The cross-border territory of the Greater Altai (Russia-Mongolia-Kazakhstan-China) is considered in the context of international cooperation and tourism development as a special form of intercultural communication. The article analyzes natural and cultural features, historical circumstances and modern conditions for the development of cross-border cooperation in the field of tourism. Based on the analysis of approaches to the formation of country brands in domestic and foreign literature, the definition of the territory brand is given. There are differences in the formation of national and transnational brands, the main of which is taking into account the characteristics of each cross-border territory (different tourist potential, organizational and economic structure, political structure, priorities in the development of tourism). The evaluation of the tourism potential of the territories using cluster analysis on 8 indicators: number of UNESCO sites, the density of historical, cultural and natural sites, the proportion of the area of specially protected natural territories (SPNT), the capacity of hotel rooms, visa status, degree of participation in the project of greater Altai, the complex index of transport accessibility, in turn consisting of 4 parameters (density of the railway, highways, passenger traffic, number of crossings). Sub-brands have been formed for each region and a common potential brand of the Greater Altai has been identified, which can be used to promote the Greater Altai as a tourist territory.

The exhibition presents the problems of cross-border cooperation and opportunities for partnership. Within the European Union, conditions are created for regional development on the national territory, as well as for border and cross-border cooperation. In this direction, the article outlines the processes of building a number of Euroregions, which are designed to promote regional development. This report will clarify some of the reasons for their construction, their role and what model of cooperation is available within the European Economic Area.

This chapter intends to report about the ongoing activities in the COIN European project concerning semantic reconciliation of business documents for supporting interoperability of software applications in e-government and e-business scenarios. The approach is based on a reference ontology against which business documents are mapped through semantic annotation and building of reconciliation rules. The work starts from the semantic reconciliation suite developed in the ATHENA1 European project and intends to improve the suite by providing an automatic support to the definition of mappings. In order to do that, three automatic services have been developed: (1) semantic annotation of business documents; (2) definition of transformation rules; (3) rules optimization and fusion. A running example concerning the exchange of a legal verification document in a scenario of cross border cooperation between European chambers of commerce will guide through the description of the services.

<p>En el artículo procedemos a la caracterización territorial y poblacional de la raya de Extremadura, en el contexto espacial de la Eurorregión Alentejo-Centro-Extremadura (EUROACE), para centrarnos después en las políticas, planes y proyectos territoriales desarrollados en la raya de Extremadura durante el autogobierno democrático. A partir de la conceptualización de la frontera o raya ibérica y del cuestionamiento crítico de los arbitrarios límites políticos, establecemos la taxonomía y zonificación de los grandes dominios paisajísticos (montañas y sierras; valles, riberos y vegas; penillanuras y llanos) en los 428 km de la frontera de Extremadura, considerando su transformación en las tres últimas décadas por efecto de las políticas territoriales autonómicas y de los Programas Operativos INTERREG, en el ámbito de la cooperación transfronteriza (1992-2014). A renglón seguido, tras caracterizar el territorio y la dinámica poblacional (1981-2011) de las regiones que conforman la EUROACE desde su creación en 2009, centramos la atención en la raya extremeña, en la planificación territorial derivada de la Ley del Suelo y Ordenación Territorial de Extremadura (LSOTEX, 2001) y en la formulación de proyectos territoriales estratégicos del Tajo Internacional y de Guadiana Internacional (Alqueva), con sus recursos patrimoniales y potenciales turísticos de presente y futuro, que están convirtiendo a la Raya ibérica en destino turístico internacional.</p><p>Article proceed to the territorial and population characterization stripe Estremadura, in the spatial context of the Euroregion Alentejo-Centro-Estremadura (EUROACE) to focus later in policies, plans and projects developed territorial stripe Estremadura for democratic self-government. The Article is devoted to the impact of the crisis in relations between the two countries on the interaction between their border areas, the economy and the social sphere of the Russian border. The author briefly analyzes the prerequisites that led to an acute political conflict between the two States and gives an overview of the historical and ethno-cultural features of the development of the border regions of Russia and Ukraine. Then the specifics of the neighborhood and socio-economic gradients between the neighboring territories of the two countries are considered.

The importance of cross-border cooperation in the socio-economic development of the border regions is emphasized and the need to develop its strategic directions is grounded. The authors confirm that the strategy of cross-border cooperation should be one of the sections of the state regional policy and policy of the border territorial entities, should contain key operational and thematic objectives, cover the financing mechanism and features of the instruments for its provision. The author’s approach to the definition of the main stages of the process of formation of the cross-border cooperation strategy at the regional level is proposed, their content, functional characteristics and key parameters for the implementation of the measures are disclosed. According to the author’s approach, the process of forming of cross-border cooperation strategy at the regional level should include the following steps: 1) identification of long-term goals of cross-border cooperation in the main functional areas: sustainable development, employment, tourism, transport, communications, environment, security, border infrastructure, etc.; 2) analysis of potential of transboundary regions in the retrospective and strategic aspects with specification of the matrix of SWOT analysis; 3) institutional and managerial support for cross-border cooperation; 4) determination of the most rational forms of CBC; 5) justification of volumes and sources of financial support of cross-border cooperation; 6) selection of CBC financing instruments; 7) definition of strategic alternatives and justification of the strategy of cross-border cooperation; 8) implementation, monitoring, control and evaluation of the impact and risks of cross-border cooperation. The process of forming of CBC strategy involves its implementation, monitoring, control, evaluation of performance and risks. This stage involves the study of the effectiveness of the CBC implementation, the degree of convergence and integration of transboundary regions in the context of risk management that accompanies this process. The strategy of cross-border cooperation should clearly define the overall long-term priorities of cooperation in terms of their specificity, time and financial dimension, flexibility and consistency. Strategic goals should reflect the basic European values and promote convergence of the regions of the countries on both sides of the border.

The article is aimed at more profound elaborating the theoretical and methodological principles while improving the content of the concept of «cross-border region», singling out its characteristic features, and carrying out a systematization. Taking into account the review of the existing scientific works, the author’s own approach to the interpretation of definition of «cross-border region» is proposed. As a result of research, the principles of functioning of the cross-border region are substantiated, i. e.: subsidiarity, vertical and horizontal partnership, aggregate of the development programs and concepts, institutionalization of structures at local and regional levels, co-financing, systemacity, bi- and multipolarity, proportionality. The author brings in proposals for classification of cross-border regions by introducing a number of new criterion features, such as: scale, development and degree of cross-border cooperation; integration type; geographical location; homogeneity (uniformity); level of development and support in the EU’s structural policy; natural features; implementation mechanism; instruments and forms of implementation. This approach allowed to identify cross-border regions as follows: identical, homogenic and with no affinity; peripheral and underdeveloped; leaders; initiators of cross-border cooperation; functional. Prospects for further developments in this direction are the study of the latest organizational forms of cross-border cooperation and substantiation of the methodological approaches to evaluating the degree of integration and interpenetration in the cross-border region.

This paper seeks to investigate sustainable cross-border cooperation (CBC) as a distinctive model of interstate collaboration, embedded in the neighboring borderland regions of two or more countries. The focus of the research revolves around the establishment and further development of geostrategic, economic, cultural and scientific capacity of the Ukrainian-Romanian partnership as a fundamental construct in ensuring and strengthening the stability, security and cooperation in Europe. This research highlights Ukraine’s aspirations to establish, develop and diversify bilateral good-neighborly relations with Romania both regionally and internationally. The main objective is to elucidate Ukraine-Romania cross-border cooperation initiatives, inasmuch Ukraine-Romania CBC has been stirring up considerable interest in terms of its inexhaustible historical, cultural and spiritual ties. Furthermore, the similarity of the neighboring states’ strategic orientations grounds the basis for development and enhancement of Ukraine-Romania cooperation. The authors used desk research and quantitative research to conclude that Ukraine-Romania CBC has the impact not only on the EU and on Ukraine multi-vector foreign policy, but it also has the longer-term global consequences. In the light of the current reality, the idea of introducing and reinforcing the importance of Cross-Border Cooperation (CBC) sounds quite topical and relevant. This research considers a number of explanations for Ukraine-Romania Cross-Border Cooperation as a key element of the EU policy towards its neighbors. Besides, the subject of the research is considered from different perspectives in order to show the diversity and complexity of the Ukraine-Romania relations in view of the fact that sharing common borders we are presumed to find common solutions. As the research has demonstrated, the Ukraine-Romania cross border cooperation is a pivotal factor of boosting geostrategic, economic, political and cultural development for each participant country, largely depending on the neighboring countries’ cohesion and convergence. Significantly, there is an even stronger emphasis on the fact that while sharing the same borders, the countries share common interests and aspirations for economic thriving, cultural exchange, diplomatic ties and security, guaranteed by a legal framework. The findings of this study have a number of important implications for further development and enhancement of Ukraine-Romania cooperation. Accordingly, the research shows how imperative are the benefits of Romania as a strategic partner for outlining top priorities of Ukraine’s foreign policy.
