Improvement of design solutions in the field of urban planning is impossible without modernization of normative and regulatory framework in accordance with modern requirements, one of which is the concept for sustainable development of the society and the concept was adopted by the United Nations. Scientifically substantiated approach to solving a problem pertaining to improvement of planning and architectural-spatial structure of small cities in Iran is impossible without taking into account provisions of the sustainable development concept. In 2006–2016 the author participated in preparation of several projects for Iranian cities and revealed main problems, faced by designers and final consumers of their products – residents of cities. Difficulties in development of these documents were caused by legislation imperfection in respect of their harmonization and validation, projecting procedure and also scientific substantiations of the adopted decisions. The author presents history of legislation in urban planning sphere and also considers a system of normative and regulatory documents that regulates issues of urban planning in Iran and main levels concerning development of urban planning documentation, analyzes three main types of urban planning in Iran (city general plan, guide-plan, detailed plan), their basic structure and their compliance with modern requirements (sustainable development concept). The main urban planning documentation problems in Iran are subdivided in three stages: development, harmonization and validation. The paper enumerates various urban planning problems in Iran (insufficient information on urbanization processes, absence of national regulatory documents, absence of evaluation methods and theoretical justifications, shortage in normative requirements) and proposes prospective directions for improving normative-regulatory framework of urban planning in Iran. The author has made an analysis of legislative acts in urban planning and various types of project documentation developed in Iran and its compliance with sustainable development concept.

In the conditions of the global economic crisis, technical and technological and social changes, entrepreneurship is imposed as a counterbalance to globalization, due to uncertain market factors and destabilized national economies. One of the world's socioeconomic side effects is global solidarity: a way of thinking about society and the environment that makes ecology along with small and medium-sized enterprises the main parameters of economic reforms on a global scale. Bearing in mind that entrepreneurship represents a specific, tangible approach to making profit in terms of observing and exploiting business opportunities in the market, dictated by innovative, technological and social conditions, companies around the world, and at the level of development strategies of government governments, implement the concept of sustainable development into their business plans , focusing not only on financial gain, but also on the social aspect of having a positive impact on society. The ecological dimension of sustainable development relates primarily to the broader notion of profit making: the ability of society to change for the better in the fields of employment, education, recycling and cultural activities. Companies based on ecological principles are now called sustainable / ecological enterprises, and an economy based on the study of environmental resources for environmental economies. However, the education itself and the development of ethics on the environment in the environment are largely hampered by the development of ecological entrepreneurship, since the destruction of the Earth's ecosystems is not provable with sufficient scientific truth, and on the other hand, global NGOs constantly point to the advantage of an ecological business model as an investment asset because the environmental problem global, and therefore allows for international cooperation, while ecological companies create value in the same way as ecosystems: not producing waste or wasting unsustainable resources.

Early career academics are the key agents for the sustainable development of higher education institutions. In China, those who were educated overseas and have returned to Chinese universities to seek academic positions are becoming a fast-growing group. Good research performance is critical to survive in the increasingly competitive environment in academia. Improving research performance requires an understanding of the factors that facilitate or inhibit research performance. In the light of Bronfenbrenner’s ecological systems theory, this study, using a mixed-method design (20 interviewees and 136 respondents), elaborates on a number of external factors affecting returned early career academics’ research performance. Understanding these factors is helpful for the building of a favorable environment that can improve the research performance of the returned early career academics, and hence the sustainable development of universities.

Based on the fundamental concept of sustainable development, this study empirically analyzes the spatio-temporal characteristics, formation mechanisms and obstacle factors of the urban-rural integration of shrinking cities in China, from 2008 to 2018. The conclusions are as follows: the overall level of the urban-rural integration of shrinking cities in China is low; the internal differences of urban-rural integration are also small, and the changes are slow. Next, the space difference is high in the east and low in the west, high in the south and low in the north. Moreover, differences exist among different levels of urban agglomerations. Urban economic efficiency, urban resources and environment, urban social equity and rural economic efficiency are the main factors affecting the urban-rural integration of shrinking cities in China. Urban and rural economic efficiency are the two most prominent shortcomings that restrict the urban-rural integration of shrinking cities. The spatial resistance mode of each city is more than the two-system resistance; the main resistance of shrinking cities with a higher level of urban-rural integration also comes from the non-economic field. This study expands the research scope that up till now has ignored the discussion of urban-rural issues in the research of shrinking cities at home and abroad, and provides practical guidance for the sustainable development of shrinking cities in China.
