The issues of social protection of low-income youth in modern society: world and Russian experience

According to the WHO “World Report on Disability 2011”, there are more than a billion people with disabilities worldwide. At the current stage of development of the social state in the Russian Federation, one of the most priority issues is to ensure socialisation, integration into society and comfortable living for people with disabilities. A disabled person, according to the legislation of the Russian Federation, is a person who has health disorders that cause the need for social protection due to life restrictions associated with injuries, diseases and/or defects. At the same time, the limitations of vital activity mean the loss of several functions possessed by a healthy person: self-service, independent movement, the ability to communicate, orientation in space, control of their behaviour, learning, employment and other activities. This article is aimed at studying the measures taken by the regional authorities to support the integration of persons with disabilities into society.

The article discusses formation of the concept of state youth policy in the Russian Federation; the main approaches to the essence of youth policy carried out in Russia are analyzed. The need for scientific support for the development of the main directions of the state youth policy is substantiated. The experience of preparation of state reports on the situation of young people in our country is examined. The main approaches to understanding the essence of youth and youth policy at the present stage of development of the Russian society are disclosed. The feasibility of the development and adoption of the Federal Law on Youth Policy of the Russian Federation is substantiated.

Article discloses relevance of continuous education, and in particular training of people of old age. The subject of a gerontoobrazovaniye was studied by many domestic and foreign researchers, the scientific recommendations, reports on training of elderly people have been developed. In many countries of the world training centers have been open for this category of the population. In the Russian Federation distribution was gained by the Universities of the third age at which courses enjoy the greatest popularity, connected with training in bases of work with the personal computer. The same purpose — adaptation of the elderly person in digital modern society pursues also the Government of the Russian Federation, developing the appropriate state programs. The universities of the third age are open in many cities. Often they open on the basis of departments of social protection of the population. For assistance higher education institutions are attracted. The fragment of the training program of “A basis of the computer literacy” developed by teachers of the Shadrinsk state pedagogical university is given in article. The purpose, problems of a course, the requirement to the level of assimilation and the planned results reveals. Examples of educational and thematic planning and a substantial component are given.

The article makes an attempt to analyze a new type of social assistance to low-income citizens, low-income families, as well as citizens in a difficult life situation in order to formulate proposals for its improvement. The President of the Russian Federation Vladimir Putin during the meeting with senators held on 23 September 2020 pointed out that "One of the key factors in war on poverty is the social contract" (https://ria.ru/20200923/bednost-1577654986.html). The social contract is a very effective type of social assistance, as it is aimed to activating the citizens themselves in increasing their level of material security. As a result of the contract, they get the opportunity to find a permanent income, including by opening their own business or running a personal subsidiary farm, solve their difficult life situation, retraining. Despite the positive dynamics of the increase in the number of signed social contracts, the mechanism of these contracts itself needs to be improved. In particular, the author suggests that social protection institutions move to proactive social work with poor citizens, informing them more fully about the features of the social contract. It is also proposed to transfer the distribution of quotas for the conclusion of a social contract in various areas of the activities carried out within its framework to the subjects of the Russian Federation, to revise the terms of the social contract in the direction of «job search».

Reorganization is one of the fundamental processes of development of modern society. The infographic model of the reorganization cycle, also known as the “development wheel”, allows us to divide development of this process into four stages: settlement, disorganization, reorganization and co-organization. These stages have been researched on by numerous Russian and foreign researchers. In the sphere of construction, the most interesting is the restructuring, which has a special relevance at the present stage of development of the Russian Federation and requires creative approaches, models and methods of scientific research of vision of this important branch of economy. In this article, the model of reorganization process is structured with use of the theory of multipoint logic and the practice of infographic modeling, possible impacts and interactions leading to well-defined and formalized results are considered. Models of loading the interactions of individual components of the model of reorganization by control actions and the results obtained therewith have been developed.

The main purpose of the article is to consider the evolution of youth policy in Russia in the light of the constitutional reform of 2020 as the historical and political substantiation of the amendment made following the results of the popular vote to the first part of the article 72 (point «e») of the Constitution of the Russian Federation. The article notes that in modern society there is a whole system of challenges destroying the traditional forms of socialization of young people, who have found themselves in a very dangerous socio-cultural zone. These dangers look even more real without appropriate attention to young people on the part of the state and society. This context, according to the author, puts the state youth policy in a row of key functions of public administration. Citing historical examples of domestic managerial experience in relation to youth, the author comes to the conclusion that the constitutional amendment, which for the first time solidifies the existence of youth policy in the country's basic law, can give a new impetus not only to the further development of regulatory mechanisms for regulating youth policy, but also to become the constitutional basis for the practical side of its implementation. In this regard, the article pays special attention to the consideration of the new draft content No. 993419-7 «On youth policy in the Russian Federation».

The article comprehensively examines the features of extremism spreading among young people (informal youth movements) as one of the negative factors affecting the security of civil society and the entire current system of government in the Russian Federation at the present stage of development. The official statistics of the Ministry of internal Affairs of the Russian Federation, the judicial Department of the Russian Federation and the public organization «Center for economic and political reforms» are given, indicating an increase in the number of extremist crimes among young people aged 14 to 25 years. The emphasis is placed on the fact that a particular danger to society is the popularization of the ideas of extremism directly in youth circles. Criminological features of extremism in modern Russia are considered. The authors point to a significant increase in the role of the information and telecommunication Internet in the spread of extremist ideology. The article considers the concept of «youth extremism» as a violent change in the foundations of the constitutional system and violation of the integrity of the state, public justification of terrorism and other terrorist activities, violation of the rights, freedoms and legitimate interests of man and citizen, depending on his social, racial, national, religious or linguistic affiliation or attitude to religion.

The presented study examines the current state of the digital transformation of management, economy, and social sphere. The authors analyze the fundamental features of the digitalization of management, economy, and social sphere, namely: the mechanism of transformation of a considerable part of social and business interactions within the information and telecommunications space; development of remote forms of employment and transmission of information; active commercialization and use of digital currency and smart contracts; development of digital management.Aim. The study aims to substantiate the theoretical and methodological provisions on the current state of management, economy, and social sphere, and to develop practical recommendations on the improvement of the digital transformation of management, economy, and social sphere.Tasks. As part of the realization of the set aim, the authors solve the problems of examining the legal and regulatory framework of formation and development of the digital transformation of management, economy, and social sphere; analyzing the content of the digital transformation of management, economy, and social sphere in modern Russia; identifying the problems of the digital transformation of management, economy, and social sphere, and prospects for its development.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and those describing the functioning of the social sphere. The information basis of this study includes the laws and regulations of the Russian Federation, statistics of public institutions and science centers on the implementation of newinformation technologies, materials of national programs for the digitalization of the economy and social sphere.Results. The authors substantiate that at the current stage of development of management, economy, and social sphere, information and computer technology has a decisive impact on the technological and institutional environment within the society.Conclusions. Examination of indicators associated with the transformation of digital technology in management, economy, and social sphere makes it possible to conclude that the Russian Federation as a whole is making good progress in the digitalization of the examined sphere. However, by independently integrating into a digital reference system, Russia faces a key problem in the field of management. Digital technologies will not work without establishing relations between economic actors and their management in general. Without this synchronization, they cannot develop properly.
