This study aims to find out the government commucation system throght Musrenbang (Musyawarah Rencana Pembangunan - Development Plan Discussion) in the devolopment  north Aceh community’s religiosity. The data were collected throght intensive imnterviews whit related figures, such as the head of North Aceh Bappeda, non-government organization leaders, north Aceh Community leaders, as well as the head of Ulama consultation Council (Majelis Permusyawartan Ulama) – MPU, who also is religious leader in North Aceh Regency. Data were also colleted through field observation. The study also revealed that the government communicates primerly (directly) with society through advice conveyed through Musrenbang, than the government communicates secondarily (indirectly) through mass media. The communicator of relegion to north Aceh society is the ulama, subdistrict and village personnels, MPU, religious and traditional figure. The government is facilitator  for society’s communication. The advice given are the elimination of vices, the upholding of Islamic law, the mastery of religious studies, and the strengthening of family. The result of north Aceh gavernment and society communication is not yet optimal. The quality of religion life as well as the infrastructure to increase this quality is not yet sufficient as society has’nt utilized the  mosque  optimally. Religious teaching as value is not yet understood, internalized, and acted upon by society in daily life. Negative and deviant behavior, far from religious, normative, and ethical injuctions, often occur. The problem above is due to stumbling blocks such as the weak human resource of development communicator. The reason is the limitation of fund for religious development be it in the physical aspects as well as the lack of society’s role in development. Keywords: Government Commucation, Development Plan Discussion, and Mass Media

On July 2, 2020, a division of Turkey’s highest administrative appellate court annulled[reference_link 1] a 1934 presidential decision[reference_link 2] by Kemal Ataturk, founding president of Turkey, converting Hagia Sophia (tr. Aya Sofya) into a museum.  Days later, on July 10, 2020, Recep Tayyip Erdogan issued a decision[reference_link 3] based on the court ruling, restoring its status as a mosque open to worship and transferring its maintenance to the country’s Presidency of Religious Affairs. Following a Turkish administrative court ruling that revoked an earlier administrative decision (1934) converting the mosque into a museum, President Erdogan of Turkey was expected[reference_link 4] to restore Hagia Sophia’s status as a mosque.  Upon his decision to restore the site’s status as a mosque open to worship, Erdogan personally inspected[reference_link 5] the site and the preparations to have it ready for the Friday prayer on July 24, 2020. The government quickly named[reference_link 6] 3 imāms, one a professor of religious studies, for Hagia Sophia. On July 24, 2020, Erdogan, accompanied by top government officials and politicians, participated[reference_link 7] in the first Friday prayer at the site after a 86-year hiatus where he recited passages from the Qur’ān. 350,000 people are estimated[reference_link 8] to have been in attendance). The government of Indonesia has recognized six offical religions based on certain categories by law. Susila Budhi Dharma known as SUBUD is not included as one of them. The debate on the inclusion of SUBUD as a religion has existed since its existance. This work attemps to explore the experience of SUBUD in dealing with the acknowledment both by people and the schoolars in religious studies and the discource on it. Richard King believes that Subud is a religion since there is mysticim in it (submission to God) with latihan kejiwaan. He may say that it is constructed like what laso is prascticed in Christianity. Subud is not a religious teaching claimed by Subud’s members but Subud is as a religion since the latihan kejiwaan is from God and appropriate with God’s will. In the discussion of Marxian, Durkheimian and Freudian, Subud is considered as a religion since it tends to promote dependance and can disturb economy. While in the views of both Weberian and Eliadean, SUBUD is considered as a religion because it is related to sacred intities and is traditonalism. The works suggests that deeper information would be beneficial for the people within religious studies to accommodate Subud as a religion based on theories in the field. Talal Asad’s theory can develop Subud terminology that it is as a religion since it is categorized as an organization that have structures of leaders and people. Indeed, Subud has proven to separate from the states for its growing and developtment in European countries and the USA.

Unclaimed property in Malaysia has become one of the more hotly debated issues. So far unclaimed property value estimated to reach billions of ringgit. This is a big number, and, if issues stay no action has taken, it will affect not only the society but also economic and national development. If the efficient property management system had to be set up it will have undoubtedly a positive impact. Therefore, there is a need to take a drastic action to find a comprehensive solution and alternatives for solving this issue. Hence, an effective asset management and an efficient estate planning towards unclaimed property must be practiced to ensure a smooth operation of the property management. Generally, unclaimed property is divided into two main categories. Firstly, the inherited estate from a deceased that is not claimed by the heirs and another one is the property the owner of which cannot be traced or missing, known as Al-Mafqud in Islamic law. In this paper, the researcher has focused on the occurrence of unclaimed property in the context of missing persons. The results of this study are based on data gathered through a grounded theory from few agencies such as the Malaysian Civil and Shariah Courts, Small Estate Distribution Unit in the District Land Office and Amanah Raya Berhad as well as the heirs of missing persons. The information of missing person's heirs collected from Royal Malaysia Police (RMP) and the information clarified as confidential. In general, the result shows that, there are for factors contributed to the issues of unclaimed properties in Malaysia; legislation, social status, behavior and the strength and weaknesses of related agency should be given consideration. This results are expected to be catalyst to further action by the government to solve the issue of unclaimed property in Malaysia and concurrently contribute to enhance the quality of property management based on highest and best use concept

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

The continuity of learning programs during the COVID-19 pandemic found educational institutions, especially Madrasah Ibtidaiyyah (MI) temporarily closed the learning process in schools. To prevent the spread of COVID-19 that is currently engulfing Indonesia. Lack of preparation, readiness and learning strategies have a psychological impact on teachers and students. Declining quality of skills, lack of supporting facilities and infrastructure. Learning from home (online) is an effort by the government program to ensure the continuity of learning in the pandemic period. The research method uses participatory action research (PAR), which focuses on understanding social phenomena that occur in the community and mentoring efforts on the problems faced. The assistance effort is to help the children of MI Sulursewu, Ngawi in participating in online learning related to; 1). Preparation of activities, 2). Counselling participants offline method, 3). Offline activities method. Results of the study show that the mentoring activities following the target of achievement; first, the activity can be carried out following the schedule that has been set. Second, students are always on time for the online learning hours that have been set. Offline methods show that efforts can help ease the burden on parents, but can also make it easier for students to receive subject matter.

ABSTRACT   Banana fruit is a commodity that contributes a great value to both national and international fruit production achievement. The government through the National Standardization Agency establishes standards to maintain the quality of bananas. The purpose of this Project is to classify the stages of maturity of Ambon banana base on the color index using Naïve Bayes method in accordance with the regulations of SNI 7422:2009. Naive Bayes is used as a method in the classification process by comparing the probability values generated from the variable value of each model to determine the stage of Ambon banana maturity. The data used is the primary data image of 105 pieces of Ambon banana. By using 3 models which consists of different variables obtained the same greatest average accuracy by using the 2nd model which has 9 variable values (r, g, b, v, * a, * b, entropy, energy, and homogeneity) and the 3rd model has 7 variable values (r, g, b, v , * a, entropy and homogeneity) that is 90.48%.   Keywords: banana maturity, classification, image processing     ABSTRAK   Buah pisang merupakan komoditas yang memberikan kontribusi besar terhadap angka produksi buah nasional maupun internasional. Pemerintah melalui Badan Standarisasi Nasional menetapkan standar untuk buah pisang, menjaga mutu  buah pisang. Tujuan dari penelitian ini adalah klasifikasi tahapan kematangan dari buah pisang ambon berdasarkan indeks warna menggunakan metode Naïve Bayes  sesuai dengan SNI 7422:2009. Naive bayes digunakan sebagai metode dalam proses pengklasifikasian dengan cara membandingkan nilai probabilitas yang dihasilkan dari nilai variabel penduga setiap model untuk menentukan tahap kematangan pisang ambon. Data yang digunakan adalah data primer citra pisang ambon sebanyak 105. Dengan menggunakan 3 buah model yang terdiri dari variabel penduga yang berbeda didapatkan akurasi rata-rata terbesar yang sama yaitu dengan menggunakan model ke-2 yang mempunyai 9 nilai variabel (r, g, b, v, *a, *b, entropi, energi, dan homogenitas) dan model ke-3 yang mempunyai 7 nilai variabel (r, g, b, v, *a, entropi dan homogenitas) yaitu sebesar 90.48%.   Kata Kunci : kematangan pisang,  klasifikasi, pengolahan citra

In this article, I present the results of an analysis of print media reporting on the spectacular trial in 1984 against the murderers of Jerzy Popiełuszko in communist Poland. The aim of my research is to show how the coverage contributed to the de-legitimization of the Communist Party despite the mass media system's tight structures of control. Because of mass media functionality, the coverage of this event contributed to political transformation not only by publicizing a hitherto tabooed topic but also by establishing an initial point for informed public criticism of the government.

Fines are sanctions or punishments that are applied in the form of the obligation to pay a sum of money imposed on the denial of a number of agreements previously agreed upon. There is debate over the status of fines in Islamic law. Some argue that fines may not be used, and some argue that they may be used. In the context of fines for delays in payment of taxes, in fiqh law it can be analogous to ta'zir bi al-tamlīk (punishment for ownership). This can be justified if the tax obligations have met the requirements. Whereas according to Islamic teachings, fines can be categorized as acts in order to obey government orders as taught in the hadith, and in order to contribute to the realization of mutual benefit in the life of the state. As for the amount of the fine, the government cannot arbitrarily determine fines that are too large to burden the people. Penalties are applied as a message of reprimand and as a means to cover the lack of the state budget.

Government Regulation No. 9 of 1975 related to the implementation of marriage was made to support and maximize the implementation of Law No. 1 of 1974 which had not yet proceeded properly. This paper examines Government Regulations related to the implementation of marriage from the perspective of sociology and anthropology of Islamic law. Although the rules already exist, some people still carry out marriages without being registered. This is anthropologically the same as releasing the protection provided by the government to its people for the sake of a rule. In the sociology of Islamic law, protection is a benchmark for the assessment of society in the social environment. Therefore the purpose of this paper is to find out how the implementation of marriage according to PP. No. 9 of 1975 concerning the Marriage Law in the socio-anthropological perspective of Islamic Law.
