The paper investigates the factors and indicators of innovative development, considers their impact on the environmental management and improvement of the efficiency of innovation management of the oil and gas corporations. The purpose of the paper is to determine exogenous and endogenous factors and indicators of innovative development of the oil and gas corporation. The paper employs empirical, theoretical, and quantitative (statistical) research methods. As a result of the study, the authors determined an effective indicator calculated based on several indicators of innovative development; the factors of innovative development were identified and a connection between the factors of innovative development was proposed, proceeding from which, an approach to factor analysis of the indicators of innovative development of the oil and gas corporation in a certain restriction system (correlation system) was developed. The developed approach to factor analysis of innovative development indicators allows to adequately assess, analyze, and determine key indicators based on the effectiveness of innovation management to reduce high inappropriate costs for research and development (R&D) and optimize the business at large upon the introduction of high-tech solutions, innovative products and developments. This study can be applied in industrial sectors.

The article deals with the management of innovative development of economic systems. Enterprises of high-tech sectors of the economy were selected as the object of the study. It is proved that innovative trans-formations in the chosen industry are inevitable and this industry is undergoing significant transformations caused by large-scale digital processes. It is proved that the effectiveness of the innovative development of the industry is associated with the monitoring of its main development indicators, and therefore a system for evaluating the innovative development of high-tech industries based on key indicators is proposed.

The interaction of a small innovative enterprise with territorial enterprises aimed at their socio-economic and innovative development is examined on a specific example, which is important for the development of the regional economy. The authors determine and examine the major areas of enterprise cooperation, access their state and suggest the development indicators. This paper describes the influence of state support through the Innovation Promotion Fund on the development of small innovative enterprises, as well as other territorial enterprises that receive orders from these organizations. The results of the study demonstrate that territorial enterprises can create a system of close cooperation at the local level, promoting their development on terms of mutual interests. The private sector shows interest in participating in the production of innovative products. The proposed model of building an innovative territorial business can be applied by many small, medium, large enterprises in the field of electronic component base, as well as in other industries to create a successful innovation project. Further improvement of the state policy in relation to small innovative enterprises can accelerate the transformation of these enterprises into independent, in-demand research engineering and technology organizations that ensure the development of existing manufacturers of high-tech products based on contract manufacturing.

Russia’s transition to innovative development is required to ensure the sustainable competitive growth. At the same time, the share of the high-tech sector in innovation costs today is about 15 %. The study suggests ways to improve the system of innovation management in Russian regions. Analysis of modern theories on the organisation of regional innovation processes confirmed a hypothesis that innovation management should consider the regional innovation ecosystem as one of the key sustainable growth institutions. A proposed ecosystem approach states that regional innovation ecosystems in the context of globalisation depend on the coordinated goals of socio-economic and innovative development, differentiated approaches to their construction, sustainable flows of knowledge and technology, diversity and competition of participants. The research determined such priority directions of the state policy as the recognition of the lack of alternative to innovative development; creation of conditions for high-tech industries outside the established business structures; increase in budget research and development (R&D) expenditures; strengthening of self-organisation of science; stimulation of horizontal interactions between science and business. The presented differentiated approach to innovative strategies of Russian regions considers their production and technological specialisation, as well as the state of science and higher education. A described methodology for selecting the most promising regions for innovative transformations is based on a comparison of the values of the author’s indices for the development of scientific and educational space and high-tech industries. The calculations show that, in addition to Moscow, Moscow oblast and Saint Petersburg that are already at the centre of the country’s innovation system, regions occupying the first 10–15 positions in the constructed rating (Nizhny Novgorod, Sverdlovsk, Novosibirsk oblasts, Republic of Tatarstan, etc.) can also become local innovation centres. The obtained results can be used in the state innovation management of the constituent entities of the Russian Federation.

Strengthening and expanding market positions, finding new customers and consolidating regular customers, optimizing the product range, the development of product channels is achieved by forming a sales system. The purpose of the study is to create a conceptual model of management of the sales system of innovative products. This will allow you to most clearly define the goals of innovation and shape the company's development trajectories. The sales system is a multidimensional object, which is characterized by interaction with other systems that are part of the same environment. The sales system develops both due to the laws of its own evolution (self-development) and due to the implementation of special management decisions of a marketing nature. The main method of analysis of objects within the system paradigm is a qualitative and quantitative comparison of the studied system with other systems. In the context of this study in the management of the sales system provides an analysis of the self-organization of the economic system within the synergetics, and the creation of applied organizational and economic tools that could be used in solving innovation management problems. In practice, this is due to the management of information arrays and information flows of the distribution system. The exchange of information in the process of selling products allows you to: focus on the holistic characteristics of the object of study; to reach the level of solving integration problems of external and internal communications; focus on key areas for improving the sales system of the enterprise; explore the content of sales opportunities of the enterprise. The paper proposes the concept and principles of sales system management, which takes into account the features and organizational capabilities of the enterprise and the specifics of consumer behavior of innovative products. During the development of the concept, logical relationships were established between the principles and key factors that influence the behavior of consumers and organizations in the sale of high-tech goods at the stages of their life cycle. When developing a mechanism to ensure the stability of sales and achieve a synergistic effect between production and market systems, problem areas between the systems were identified and causal links between them were established.

Последние двадцать лет было предпринято немало усилий для активизации инновационной деятельности в стране. Тем не менее, статистические материалы ФСГС РФ свидетельствуют, что ожидаемые результаты в виде значимого роста инновационной составляющей ВВП и объемов реализации российских инновационных продуктов на международных рынках так и остались нереализованными. Бесспорно, все это актуализирует необходимость поиска современных подходов, точек роста инновационного развития. В первую очередь, речь идет о государственных высокотехнологичных корпорациях. Именно в них создаются новые знания, появляются новые компетенции, развиваются прорывные производственные технологии и др. Для мировой экономики характерно циклическое развитие, активный рост всегда сменяется стагнацией, кризисом. Вместе с тем, даже во время острейшего кризиса путем трансформации структуры экономики и рынка можно получить дополнительные возможности для экономического рывка и захвата новых рынков для своих продуктов. Очевидно, что все это сопряжено с решением комплекса задач: корпорациям необходимо оптимизировать свой организационный дизайн, реализовать эффективное стратегическое управление, направленное на укрепление позиций на соответствующих рынках, наращивать конкурентные преимущества и т. п. Over the past twenty years, a lot of efforts have been made to spur innovation in the country. Nevertheless, the statistical materials of the Federal State Statistics Service of the Russian Federation indicate that the expected results in the form of a significant increase in the innovation component of GDP and the volume of sales of Russian innovative products in international markets remained unrealized.Undoubtedly, all this actualizes the need to search for modern approaches, points of growth for innovative development. First of all, we are talking about state high-tech corporations. It is in them that new knowledge is created, new competencies appear, breakthrough production technologies are developed, etc.The world economy is characterized by cyclical development, active growth is always replaced by stagnation, crisis…At the same time, even during the most acute crisis by transforming the structure of the economy and the market, you can get additional opportunities for an economic breakthrough and capture new markets for your products.It is clear that all this is associated with solving a set of tasks: corporations need to optimize their organizational design, implement effective strategic management aimed at strengthening positions in the relevant markets, increase competitive advantages, etc. All this prompted us to take up the stated research topic.

The article discusses the main aspects of innovative development in the context of the growing coronavirus pandemic. The author analyzed the indicators of the industrial sector of the economy, found out the insufficient use of production resources and industrial potential. Among the factors considered, the number of employed in industry is highlighted, and the forecast values ​​up to 2023 are calculated. It has been established that the country's industry is developing mainly in an extensive way, while in industrially developed countries, economic growth is ensured by the introduction of innovative technologies. It has been determined that in order to improve the innovative activity of high-tech enterprises, it is necessary to use a wide arsenal of various management methods, to form a model for the commercialization of innovations from the development stage to bringing innovative products to the market. The impact of digitalization on the transformation of basic industries, ensuring the competitiveness of the national economy and an accelerated transition to an innovative model is assessed.

The problems of activation of innovative development of the country’s economy have been considered, the main objects of which are high-tech enterprises. The current state of the process of introduction of innovative products in Russia has been assessed and the role of high-tech enterprises in the rise of the national economy has been revealed. In the article the direct connection of innovative development from the effective implementation of investment programs, which correspond to the specific features of high-tech enterprises has been revealed. In addition, the necessity of drawing up a program for the development of new products has been substantiated, which should contain an assessment of the competitive position of the enterprise in the market, an analysis of internal capacity and verification of the current capabilities of the organization to the conditions of transition to the production of innovative products.

Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

The subject of the research is the current state of the fuel and energy complex (FEC) that ensures generation of a significant part of the budget and the innovative development of the economy.The purpose of the research was to establish priority directions for the development of the FEC sectors based on a comprehensive analysis of their innovative and investment activities. The dynamics of investment in the fuel and energy sector are considered. It is noted that large-scale modernization of the fuel and energy complex requires substantial investment and support from the government. The results of the government programs of corporate innovative development are analyzed. The results of the research identified innovative development priorities in the power, oil, gas and coal sectors of the fuel and energy complex. The most promising areas of innovative development in the oil and gas sector are the technologies of enhanced oil recovery; the development of hard-to-recover oil reserves; the production of liquefied natural gas and its transportation. In the power sector, the prospective areas are activities aimed at improving the performance reliability of the national energy systems and the introduction of digital technologies. Based on the research findings, it is concluded that the innovation activities in the fuel and energy complex primarily include the development of new technologies, modernization of the FEC technical base; adoption of state-of-the-art methods of coal mining and oil recovery; creating favorable economic conditions for industrial extraction of hard-to-recover reserves; transition to carbon-free fuel sources and energy carriers that can reduce energy consumption and cost as well as reducing the negative FEC impact on the environment.
