Walewangko Ekonomi Pembangunan – Fakultas Ekonomi dan BisnisUniversitas Sam ratulangi ABSTRAKAnggaran pendidikan maupun anggaran kesehatan merupakan salah satu komponen penting bagi berjalannya pembangunan manusia di sebuah daerah, dikarenakan adanya jaminan terhadap kualitas sumber daya manusia yang ada serta adanya kemampuan untuk menjaga sumber daya manusia yang dimiliki. Dengan terjaminnya kedua hal tersebut  maka akan diharapkan akan meningkatkan indeks pembangunan manusia yang dimiliki dan nantinya berkontribusi pada pertumbuhan ekonomi.Penelitian ini menggunakan analisis jalur dimana dihitung pengaruh secara langsung baik secara sendiri-sendiri maupun secara bersama-sama pengaruh anggaran pendidikan dan anggaran kesehatan terhadap indeks pembangunan manusia, selain itu juga dihitung pengaruh langsung maupun tidak langsung terhadap pertumbuhan ekonomi kota Bitung dimana didapatkan hasil yang saling berkaitan dan positif antara masing-masing variable yang diteliti. Kata kunci : Anggaran Pendidikan, anggaran Kesehatan,IPM, Pertumbuhan Ekonomi  ABSTRACT The education budget and the health budget is one of the important components for the operation of human development in the region, due to the guarantee of the quality of human resources that exist and their ability to maintain its human resources. With the assurance of this it will be expected to improve its human development index and will contribute to economic growth.This study using path analysis which is calculated directly influence either individually or collectively influence the education budget and health budgets towards human development index, but it also calculated the effect of directly or indirectly to economic growth of the city of Bitung in which the obtained results are mutually related and positive between each of the variables studied. Keywords: Budget Education, Health budget, HDI, Economic Growth

Human development is one of the indicators of the success of economic growth. The good quality of human resources goes hand in hand with economic growth, this is because resources as part of the factor of production are the most valuable assets in the economic activities of a country. This study aims to determine and analyze the causality of economic growth towards the quality of human resources. The method used in this study was using the Granger Causality method. Granger Causality Approach is used to measure the strength of the relationship between two or more variables, or it can also be used as a tool to see the direction of the relationship between independent variables and the dependent variable. The variable Human Development Index (HDI) as the dependent variable and per capita income variable as the independent variable. From this study it was concluded that the granger causality test on the proposed research model states that there is no causality relationship between two independent variables and the dependent variable, but significantly the Indonesian economic growth variable has a one-way relationship with the human development index (HDI).Human development is one of the indicators of the success of economic growth. Development of food security has a strategic meaning in development in an area through its human resources, in accordance with Constitution number 18 of 2012 concerning food, that the provincial, district / city and / or village governments determine the type and amount of certain food reserves according to the consumption needs of the local community. The Human Development Index (HDI) also states that three factors determine the Human Development Index, namely education, health, and economy, so the quality of human resources is very influential and has an important role in developing and managing food so that a synergistic relationship between various aspects of the food security development in a region is needed.   In this study, improving the quality of human resources in the city of Semarang in terms of the Anthropological Study of Law on food security, the method used through a normative juridical approach that is the law conceptualized as a normative symptom in legislation with the legal anthropological approach, the population in this study is the Department of Agriculture Semarang City with samples of food products in improving the quality of its human resources   The results of this study comes through the Empirical Legal Anthropology approach, the support of strong and effective food institutions can spur growth, development and improvement of food, the nutritional status improvement of the community is very influential in improving the quality of human resources in increasing intelligence and the performance of human resources in determining future growth as one of strengthening local food security in the city of Semarang. With the availability of high quality human resources characterized by a strong physical, strong mental, excellent health and mastering science and technology can support the development of the city of Semarang.

ABSTRAK            Menciptakan sumber daya manusia yang berkualitas dibutuhkan berbagai sarana dan prasarana seperti investasi di sektor pendidikan, kesehatan dan infrastruktur. Peran pemerintah dalam implementasi aspek pendidikan dan aspek kesehatan adalah melalui pengeluaran pemerintah. Hubungan pertumbuhan ekonomi dan pembangunan manusia adalah ketika pendapatan atau PDB per kapita rendah akibat pertumbuhan ekonomi yang rendah, menyebabkan pengeluaran rumah tangga untuk peningkatan pembangunan manusia menjadi turun, begitu juga sebaliknya. Tujuan penelitian ini untuk menganalisis pengaruh pengeluaran pemerintah sektor pendidikan, sektor kesehatan dan belanja modal terhadap indeks pembangunan manusia melalui pertumbuhan ekonomi. Metode analisis data yang digunakan dalam penelitian ini adalah analisis jalur (path analysis) yang merupakan perluasan dari analisis regresi linear berganda. Hasil penelitian sub-struktur 1 menunjukan bahwa pengeluaran pemerintah sektor pendidikan dan belanja modal berpengaruh positif dan signifikan terhadap pertumbuhan ekonomi, sedangkan pengeluaran sektor kesehatan berpengaruh negatif terhadap pertumbuhan ekonomi. Kemudian sub-struktur II menunjukan bahwa pengeluaran pemerintah sektor pendidikan, sektor kesehatan dan belanja modal berpengaruh positif namun tidak signifikan terhadap IPM, sedangkan pertumbuhan ekonomi berpengaruh positif dan signifikan terhadap IPM. Kemudian nilai koefisien jalur menunjukan bahwa pertumbuhan ekonomi merupakan variabel intervening untuk variabel pengeluaran pemerintah sektor pendidikan dan belanja modal terhadap IPM. Kata Kunci: Pengeluaran Sektor Pendidikan, Pengeluaran Sektor Kesehatan, Belanja Modal, Indeks Pembangunan Manusia ABSTRACTCreating quality human resources needed various means and infrastructure such as investment in the sector of education, health and infrastructure. The role of government in the implementation of education aspects and health aspects is through government spending. The relationship of economic growth and human development is when the income of GDP per capital low due to low economic growth, causing household expenses for the improvement of human development to be down, so is the opposite. The purpose of this research to analyze the influence of the government’s spending of education sector, health sector and capital expenditure againts the human development index through economic growth. The method of data analysis used in this research is the analysis of the path (path analysis) which is the expansion of multiple linear regression analysis. The result of research sub-structure I shows that the government expenditure of education sector and capital expenditure affects positive and significant to economic growth, while the spending of health sector affects negative to economic growth. Then sub-structure II shows that the government’s spending of education sector, health sector and capital expenditure are the positive but insignificant againts HDI, while economic growth affects positive and significant towards HDI. Then the value of the path coefficient shows that economic growth is an intervening variable for the variable government spending on education and capital expenditure on the HDI. Keyword: Education sector spending, health sector spending, capital expenditure, human development index

AbstractIn the current era of globalization, competition between countries is getting stronger and is determined by the quality of their human resources. One of the benchmarks is the Human Development and Literacy Index. The better the HDI number, the better the quality of the country's human resources, thus also literacy rate. However, the country of Indonesia, which is so vast and consists of thousands of islands, leaves a serious problem, namely the high inequality of HDI figures and the low numbers literacy of the people.This paper offers a discussion and a solution for increasing the development of Human Resources and Literacy with equilibrium theory in microeconomics, to overcome inequality which is currently a serious problem. This is of course in accordance with the constitutional mandate of "Social Justice for All Indonesian People" as a reference paper based on authoritative literature with social, economic and educational analysis.Key word : Human Development Index, Literacy, Equlibrium Theory

The poverty that occurs in various regions in Indonesia is an issue that is always interesting to discuss. This research aims to analyze the determinants of poverty and their relationship with the district/city alleviation program in Jambi Province. The data used in this study are secondary in 2013-2018. The analysis results show that the factors affecting district/city poverty in Jambi Province in the 2013-2018 period were the Human Development Index (HDI) and Economic Growth. Based on several variables used, the poverty determinant that significantly influences district/city poverty in Jambi Province is the Human Development Index (HDI) and economic growth. Referring to the analysis results, it can be seen that there is a strong relationship between poverty alleviation programs and poverty reduction. Therefore, this study recommends implementing a strategy to improve the quality and quantity of human resources in managing natural resources to enhance the economy of districts/cities in Jambi Province to reduce poverty.

This study aims to analyze the effect of Local Own Income, Balanced Funds, Capital Expenditures and Human Development Index on Economic Growth in Surakarta City 2010-2017.The method of determining the sample used in research is the saturated method. The analytical methodology used in the study was carried out with multiple regression with the SPSS 25 program. The results obtained from the research showed that local revenue, balanced funds and capital expenditures did not partially affect economic growth in the city of Surakarta during the 2010-2017 period. Meanwhile, the Human Development Index has a partial effect on Economic Growth in the City of Surakarta during the 2010-2017 period.

In this current globalization era, human resources investment is necessary for each country to improve the index of human development and economic growth, many countries have succeeded in economic growth by relying on human resources despite not having abundant natural resources. However, the success of resource investment is also strongly influenced by the availability of supporting facilities and infrastructure. Based on data of physical and non-physical investments of government expenditure in education and health sectors from 2007-2017, shows a positive trend with relatively increasing value. Meanwhile, based on data of human development index progress in Pekanbaru city in recent years showed a relatively declining value. This contradicts the theory of endogenous romer which explained that when the government or private sectors invest in human resources, it will encourage the improvement of human resources quality that reflects the progress of human development index. This study uses secondary data, namely government physical and non-physical expenditure data in the field of education and health in Pekanbaru City on Regional Budget in 2010-2017. The independent variable is government physical and non-physical expenditure in education and health sectors. While the dependent variable is the Human Development Index. The analysis method used is OLS (Ordinary Least Square) method where the data used are analyzed quantitatively using statistical analysis, namely multiple linear regression equations. Based on the results of research, government physical expenditure in education and government non-physical expenditure in the health sector does not significantly influence the human development index in Pekanbaru City. While government non-physical expenditure in education and government physical expenditure in health significantly affect the human development index in Pekanbaru City. Furthermore, for physical investment where in this research is the government physical expenditure in education and health sectors simultaneously has a significant effect on the human development index in Pekanbaru City. Whereas for non-physical investment where in this study is government non-physical expenditure in education and health sectors simultaneously has a significant effect on the human development index in Pekanbaru City.

This study seeks to see the relationship between the human development index (HDI) and gross regional domestic product (GRDP) variables on the happiness of economic growth data for provinces in Indonesia. The method used in this research is regression and path analysis.  This study proves that happiness is not caused by the income (GRDP) of a region but rather significantly by one of the dimensions of HDI, namely the education dimension. The relationship through the variable between using path analysis through the indirect effect of the GRDP intermediary also significantly affects the education dimension. About 60% of the variable quality of education plays a role in happiness. If the effect is through an intermediary variable, the real influence of the variable quality of education on happiness is 65%. <p><em>Islamic bank financing, zakat, and education expenditure can increase Indonesia’s economic growth and Human Development Index (HDI). Islamic bank financing could be funding capital for the community</em><em>. Zakat plays a role in wealth distribution, while education expenditure contributes by improving the quality of human resources. This study analysed the direct and indirect relationship between Islamic bank financing, zakat, and education expenditure to economic growth and HDI. Data were analysed using path analysis based on panel data for the period 2015-2019. The results showed that the Islamic bank financing, zakat and education expenditure had a significant positive effect on economic growth. Islamic bank financing, zakat, and education expenditure had a significant positive impact on HDI. At the same time, the indirect implications showed that Islamic bank financing, zakat, and education expenditure have a significant positive effect on HDI through economic growth.</em></p><p> </p><p>Pembiayaan perbankan syariah, zakat, dan belanja pendidikan menjadi instrumen yang dapat meningkatkan pertumbuhan ekonomi dan di Indonesia. Pembiayaan perbankan syariah dapat menjadi modal pendanaan bagi masyarakat, zakat berperan sebagai penyalur kekayaan, sedangkan belanja pendidikan dapat meningkatkan kualitas sumber daya manusia. Penelitian ini menganalisis hubungan langsung dan tidak langsung antara variabel pembiayaan bank syariah, zakat, dan pengeluaran pendidikan terhadap pertumbuhan ekonomi dan IPM. Analisis data menggunakan path analysis berdasarkan data panel untuk periode 2015-2019. Hasil penelitian menunjukkan bahwa pembiayaan bank syariah, zakat dan belanja pendidikan berpengaruh positif signifikan terhadap pertumbuhan ekonomi. Pembiayaan perbankan syariah, zakat, dan belanja pendidikan berpengaruh positif signifikan terhadap IPM. Sedangkan pengaruh tidak langsung menunjukkan bahwa pembiayaan bank syariah, zakat, dan pengeluaran pendidikan berpengaruh positif signifikan terhadap IPM melalui pertumbuhan ekonomi.</p>

Poverty is a serious problem in East Java. Many policies are carried out to reduce poverty such as intensified economic growth, improvement in the quality of human resources, increasing UMK annually and promoting investment. This research examined the influence of the Human Development Index (HDI), Small Medium Enterprises (SMEs), investment, and GRDP on poverty in East Java in 2019. Cross-sectional data of 38 regency cities in East Java were analyzed using linear regression. The results showed that HDI had a significant effect on poverty in East Java.
