The Article is devoted to the impact of the crisis in relations between the two countries on the interaction between their border areas, the economy and the social sphere of the Russian border. The author briefly analyzes the prerequisites that led to an acute political conflict between the two States and gives an overview of the historical and ethno-cultural features of the development of the border regions of Russia and Ukraine. Then the specifics of the neighborhood and socio-economic gradients between the neighboring territories of the two countries are considered.

Potentially, the participation of small and medium-sized businesses in cross-border cooperation in the border regions of the country should intensify its development, bring specificity to it. However, the analysis showed that there is no noticeable specificity in the dynamics of employment in the field of small and medium-sized businesses in non-priority geostrategic border areas in comparison with other regions of Russia, incl. the crisis year 2020. As in the country as a whole, the development of small and medium-sized businesses in these border areas is difficult, unstable, multidirectional, moreover, in line with the longterm tendency towards its curtailment. Against the background of a generally unfavorable economic, including entrepreneurial, climate, the specifics of the functioning of small and medium-sized businesses in the border areas are hardly distinguishable. This lack of distinction confirms the low estimates of the degree of openness of the Russian economy, the fact that a significant part of the border regions are depressed. With a low level of openness, the potential opportunities from cross-border and other economic cooperation with foreign countries in such Russian territories are poorly realized and play a secondary role. Nonpriority border regions to a greater extent perform “barrier functions” due to geostrategic reasons, rather than the functions of economic growth points.

The article is devoted to the issue of the impact of Russian-Chinese Inter-regional and Crossborder Cooperation on Entrepreneurship during the Global Economic Crisis. Currently, the two main directions of development of the economy is the economic globalization and regional economic integration. Inter-regional and cross-border cooperation between Russia and China - an important part of bilateral relations, as well as a significant factor in promoting socio -economic development of neighboring regions and business between the two countries. The year 2008 was difficult for the world. Against the backdrop of a slow recovery of the global economy after the financial and economic crisis, Russia and China jointly overcome the difficulties of post-crisis, deepen strategic partnerships and actively explore new areas of cooperation. The effect of cross border cooperation on entrepreneurial activity in the recent years is shown in the border areas, in which accumulate significant experiences of using the potential of entrepreneurship for the high dynamics of the economic growth. In the aftermath of the crisis, the Russian and Chinese governments actively strengthened their cooperation. This provided more opportunities for the further deepening of enterprise development. Within the framework of regular meetings between the two governments signed a series of agreements and contracts in the oil and gas industry, the coal industry, as well as in the nuclear power industry and in the field of high-speed rail train and automobile, etc. More opportunities for investment and a better business environment in the border areas promote enthusiasm in the entrepreneurial activity. To ensure the implementation of entrepreneurial potential is necessary to create a favorable legal and economic conditions for the intensive development of the business, stimulating the formation of the market structure and the competitive environment. Entrepreneurship plays an important role for the development of border areas. The active level of the business not only strongly influences the development of cross-border and inter-regional cooperation, but also for the development of the border areas. The bilateral economic cooperation is helpful for the improvement of social and economic situation in the border areas.

The study of cross-border interactions of the former Soviet republics is in the centre of research of many experts in border studies. Dynamics and positive effects of convergence processes are observed in the border regions of the Russian Federation and the Republic of Kazakhstan. The past five years have clearly demonstrated the hidden geographical potential of cross-border cooperation between these states, which is explained by a qualitatively new phenomenon in the post-Soviet space – the formation of the Eurasian Economic Union (EAEU). Therefore, the top-down initiatives have strengthened the processes of economic, social, cultural and political convergence of the regions of Russia and Kazakhstan. The purpose of this study is to consider the overlap and the double effect of “hidden” and “formal” integration of border regions of Russia and Kazakhstan and to assess their impact on the social and economic development of border territories.

The aims of the research are to study the management efficiency of financial and economic development of the border regions of Ukraine through the assessment of funding of the Cross-Border Cooperation Programme Poland-Belarus-Ukraine 2014-2020. The methodology is based on quantitative and qualitative research following the concept of “cross-border regional innovation system”. The basic research methods are statistical analysis of project financing indicators of the Cooperation Programme and content analysis of reports for 2016-2019 on project implementation. The results demonstrate the crucial role of the proximity of border regions in the level of development of the social-economic system, which accelerates cross-border cooperation and the effects of integration. Quantitative and qualitative assessments of the Programme prove the existence of insignificant short-term effects of cooperation between countries due to different levels of development of the border regions of Ukraine and Poland. The higher level of economic development of Poland’s regions has provided a comparative advantage in the implementation of projects in the framework of the Programme. The formation of a market model of Ukraine’s economy determines the implementation of projects in the social sphere, which in the long run will provide an influx of investment. The practical significance of the results lies in the possibility of using the results of the study in the development of cross-border cooperation programs within the concept of “cross-border regional innovation system”.

Abstract In this study we address the problem of finding mechanisms for capacity building of border areas. We have identified the obstacles to their development: prohibitions on economic activities in border areas, relatively large military forest and land holdings, and potential economic pressure from neighbouring states on businesses and population. The main preferences for their development: interests of neighbouring states in resources and markets formation of transport corridors; intermunicipal, socio-cultural and ethno-religious cooperation. We considered the processes of administrative reassignment of regions between federal districts as a mechanism of problem-based management for regional spatial development by grouping the regions with similar problems. We also discussed the examples of such mechanisms (and their limitations) to increase the economic and social attractiveness of border areas -including territories of priority development and preferential mortgages. The scientific novelty of the study lies in the use of an integrated approach to capacity building of border areas through consistent administrative, organizational economic and social mechanisms. This approach can be applied to the design of strategic planning programmes for the spatial and socio-economic development of border areas, including through cross-border cooperation.

This paper examines the regional and institutional opportunities for cross-border cooperation, networking and tourism development at the Kosovo- Albania border, which is one of the internal borders of the Albanian ethnic territory. Completion of the study confirms the hypothesis that closure of states within the classical boundaries causes obstacles, not only for the development of cross-border tourism, especially when viewed from the perspective of sustainable tourism development in this region. While, on the other hand, cross border cooperation enables exchanges of experiences, Ideas between communities, etc., and all this reflects on the economic prosperity of these areas. In the process of developing the countries of southern Europe, particular importance has been paid to settlements and infrastructure away from border areas, while border regions have remained underdeveloped and without prospects. Development has been challenged in many border areas, including all Balkan states, while these areas were abolished as a result of the population's departure. The idea in this case study, aims to "create" the unique tourist zone "Green Albania" between the two countries, with its unique natural characteristics, leading to economic, cultural and national integration, as well as preservation and advancing the natural and cultural values of the cross-border territory.

The article analyzes and substantiates the current state of Ukraine’s agricultural sector and cross-border cooperation with neighboring countries of the European Union. The main tasks and impact of cross-border cooperation are identified. A conceptual model for the development of cross-border cooperation in the agricultural sector has been formed, which will provide a sequence of assessments of the development of border areas on both sides of the border. The basic indicators for assessing the effectiveness of crossborder cooperation in environmental, economic and social development of Euroregions are determined, as well as their indicators are analyzed on the example of such border regions of Ukraine as Volyn, Zakarpattia, Ivano-Frankivsk, Lviv and Chernivtsi regions. The current state of Euroregions of Ukraine is characterized and recommendations are given to increase competitiveness, intensify economic activity of Euroregions, which are based on the periphery, forecasting the natural resource base of farms. It is proved that for effective development of ecological and economic bases of agrarian sector it is expedient to introduce economic tools on realization of export potential of agrarian sector of economy which will be combined among themselves on such aspects as institutional-regulatory, organizationaleconomic, production-technological and informationcommunication and will increase the functionality of preventive mechanisms to protect national and regional interests in border areas on both sides of the border and will form the preconditions for strengthening environmental, economic and foreign economic activity of cross-border and border regions.

Subject. This article discusses the role of social infrastructure in the national economy and analyzes the relationship between the notions of Infrastructure, Service Industry and Non-Productive Sphere. Objectives. The article aims to outline a methodology for development of the social infrastructure of Russia's regions. Methods. For the study, we used the methods of statistical and comparative analyses. The Republic of Crimea and Rostov Oblast's social infrastructure development was considered as a case study. Results. The article finds that the level of social infrastructure is determined by a number of internal and external factors. By analyzing and assessing such factors, it is possible to develop promising areas for the social sphere advancement. Conclusions. Assessment and analysis of internal factors largely determined by the region's characteristics, as well as a comprehensive consideration of the impact of external factors will help ensure the competitiveness of the region's economy.

This paper seeks to investigate sustainable cross-border cooperation (CBC) as a distinctive model of interstate collaboration, embedded in the neighboring borderland regions of two or more countries. The focus of the research revolves around the establishment and further development of geostrategic, economic, cultural and scientific capacity of the Ukrainian-Romanian partnership as a fundamental construct in ensuring and strengthening the stability, security and cooperation in Europe. This research highlights Ukraine’s aspirations to establish, develop and diversify bilateral good-neighborly relations with Romania both regionally and internationally. The main objective is to elucidate Ukraine-Romania cross-border cooperation initiatives, inasmuch Ukraine-Romania CBC has been stirring up considerable interest in terms of its inexhaustible historical, cultural and spiritual ties. Furthermore, the similarity of the neighboring states’ strategic orientations grounds the basis for development and enhancement of Ukraine-Romania cooperation. The authors used desk research and quantitative research to conclude that Ukraine-Romania CBC has the impact not only on the EU and on Ukraine multi-vector foreign policy, but it also has the longer-term global consequences. In the light of the current reality, the idea of introducing and reinforcing the importance of Cross-Border Cooperation (CBC) sounds quite topical and relevant. This research considers a number of explanations for Ukraine-Romania Cross-Border Cooperation as a key element of the EU policy towards its neighbors. Besides, the subject of the research is considered from different perspectives in order to show the diversity and complexity of the Ukraine-Romania relations in view of the fact that sharing common borders we are presumed to find common solutions. As the research has demonstrated, the Ukraine-Romania cross border cooperation is a pivotal factor of boosting geostrategic, economic, political and cultural development for each participant country, largely depending on the neighboring countries’ cohesion and convergence. Significantly, there is an even stronger emphasis on the fact that while sharing the same borders, the countries share common interests and aspirations for economic thriving, cultural exchange, diplomatic ties and security, guaranteed by a legal framework. The findings of this study have a number of important implications for further development and enhancement of Ukraine-Romania cooperation. Accordingly, the research shows how imperative are the benefits of Romania as a strategic partner for outlining top priorities of Ukraine’s foreign policy.
