The article comprehensively examines the features of extremism spreading among young people (informal youth movements) as one of the negative factors affecting the security of civil society and the entire current system of government in the Russian Federation at the present stage of development. The official statistics of the Ministry of internal Affairs of the Russian Federation, the judicial Department of the Russian Federation and the public organization «Center for economic and political reforms» are given, indicating an increase in the number of extremist crimes among young people aged 14 to 25 years. The emphasis is placed on the fact that a particular danger to society is the popularization of the ideas of extremism directly in youth circles. Criminological features of extremism in modern Russia are considered. The authors point to a significant increase in the role of the information and telecommunication Internet in the spread of extremist ideology. The article considers the concept of «youth extremism» as a violent change in the foundations of the constitutional system and violation of the integrity of the state, public justification of terrorism and other terrorist activities, violation of the rights, freedoms and legitimate interests of man and citizen, depending on his social, racial, national, religious or linguistic affiliation or attitude to religion.

The article discusses various aspects of ensuring the safety of employees of the penal and correctional system in prisons of the Russian Federation at the present stage of development of society. Particular attention is paid to the influence of a criminogenic environment on the penal and correctional system staff performing their official duties in pre-trial detention centers and cor-rectional facilities. The regulatory framework governing the procedure and conditions of service by the employees of the Russian penitentiary system has been characterized. Three main objects of security are distinguished: personality (its rights and freedoms), society (its material and spiritual values), state (its constitutional system, sovereignty and territorial value). The shortcomings in the work of the penal and correctional system, which have a negative impact on the safety of personnel of institutions of the Federal Penitentiary Service, have been analyzed. The emphasis is placed on the need to ensure medical safety for prison staff and persons held in prisons

The article discusses formation of the concept of state youth policy in the Russian Federation; the main approaches to the essence of youth policy carried out in Russia are analyzed. The need for scientific support for the development of the main directions of the state youth policy is substantiated. The experience of preparation of state reports on the situation of young people in our country is examined. The main approaches to understanding the essence of youth and youth policy at the present stage of development of the Russian society are disclosed. The feasibility of the development and adoption of the Federal Law on Youth Policy of the Russian Federation is substantiated.

In the article the modern criminal law policy is viewed as a multidimensional socio–legal phenomenon. The author distinguishes several levels of legal policy: theoretical, directive, legislative, institutional and enforcing. The article shows that the modern stage of development of criminal law policy is characterized by strengthening of negative tendencies at all levels of development, formation, organization and implementation of criminal policy. As a result, in the Criminal Code of the Russian Federation inoperative statutes and double regulations appeared, the inclusion of which in the criminal law creates confusion and leads to difficulties in law enforcement practice. Casuistry of criminal law policy is evident not only in norms of the Special part of the Criminal code of the Russian Federation, but also in the requirements of the Special part that violates the consistency of the criminal law, reduces the quality of legal rules and the effective protection of the rights and legitimate interests of citizens by criminal law means. In general criminal policy of Russia at the present stage has the reflective nature, because forms, means and methods of combating crime are determined spontaneously, under the pressure of circumstances, indicating a lack of scientifically proved criminal law policy.

This article is dedicated to the study of possibility of attribution of the joint-stock companies to the objects of public control in the Russian Federation. The authors believe that the institution of public control manifests as the key legal guarantee for the implementation, protection and defense of the constitutional principles of democracy and public participation in administration of state affairs. However, the implementation of this civil society institution is accompanied by numerous problems, one of which is the definition of the concept and the list of objects of public control. In this regard, the authors explore various approaches towards the question of attribution of joint-stock companies to objects of public control. The article formulates and substantiates the original definition of the concept of “public authorities”, which imply not only authority of the state and local self-governance, but also as the combination of such rights of separate subjects of law, the realization of which directly affects the mechanism of implementation, observation, protection and defense of the rights, freedoms and legitimate interests of a wide range of citizens of the Russian Federation, foreign citizens, stateless persons, legal entities, as well as public authority bodies, including local self-governance. Therefore, it appears that joint-stock companies should be classified as a variety of the objects of public control. However, the possibility of organization and implementation of public control over their activity requires introducing certain amendments to the current legislation.

Subject. The article considers the issues of migration attractiveness of territories for young people aged 15–19. Objectives. We focus on a comprehensive study of factors of migration attractiveness of territories for young people between the ages of 15 and 19, development of a methodology to assess the migration attractiveness of regions for young people, and its testing in the subjects of the Russian Federation. Methods. The study employs econometric models of panel data to select the most significant factors of migration attractiveness of territories, methods of statistical analysis and expert assessments to form composite indices. Results. We highlight three groups of factors affecting the migration attractiveness of territories for young people, i.e. in the sphere of employment and economics, living environment and social conditions, and the educational sphere. Using the econometric modeling, in each group, we highlight the most significant ones that are used in the formation of composite indices. We also performed a comparative analysis of ratings of the subjects of the Russian Federation in terms of migration attractiveness of territories for young people aged 15 to 19. The ratings are calculated, using the developed methodology, and are based on the migration load coefficient. Conclusions. The developed methodological approach can be used to create tools for assessing the migration attractiveness of territories for other age and gender categories of migrants, as well as to model migration behavior of young people.

The article considers the dynamics for forming the retail investment segment in the Russian Federation, the regulatory acts in force to regulate it, and the measures taken by the state to provide additional legal protection for individuals on the securities market. There is an acute issue of the low level of financial literacy of Russian citizens. As a result of the analysis of the current system for protecting the rights and legitimate interests of unqualified investors, the author identified existing problems and proposed possible ways to solve them. It is noted that a distinctive feature of the stock market is the extremely high level of risk of financial losses. Due to the fact that only professionals are allowed to trade, regular citizens are forced to use the broker services. The brokerage agreement, despite its significance, is the most undeveloped area of legal regulation of investors’ activities in the securities market. The rights and guarantees of the legitimate interests of unqualified investors in the provision of brokerage services are also not clearly established. According to the author, a possible solution would be the introduction of a special regulation of the brokerage contract at the legislative level and the consolidation of minimum guarantees of compliance with the interests of clients.

The presented study examines the current state of the digital transformation of management, economy, and social sphere. The authors analyze the fundamental features of the digitalization of management, economy, and social sphere, namely: the mechanism of transformation of a considerable part of social and business interactions within the information and telecommunications space; development of remote forms of employment and transmission of information; active commercialization and use of digital currency and smart contracts; development of digital management.Aim. The study aims to substantiate the theoretical and methodological provisions on the current state of management, economy, and social sphere, and to develop practical recommendations on the improvement of the digital transformation of management, economy, and social sphere.Tasks. As part of the realization of the set aim, the authors solve the problems of examining the legal and regulatory framework of formation and development of the digital transformation of management, economy, and social sphere; analyzing the content of the digital transformation of management, economy, and social sphere in modern Russia; identifying the problems of the digital transformation of management, economy, and social sphere, and prospects for its development.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and those describing the functioning of the social sphere. The information basis of this study includes the laws and regulations of the Russian Federation, statistics of public institutions and science centers on the implementation of newinformation technologies, materials of national programs for the digitalization of the economy and social sphere.Results. The authors substantiate that at the current stage of development of management, economy, and social sphere, information and computer technology has a decisive impact on the technological and institutional environment within the society.Conclusions. Examination of indicators associated with the transformation of digital technology in management, economy, and social sphere makes it possible to conclude that the Russian Federation as a whole is making good progress in the digitalization of the examined sphere. However, by independently integrating into a digital reference system, Russia faces a key problem in the field of management. Digital technologies will not work without establishing relations between economic actors and their management in general. Without this synchronization, they cannot develop properly.
