The purpose of this research is to know the forms of community participation of farmers and non-farmers in the Agricultural Road construction Aertrang Malalayang 1 East Village in the Manado City. The benefits of this research are: research is expected to provide information for the public and education about the forms of participation of farmers and non-farmers in agriculture road construction in the Village of Aertrang Malalayang 1, Manado City. This research collect primary dan secondarydata. Primary data collection through direct face to face interviews and field observations (observation) to 20 respondents using questionnaires. The analytical method used in this research is qualitative descriptive analysis method. The results of the study are presented in tabular form. The findings in this study are: (1) The forms of community participation in development activities of agricultural roads in the village Malalayang I Aertrang East, namely: labor, money, materials such as cement, stone and sand. And also, provision of consumption / food to the community members who do the work of farm road construction, (2) community members actively involved in agricultural road construction activities in the Village Malalayang I Aertrang East.

This study aims to determine community participation in the planning and implementation stages in the construction of agricultural road infrastructure funded by the Village Fund in Buhias Village, Mantehage Island, Wori Sub-district, North Minahasa Regency. The 3-month study was conducted from August to October 2018. Primary data were obtained through interviews, based on a list of questions, to 20 respondents who were chosen based on pusposive sampling method. Secondary data were obtained from the Buhias Village Office, from local bookstores, as well as from the internet through Google searching to obtain journal articles and theses relating to research topics, especially concerning community participation in road infrastructure development. Data analysis using descriptive analysis presented in tabular form. The results showed that community participation in the construction of agricultural road infrastructure in the village of Buhias was in the medium category at the planning stage and in the high category at the stage of implementing agricultural road construction. *eprm*

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.

The success of developing a village cannot be separated from the role of the Village Head and the entire community. A developed village can be seen from the adequate facilities and infrastructure. The head of government has a big responsibility for the progress of his village in order to create a prosperous society. The formulation of the problem in this study is how the role of the village head in the implementation of development in Li-Eue Village and how the Siyasah Fiqh and Village Law review the role of the village head in the implementation of development in Li-Eue Village. This type of research is classified as field research (field research), which is descriptive analysis, namely research that tells and describes data sourced from primary data through interviews, observations and reports in the form of documents and secondary data by conducting library research in the form of Al- Qur'an, Hadiths, opinions of scholars, laws and regulations, documents and books and other scientific works. Based on the results of the analysis, it can be concluded that the role of the Li-Eue Village head in the implementation of development in Li-Eue Village is generally less than optimal so that it is less trustworthy or responsible for the duties as village head. Judging from the existence of several developments that have not been implemented. And less transparent and less mobilizing community participation. Review of Siyasah Fiqh and Village Law, namely leaders who are less trustworthy and less responsible.

The purpose of this research is to know and analyze the leadership of village head in development in Jambak village, Pante Ceureumen District, West Aceh Regency and to identify how the success rate of Jambak village development in terms of physical development and non-physical development. The research method used is qualitative descriptive method with research focus among others development of education facilities, bridge facilities, road facilities, electricity facilities, training courses of village government institutions, PKK development courses, and the development of art and culture. Primary data sources in this study were village head, village secretary, community, and community leaders in Jambak village.The results obtained by the authors in showing the leadership of the village head in the development of the village of Jambak is still lacking and can not say good, because there is still a lot of work that includes physical development and non-physical development of Jambak village has not all been resolved properly. Like the construction of educational facilities that are still said to be quite good. Bridge facilities that have not been built all in accordance with community expectations. Road construction has not been fully resolved yet, electricity facilities are also a problem faced by Jambak villagers. In addition to the non-physical development of the village, the training of village institutions has been running but still ineffective to further improve the quality of village government officials, so that village government officials are more comfortable. This study aims to analyze the application of the Village Fund Allocation (ADD) in an effort to increase development in the Limau Manis Village, Tanjung Morawa District, Deli Serdang Regency. Data collection methods used in this research are literature study and field study. Furthermore, the results of the study were analyzed through a qualitative descriptive analysis method in which to obtain a picture in understanding and explaining the application of village fund allocations in an effort to increase development in Desa Limau Manis. The data used in this study are primary data with the subject of research is the Limau Manis Village Office of Tanjung Morawa District. The results showed that the application of the Village Fund Allocation (ADD) in an effort to increase development in Limau Manis Village, Tanjung Morawa Sub-District, Deli Serdang District had been running but the allocation was not right on target, this can be seen from the realization of the allocation of village funds that were used for social purposes had less value the remainder is for village government income and other benefits.

Purpose of Study: The purpose of this study is to describe and analyze community participation and the factors that influence the development of the Gampong Merduati village in Banda Aceh. The qualitative research method is the method used in this study. Determination of informants is done by purposive sampling, assuming that the informant understands the problem being studied and can provide information and responses to the issues that are the objectives of this study. Methodology: The data needed in this study consists of primary data and secondary data. Data collection techniques are interviews, observation, and documentation studies. Data analysis in this study used the method of Milles and Hubernan (1984), which consisted of Data Reduction, Display Data, and Conclusion Drawings. Main Findings: The results of this study show that community participation in the implementation of the Village Fund Allocation (ADD) in the Gampong Merduati Banda Aceh, both participation in the form of energy, mind, and involvement in the form of the budget has been running well, following the wishes of community members and implementation instructions. Factors affecting community participation in the implementation of the Village Fund Allocation in Gampong Merduati Village in Banda Aceh are a sense of belonging, responsibility, and habits that have become a tradition in the Gampong Merduati Village. Applications of this study: The community, government, and universities can use the results of this study. Novelty/Originality: The ability of human resources (HR) of community members is reliable so that it has implications for the quality and quantity of the Village Fund Allocation itself. This research recommends further research on the role of government in encouraging community involvement in development.

This study aims to evaluate Village Fund management in Kalasey Dua illage, Mandolang Sub-district, Minahasa Regency. The study was conducted from May 2018 to January 2019. The data used in this study were primary data and secondary data. Primary data was collected based on interviews with two members of the Village Consultation Board (BPD), three village officials, and 50 community members to find out their responses to Village Fund management. The fifty community members were selected community members that have over the age of 21 years and had lived in the research village for more than 10 years. So the total respondents were 55 people.Interviews with community members were used by Likert Scale. Secondary data in this study came from the archives and reports of Kalasey Dua Village office in the form of Village Monographs, Village Fund Management Data andother documents relating to the management of the Kalasey Dua Village Village Fund; and through books available at local bookstores; and the internet. Internet used google searching to access articles from various scientific journals and theses from other universities related to the topic of this research. Data analysis using descriptive analysis. The results of the study indicate that overall the Village Funds received in Kalasey Dua Village have been managed properly by the government or the management, both in the management procedure with the availability of documents; and adhere to the principles of village fund management that consists of justice, needs, village authority, participation, self-management and village-based resources, village typology, transparency and accountability; and the community have felt the benefits. The Village Fund has been giving benefit to community of the village, both in the construction of infrastructure (roads, culverts, solar street lighting) and the empowerment of rural communities (by technical guidance of the management of Village-Owned Enterprises or BUMDES outside the region).*gmhk+erprm*

ABSTRAK Koordinasi diperlukan untuk mengkomunikasikan kebijakan-kebijakan atau program- program untuk pembangunan desa yang sudah ditentukan dalam RKPdes. Pembangunan merupakan upaya untuk meningkatkan taraf hidup masyarakat yang berkualitas dan bermartabat. Pembangunan diperluka untuk mengisi kekosongan pasca kemerdekaan. Ketercapaian pembangunan tidak lepas dari peran pemerintah desa sebagai penggerak pembangunan tersebut. Penggunaan sumber daya yang efektif dan efesien merupakan kunci utama kesuksesan pembangunan. Dalam mewujudkan hal tersebut diperlukan suatu koordinasi antar anggota masyarakat dengan pemerintah desa dalam wadah rapat mingguan (minggon). Metode penelitian ini menggunakan metode deskriptif dengan memberikan penjelasan atas suatu fenomena atau mendeskripsikan karakteristik suatu objek. Sedangkan analisis yang dipergunakan analisis deskriptif kualitatif dengan langkah-langkah yaitu; (1) mengumpulkan data dan informasi yang dibutuhkan tentang objek; (2) mengidentifikasi masalah serta menganalisis secara mendalam; (3) membuat rancangan bangun sistem sesuai kebutuha kondisi lapangan; (d) memberikan rekomendasi dan implementasi perancangan yang cocok. Minggon merupakan instrumen penting bagi Desa, tujuan diadakannya rapat setiap minggu untuk memfollow up program kerja yang telah dicanankan dalam RPJMDes, selain itu Minggon membantu menyelesaikan masalah dengan cara musyawarah antara perangkat Desa dengan masyarakat langsung untuk mencapai mufakat. Hasil Minggon setiap mingguan di tulis dalam Notulen sebagai dokumen Desa, selain itu sebagai acuan untuk menyelesaikan program yang sedang berjalan.   Key: Koordinasi, Pembangunan.   ABSTRACT Coordination is needed to communicate policies or programs for village development that have been determined in the RKPdes. Development is an effort to improve the quality of life of the people with quality and dignity. Development is needed to fill the post-independence void. The achievement of development cannot be separated from the role of the village government as the driving force for this development. Effective and efficient use of resources is the main key to successful development. In realizing this, a coordination between community members and the village government is needed in a weekly meeting forum (weekday). This research method uses descriptive methods by providing an explanation of a phenomenon or describing the characteristics of an object. While the analysis used qualitative descriptive analysis with the steps, namely; (1) collect required data and information about objects; (2) identify problems and analyze in depth; (3) designing system build according to kebutuha field conditions; (d) provide recommendations and implement suitable designs. Minggon is an important instrument for the village, the aim of which is to hold meetings every week to follow up on the work programs that have been announced in the RPJMDes, besides that Minggon helps solve problems by means of deliberation between village officials and the community directly to reach consensus. The results of the weekly week Minggon are written in the Minutes as Village documents, in addition to that as a reference for completing the ongoing program.   Key: Coordination, Development.

Comfort and security are vital factors in tourism destination of Kuta Lombok with great tourism potential. However, this potential will not be desirable if the conditions are not created by comfort and security. This proves that there are factors that affect the comfort, community understanding of tourism awareness, and community participation in comfort and security of tourists. The study was conducted aimed to determine the factors that affect comfort and safety, the level of community understanding of tourism awareness, and community participation in the comfort and security of tourists in Kuta Lombok tourism.This study examines the comfort and safety of tourists in tourism of Kuta Lombok are included in the descriptive study. Therefore, the research conducted through a qualitative approach. Methods of data collection through observation, interview and documentation. Decision is determined by the method of purposive, with 15 informants. The theory applied is the theory of structural functionalism which analyzed the factors and community participation, and motivation theory is applied to analyze the level of community understanding about tourism awareness.The analysis results of research conducted by qualitative descriptive analysis presents the results of research through a narrative supported by photographs. The results of this study suggests that the comfort and safety factor is  influenced by the low level of community understanding in the elements of tourism awareness through Sapta Pesona. The low raises community understanding of factors that affect comfort and safety as a factor of environmental aspects of parking management and environmental hygiene, factors of economic activity and the hawkers aspects trasnportation service providers as well as factors in the aspect of tourism access roads were damaged. Community participation in the comfort and security of tourists is not functioning optimally. This is caused by unsynchronization between organizations. Forms of community participation in the form of the participation into the organization and the coast guard and empowerment of communities in the festival. Based on those results of the three studies, the government of Central Lombok is expected especially for Culture and Tourism Department particular attention to the factors that affect comfort and safety, and the formation of tourism awareness with benchmarks Sapta Pesona.

The purpose of this study is to find out the concept of khilafah according to Sayyid Quthub and Taqiyuddin al-Nabhani, differences and legal basis. This study is a library model, with primary data sources, the Zhilalal-Qur'anic Tafseer and Nizham Al-Hukmi Fi Al-Islam and qualitative descriptive analysis methods. The result is the thought of the concept of khilafah according to sayyid Quthub: 1). The concept of the ruler / caliph, that who becomes the ruler of the choice of the Muslims, acts in absolute freedom, but that person gets the authority because he constantly applies the law of Allah Almighty. 2). The Islamic government system, the Supra Nasional government (the unity of the entire Islamic world). 3). The pillars of his Islamic government: a). Justice of the ruler; b). People's obedience; c). Consultation between the people and the authorities. Thought of the concept of the Caliphate according to Taqiyuddin Al-Nabhani: 1). The concept of the ruler / caliph is a person who represents the Ummah in government affairs and power and in applying syara 'laws. 2). The system of government is khilafah. 3). The pillars of his Islamic government: a). Sovereignty in the hands of syara '; b). Power of the people; c). To appoint a legal Caliph fardlu for all Muslims; d). Only Khailfah has the right to carry out tabanni (adoption) against syara 'laws; e) The Caliph has the right to make constitutions and all other laws. The differences in the concept of khilafah are both: 1). According to Sayyid Quthub, if the ruler fails, then the ruler can be dismissed if the Muslims are no longer satisfied with him. This statement gives a signal that the people get rid of the rulers who no longer fulfill their functions (zhalim rulers). It is different from the opinion of Taqiyuddin al-Nabhani. An Amir al-mu'minin (Khalifah), even though he is responsible before the people and his representatives, but the people and their representatives are not entitled to dismiss him. Nor will the Caliph be dismissed, except when deviating from Shara law. The one who determined the dismissal was only the Mazhalim court. 2). The system of Islamic government according to Sayyid Quthub does not question any system of government in accordance with the system of conditions of society, but this government is characterized by respect for the supremacy of Islamic law (shari'ah). Whereas According to Taqiyuddin Al-Nabhani that the system of Islamic government is khilafah. 3). The pillars of Islamic government according to Sayyid Quthub and Taqiyyuddin al-Nabhani, points three parts a and b at the above conclusions are: 1). Sayyid Quthub: a). Justice of the ruler; b). People's obedience; c). Consultation between the people and the authorities. 2). Taqiyyuddin al-Nabhani: a). Sovereignty in the hands of syara; b). Power of the people; c). To appoint a legal Caliph fardlu for all Muslims; d). Only Khailfah has the right to do tabanni (adoption) against the laws of shara; e). The Caliph has the right to make constitutions and all other laws. The legal bases for determining the Caliphate according to both: 1). The legal basis for the establishment of the Caliphate according to Sayyid Quthub: 1). Ruler, Qur'an Surah (2) al-Baqarah verse 30; 2). Islamic Government System, Qur'an Surah (24) an-Nur verse 55; 3). Pillars of Islamic Government, Qur'an Surah (4) an-Nisa 'verse 58. 2). The legal basis for the establishment of the Caliphate according to Taqiyyuddin al-Nabhani: 1). Ruler, hadith of Muslim history from Abu Said Al khudri, Hadith no. 1853 and Muslims from Abdullah Bin Amru Bin Ash, Hadith no. 1844; 2). Islamic Government System, Al-Qur'an surah an-Nisa '(4) verse 59, an-Nisa' (4) verse 65. Muslim, saheeh Muslim, volumes, 3 pp., 1459 and 1480; 3). Islamic Pillars of Government al-Qur'an surah An-Nisa (3) verse 65, and Surah An-Nisa (3) verses': 5.
