automation, digitalization, improvement of machinery and equipment. Thepresented article discusses innovative technologies in mechanical engineering. The main trends in the innovative development of industrial production are: development of high-tech foreign economic activity, formation of an innovative space, digitalization of economy, creation of a unified database of innovative developments, formation of a new scientific base working on solving urgent problems, creation of markets for innovative products. It is determined that at all stages of the product life cycle, digital technologies are included, such as virtual reality, additive manufacturing, the industrial Internet of things, and a virtual trading platform. The definition of innovative and technological development of the machine-building complex is given. Despite the fact that innovative technologies ensure efficiency, agility and cost-effectiveness of production, in Russia the digital transformation process is in its infancy and is a promising necessity for the development of all industrial production. The transition to digital production technologies is associated with the solution of a number of problems. Such as modernization of the material and technical base, training and advanced training of personnel, preparation of the legislative framework, standardization, certification of innovative digital production technologies, search for investment resources.

When entering the integrated structure of a subsidiary, it is obliged to comply with the established regulations for building the process of innovative development established in this structure. In the considered real subsidiary, innovative development should be developed in accordance with the following documents: an innovative development program for 5 years, a medium-term innovative development program for 3 years, a diversification strategy for 5 years and a business development strategy for 5 years. The main goal of the innovative development of any enterprise should be to ensure high competitive advantages of the enterprise by purposefully adapting internal resources to new areas of activity and introducing new technological developments, building an infrastructure for the development and production of new innovative products and services. The management system for the implementation of the process of innovative development at the enterprise provides for planning in innovative development programs activities for R&D both for civilian and defense products, and strategies provide methods and ways of their implementation. One of the main issues in the process of forming the innovative development of an enterprise is the formation of an innovative infrastructure, which is a complex of interrelated structures, resources and means that serve and ensure the introduction of innovations and the implementation of innovative processes. One of the most important problems that currently have to be solved by enterprises implementing innovative processes is the staffing of this process. It makes no sense to count on success in the innovative development of an enterprise if it does not have experienced managers and a sufficient number of specialists with the necessary knowledge and intellectual capital. Thus, carrying out innovative transformations at an enterprise is a rather risky business and therefore such an enterprise needs managers who are able to clearly understand the inevitability of an innovative path of development and the willingness to implement it.
