The article is devoted to the study of the formation of the main approaches to the problem of implementing distance education based on the analysis of scientific publications. The leading role of the idea of the need to introduce distance education is established. The main problem areas identified by the authors of the publications in the analysis of the processes of informatization of education (legal support, monitoring system, performance criteria) are described. The insufficiently covered aspects of the study of the introduction of distance education (the medical aspect, technical problems).

The taxonomic urgency, caused by the combination of the taxonomic gap (wide incompleteness of the taxonomic inventory of living beings on earth) and the biodiversity crisis (major threats of extinction on a large part of the current biodiversity) imposes heavy responsibilities on the scientific community of biologists and particularly of taxonomists. In order to become more efficient in the work of description and naming of the species and other taxa, some changes in traditional working practices should be implemented. Among them, a simplification and standardisation of some nomenclatural Rules and practices, and in particular of the way of writing the scientific names of taxa (nomina) should be considered. Although traditionally considered important, authorship plays no role in the implementation of the nomenclatural Rules concerning availability, allocation and validity of nomina, and the traditional emphasis put on authorship in nomenclature plays in fact a negative role in taxonomy. Removing the names of authors, but not the date, from the nominal-complex by which each taxon is designated would de-emphasise the role of authorship in nomenclature. It would reduce the burden of nomenclatural taxonomic inflation and synonymy load due to nomenclatural mihilim and unwarranted descriptions of new taxa that will later have to be treated as synonyms. Other proposals regarding the standards and length of writing nominal-complexes in publications are offered, which should be beneficial not only to scientific publications using nomina of taxa, but also to the computerisation of nomenclatural information and its electronic diffusion. These proposed changes, some of which are drastic, should not be implemented at once, but in several steps, in order to be progressively adopted by the community of taxonomists.

The interview concerns the role of scientific books in the Italian society from the 19th century until today. Having played an important role in the formation of a national scientific community, science popularization has offered a ceaseless high-quality production during the past two centuries. On the other hand, even today scientific publications do reach only a narrow élite. In the author’s opinion, only the school system has the power to widen the public for science in Italy.

Theories of economic growth determine the leading role of investment processes. The purpose of this article is to inform the scientific community about the results of the analysis of the sectoral economic growth and investment support in the case of the poultry industry sub-sector. The analysis was carried out on the example of 493 organizations belonging to the type of activity 01.47 “Breeding of agricultural poultry”. In the course of the study, the organizations were divided into groups according to the scale of their activities, and their financial status was analyzed, as loan debts for investment projects in the poultry farming accounted for 38%. The analysis showed that the financial condition of the poultry organizations is better than the financial condition of the organizations in Russia as a whole. Also, large organizations with revenues above 2 billion rubles have better financial situation. Almost a quarter of organizations in the poultry farming are large and medium-sized ones (23.6%). They have revenues of 800 million rubles, which allows them making the necessary investments.

The purpose and tasks of the work are to analyze the contemporary Ukrainian mass culture in terms of its value and humanistic components, as well as the importance of cultural studies and Ukrainian studies in educational disciplines for the formation of a holistic worldview of modern youth.Analysis of research and publications. Scientists repeatedly turned to the problems of the role of spirituality in the formation of society and its culture. This problem is highlighted in the publications by O. Losev, V. Lytvyn, D. Likhachev, S. Avierintsev, M. Zakovych, I. Stepanenko and E. Kostyshyn.Experts see the main negative impact of mass culture on the quality approach, which determines mass culture through the market, because mass culture, from our point of view, is everything that is sold and used in mass demand.One of the most interesting studies on this issue was the work by the representatives of Frankfurt School M. Horkheimer and T. Adorno «Dialectics of Enlightenment» (1947), devoted to a detailed analysis of mass culture. Propaganda at all socio-cultural levels in the form is similar in both totalitarian and democratic countries. It is connected, according to the authors, with the direction of European enlightenment. The tendency to unify people is a manifestation of the influence of mass culture, from cinema to pop. Mass culture is a phenomenon whose existence is associated with commerce (accumulation in any form – this is the main feature of education), in general, the fact that it exists in this form is related to the direction of the history of civilization.Modern mass culture, with its externally attractive and easily assimilated ideas and symbols, appealing to the trends of modern fashion, becomes a standard of prestigious consumption, does not require intense reflection, allows you to relax, distract, not teach, but entertains, preaches hedonism as the main spiritual value. And as a consequence, there are socio-cultural risks: an active rejection of other people, which leads to the formation of indifference; cruelty as a character trait; increase of violent and mercenary crime; increase in the number of alcohol and drug addicts; anti-patriotism; indifference to the values of the family and as a result of social orphanhood and prostitution.Conclusions, perspectives of research. Thus, we can conclude that modern Ukrainian education is predominantly formed by the values of mass culture. Namely, according to the «Dialectic» by Horkheimer and Adorno, «semi-enlightenment becomes an objective spirit» of our modern society.It is concluded that only high-quality education can create the opposite of the onset of mass culture and the destruction of spirituality in our society. It is proved that only by realizing the importance of cultivating disciplines in the educational process and the spiritual upbringing of the nation, through educational reforms, humanitarian knowledge will gradually return to student audiences.Formation of youth occurs under the influence of social environment, culture, education and self-education. The optimal combination of these factors determines both the process of socialization itself and how successful it will be. In this context, one can see the leading role of education and upbringing. It turns out that the main task of modern education is to spread its influence on the development of spiritual culture of the individual, which eventually becomes a solid foundation for the formation of the individual. Such a subject requires both philosophical and humanitarian approaches in further integrated interdisciplinary research, since the availability of such research will provide the theoretical foundation for truly modern educational and personal development.

SUMMARY The recent extensive literature on exploration and the resulting scientific advances has failed to highlight the contribution of Austrian enterprise to the study of natural history. The leading role of Joseph II among the neutral powers which assumed the carrying trade of the belligerents during the American War of Independence, furthered the development of collections for the Schönbrunn Park and Gardens which had been set up on scientific principles by his parents. On the conclusion of peace, Joseph entrusted to Professor Maerter a world-encompassing mission in the course of which the Chief Gardener Franz Boos and his assistant Georg Scholl travelled to South Africa to collect plants and animals. Boos pursued the mission to Isle de France and Bourbon (Mauritius and Reunion), conveyed by the then unknown Nicolas Baudin. He worked at the Jardin du Roi, Pamplemousses, with Nicolas Cere, or at Palma with Joseph Francois Charpentier de Cossigny. The linkage of Austrian and French horticultural expertise created a situation fraught with opportunities which were to lead Baudin to the forefront of exploration and scientific research as the century closed in the upheaval of the Revolutionary Wars.

The article is devoted to the problem of educational communications development as a sphere of implementation of modern information-communication technologies in the higher education system. The purpose of the article is to present the structure and functions of educational communications aimed at the development of personal potential and self-realization of students. Methodology. The study is based on the methodology of personal and communicative-informational approaches in education, psychological-pedagogical provisions on the structure of communication, the leading role of learning activity, didactic principles of building an educational-informational environment. In theoretical terms, the study is based on the idea of the indirect implementation of ICT in education through the development of educational communications. The developing structure of educational communications, including didactic, informational-gnostic, interactive, psychological, attractive-motivational, value-semantic components, is presented. The possibilities of developing personal potential in educational communications are considered. The author’s developmental model of ICT functions is presented, which includes clusters of actual and latent functions aimed at the formation of information-educational space for the development of students’ personal potential. In conclusion, a inference was made about the prospects of the indirect introduction of modern ICT as tools for the development and functioning of various educational communications. At the same time, it is essential that these communications perform psychological and pedagogical tasks and functions.

Sample contributions by Arab contributors to a discussion forum were analyzed to study the role of the Web in promoting free speech and demystifying long held views of Arab public opinion. The findings of the study highlight the importance of the role played by the Web in promoting free speech among traditionally repressed populations, and provide insights that will help in correcting misconceptions about Arab public opinion.Un échantillonnage d’interventions par des participants arabes à un forum de discussion a été analysé afin d’étudier le rôle du Web dans le développement de la liberté de parole et la démystification des préjugés concernant l’opinion publique arabe. Les résultats de l’étude mettent en lumière l’importance du rôle joué par le Web dans le développement de la liberté de parole parmi les populations traditionnellement réprimées et offrent des idées qui aideront à corriger les idées préconçues concernant l’opinion publique arabe.

The article describes the structural characteristics of the urban communities of the city of Krasnodar and the related features that impact their participation in urban conflicts. This issue is considered in a number of scientific publications, but there is a need to expand the empirical base of such studies. On the base of expert interviews conducted with both city activists, their counterparty (representatives of the municipal government) and external observers (journalists), the parameters of urban communities functioning in the process of their interaction with other conflict actors are revealed. The communities characteristics such as the predominantly territorial principle of formation, the overlap of online and offline communications in their activities, the presence of a “core” with a relatively low number of permanent participants and others are determined. Their activities are dominated by neighborly and civilian models of participation in conflicts. The possibilities of realizing one’s own interests through political interactions (participation in elections, the activities of representative bodies of power, political parties) are not yet sufficiently understood. Urban communities, as a rule, operate within the framework of conventional forms of participation in solving urgent problems, although in some cases it is possible to use confrontational methods, in particular, protest ones. In this regard, the most often used compromise, with the desire for cooperation, a strategy of behavior in interaction with opponents. The limited activating role of conflicts in the activities of communities has been established. The weak manifestation of the civil and especially political component in their activities determines the preservation of a low level of political subjectivity. This factor restrains the growth of urban communities resources and the possibility of applying competitive strategies in interaction with city government and business.

The article considers the scientific diplomacy — a relatively new phenomenon in international practice — as a type of diplomacy which took shape quite recently, in the 21st century, with the advent of both the term itself, and the corresponding concepts, and the Foreign Ministry units of some countries. However, it is necessary to clarify the terminology and essence of this practice, which has a much more long history. At the present time, there is a reassessment of this historical experience, as well as another attempt to put science in the civil service in one more — diplomatic aspect, as it has already happened with the military, educational and some other areas. At the same time, the scientific community itself in this process has the opportunity to play not only the role of an object or a passive performer. The demand for science is clearly manifested in periods of war and conflict, which in various forms do not stop today. This causes the urgency of the problem. At the same time, the conscious activity of politicians and scientists is combined with objective, independently developing, incl. latently, unobviously, by the processes of political struggle and scientific knowledge, which leads to complex combinations of interrelations between politics and science. The study of such events and processes allows us to draw some conclusions regarding relations between science and diplomacy, to determine the trend of consistent “scientification” of diplomacy, like of any other sphere of society, the transition from diplomacy-mail (communication) through diplomacy-art to diplomacy-science, formulate a hypothesis that diplomacy in general is a scientific project.
