The study of intellectual capital is of the utmost importance for current organizations. Therefore, in the present research work the integral study will be carried out in the academic area of an institution of higher secondary education, in the state of Tabasco, for the development of a measuring instrument. It is proposed to design an instrument, which is considered a hybrid as it is formed by intangible information that is interpreted by the researcher and translated through a Likert scale to a quantitative data that allows to locate the study factor in a clear way to determine its degree of influence in the generation of intellectual capital. In addition, these factors are taken from experts in the study context whose experience allows them to give their opinion. This information is included in a double entry table that allows to find the key factors of incidence in the subject of study. Once the factors have been identified, a development proposal that allows the integral improvement of the institution of higher secondary education in the academic area will be analyzed and made, in order to contribute to Intellectual Capital.

Objectives. Generate a comprehensive scenario that facilitates designing a proposal for the development of Intellectual Capital in Higher Secondary Education Institutions, in the state of Tabasco through an instrument that allows to measure intellectual capital, to make a comprehensive diagnosis and generate the proposal. Methodology. A methodological scheme is structured to establish a guide, which is useful for the author during the development of the research. The stages of the methodology are described, it should be clarified that each stage is divided by the period of time in which it is elaborated, Stage one: emergence of the idea, stage two: research protocol where the actors and experts are detected, stage three design of the instrument, stage four: obtaining the scenario and design of the proposal. Contribution. The study carried out in a decentralized public body of Higher Secondary Education, in such a way that it was possible to identify various limitations for obtaining Intellectual Capital, as well as areas of opportunity that could complement its obtaining. The results revealed that cultural, social and technological aspects originated little development of the system to obtain Intellectual Capital, this with the active participation of the experts

Several years ago, China and the United States of America began experimenting with the coronavirus, which lives in the bat. It is not known until now how the virus spread and how it extended to all countries of the world. However, it is certain that this virus first appeared and spread was at the end of 2019 and in the Chinese city of Wuhan, especially in markets close to laboratories that are working on this virus. At the beginning of the year 2020, this virus began to spread very widely all over the world and began killing thousands of people every day. The world economy was destroyed until the World Health Organization considered it a pandemic. As for the research aspect, the researchers started the research work on this pandemic from many aspects, including medical, statistical, managerial, healthcare, and others. A statistical analysis depends many key factors that have been studied. This study was conducted on April 11, 2020, where a large number of research papers were downloaded using the keywords coronavirus disease (COVID)-19, which were applied in the Sciencedirect library that was examined on 100 research papers only. The obtained results indicated that most of the research papers that worked on the subject of COVID-19 confirmed that this virus infects the human respiratory system, which in turn leads to shortness of breath and death. Here, it must be noted that the human immune system has a major role in the process of overcoming this virus and gradual recovery. The obtained analysis indicated that the main fields of coronavirus are: Medicine 42%, statistics 21%, healthcare 19%, and management 18%. Through this study, it became clear that China is the first country in terms of the number of researchers and also in terms of the number of research papers related to the COVID-19.

The objective of this research is to show the difficulties and the challenges identified by teachers in their mathematics teaching practices. The research is based on the concept of reflection-action, thus a workshop-course centered on collaborative work and on reflections about teaching practices was designed in order to achieve the objective. Ten mathematics teachers the Telebachillerato (Higher Secondary Education Subsystem, Mexico) participated in this research. The results show that teachers have a variety of challenges, but also difficulties, particularly involving getting students to construct knowledge autonomously, as well as teachers selecting and using resources in accordance to the subject matter to be taught. In addition, there is also lack of mathematical and pedagogical knowledge in the participants. Collaborative work is required, leading teachers towards building the necessary knowledge for Higher Secondary Education in order to avoid student obstacles.

"Contributions to the research of the Technological-Industrial Museum of Cluj The Technological-Industrial Museum of Cluj opened its doors in 1888, with the name “Franz Iosif I Museum of Industry”, in memory of the Emperor's visit to Cluj, made in 1887. Frequent changes of premises, of exhibition spaces and finally the institution closing; transfers of artefacts between different institutions, which often resulted in the loss of essential documents needed for artefacts identification; all these considerably complicate both the research work and the attempts for exhibitional and educational valorisation. This paper aims to synthesise the information published, mostly in Hungarian, about the Technological-Industrial Museum from Cluj and to add the results of our own research on artefacts that nowadays belong to the Transylvanian Ethnographic Museum’s collections, wishing to provide a starting point for possible future publications on the subject. It is evidenced that country which has a large number of the educated and skilled labour force has a higher potential to lead others in economic development. So, it can be said that the education increases the productivity of the population in general and of the labour force in particular, leading to increase in individual earnings or wages and as a result, contributing to economic growth. Secondary and higher secondary educated population as a labour force are trainable and adjusted as the requirements of the world-wide market. Secondary education now is the single largest provider of working people in all spheres of national productivity. This paper highlights the growth of secondary and higher secondary education of the country and examines the current problems and challenges related to secondary educational system in India. It has been found that the total number of students enrolled in and gross enrolment ratio of secondary education and higher secondary education reflect increasing trends over the period. It is found that there has been an improvement in gender parity, particularly at concerned education level shown by GPI. Although, the progress has been made in the secondary and higher secondary sector of education, the rate of progress does not correspond with the pace of requirement.

Actually, basic needs postulates securing of the elementary conditions of existence to every human being. Despite of the practical and theoretical importance of the subject the greatest irony is non- availability of any universal preliminary definition of the concept of basic needs. Moreover, this becomes the reason for unpredictability of various political programmes aiming at providing basic needs to the people. The shift is necessary for development of this or any other conception. No labour reforms could be made in history till labours were treated as objects. Its only after they were started being treating as subjects, labour unions were allowed to represent themselves in strategy formulations that labour reforms could become a reality. The present research paper highlights the basic needs of Human Rights in life.

The paper discusses the use of the program-targeted budgeting methodology in the investment stimulation of business in the most problem sectors of the economy. The subject of the study is the dynamics of business activity in key economic sectors adversely affected by factors of the economic and geopolitical nature. The purposes of the study were to identify the key factors that have a negative impact on economic growth and seek options for investment stimulation of business activities in the most problem sectors of the economy using state budget funds. It is concluded that the current practice of budget investment is associated with significant risks and poor justification of investment decisions. Therefore, the American practice of the program budgeting in the implementation of large investment infrastructure projects using budget funds seems to be advantageous. Based on the research findings, methods for increasing the effectiveness of program-target budgeting tools under the Russian conditions are proposed.

The subject of the research is new tools for business financing using the initial coin offering (ICO) in the context of the development of cryptocurrencies and the blockchain technologies as their basis. The purpose of the work was to analyze the advantages and disadvantages of the ICO in comparison with traditional financial tools as well as prospects, limitations and problems of using digital financial tools. Conclusions are made in relation to possibilities, limitations and application areas of digital business financing tools, particularly in the real sector, taking into account the specifics of the Russian economy and legislation. It is shown that the main problems of using the digital financial tools are related to the economic sphere and caused by the lack of adequate approaches to evaluation of assets as well as the shortage of objective information. The problems and new tasks of corporate finance in the digital economy are defined.
