With issue No 1/2013, this journal changed in several respects. Under a new editor-in-chief, the Strategic Review for Southern Africa, then published for 35 years, turned into an open access journal with a redesigned look. But the makeoveraimed at more than merely cosmetic changes. As outlined in the introduction of that issue, the changing context both in South Africa as well as globally, motivated a conceptual re-positioning, that also modified the subject-related thematic framework1).  Since then, thanks to many contributors offering a wide range of topicalanalyses, we hopefully managed to live up to at least some of the expectations created. After five years, it is now time to hand editorial responsibility to a new generation of scholars groomed in the spirit of democratic South Africa. This, therefore, is the last issue for me as the editor-in-chief. While I welcomed the privilege to lead the journal towards implementing a modified agenda, I now welcome the opportunity to move out of the way and pursue other tasks. I thank all those in the editorial group and the advisory board who accompanied and supported me during the last years. I am especially grateful to Maxi Schoeman, who felt I would be the right choice for this task. Special thanks go also to Wilma Martin, without her assistance none of the last eleven issues would have become a reality.

The study of law focuses, among other aspects, on important issues relating to equality, fairness and justice in as far as free access to information and knowledgeis concerned. The launching of the Open Access to Law Movement in 1992, the promulgation of the Durham Statement on Open Access to Legal Scholarshipin 2009, and the formation of national and regional Legal Information Institutes (LIIs) should serve as an indication of how well the legal world is committed to freely publishing and distributing legal information and knowledge through the Internet to legal practitioners, legal scholars and the public at large aroundthe world. In order to establish the amount of legal scholarly content which is accessible through open access publishing innovations and initiatives, this studyanalysed the contents of websites for selected open access resources on the Internet internationally and in South Africa. The results of the study showed that there has been a steady developing trend towards the adoption of open access for legal scholarly literature internationally, while in South Africa legal scholarly literature is under the control of commercial publishers. This should be an issue for the legal scholarship which, among its focus, is to impart knowledge about the right of access to information and knowledge.

In this chapter we will show how modern FPGA offers the possibility of implementing Reconfigurable Virtual Instrumentation, a new kind of electronic instrumentation which generates interesting opportunities for regular users but that also poses several technical challenges for advanced users and instrument developers. We will analyze some of the main problems and we will give some ideas and possible strategies to deal with them. In order to put the subject in the right context we will review some general concepts regarding instrumentation in general and we later proceed with some more specific concepts and definitions. The chapter also describes two hardware/software platforms for science and high-education developed at the International Centre for Theoretical Physics (ICTP) where the concept of RVI proposed in this chapter was applied. Although we mainly adopt a scientist's prospective to define and analyze instrumentation, most of the conclusions drawn along this chapter can be easily generalized for a wide range of applications in commercial or industrial sectors.

See video of the presentation.Research Consulting undertook a study for Knowledge Exchange that looked at the relation between open-access policies and services. Drawing on a consultation with funders, institutions and service providers across the five Knowledge Exchange countries and beyond, it identifies the key services needed to successfully implement open-access policies, and suggests priorities for action in support of an open scholarly infrastructure.The study reviewed a wide range of OA policies from public research funders, private research funders and selected high education institutions from the five Knowledge Exchange countries; it finds that although policies vary considerably across countries, they generally share key requirements for green OA, gold OA and monitoring and compliance, with the clearest differences being in the emphasis placed on those requirements.The study also provided a thorough review and classification of OA services, and identified the ones that are indispensable for the successful implementation of all OA policies. In particular, it reviewed the importance for author, institutional and funders’ workflows of: (1) underpinning services such as standards, metadata and identifiers (e.g. ORCID and FundREF); (2) abstracting and indexing services, such as the Directory of Open Access Journal; (3) support and dissemination services such as SHERPA; and (4) green OA services encompassing a wide range of repository and related services designed to improve interoperability across the green OA landscape.Finally, we looked at critical challenges facing OA services, including uncertainties over their financial stability and governance models, that hamper – or can hamper in the future – their effective use and continued development, and we highlighted priorities for action from decision makers in the scholarly community. These include both specific recommendations to act in support of critical services, as well as strategic recommendations covering the actions and investments needed to create a coherent OA service infrastructure so as to allow more efficient and effective compliance with OA services.

The preamble of the Domestic Violence Act (116 of 1998) (DVA) recognises that domestic violence is a serious social evil and that there are high incidences of domestic violence in South Africa. The preamble further recognises that:a) victims of domestic violence are among the most vulnerable members of society;b) domestic violence takes many forms and may be committed in a wide range of domestic relationships; andc) the remedies previously available to victims of domestic violence have proved to be ineffective.The Constitution of the Republic of South Africa, 1996 (the Constitution) provides various rights that are also applicable to victims of domestic violence. The Constitution guarantees the right to dignity and to freedom and security of the person (see ss 10 and 12 of the Constitution respectively). Domestic violence against any person is a violation of these rights. The DVA further recognises that South Africa has international commitments to end violence against women and children in terms of the United Nations Convention on the Elimination of all Forms of Discrimination against Women and the Convention on the Rights of the Child. A right not to be subjected to domestic violence may not be specifically mentioned in international human rights law instruments, but freedom from all kinds of violence and the right to equality and human dignity is generally emphasised.The purpose of the DVA is to provide a legal remedy in the form of an interdict that prohibits a person from violating the rights of the complainant. In order to give effect to this purpose, section 7(1) of the DVA provides that the court may grant a protection order to protect the rights of the complainant. Section 7(2) of the DVA further grants the court the power to impose any additional conditions that it deems reasonably necessary to protect and provide for the safety, health or well-being of the complainant.In KS v AM (2018 (1) SACR 240 (GJ)), the court found that section 7(2) of the DVA empowered the court to order the seizure of the respondent’s digital equipment to remove any photograph, video, audio and/or records relating to the complainant. This case note examines the decision in KS v AM (supra) and determines whether the decision is justifiable in law. The definition of domestic violence is discussed first and thereafter the remedies available in terms of the DVA are examined. A discussion of the judgment in KS v AM (supra) follows.

Abstract: Manufacturing in South Africa has been the subject of strong industrial policy support. Since 1994, the sector has undergone major structural shifts but the sector has performed poorly. Trade liberalization, which started to take effect before 1994, led to rapid import penetration across a wide range of sectors. For the most part the export response was disappointing. From 2007, there has been a shift to more intensive sectoral industrial policy. But this coincided with a number of very negative developments including the global financial crisis as well as serious infrastructure constraints. The specifics of industrial policy are examined in heavy industry, the automotive sector, and light manufacturing as well as in the outcomes of regional industrial development policies. The chapter concludes that South Africa needs to be on a more labour-absorbing growth path which requires appropriate industrial as well as other policies.

The Institute of Integrative Omics and Applied Biotechnology (IIOAB), India (www.iioab.webs.com / www.iioab.ac.in) is a non-profit scientific organization that aims to provide a global platform for multidisciplinary research and advocacy. Other aspects of the organization are promotion of higher education, R&D, and to serve science, society, and the mankind. To fulfil its mission, IIOAB is now introducing a new open access, preer-reviewed, scientific international journal- the “IIOAB Letters” that will publish articles covering all aspects of biological sciences.  The journal is dedicated to students, who are our future, and will provide a platform to all scientific community to publish their articles.The journal is a collaborative effore of IIOAB and University Library Sysltem (ULS), Office of Scholarly Communication, Publishing and Web Services from University of Pittsburgh, USA. for puting their all valuable efforts in successfully launch the journal using Open Journal System (OJS).The journal will publish basic and applied research articles, invited review articles, interviews, letters, reports etc. This journal will also provide a global forum for ethical and business knowledge exchange through publishing papers from all over the world. The chapter focuses on the exploration and elucidation of the open access concept, with the main emphasis on open access journals, their types and features, etc. Similarly, the thrust was also given to acquaint the audience with the open access journal publishers, in order to aware them about the availability of open access literature and the opportunities where open access research can be published by the authors or scientists. In order to give some practical flavors to the readers of this study, the focus of the study was also made towards gauging the active open access journals indexed by the Scopus database. Moreover, particular emphasis was given to check the distribution of active open access journals indexed by it in the fields of life sciences, social sciences, physical sciences, and health sciences. The purpose was to ease the users to search and use the open access journal literature as per the subject taste.
