This article considers empathy as a professionally significant personal quality of a modern blogger, analyses theoretical approaches of domestic and foreign researchers to the study of empathy, characterizes forms and types of empathy. The paper gives definition of blogging, describes the specifics of the blogger’s activities, taking into account the peculiarities of the online environment, and analyses the most successful bloggers of Russia. The authors describe a theoretical model of empathy and carry out an empirical study aimed at identifying professionally significant qualities of a blogger’s personality. The study considers such characteristics of a blogger as interesting content, successfulness, popularity, awareness of the topic, emotional closeness, common interests, values with subscribers and others

The article presents theoretical approaches and an empirical study of the problem of psychological and pedagogical competence of parents of children included in joint education as conditions for the effective implementation of inclusive educational practice. Theoretical approaches to the definition of «psychological and pedagogical competence of parents», its structural components and their content, due to the specifics of joint education of children with different psychophysiological status, are considered. The results of an empirical study of the psychological and pedagogical competence of parents of two groups are presented: parents of children of primary school age with normal psychophysical development and parents of children with disabilities included in joint (inclusive) education. The reliability of the research results is due to the use of a complex of methods of theoretical and empirical research, the representativeness of the sample: 354 parents raising children included in joint education.

Goal. The purpose of the paper is to provide scientific substantiation of theoretical and practical recommendations for the development of gastronomic tourism, using the potential of the restaurant industry. Methodology: research is made up analysis and systematization and synthesis. The basic objects of gastronomic tourism are determined, the potential of restaurant business as a tourist destination is researched. Results: The concept of "restaurant tour", perspectives of development of domestic gastronomic tourism and restaurant business as an object of tourist trip in Lviv is substantiated. The scientific-theoretical approaches to the definition of the essence and objects of gastronomic tourism are revealed; - the potential and opportunities of the sphere of restaurant business in the development of modern tourist infrastructure, including through the development of gastronomic tourism; - measures of development of the domestic restaurant business as a perspective direction of gastronomic tourism and an independent object of tourist trips are offered. Scientific novelty: systematized, generalized and substantiated firms / tour operators who have developed restaurant routes in Lviv for the development of gastronomic tourism. Practical significance: Gastronomic tourism has significant prospects for development, and the organization of gastronomic tours, restaurant gastronomy tours contributes to the revival of national culinary traditions. Business entities in the sphere of restaurant business should become an important part of the development of gastronomic tourism, playing an important role in shaping the quality of life, providing public health and shaping the tourist image of the regions.

The paper presents outcomes of an empirical study that aimed to explore the correlation between mother-child relationships and the child’s relationships with peers at preschool age. The hypothesis was that the character and degree of emotional closeness between the mother and the child affects the quality of the child’s interactions with peers. The study involved 166 subjects: 83 children aged 4—5 years from Moscow kindergartens and their mothers. As it was found, different types of emotional relationships between the mother and the child (distant, emotionally close, normal) are associated with certain features of peer interactions. Interacting with peers was most problematic in the children whose mothers are emotionally distant from them. Those children who were in very close emotional relationships with their mothers had much more conflicts with peers as well. The mothers in this group were also less adequate and more permissive when evaluating their child’s proneness to conflict.

The work described in this paper aims at exploiting the characteristic of a special deformable actuator with rolling membranes to realize a device with defined Remote Center of Compliance (RCC). Starting from theoretical approaches to the definition of the RCC, the authors propose a novel and simple formulation that can be applied to the soft actuator to determine its RCC. The position of the device’s RCC was determined by creating an asymmetry on the geometry of the device along its axis, i.e., by imposing a longitudinal displacement to the piston with respect to the membranes’ rest condition. FEM simulations of the device behavior were carried out and a first formulation describing the placement of the RCC by varying the operating pressure was found. Finally, a comparison of the theoretical model and FEM results is presented, validating the proposed formulation.

The article examines in the context of the current legislation the theoretical approaches to the definition of the concept of surrogacy, its legal nature, as well as the problems of legal regulation of the institution of surrogacy that arise in law enforcement practice. It is concluded that the institution of surrogate motherhood should be considered as an indirect medical intervention, which consists in performing medical manipulations with the mental state of a person, and has a rehabilitative orientation. When studying the problem of determining the legal nature of surrogacy, the authors note that it is determined by the purpose of the institution under study – to overcome and cure infertility through the prism of improving the quality of life. The authors conclude that the Russian society has an ambiguous attitude to the institution of surrogacy, and the validity of its existence in Russia is disputed. The authors do not rule out a possible shift in the legal regulation in favor of genetic parents in the future, but to do this, Russia needs to streamline the legal regulation in this area.

The presented study examines the business climate of the Smolensk region, with applied developments based on the material of this region.Aim. The study aims to characterize the specific features of ‘competitive environment’ as an economic category in the context of formation of a favorable business climate within the region.Tasks. The authors analyze theoretical approaches to the definition of ‘competitive environment’ and ‘business climate’; assess the state of the competitive environment as a factor affecting the business climate in the region (through the example of the Smolensk region) with allowance for the competition intensity rating and survey of entrepreneurs; examine the implementation of government initiatives aimed at forming a favorable competitive environment in the Smolensk region; formulate proposals to improve the efficiency of implementation of measures by the local authorities of the Smolensk region aimed at forming a favorable competitive environment.Methods. This study uses general scientific methods of cognition to examine the factors of formation of a favorable business climate in various aspects and to identify trends in the current state and development of entrepreneurship in the region.Results. Analysis of measures taken by the authorities of the Smolensk region to implement a government competitive policy and qualitative assessment of the competitive environment in the region by the business community show that changes and adjustments to the regulatory framework are not introduced quickly enough, while entrepreneurs show a low level of awareness about the activities of the authorities in enhancing competition. A potential solution to this problem involves creating a Competition Development Project Office in the region, which would unite representatives of the authorities, including employees of the Office of the Federal Antimonopoly Service (OFAS) in the Smolensk region, natural monopolies, and entrepreneurs (by including representatives of associations and business communities). Establishment of such an office would make the decision-making more balanced and immediate, which would in turn improve the quality of the competitive environment in the Smolensk region.Conclusions. The authors propose assessing the quality of the competitive environment, ranking regions, and including the results into the annual report of the Federal Antimonopoly Service (FAS) on the state of competition in Russia. Improvement of the business climate is identified as a priority for regional authorities. Therefore, monitoring and evaluation of the business climate and its factors is an essential task.

Each country forms its own systems of territorial organization of power and public administration, which occurs under the influence of the national, historical, geographical, natural, economic, social, cultural, demographic and other features. Considerable attention of researches of scholars and practitioners was paid to the creation and functioning of the territorial community. The choice of theoretical approaches and models of the territorial community influences the efficiency of the functioning of the local self-government system, the ability to fulfill the assigned powers, to ensure a high level of quality of life of citizens and sustainable development of the territory. Studies of global and domestic experience allow to systematize the accumulated knowledge on this issue, which makes it possible to offer a national system of public administration at both the central and the local levels using the best theoretical and practical developments of the countries of the world. Formation of the definition of the concept of the territorial community was carried out over a long historical period under the influence of versatile scientific judgments, ideas, theoretical approaches, practical research. The analysis and study of foreign and domestic experience on this issue is characterized by various formulations, views, principles, signs, etc. regarding the formation and functioning of territorial communities. In parallel with the phrase «territorial community», researchers use other names, such as commune, territorial communion, territorial collectivity, local co-partnership, socio-territorial community, etc. The lack of currently generalized scientific opinion regarding the specification of the content of a certain term, the variety of volumes and approaches to its interpretation confirms the expediency of further research on this topic.

During the past investigations of immunoferritin localization of intracellular antigens in ultrathin frozen sections, we found that the degree of negative staining required to delineate u1trastructural details was often too dense for the recognition of ferritin particles. The quality of positive staining of ultrathin frozen sections, on the other hand, has generally been far inferior to that attainable in conventional plastic embedded sections, particularly in the definition of membranes. As we discussed before, a main cause of this difficulty seemed to be the vulnerability of frozen sections to the damaging effects of air-water surface tension at the time of drying of the sections.Indeed, we found that the quality of positive staining is greatly improved when positively stained frozen sections are protected against the effects of surface tension by embedding them in thin layers of mechanically stable materials at the time of drying (unpublished).

Previous studies showed that extraversion influences social network size. However, it is unclear how extraversion affects the size of different layers of the network, and how extraversion relates to the emotional intensity of social relationships. We examined the relationships between extraversion, network size, and emotional closeness for 117 individuals. The results demonstrated that extraverts had larger networks at every layer (support clique, sympathy group, outer layer). The results were robust and were not attributable to potential confounds such as sex, though they were modest in size (raw correlations between extraversion and size of network layer, .20 < r < .23). However, extraverts were not emotionally closer to individuals in their network, even after controlling for network size. These results highlight the importance of considering not just social network size in relation to personality, but also the quality of relationships with network members.

We study the impact of Russian regional governors’ rotation and their affiliation with private sector firms for the quality of investment climate in Russian regions. A theoretical model presented in the paper predicts that these factors taken together improve “endogenous” property rights under authoritarian regimes. This conclusion is confirmed empirically by using Russian regional data for 2002—2010; early in that period gubernatorial elections had been canceled and replaced by federal government’s appointments. This is an indication that under certain conditions government rotation is beneficial for economic development even when democracy is suppressed.
