Competitive Environment and its Impact on Business Climate Development in a Region

The presented study examines the business climate of the Smolensk region, with applied developments based on the material of this region.Aim. The study aims to characterize the specific features of ‘competitive environment’ as an economic category in the context of formation of a favorable business climate within the region.Tasks. The authors analyze theoretical approaches to the definition of ‘competitive environment’ and ‘business climate’; assess the state of the competitive environment as a factor affecting the business climate in the region (through the example of the Smolensk region) with allowance for the competition intensity rating and survey of entrepreneurs; examine the implementation of government initiatives aimed at forming a favorable competitive environment in the Smolensk region; formulate proposals to improve the efficiency of implementation of measures by the local authorities of the Smolensk region aimed at forming a favorable competitive environment.Methods. This study uses general scientific methods of cognition to examine the factors of formation of a favorable business climate in various aspects and to identify trends in the current state and development of entrepreneurship in the region.Results. Analysis of measures taken by the authorities of the Smolensk region to implement a government competitive policy and qualitative assessment of the competitive environment in the region by the business community show that changes and adjustments to the regulatory framework are not introduced quickly enough, while entrepreneurs show a low level of awareness about the activities of the authorities in enhancing competition. A potential solution to this problem involves creating a Competition Development Project Office in the region, which would unite representatives of the authorities, including employees of the Office of the Federal Antimonopoly Service (OFAS) in the Smolensk region, natural monopolies, and entrepreneurs (by including representatives of associations and business communities). Establishment of such an office would make the decision-making more balanced and immediate, which would in turn improve the quality of the competitive environment in the Smolensk region.Conclusions. The authors propose assessing the quality of the competitive environment, ranking regions, and including the results into the annual report of the Federal Antimonopoly Service (FAS) on the state of competition in Russia. Improvement of the business climate is identified as a priority for regional authorities. Therefore, monitoring and evaluation of the business climate and its factors is an essential task.

The purpose of this article is to study theoretical approaches to definition of economic essence and directions of economic security formation of agricultural enterprises at the region. Analysis of the theoretical aspects of the research object showed that currently there are different approaches to the economic security interpretation. It is considered as a process of meeting public needs, protection of the state national interests, the economic stability, the state of the national economy, in which the country provides its own sovereignty, a state of protection against a certain type of threats. Certain realities of a market economy require fundamentally new approaches to the formation and increase of efficiency of agrarian enterprises functioning, and thus ensure their economic security. In the context of the latest scientific dimensions, it has been found out that the economic security of agricultural enterprises is a complex of sophisticated branched processes, methods, tools, levers of influence on activity for the purpose of increasing the economic activity efficiency of entities. In this regard, there are many different opinions regarding the components of enterprises economic security. It is proved that the economic security of enterprises is characterized by certain features in the regional context of their formation and application to agricultural production. The proposed model Forsythe technology modernization of a regional mechanism of economic security at agricultural enterprises will allow to determine more efficiently the volume of investments, tax burden on the industry and crediting enterprises, depreciation deductions etc., which will effectively affect the activity of the enterprise, and hence ensure its basic – economic security. The purpose of this article is to study fiscal policy, which is one of the methods of regulating the country's macroeconomic policy. Theoretical approaches of scientists to the definition of the term "fiscal policy" are investigated. The contents and principles of the functioning of the mechanism of fiscal policy are disclosed. Method. Theoretical approaches to the definition of mechanisms and discrete components of the fiscal policy of the state and its criteria characteristics have been developed. The research has been based on the use of a systematic approach to the consideration of fiscal phenomena, on the fundamental principles of economic theory, systems theory, theory of finance, theory of taxes, etc. Results. It is observed that the budget deficit and the national debt are closely linked: the increase in the budget deficit leads to an increase in the national debt. But the absolute magnitude of the budget deficit, and therefore of the public debt, does not provide enough information for economic analysis. It is necessary to know what processes the budget deficit is serving, what changes in the reproduction cycle it reflects. It is also very important to measure changes in public debt in relation to changes in GDP. In addition, the tax burden is increasing as a result of these changes. Value/originality. It is determined that along with the expected changes in the methodology of calculation and procedure of tax payment, taxpayers are also concerned about the question of changing the tariff grid by the total amount of taxes due in absolute terms and in relation to the volume and resultant indicators of production activity (revenue, profit). An innovative tariff policy has been proposed and opportunities for using non-traditional agricultural insurance products have been revealed. Recommendations to improve the fiscal policy of the state have been made. The conceptual platform for harmonizing the mechanism of fiscal policy regarding economic entities is substantiated.

In recent years, the Ukrainian academic and educational community has been addressing issues of academic integrity and the implementation of international academic standards. In the civilized academic world, a fundamental role attaches to the fundamental values of academic integrity as an effective instrument for the quality of education ensuring, the moral and ethical image of a modern educator and scientist formation, the creation of a highly competitive society. In the article the essence of the concept "academic integrity" in modern discourse is revealed, and its components are presented. The European experience in counteracting of academic fraud has been analyzed; its most widely used methods are outlined. It has been found that there is no ideal way of counteracting academic abuse in the world; standardized procedures for assessing the educational policy of academic institutions regarding academic integrity have not been developed. The information on the SAIUP project (Strengthening Academic Integrity in Ukraine Project), which was launched in Ukraine to promote academic integrity, has been submitted. The scientific policy of the Ivan Ziaziun Institute of Pedagogical Education and Adult Education for preventing manifestations of academic unfairness is described, as well as the introduction of a system of measures to avoid manifestations of academic plagiarism and selfplagiarism, citation errors, and practice of falsification of scientific research. It is concluded that the views of the academic community on the problems of academic integrity depend to a large extent on the state policy and definition of the system of social values and ethical norms by educational and scientific institutions. The proposals on adherence to academic integrity in Ukraine on the state and institu-tional levels are substantiated.

As a strategy to develop education for productivity, to legitimize the most recent configuration of capitalism, to guarantee the position of the hegemonic-ruling class and to promote the pedagogical market, business groups have organized movements that have assumed a leading role in the definition of educational public policies. When composing a third sector, they develop partnerships that leave the borders between public and private thinner and assume certain functions of the State. This performance maintains organic relations with international companies through policy networks. The aim of this study was to analyze the incidence of the third sector, public-private relations and policy networks in the Brazilian public education. Through the theoretical-documental study, with a quantitative and qualitative approach, the All for Education and the Base Movement were cut out. Analyses show that these movements have marked the transposition of the ideals and actions of the business community to public education, legitimized by partnerships with institutions, governments and the State. Focusing on educational policies, they act as mechanisms for privatization and increased profits, reorienting educational management. The importance of movements and associations for the defense of secular, public and socio-political education endorsed is underlined to challenge and restrain public-private actions in the definition of public educational policies.

This article considers empathy as a professionally significant personal quality of a modern blogger, analyses theoretical approaches of domestic and foreign researchers to the study of empathy, characterizes forms and types of empathy. The paper gives definition of blogging, describes the specifics of the blogger’s activities, taking into account the peculiarities of the online environment, and analyses the most successful bloggers of Russia. The authors describe a theoretical model of empathy and carry out an empirical study aimed at identifying professionally significant qualities of a blogger’s personality. The study considers such characteristics of a blogger as interesting content, successfulness, popularity, awareness of the topic, emotional closeness, common interests, values with subscribers and others

В статье рассматриваются состояние и перспективные направления развития малого и среднего бизнеса в Республике Казахстан. Определены предпосылки развития в Казахстане малого и среднего предпринимательства. Проведен анализ динамики основных показателей малого и среднего бизнеса. Выявлена нерациональность отраслевой структуры малого и среднего предпринимательства. В результате системной работы руководства страны по улучшению бизнес-климата и развитию предпринимательства произошло улучшение позиций Казахстана в рейтинге DoingBusiness. Проведен анализ Программы «Дорожная карта бизнеса 2020», реализуемой в Казахстане в целях оказания содействия развитию предпринимательства. Данная Программа предусматривает оказание государственной поддержки хозяйствующим субъектам малого и среднего бизнеса по следующим направлениям: поддержка новых бизнес-инициатив; отраслевая поддержка предпринимателей; снижение валютных рисков; нефинансовые меры. К недостаткам самой Программы «Дорожная карта бизнеса 2020» и практики ее реализации можно отнести ограниченность контингента обучаемых предпринимателей и низкий уровень поддержки потребителями отечественных производителей. В результате анализа текущего состояния малого и среднего предпринимательства были определены следующие перспективные направления его развития: повышение компетентности; увеличение доли казахстанского содержания в закупках; кооперация в сфере малого предпринимательства; диалог государства и бизнес-сообщества. The article discusses the state and promising directions of development of small and medium-sized businesses in the Republic of Kazakhstan. The prerequisites for the development of small and medium-sized businesses in Kazakhstan are defined. The analysis of the dynamics of the main indicators of small and medium-sized businesses is carried out. The irrationality of the branch structure of small and medium-sized businesses is revealed. As a result of the systematic work of the country's leadership to improve the business climate and develop entrepreneurship, Kazakhstan's position in the Doing Business rating has improved. The analysis of the program "Business Roadmap 2020", implemented in Kazakhstan in order to promote the development of entrepreneurship. This Program provides state support to small and medium-sized businesses in the following areas: support for new business initiatives; industry support for entrepreneurs; reduction of currency risks; non-financial measures. The drawback of the "business Roadmap 2020" Program itself and its implementation practices can be attributed to the limited number of trained entrepreneurs and the low level of consumer support for domestic manufacturers. As a result of the analysis of the current state of small and medium-sized businesses, the following promising areas of its development were identified: increasing competence; increasing the share of Kazakhstani content in procurement; cooperation in the field of small business; dialogue between the state and the business community.

The theoretical, methodological and practical principles of budget planning are considered in the work. The main economic and political factors that affect the quality of budget planning in a crisis economy are highlighted. The quality and efficiency of budget indicators planning during destructive events, internal and external threats are analyzed. The effectiveness of the state budget policy largely depends on effective budget planning. The principles of medium-term budget planning (Budget Declaration), which were introduced in our country and which aim to determine the general budget indicators for the next three years, should ensure the implementation of medium-term and long-term budget programs. However, the changing macroeconomic situation in the country and global economic challenges force the Budget Declaration to be revised annually. The main document of budget planning is the law on the State Budget of Ukraine for next year, and therefore the accuracy and completeness of its implementation depends on both medium-term budget planning and budget policy. The revenue part of the State Budget of Ukraine has a decisive influence on the formation expenditure’s part of the State Budget of Ukraine and a significant impact on the formation of local budgets. Therefore, the quality and accuracy of revenue planning is a necessary guarantee of socio-economic development of the state in the planned budget period. The execution of the revenue side of the state budget is also greatly influenced by foreign economic factors, which are not always predictable even for developed economies with a long history of budget risk forecasting, and for Ukraine sometimes become catastrophic, because our country does not have reserve funds as countries with developed economies. The purpose of the article is to consider and evaluate the theoretical and methodological and practical provisions of budget planning and develop on this basis practical recommendations for its improvement. In view of this, the paper revealed different approaches to the definition of «budget planning». The article considers the existing approaches to planning the revenue and expenditure side of the state budget. The authors identified factors that affect the quality of budget planning. The paper presents proposals for improving the efficiency of budget planning.

Considered political indicators as a tool for measuring democracy. Special attention is paid to the methodological aspects of the formation of such indicators, in particular, checking whether indicators are an effective tool for measuring democracy. The main theoretical approaches to the definition of indicators of democracy are highlighted. Indicators of democracy make it possible to track which transformational-democratic processes are taking place in a particular state or in a region. It is determined that the basic indicators of democracy are competition and participation. The democracy index measures the level of democracy within the state and is based on the methodology of expert assessments and the results of public opinion polls from the respective countries, characterizing the state of 60 key indicators grouped into five main categories: electoral process and pluralism, government activity, political participation, political culture, civil liberties. Having systematized methodological approaches to indexing democracy, two things become apparent: firstly, the inherent connection is clearly traceable elections and democracy, because there is no scientific one project or approach to calculate democratic regime, which would not include Institute for Election to Level Measurement democracy; and secondly, a formalized approach to Democracy makes it possible to assume that it is itself The election institution is also subject to numerical measurement, so we can try to construct a methodology for calculating the index of democratic elections In this case, you can develop a model democratic elections as an important component of the democratic regime in general. The index of the institutional foundations of democracy determines the extent of the development of conditions conducive to the democratic attraction of citizens to the political sphere of society.

The quality of life (QOL) is a subjective matter that has been diversely defined by scholars. Since 1930s researchers from various fields have expressed interests in the definition of QOL, including investigating and measuring QOL using different methods. Over the last four decades, Malaysia has made remarkable achievements regarding its economic growth as well as its socio-economic development. Numerous factors have been identified that may affect the quality of life of people according to their personal preferences. For example, the quality of the individual work as an engineer may differ with the quality of life of an individual work as a teacher. Nevertheless, how the individual itself measures the quality of life can be different between each other. Definitions of quality of life are as numerous and inconsistent as the methods of assessing it. This paper highlights the perception towards the quality of life for the community living in the state of Selangor. The objectives of this research are to identify the current living condition in Selangor and the level of satisfaction towards the living condition in the State. Data was obtaine through a questionnaire survey of 500 respondents living in Selangor. The outcome of the study indicates that the community in Selangor measured their quality of life differently based on their socio-economic background. Also, several indicators and action were highlighted by the community to be considered as part of the recommendation to improve the current living standard towards a better quality of life in Selangor.

Adaptation and integration of migrants are the final stages of the migration process, the quality of which largely determines the final result: either serious socio-economic problems will arise that threaten the security of host societies, or migration will contribute to the socio-economic development of host countries. The dependence of migration results on the final stages of migration processes necessitates the implementation of effective adaptation and integration policies by states. In the scientific literature, the terms “adaptation” and “integration” are most often used as synonyms. However, this approach makes it difficult to develop common ideas about the essence of the processes of adaptation and integration of migrants. All this gave rise to theoretical uncertainty regarding these phenomena, led to scientific disagreements that impeded the formation of an effective state policy of adaptation and integration, and complicated the development of scientifically-based programs for solving acute problems in the migration sphere. And as a consequence of this, the problem of a separate theoretical understanding of the above concepts has become actualized. The purpose of the article is to theoretically substantiate the essence and content of the processes of adaptation and integration of migrants, the state policy of adaptation and the state policy of integration, and thereupon to create a scientific methodological base intended for future use in the state migration policy of the Russian Federation and other countries. The authors set the tasks: to analyze theoretical approaches to the study of the phenomena of adaptation and integration of migrants; to formulate the concepts of “adaptation”, “integration”, “state policy of adaptation”, “state policy of integration”; to present the authors’ vision of these phenomena and identify the relationship between them.
