The paper is devoted to the examination of issues related to the increasing importance of budgetary regulation for the proper functioning of a modern innovative society. The key role of the budgetary regulation in the financial process of the State is particularly acute in the context of systemic crises that include socio-economic consequences caused by the spread of a new coronavirus infection (COVID-19) in Russia. In the course of the study, the features of changes in the state financial policy caused by the above-mentioned crisis phenomena are highlighted. The paper describes various approaches to the interpretation of the budgetary regulation as a category of financial law, explores various types and legal forms of methods of the budgetary regulation, analyses mechanisms and the impact of the State on the budget system through the existing legal structure of the budgetary regulation. It is determined that the rules of financial law governing the whole complex of public relations concerning the distribution and redistribution of the national product between the levels of the budget system of the Russian Federation constitute the institution of financial law, namely: the budgetary regulation. The author concludes that the approach based on the concentration of basic powers in the financial field at the federal level significantly slows down the dynamics of development of economic activity in the majority of regions of Russia, while the need for breakthrough innovative development of Russian society determinates the expansion of long-term tax sources of income for regional budgets. In this regard, it is proposed to consolidate additional regulation for revenues gained by regional and local budgets in the form of targeted deductions from federal taxes on a long-term basis.

Abstract Euromaidan events represented a major political issue for discussion among Russian political analysts. While from a distance the perception in Russian society might seem monolithic, a closer look suggests that Euromaidan events spurred multiple reactions within the population. To demonstrate this, the article describes the different perceptions of Euromaidan in 108 texts published by Russian academics between 2013 and 2018. While analyzing the argumentation of these texts, it is possible to identify two main differences—terminology in the use of either coup or revolution to describe the happenings, and the importance of the local context for the course of events. Significant differences among texts allow us to conclude that there have been various interpretations of Euromaidan among Russian academics. This conclusion not only sheds new light on the state of public debate in the Russian Federation but can be also seen as a contribution to the debate about how so-called modern authoritarian regimes operate.

The paper deals with the knowledge of Moscow students about the processes, institutions of socialization and the subjects of youth policy in Russia. The basis of the empirical base is the sociological study conducted by the authors in April–May 2019 in Moscow. It is noted that students adequately and critically assess the state of modern Russian society and the state, understand the causes of the crisis. The greatest impact on the formation of value orientations of modern Russian youth is provided by the media, family and education institutions. Moreover, the media form both positive and negative benchmarks for young people. Students are aware of the presence of various negative phenomena in the youth environment and show a critical attitude towards them. Comparative analysis with 2013–2017 studies shows that in 2019 the levels of patriotic sentiments among Moscow students and their approval of the activities of political figures, socio-political institutions decreased. The trends of prevalence in the values of young people of consumer orientations, approval of traditionally negative phenomena intensified. This contributes to the desocialization of youth, the manifestation of asocial and unlawful forms of their self-realization, the development of various countercultures, increased conflict tension and aggressiveness of young people, and the growth of extremism in the youth environment. Measures are proposed that increase the social efficiency of the state youth policy of the Russian Federation. The research materials are of interest to specialists involved in the problems of youth socialization and the implementation of state youth policy.

In the context of civil society development, citizens themselves have an important place in controlling the full implementation of rights. One of the principles of health is the "priority of child health." A study was conducted to examine the views of patients on the implementation of the principles of health care in the Russian Federation. The basis of the study was children's clinics. The sample total, formed by the method of random selection among those who applied to the clinic within a month, amounted to 1,250 mothers. The collection of information was carried out by the method of sociological survey on a specially compiled questionnaire. It has been established that in public health children face a formal attitude, lack of infrastructure of health care, and need legal assistance. The survey showed that the principle of "priority of children's health" declared by the state has some problems in practical implementation, both in the health sector and in the part of non-health-related entities. It has been established that in public health, mothers of children, as their legal representatives, often face a formal attitude, lack of infrastructure of health care, and experience an unrealized need for legal assistance. The general problems of reducing accessibility are the lack of necessary specialists, long waits for admission, but for single-parent families more significant than for full families is the factor of time of admission of specialists. The findings provided the basis for the following proposals to improve the implementation of the principle of "priority of child health": 1. It is necessary to ensure that the public is informed widely and multi-channel about the directions and measures taken by the state (programs, plans, activities, legislation) to ensure the implementation of the principle of "priority of child health"." Public monitoring should be established with the participation of civil society representatives of the degree of practical implementation of the principle of "priority of child health" by public bodies and officials. 3. Create the conditions for public discussion of specific measures to improve the implementation of the "priority of child health" principle. To make information more accessible to parents raising children, provide additional distance counseling and information opportunities through the Internet.

The article discusses formation of the concept of state youth policy in the Russian Federation; the main approaches to the essence of youth policy carried out in Russia are analyzed. The need for scientific support for the development of the main directions of the state youth policy is substantiated. The experience of preparation of state reports on the situation of young people in our country is examined. The main approaches to understanding the essence of youth and youth policy at the present stage of development of the Russian society are disclosed. The feasibility of the development and adoption of the Federal Law on Youth Policy of the Russian Federation is substantiated.

The monograph presents the results of sociological research on the project “The political culture of the Russian society in the transition to a new technological structure and implementation Of the strategy of scientific and technological development of the Russian Federation and the Decree of the President of the Russian Federation from 07.05.2018 № 204 «On national goals and strategic objectives of the Russian Federation for the period up to 2024»”. The all-Russian survey was conducted in May-June 2019 in 22 regions of the Russian Federation. The study of the structure and nature of citizens’ opinions on national development goals and digital society shows that the Russian society has formed the initial elements of the fundamental components of an innovative political culture: knowledge, beliefs and attitudes for the actual behavior of citizens in terms of the introduction and use of information and communication technologies and the implementation of national projects. The problematic situation is identified and described in the monograph, according to the author, requires a thought-out and verified program of political actions, both on the part of the Government of the Russian Federation and on the part of civil society institutions in order to create a high cognitive, labor motivation in this strategically decisive area of life of the Russian society. The urgency, scale and complexity of the tasks require the unification of the efforts of civil society with a leading role and strategic coordination of state actions. The monograph summarizes the results of sociological research on topical issues on the agenda of Russian society and the state, and can be useful for management personnel of state and municipal administration, production organizers, managers of social and educational institutions, researchers, University teachers, graduate students and students.

Introduction: the institution of marriage is the pillar of every society and state and forms their material, spiritual, psychological and even ideological basis. The state is inextricably linked with the family and marriage. Changing each of the elements of this interaction leads to the radical changes in the entire system, so the state must regulate these social institutions in a certain way. Modern Russia strives to achieve a reasonable balance of human rights and freedoms, develop a democratic society and work closely with the international community while preserving the established moral foundations and traditional values related to the institution of the family and marriage. The purpose of the publication is to determine the current state and prospective vectors of development of the state policy in relation to the institution of marriage. The research methodology is based on the use of the logical, dialectical techniques and methods of scientific knowledge, the comparative legal and legal-technical analysis of the texts of laws and other documents. Results: the paper analyzes the scientific literature, the Russian and foreign legislation, the international legal acts and decisions of the European Court of Human Rights in order to determine the efficiency of the state policy in this area, establish the criteria for achieving a sufficient balance between the non-interference of the state in the gender issues and maintaining the institution of traditional marriage in Russia. The conducted research of the issue suggests that in general, the legislation of the Russian Federation concerning the family and marriage relations is quite stable, but in response to the challenges of modern times, it is undergoing a certain reform. Conclusions: the practice of implementing the European Convention on Human Rights requires that the Russian legislation be seriously reformed in terms of regulating the gender issues and marital and family relations. In recent years, the Russian Federation has repeatedly lost cases in the European Court of Human Rights (ECHR), without being able to defend the fairness of its position. According to the authors of the publication, the solution to this problem is possible by reviewing certain international obligations of Russia in the context of their interpretation of the ECHR, as well as forming a consolidated position in Russian society regarding the institution of traditional marriage and the gender relations. These changes should be reflected in both the domestic legislation and the legalized law enforcement practices. The authors consider the achieved level of tolerance of Russian law regarding the institutions of the family and marriage to be extremely sufficient for the preservation and sustainable development of Russian society.

The article discusses the differences between societal values in the European Union, the Russian Federation and Ukraine. According to the author's hypothesis, the current Russian-Ukrainian hybrid war is triggered not by interests but by the idea of imposing and maintaining the dominance of certain values. The empirical basis of the research is derived from a poll of experts conducted by the author during the II Kharkiv International Security Forum on November 29–30, 2019. As a part of survey methodology, a group of experts (50 respondents) was asked to assess the importance of societal values from the list (which consisted of 30 positions) in accordance with three locations — the EU countries, the Russian Federation, and Ukraine. A seven-digit ordinal scale (0 to 6) was used for evaluation. The list includes social values that are (or are not) essential for building a certain type of a social system. The findings of the study demonstrate that the top-10 social values in the EU and the Russian Federation are completely different. The EU countries: 1) Rule of Law, 2) Human Rights, 3) Private Property, 4) Democracy, 5) Person as Such, 6) Peaceful Existence, 7) Economic Efficiency, 8) Self-Identity (Me), 9) Liberty, 10) Civil Society. RF: 1) Victory in World War II, 2) National leader, 3) Army, 4) State, 5) Vodka, 6) Social Hierarchy, 7) Ideology, 8) Money, 9) Church, 10) Violence. The Ukrainian society occupies an intermediate position between the European and Russian civilization systems. The top-10 values in Ukraine are: 1) Money, 2) Freedom, 3) Army, 4) Children, 5) Peaceful existence, 6) Family, 7) Land, 8) Democracy, 9) Church, 10) State. The Ukrainian value system has not been fully developed, and the survey revealed that there is a shift of the value system towards the values of the united Europe. The dominant values in the EU countries are humanistic in their principles and create the foundation for the development of civil society. Meanwhile the principal Russian values are focused on strengthening the militarized state and rejection of European tradition by Russian society.

AbstractThe work of non-profit organisations (NPOs) in non-democratic country contexts tends to be judged on their contribution to the democratisation process rather than the activities they undertake. This neglects the potential impact NPOs have on societies within such contexts. In this study, we highlight that NPOs can influence public policy deployment in the Russian Federation even if they cannot affect public policy itself. By operationalising the very restrictions placed upon them, NPOs use their relationships with the state to effect change within their immediate environment and scope of their operational remit, even if they cannot hold authorities to account or influence policy development. The key to this is strong organising capabilities and engagement with the Russian public. We reflect on the implications of our findings to the understanding of civil society development and NPOs in Russia and in other similar non-democratic contexts.
