Introduction. The economic security of a country depends on the function and level of development of the economic system, including all components of relations and interdependence. Due to the lack of a scientifically sound national development strategy based on the guiding principles of economic security, negative economic phenomena are becoming more frequent, which creates conditions for developing theoretical foundations and using other scientific methods in public administration to form economic security. Avoiding economic security will lead to negative socio-economic consequences, negative economic conditions, increased dependence on imports, and so on. Therefore, it is important to study the factors affecting the economic security of the country, which are systematized by different areas of development. Goal. Analysis of the achievements of economic security of the state through the study of factors influencing it, in accordance with certain areas of its development; substantiation of the factor of investment and innovation security as a factor of economic security of the state. Method (methodology). Scientific research was conducted through analysis and synthesis in order to study the state and achievements of economic security of the state; tabular and graphical methods for visual presentation of the material. The results. The level of economic security is systematized in the article. The periodicity of development of national economic security of the state in different conditions of its formation is studied. The stages of development of economic security of Ukraine are analyzed. The definition and importance of economic security of the state are confirmed. The need to improve the state of economic security of the state in order to accelerate the exit of our country from the protracted socio-economic and political crisis was emphasized. The essence of the model of economic security with further creation of preconditions for introduction and maintenance of economic security at the state level is specified. The own explanation of the term "economic security of the state" is made. It is proposed to create an effective system of economic security, which will avoid negative consequences, eliminate the threat of rapid opening of the national economy in the context of globalization, to ensure its competitiveness. It is proposed to create a new factor of economic security and introduce it into the structure of state economic security, in order to increase state capital.

The Impact

The article is aimed at studying the behavioral approach to ensuring economic security during the development of the economy in the pandemic. The role and meaning of managerial decisions is defined, their ability to cause extraordinary reactions in the economic sphere is proved. A critical analysis of the essence of economic security of the State, region, enterprise is carried out. The subjects and objects of economic security of the State, region, enterprise are provided. The authors determine the factors of destabilization generated by the pandemic, which is the cause of emergence and development of crisis situations caused by threats to the economic security of the State, region, and enterprise. The scientific approach to ensuring economic security is presented in the statement that in the complex of measures that form the system of economic security of the State, region, enterprise, the system of prevention of emerging threats, taking into account the conditions of the pandemic, is of greatest importance. From the positions of economic security, it is important to assess and predict the impact of all expected threats, as well as economic and non-economic impacts on their course. It is noted that the strategic management of economic development processes in the pandemic causes an objective need on the part of the State authorities to have a concept of national security, the level of which depends on how effective managerial decisions are both at the enterprise level and at the State level; to what extent experts are able to avoid possible threats and eliminate the negative consequences of certain components of the external and internal environment in the pandemic. It is proved that a relatively insignificant influence of the behavioral approach in management is able to initiate a chain of profound changes in the economic system, and quite often with unpredictable consequences, which causes the need to expertise approved decisions for their economic security, while the powers of management bodies during the pandemic should be a continuation of their functional duties.

The article explores the approaches to the interpretation of the essence of the concept of «economic security ofthe state» and analyzes the main components of the economic security of the state. The external and internal factorsof economic security of the state are singled out. Factors that are a potential threat to the economic security of Ukraineare generalized. The subject, object and subject of economic security are characterized. A direction is proposed on theeffectiveness of ensuring Ukraine’s economic security.It was revealed that negative economic phenomena are gaining an even larger scale due to the lack of a scientificallybased national development strategy based on economically sound guidelines that envisage the development oftheoretical foundations and the use of other scientific approaches to the formation of the state’s economic securityin the public administration system. Ignoring measures to ensure economic security can lead to negative social andeconomic consequences, the negative state of the economic branches, the increase in the level of import dependenceand the like.It is established that the realization of the national interests of Ukraine is possible only on the basis of sustainableeconomic development. The place, role and value of each of the security elements are determined by circumstancesthat actually develop for a certain period of time inside and outside the facility. Therefore, the problem of Ukraine’seconomic security, which is crucial in the context of the existence and development of Ukraine as a sovereign state,is becoming very important today.

With the development of Internet technologies, cybercrime has also evolved and diversified. Much of the world's economic and business information comes from electronic information, and the need for remote work caused by the coronavirus (COVID-19) pandemic has further increased demand for e-services, which in turn has contributed to increased technology risks, threats, and incidents. The main task of the states is to actively fight against the negative socio-economic, financial, and political consequences caused by the growth of cybercrime. The main purpose of the study is to assess the negative consequences of cybercrime in Georgia, the main threats to information security, to develop recommendations for the prevention of cybercrime, to improve its legal regulation mechanisms. The fight against cybercrime in Georgia is carried out using criminal norms. The law "On Information Security" is in force in the country, Georgia's cyber security strategy has been developed, but this process needs constant development. The main task of the state is to gradually improve the legislation and bring it in line with modern technologies, to ensure close cooperation between the state and society, to raise the awareness of civil society. It is essential to constantly inform the public and companies about cyber threats, as effective prevention is the best form of crime prevention policy.

Peak Car Travel in the United States: Two-Decade-Long Phenomenon at the State Level

Peak car travel is an international phenomenon that became evident in the United States on a national scale in 2004. Potentially related to peak car travel is the decoupling of economic growth from driving levels. A wealth of research has addressed these phenomena on a national scale in the United States and other developed countries. Yet few studies have been undertaken on other geographic scales, especially the statewide scale in the United States. This study investigated U.S. state-level driving and economic patterns from 1980 to 2011 to understand occurring changes. The research results showed that peak car travel first occurred at the state level as early as 1992 in Washington State, whereas another 10 states peaked in 2000. By 2011, 48 of the 50 states had peaked. The longevity of this phenomenon at the state level provided evidence that peak car travel in the United States was a more permanent phenomenon than previously thought. In addition, the decoupling of economic growth from driving was evident at the state level. In the 1980s, these indicators were positively correlated at the state level. A significant change occurred by the 2000s, however, when any significant connection ceased for most states. For four of the earliest peak car travel states, the relationship between economic growth and driving turned negative. This finding showed that decreases in driving were not associated with negative economic consequences. Rather, in several states, driving reductions were now associated with increased, rather than decreased, economic growth.

At present, the system of ensuring economic security of the agrarian sector of Ukraine is not effective enough. This is primarily due to the fact that at the state level, there are no clear national decisions on ensuring the economic safety of the agrarian sector. The study established that development of economic safety system for the agrarian sector should take into account its resistance to external and internal factors, which could lead to systemic crisis in the agrarian sector development. In this regard, the category of the agrarian sector’s economic safety can be interpreted as the state of agrarian economy sector protection from all kinds of threats, which enables it to form and implement its own economic policy in the field of regulation and stimulation of the agrarian sector development in the indicative limits established by the state, as well as to provide economic stability and the ability of the agrarian sector to reproduce and develop. The strategic goal of building a comprehensive system of agrarian sector economic safety is to create the necessary conditions for the development of agrarian sector enterprises and to provide economic stability and territory socio-economic development stability. In order to achieve this goal, a task tree and an algorithm for building an integrated system of Ukrainian agrarian sector economic safety have been developed.

In a dynamically developing world space, the issues of economic security of enterprises are very relevant. Today, in the Ukrainian realities, service enterprises have to work in an uncertain and unstable market environment. The difficulties of the Ukrainian economy are manifested in a decrease in both production volumes and the quality characteristics of the products offered. Competitiveness is becoming a determining factor in ensuring the economic security of the economic system and its sustainable development. The transition to an innovative development model is not only a state task, but also a real, objectively existing need for any enterprise operating in a market economy. For an enterprise that wants not only to maintain its position in the market, but also to strengthen it, it is necessary to introduce innovative approaches in all areas of production and economic activity. One of the main threats in modern conditions of the functioning of economic entities of economic security of an enterprise is low innovation activity. This is due to the use of outdated technologies, imperfect methods and forms of organization of production and management, the lack of approved mechanisms of innovation, an ineffective scheme of interaction between scientific institutions and innovative structures, etc. financial, personnel, material and technical, informational, etc.). However, in order for these resources to be focused on the implementation of specific innovative technologies, it is necessary that the enterprise be able to effectively use these resources. This ability can be provided at the state level through organizational and managerial influence. Consequently, it is necessary to form an economic mechanism for increasing the innovative activity of enterprises in the real sector of the economy. Thus, today the innovative orientation of enterprises is a key instrument of their competitiveness and economic security. To increase the level of economic security of an enterprise, it is necessary to apply an innovative development strategy, which will allow to form and strengthen business relations, take advantageous market positions and increase the level of business activity of the enterprise. The company's innovative strategy should be aimed, first of all, at the production of competitive services (products), increasing production efficiency, carrying out correct sales activities, obtaining high profits and forming an insurance reserve, the presence of which is a mandatory factor in the company's economic security.

Relevance of research topic. In the context of economic transformation, financial stability is a strategic objective of fiscal policy, which contributes to accelerating economic growth and revitalizing business activity in the country. Accordingly, ensuring effective influence on the social and economic processes of the public administration system involves reforming its components taking into account the globalization processes. Formulation of the problem. With the acceleration of the pace of financial and economic globalization, the issues of creating conditions for financial stabilization are being updated. An important direction in solving these issues at the state level should be to increase the effectiveness of fiscal policy. Analysis of recent research and publications. Issues of the formation and implementation of fiscal policy aimed at ensuring financial stability, acceleration of economic growth are presented in the papers of well-known domestic and foreign scientists: T. Bogolib, J. Buchanan, I. Zapatrina, G. Kucher, L. Lisyak, I. Lukyanenko, V. Makogon, P. Samuelson, J. Stiglitz, M. Pasichnyi, I. Chugunov and others. Selection of unexplored parts of the general problem. The mentioned questions are actualized in connection with the institutional transformations of the socio-economic model of the society’ development, which determine the need for increased effectiveness of fiscal policy. Much attention of financial institutions should be focused on ensuring financial stability and strengthening the stability of the financial system, strengthening its investment potential. Setting the task, the purpose of the study. The objectives of the study are to reveal the essence of the concept «financial stabilization», the definition of the peculiarities of the formation and implementation of fiscal policy in relation to its provision. The purpose of the study is to substantiate the strategic objectives of the fiscal policy on financial stabilization in the context of economic transformation. Method or methodology for carrying out the research. The article uses a set of methods of scientific research: system approach, structuring, analysis and synthesis, and others. Presentation of the main material (results of work). The essence of the concept «financial stabilization» is revealed, peculiarities of the formation and implementation of the fiscal policy concerning its provision are determined. The strategic tasks of fiscal policy concerning financial stabilization in the conditions of economic transformations are substantiated. The field of application of results. The results of this study can be used in the formation and implementation of fiscal policy in Ukraine. Conclusions according to the article. Ensuring financial stabilization is an integral part of the country's socio-economic development strategy. The tools of fiscal policy form a complex of financial and budgetary tactics. With their help, the implementation of the directions and tasks of the fiscal strategy is determined and the effectiveness of its implementation depends decisively. In the conditions of the formation of Ukraine as an independent state, the main reference point of fiscal policy was to ensure the solvency of the state as an instrument for creating conditions conducive to the revitalization of economic activity. At the current stage, the strategic goal should be to actively stimulate economic growth as the main instrument for ensuring financial stabilization through the rational management of public financial resources.

The paper summarizes the arguments for a scientific discussion on solving the problem of improving the efficiency of the enterprise in the context of social and economic security of the state. The main purpose of the study is to evaluate the effectiveness of the enterprise and on its basis to identify innovative measures and methods, effective marketing tools to improve it. The systematization of literary sources and scientific approaches showed that, based on a comprehensive assessment of the activity of the enterprise, there remained several unsolved problems regarding the improvement of the social and economic security of the state. The urgency of solving this scientific problem lies in ensuring social and economic security that is an extremely important problem in the current conditions of the country’s development. Methodical tools of the study are such methods as a logical generalization, systematic, comparison, mathematical calculations, graphical, method of expert assessments. The study period is 2014-2018. The object of the study is the sanatorium and resort enterprise since the social and economic security of the state on the micro-level is formed based on the activity of such enterprises. The research of the identified problem in the paper is carried out in the following logical sequence. The significance of the activity of enterprises as an integral part in shaping the country's economy in market conditions is outlined. The important role of domestic enterprises in ensuring the employment of the country's population, the formation of social relations and support of social stability, the social and economic security of the state at the micro-level is noted. The problems of provision of enterprises economic development as a component of socioeconomic security of the state in need of research are highlighted. The list of risks, which domestic enterprises are subjected to in daily activity, is described. It is noted that the economic development of enterprises is one of the components of securing social and economic security of the country at the micro-level. In this context, the theoretical basis for the formation of economic security of enterprises is investigated based on the evaluation of the efficiency of the activity on the example of sanatorium and resort institutions. An evaluation of the efficiency of activity of sanatorium-resort enterprises from the standpoint of the economic entity efficiency based on the calculation of integral index and directly by consumers with the help of an expert method is conducted. Based on the estimation of the integral coefficient of efficiency of the sanatorium and resort services provision on the example of the past five years, the unevenness of the fluctuations of the main economic indicators of activity, reduction of the coefficient of financial and economic activity efficiency has been proved. Based on surveys of consumers, the average mark of the effectiveness for the provided sanatorium services was set at 3.7 points, which at the five-point scale proves the need for improving the activity of sanatorium and resort facilities under present conditions and developing special events using effective instruments stimulating the development of such enterprises. To significantly improve the efficiency of sanatorium and resort enterprises and the impact on the improvement of social and economic security in the country, a set of actions and marketing tools based on the innovative technologies at the enterprise, regional and state level. The results of the conducted research can be used by sanatorium and resort establishments in practical activity and public authorities, local self-government bodies at the level of regions and territorial communities in developing projects of development of territories and taking measures to ensure social and economic security in the country. Connecticut’s Teacher Education and Mentoring (TEAM) program is in its early stages of implementation. This study examined how local school districts implemented TEAM and identified factors that affected implementation. It was based on interviews with twenty-two participants at the state, district, and local school levels. The intentions of the program designers at the state level were compared to district and school level understanding of the program’s intentions and how those understandings influenced implementation. Additionally, factors affecting local understanding and implementation of the new program were described. The findings of this study suggest that there was close alignment of understanding between the state and local implementers on the key provisions of the program related to its role as a professional development tool. The data reveal tacit rather than explicit understanding at the local level of the program’s intention to improve student achievement. Variations in understanding can be attributed to other factors including contextual, structural, cognitive, and affective elements.
