In the absence of a generally accepted system of indicators for assessing the activities of scientific institutions, this problem is relevant. The article discusses the methodology for constructing an international rating of scientific institutions depending on the level of effectiveness of their scientific activities (Scimago), and also considers its use for evaluating the activities of scientific institutions of the National Academy of Sciences of Ukraine. Article deals with the outcomes of Scimago rating for the institutions of the National Academy of Sciences of Ukraine in 2018. According to the results of the rating, the scientific institutions of different countries, which are scientific leaders, as well as the position of scientific institutions of the NAS of Ukraine, are determined. The results of the Scimago 2018 rating are compared with the results of the national assessment of the NAS of Ukraine, conducted in line with the new methodology for assessing the effectiveness of scientific institutions of NAS. It is proved that even the results of bibliometric studies based on popular and approved Scimago-type methods do not provide a definitive understanding of the institution’s activities. At the same time, the results of the rating can be used in conducting national assessments and to confirm the validity of funding institutions. With the correct interpretation, they provide an opportunity to determine the qualitative contribution of the scientific activity of an institution to the development of its industry and science as a whole

The priority for the national library and information industry is to unite the efforts of the professional community in the formation of an integrated national information environment. Using of integrated information resources leads to improved quality of products and services; effective implementation of innovations leads to economic benefits, contributes to the development of the national cultural space. At the present stage, the only way for the libraries of scientific institutions of the National Academy of Sciences of Ukraine to be active is the introduction of information technologies and the creation of telecommunication environment, which significantly expands the traditional library activity.

This analytical research is devoted to the life, but mainly creative path of the outstanding scientist of the XX century, zoologist and palaeomammalogist Vadym Oleksandrovych Topachevsky. Academician of the National Academy of Sciences of Ukraine, professor, honored worker of science and technology of Ukraine – these are only formal titles without an in-depth analysis of his essence as a scientist, leader or just a person. His life motto – to leave the maximum possible trace in science, constantly filled the atmosphere of realization of his aspirations, expressed in publications, speeches at conferences, scientific and organizational affairs. The fundamental, truly academic directions of scientific research, which he always defended at different levels of the organization of academic science in Ukraine, have always been a priority in his scientific activity, to which Vadym Oleksandrovych aspired and always encouraged his students. The factual basis of his scientific work has always been the original materials and data obtained by him in the field. Those materials formed the core of scientific beliefs of Vadym Topachevsky and became an invaluable asset of the NMNH collections. The basics of morpho-functional analysis of fossil remains, which he elaborated in depth, are not simply the assertion of V. O. Kovalevsky’s principles; hypothesis about the phylogeny of cricetid-arvicolid branch among small mammals substantiated and confirmed by him is accepted among leading palaeomammalogists. Vadym Oleksandrovych successfully applied the approach of historical and faunal analysis of groups in characterizing the dynamics of natural processes of the late Cenozoic natural regions of eastern Europe. Morphology, systematics and phylogeny, palaeoecology and palaeogeography, stratigraphy and historical faunistics are those areas of Vadym Topachevsky’s scientific achievements that have been recognized today and are being developed by his students and followers. The scientific ideas of I. G. Pidoplichko, V. O. Topachevsky and O. L. Korotkevich with the active participation of museum staff (V. I. Svistun, Yu. O. Semenov, V. I. Bibikova, L. I. Rekovets) formed the basis for the creation of the exposition of the palaeontological museum NMNH NAS of Ukraine, built on a systematic and stratigraphic basis.

Through the prism of the latest, modern review of the scientific and creative biography of Ukrainian archaeologist, historian, ethnologist, publicist, museologist, vice-president of the All-Ukrainian Archaeological Committee (VUAK) of the All-Ukrainian Academy of Sciences (VUAN) Serhiy Spyrydonovych (Svyrydovych) Hamchenko his personal archive, which are stored in his personal fund (f. № 3) of the Scientific Archive of the Institute of Archeology of the National Academy of Sciences of Ukraine (NA IA NASU) (Kyiv, fund № 3) are researched, analyzed and rethought. Also information is represented (in a broad framework of timeless polylogue of scientists and epochs) about the activities of a tireless scientist from other official archives, manuscript collections, numerous publications of well-known experts in history, archaeology and source studying. Emphasized that archive fund of S. Hamchenko consists mostly of a collection of scientific manuscripts related mainly to archaeological research of sites located in Ukraine and Russia, which are devoted more to organization and conduct of archaeological excavations. There was also found S. Hamchenko’s epistolary, official and report notes on the organization of museum study in Ukraine, works of the All-Ukrainian Archaeological Committee, notebooks, official documents, photographs and other «visual» materials, collections of books, magazines and newspapers, etc. It is confirmed that the significant share of these source studies «papers» has not been published to date. Also the little-known archival materials of S. Hamchenko, which contained in the Scientific Archive of the St. Petersburg Branch of the Institute of Archeology of the Russian Academy of Sciences (IA RAS) were processed. On the base of studying of archival and historiographical sources an attempt is made to truthfully, comprehensively, holistically reproduce the socio-biographical aspects and creative features of the chronicle of the life and scientific activity of the extraordinary scholar. It was paid considerable attention to specific, sometimes controversial issues of scientific and source «biography», primarily important prosopographic nuances of adequate, final clarification of the exact dates and places of S. Hamchenko’s birth and death (as well as the establishment of its medical cause). The problem-thematic range of scientific interests of S. Hamchenko is extended from the Paleolithic, Neolithic, Bronze Age to the times of Kyivs’ka Rus’. The scholar have discovered 45 sites of Trypillia culture on the Southern Bugh river, conducted various archeological excavations mainly in Eastern and South-Eastern Volhyn’, Podillya, Kyiv, Cherkasy, Dnipropetrovs’k, Kharkiv, Odessa, Bessarabia regions and other places of Ukrainian and Russian territory (Gulf of Finland area near Sestrorets’k near St. Petersburg). It is confirmed that documents and archival materials related to the biography of S. Hamchenko is an integral part of the national cultural heritage and serve as an important authentic, factual source for a full, holistic study of the multifaceted history of archeology, ethnography, ethnology and museum studies in Ukraine at the end of the XIX th century – in the first third of the XX th century. The author reveals the main aspects of the scientific and information activities of the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine, in particular, pays attention to the development of a structural unit that carries out scientific information and analytical activities to support the education of Ukraine. The article provides an analysis of recent studies and publications on informatization and technological education, presents scientists who have made a significant contribution to the development of this area. According to the purpose of the article, the scientific community is presented for familiarization with information and analytical resources of the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine and revealed the main aspects of information and analytical activities of the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine. Information and analytical resources are characterized by such basic components as – Scientific papers of the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine; Analytical Bulletin in the field of education and science ;. Analytical reviews of the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine; Reviews of the results of scientific activities of institutions of the National Academy of Sciences of Ukraine and others. The author emphasizes the relevance of the creation and functioning in the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine Department of Scientific Information and Analytical Support of Education (DSIASE). It is noted that DSIASE was created to provide basic and applied research in the vector of planned research work of the library. It is argued that in the V.O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine there is an organizational and production system for the implementation of information and analytical support of education, which provides the scope of scientific activities of the institution. In the perspective of information and analytical activities of the library, the author notes the research search for innovative sources and support for education on the effective modernization and reform of education in Ukraine.

The article attempts to find out what role small reserves of protected steppe play in animal conservation. What can be preserved with the help of small reserves: species, population, or a group of individuals? What role do reserves play in each case? The work is based on the author's observations of animals in the territory of Striltsivsky Steppe (division of Luhansk Nature Reserve of the National Academy of Sciences of Ukraine), which at that time occupied an area of 522.7 hectares, as well as and in Khomutovsky Steppe (division of the Ukrainian Natural Steppe Reserve of the National Academy of Sciences of Ukraine) with an area of 1030.4 hectares in the period from 1985 to 2007. Materials of the Chronicles of Nature of these two reserves are also analysed. The problem of species protection is considered on the example of four species: common hamster (Cricetus cricetus), meadow hawk (Circus pygargus), pink starling (Sturnus roseus), and barn owl (Asio flammeus). It is investigated how the protection regime affects the conservation of these species. Reserves here act as territories, as state organizations, and as scientific institutions. It is shown how the use of different functions of reserves and their combinations in relation to a particular animal species can contribute to its conservation.
