Higher Education Institutions (HEI) face challenges to fulfill their substantive function of educating and training people; within this educational process, there are factors that affect the achievement of academic objectives embodied in the school curriculum of various programs of the education system. An adequate curricular structure guarantees that the practices carried out in the classroom are intentional, systematic and secure learning; this implies the design and implementation of an innovative curricular proposal, from the planning of the teaching-learning process to the evaluation. The curricular management is one of the strategic processes of HEIs, which operationalizes the public education policies in the state, where the curriculum is key in the Quality of Higher Education, because it considers the needs, problems and social interests, through the development of professional skills of students, in order to train professionals that contribute to national development. The curriculum, as a process, operates according to the school context from the perception of the teacher and the administration, tracing a clear link between: the curricular management and the classroom processes, the support networks with the dimensions of the TecNM model to be aligned and focused on high performance.

Modern Uzbekistan undergoes wide-scale social and economic reforms that include the modernization of higher education system. This paper aims at evaluating the actual and potential impact of the reforms in Uzbekistan’s higher education on the Russian universities’ opportunities to export education to Uzbekistan. Accordingly, the paper traces the evolution of the national higher education system under President Islam A. Karimov (from 1991 to 2016), analyzes the new priorities of higher education policies set by his successor Shavkat M. Mirziyoyev, shows their interlinkages with the transition to a new model of national development, and focuses on the objectives and instruments of higher education internationalization. Theoretically and methodologically, the research relies on the concepts of internal and external internationalization of higher education, Clark’s model of higher education system elements, and Trow’s concept of higher education massification levels. The authors show the scale and interconnectedness of higher education challenges that have been developing in Uzbekistan in the course of the 25 years of its independence. The authors argue that higher education internationalization has become a way to achieve a number of objectives, in particular to improve the quality of higher education, orient it to massification, make it more accessible in the country’s regional centers. The paper shows the parameters of internal and external internationalization of higher education in Uzbekistan that has demonstrated the unprecedented dynamics in post-Soviet countries. The paper underlines that the policy of rapprochement with Russia launched by Tashkent in 2016 has created exceptionally beneficial opportunities for Russian universities to work in Uzbekistan and attract Uzbek students. Four mid-term scenarios of higher education internationalization in Uzbekistan are suggested.

The article considers approaches to improving the quality of higher education in the system of state regulation. It is established that the reform of the educational system in the Russian Federation requires adequate changes in the internal management of universities, their transition to the principles of strategic planning, monitoring of the educational services market, personnel management, expansion of academic freedoms and academic mobility of all participants in the educational process.

ResumenEl artículo tiene como objetivo ofrecer una revisión crítica de la literatura sobre el estado de la cuestión relativa a las discapacidades de aprendizaje en Matemática en el contexto educativo colombiano. Para ello, se realizó un recorrido histórico breve de los constructos “discapacidad”, “competencia matemática” y “discapacidad de aprendizaje”. Se planteó un análisis de los conceptos, causas, características, evaluación e intervención relacionadas con las discapacidades específicas de aprendizaje en la competencia Matemática. Los diferentes informes del sistema educativo en Colombia, las pruebas nacionales e internacionales reflejan un alarmante porcentaje de estudiantes con discapacidades de aprendizaje en el conocimiento Matemático y evidencian la necesidad de establecer una detección temprana, ya que esta se origina a partir de la primera infancia en el proceso de enseñanza-aprendizaje y se mantienen a lo largo del proceso educativo sino hay intervención oportuna por parte del profesorado, mediante un diagnóstico, seguimiento y evaluación permanente con criterios que orienten la corrección de las dificultades mediante aprendizajes que desarrollen la creatividad, las competencias, la organización y adaptación de contenidos junto a la evaluación autentica y los resultados de aprendizaje como herramientas pedagógicas, entre otras, que permiten establecer a los docentes las medidas curriculares y organizativas necesarias para atender las necesidades educativas que presenta el alumnado con DEAM, acordes al nivel y ritmos de su aprendizaje. Se enfatiza la necesidad del reconocimiento, concreción y desarrollo de la categoría de discapacidad de aprendizaje a nivel legislativo y en las políticas educativas públicas en Colombia para una atención de calidad por parte de las administraciones educativas y otros entes, mediante una sólida fundamentación teórico y empírico proporcionada a nivel científico, y con activa participación por parte de los educadores como investigadores en el aula.Palabras clave: Competencia matemática, Discapacidad, discapacidad de aprendizaje, discapacidad específica de aprendizaje en matemática, trastorno específico del aprendizaje Abstract The article aims to provide a critical review of the literature on the state of the art about learning disabilities in Mathematics in the Colombian educational context. To do this, a brief historical review of the constructs “disability”, “mathematical competence” and “learning disability” were carried out. An analysis of the concepts, causes, characteristics, evaluation and intervention related to the specific learning disabilities in the Mathematics competence was proposed. The different reports of the educational system in Colombia, national and international tests reflect an alarming percentage of students with learning disabilities in Mathematical knowledge and evidence the need to establish an early detection, since this originates from early childhood in the teaching-learning process and are maintained throughout the educational process if no prompt intervention is provided by teachers, through a diagnosis, monitoring and permanent evaluation, using criteria in order to correct the difficulties through learning that develop creativity, skills , the organization and adaptation of contents along with authentic assessment and learning results as pedagogical tools, among others, allowing to take curricular actions needed to attend the educational necessities of students with DEAM, according to the level and rhythms of student learning. The necessity for the recognition, concretion and development of the category of learning disability at the legislative level and in the public education policies in Colombia for a quality care by educational administrations and other entities is emphasized, through a solid theoretical and empirical foundation provided at a scientific level, and with active participation of educators as researchers in the classroom. Keywords: Disability, mathematical competence, learning disability, specific learning disability in math, specific learning disorder

The problem of ensuring the quality of higher education and the formation of a culture of quality causes a significant interest. That determines the practice of collecting, analyzing, and taking into account information about the academic environment, requires identifying and constantly monitoring of factors that affect the effectiveness of curricula, and determines student success. To better monitor the effectiveness of the proposed approaches, keep up with emerging challenges, and adjust decisions, it is necessary to develop special tools to study participants’ opinions of the educational process. Such tools should have sufficient validity and meet current trends and approaches. The purpose of the study was to check the internal structure and validate the Ukrainian version of the content part “Experiences of teaching and learning” of the ETLQ tool. Materials and methods. The study involved students (n = 632, 59.81 % were women; age (M±SE) – 21.5±0.2 years old) of Ivan Boberskyj Lviv State University of Physical Culture, who studied in the specialty 227 “Physical therapy, occupational therapy”. Data collection was conducted during the 2019/2020 and 2020/2021 academic years upon completing mandatory special subjects. The convergent, discriminant, and criterion validity of the “Experiences of teaching and learning” part of the ETLQ tool were evaluated. Exploratory and confirmatory factor analyses were used in the research; α-Cronbach values, composite reliability coefficient, and average extracted variance were calculated. Results and discussion. Based on the results of the work, a modified version of the questionnaire was proposed, which contained 29 questions and had a sufficient level of validity. The final model consisted of four factors, which explained 51.353% of the total variance (the first factor – 39.339 %, the second – 5.224 %, the third – 4.281 %, the fourth – 2.509 %). The model was characterized by satisfactory indices: χ² / df (920/344) = 2.67, CFI = 0.923, TLI = 0.935, RMSEA = 0.055, SRMR = 0.058. Based on the validation results, a modified Ukrainian version of the questionnaire “Experiences of teaching and learning” was proposed, which is one of the content parts of the ETLQ tool. It consists of separate scales “Organization and structure,” “Teaching, learning, assessments and other set work”, “Teachers’ enthusiasm and responsiveness to students”, “Climate and support from peers”. The proposed questionnaire has sufficient validity to assess the quality of the academic environment, the effectiveness of specialists’ educational process in physical therapy, occupational therapy, and physical culture and sports

The future of higher education is intrinsically linked with developments on new technologies and computing capacities of the new intelligent machines. In this field, advances in artificial intelligence open to new possibilities and challenges for teaching and learning in higher education with the potential to fundamentally change governance and the internal architecture of institutions of higher education. The role of technology in higher learning is to enhance human thinking and to augment the educational process, not to reduce it to a set of procedures for content delivery, control, and assessment. With the rise of AI solutions, it is increasingly important for educational institutions to stay alert and see if the power of control over hidden algorithms that run them is not monopolized by tech-lords. This chapter will cover all the positive and negative aspects of AI technologies on teaching, learning, and research in higher education.

The United Nations (UN) identifies four key elements as agents for change and for addressing societal challenges: education, research, innovation and leadership. The use of technology, from a pedagogical and organizational point of view, in higher education institutions has brought about new challenges. The integration of them in the teaching–learning processes has experienced a great evolution, giving way to a digital transformation and the acquisition of new skills and knowledge, thus pointing towards quality education within the framework of sustainable development objectives. This document aims to describe and analyze the ways in which seven higher education institutions, three in Spain and four in Mexico, have taken up the challenge of adopting technologies and applying them to the educational process. To this end, in-depth interviews and direct observations were carried out. The results point to three dimensions: technological, pedagogical and organizational, which shed light on the different factors that influence the choice and availability of the use of technologies. The results indicate that contextual factors play a determinant role in the ability of an institution to profit from technologies to aid the educational process and guarantee its quality.

Abstract This article examines ways of improving the quality of higher education in Ukraine in context of European quality standards for University educational space. The European standards and guidelines are considered in relation to internal quality assurance. The paper describes interdependence between the education quality of the University and the ICT competence’s level of its educators. It presents the indicators to achieve internal quality standards in educational process. There are results from the questionnaire of the Borys Grinchenko Kyiv University’s educators about dependence between the level of educators’ ICT competency formation and the quality of educational services. We describe the model of ICT competence corporate standards for the educators developed in the Borys Grinchenko Kyiv University. There are also presented the indicators and tools to measure the level of educators’ formation in the corporate standards.

The article analyses the incentives of the Russian higher education institutions to provide quality education which develop as a result of the competition and signals from labor market. The mechanism of a quality assurance of training of specialists in higher education institution is the quality management system. The experience of formation of a quality management system is presented. The structure and interrelation of components of quality of education is considered. Criteria and indicators of quality of educational process, which can be applied in estimation of quality in the educational organization, are offered. Besides, backbone components of quality — satisfaction of consumers with educational services are considered.

This research aims to identify the reality of applying knowledge management practices and reveal their impact on achieving the quality of higher education in Jordan, and to identify the concept of knowledge management and the quality of higher education, and uncover knowledge management practices, and determine the components of applying knowledge management in higher education institutions. To achieve the research objectives, the researcher used the descriptive and analytical approach, relying on the questionnaire as the main tool for collecting research data. The research was applied to a sample consisting of (142) workers and those in charge of the educational process at Al-Balqa Applied University, who were chosen randomly. Among the most prominent results of this research is that there is an effect of knowledge management on higher education quality at Al-Balqa Applied University at the significance level (α= 0.05). As the results showed, one of the essential practices of knowledge innovation and creativity is that knowledge management encourages brainstorming to create new ideas and reveal tacit knowledge. One of the most important practices of applying the knowledge is that the university conducts tests on knowledge before applying it, while the essential practice of storing and distributing knowledge is that the university has many methods and means used to preserve knowledge. In light of the study results, the research recommends the need to pay attention to those in charge of the educational process and those working in it, support them and develop their capabilities, and work to implement the knowledge that it possesses through a specialized work team, and the necessity for the knowledge management to work on developing the creative vision of the employees at the university.   Received: 3 November 2020 / Accepted: 3 January 2021 / Published: 17 January 2021
