REGIONAL ORGANIC AGRICULTURE DEVELOPMENT IN THE CONTEXT OF EUROPEAN EXPERIENCE OF STATE SUPPORT FOR THE CROP PRODUCTION SECTOR

The article examines methodological approaches to assessing the competitiveness (efficiency) of directions for the developing organic production based on current ideas of agricultural scientific thought about sustainable development, with the use of existing foreign experience, as well as to substantiating and formulating conceptual proposals for developing the particular regional market. The article analyzes the situation, approaches and possibilities of regulating the production of organic plant growing in foreign countries, and the implementation of positive experience with enactment of the Law of the Russian Federation “On organic products and on amendments to certain legislative acts of the Russian Federation” and adhering to the requirements of the interstate standard GOST 33980-2016 “Organic products. Rules for production, processing, labeling and sale”, as well as scientific substantiation of conceptual proposals for the future development of production and the functioning of the market for these products. The process of forming a system of organic crop production (farming) is considered as an integral element in the agro-industrial system of the region and the country. The fundamental principles are the development and implementation of incentives for the production of organic products that ensure the environmental food safety. The specific directions and rates of subsidies used to stimulate the development of organic crop production and the possibility of their application in the region were also investigated, applied in the implementation of the program in the Austrian Republic “ÖPUL”. The structure of agricultural production in the region demonstrates the high economic potential of citizens’ private households in organic farming. An assessment of the productivity of cultivation of major crops in the region by categories of farms has been carried out. The advantages of small-scale farming in the development of organic crop production are confirmed by the studied experience of the Republic of Austria.

Based on the analysis of statistical yearbooks "state of contamination of soils and objects of the natural environment of the Russian Federation with pesticides and toxicants of industrial origin", analysis of the incidence of workers and the population from exposure to residual pesticides and heavy metals, the need to assess soil contamination for organic farming purposes in accordance with the requirements of article 9 of the Federal law of 03.08.2018 No. 280-FZ "on organic products and amendments to certain legislative acts of the Russian Federation"is justified. For evaluation, a digital technology is proposed in the management of environmental safety and labor protection in agriculture, developed by scientists of the ITOSH-branch of the FGBNU FNAC VIM. It is proposed to solve the problems of detoxification of soils contaminated with heavy metals and residual pesticides identified during the assessment using the available domestic and foreign experience by various methods: physical, physical-chemical, and biological.

The growth in demand for organic products is due to a conscious personal need and the popularization of a healthy lifestyle. Despite the relevance, demand, a large number of theoretical and applied research, foreign and domestic publications, the resource potential and prospects of the Russian Federation in this area of agribusiness have not yet been fully identified, and the development of scientific foundations for the development of organic production in the agro-industrial complex is required. The reason for the expected growth in the interest of both manufacturers and consumers in the organic segment of the food market is the entry into force of Federal Law No. 280-FZ «On organic products and on amendments to certain legislative acts of the Russian Federation» and the Interstate GOST standard on January 1, 2020 33980-2016 «Products of organic production. Rules for production, processing, labeling and sale». The general concept “scientific foundations for the development of organic production” formed by the authors is consistent with the world base of accumulated knowledge and is a systematized composition of theoretical provisions, principles, factors, methods and approaches for the development of crop and livestock production, processing and the market. A comprehensive theoretical consideration of the issue became the basis for building a comprehensive mechanism for its practical implementation at the regional level. The mechanism includes interconnected blocks of controlled and control systems, specific processes and specific development methods aimed at them, as well as indicators of development results for all interested participants: manufacturers, processing organizations, infrastructure and social facilities. Modern methods and techniques, developed in detail and applied in research, aimed at studying the resource potential and conditions of the regional market, grouped in four directions in the form of methodological aspects, made it possible to obtain the results proposed for discussion.

Organic food products are a complex object of technical regulation. It combines, on the one hand, the requirements to finished food products and the production processes, and, on the other hand, the principles of organic agriculture. In terms of organic products and features of its production, the Russian Federation is at the initial stage of legal framework formation, while the USA and EU countries have been involved in these issues for more than 20 years. However, the development of organic agriculture and the production of appropriate products have good prospects in Russia. The experience of countries with high growth rates of organic production showed that the key points for the successful formation of the organic food sector is the establishment of the legal framework and the development of state regulation and control. According to the law established in 2018, organic products are environmentally friendly agricultural products, raw materials, and food that meet the requirements of the Federal law of August 3, 2018, No. 280-FL: “On organic products and amendments to certain legislative acts of the Russian Federation”. The law will be the basis for legal self-determination of organic products and processes of their production. It might also serve as a stimulus for the formation and development of the organic sector of food products in Russia. The present review features a retrospective analysis of the formation of international regulatory norms in the sphere of organic products, the corresponding international laws, and the experience of advanced countries, as well as the current state of the legislation in some former Soviet republics and the Russian Federation.

<p>The topical issues of formation and development of agriculture, based on the production of organic products were considered in the article. The article presents the concept of "organic agriculture", "agriculture, focused on the production of organic products", and explains the author's understanding of their content. Specific background of involvement in agricultural production turnover of fallow and unused land for the purpose of organic agriculture was justified and grounded. It is important to note that the special importance of the problem of fallow and abandoned land noted the Russian Federation Vladimir Putin in the annual message of the President to the Federal Assembly in 2016. The article substantiates the main directions of formation and implementation of the concept-oriented agriculture to organic production, the level of subjects of the Russian Federation in the framework of the strategy of food import substitution.</p><p>The authors proposed the methodology of formation and realization of regional targeted programs of agricultural development, on its basis was developed a project of the regional target program "Involvement in agricultural production is not used for the intended purpose of arable and fallow agricultural lands of the Altai Krai for the production of organic products for 2017–2022". The prognosis of production of agricultural products of the Altai territory, the allocation of shares of organic agricultural products and performance assessment was calculated from the strategic plans of development of the organic sector of agriculture of the Altai territory and the project of the regional target program already developed by the authors.</p>

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.


We studied the medical and demographic indicators in the Republic of Sakha (Yakutia) for the last 20 years (1998–2018). A decrease in the population by 4,7 % (р<0,01) was revealed in the Russian Federation in the period 1998–2008, 3,4 % decrease, followed by its growth by 2,8 % (р<0,01); a decrease in the number of rural population in the republic and an increase in the urban population were observed. By the beginning of 2019, in comparison with the 2003 data, an increase in the population by 1.9% (р<0,01), a decrease in the number of able-bodied people in the Republic of Sakha (Yakutia) at the beginning of 2019, as compared to 1998, were revealed, by 8,2 %, in the Russian Federation – by 4,7 % (р<0,01). In the Republic of Sakha (Yakutia) the birth rate remains high, the mortality rate is relatively low, and the natural population growth is maintained.

In the Russian Federation, the problem of budget planning becomes especially relevant when the pace of economic development slows down. The article examines the features of the formation of regional budgets, using the example of the budget of the Republic of Dagestan. The analysis of incomes to the budget is carried out. The role of regional taxes in the formation of budget revenues of the Republic of Dagestan is revealed. According to the results of the study, it can be concluded that the budgetary policy of the regions at the present stage of development of the Russian economies does not contribute to a further increase in the rates of economic growth. The article offers recommendations for improving the regional budgetary policy of the Russian Federation and increasing the responsibility of regional authorities.
