According to Micro, Small and medium enterprises Act 2006, the MSME are classified into two categories viz, Manufacturing Enterprises which are engaged in the manufacturing of production of goods or employing plant and machinery in the process of value addition to the final product having a distinct name or character or use. Service Enterprises: The enterprises engaged in providing or rendering of services are defined in terms of investment in equipment. Now, MSMEs is defined on the basis of ‘Annual Turnover’ instead of investment in plant and machinery /Equipment . Incase of manufacturing sector, the enterprises whose annual turnover is less than Rs. 5 Crores are considered as ‘Micro Enterprises’ The enterprises whose annual turnover is between Rs. 5 crores to Rs. 75 crores are considered as ‘Small Enterprises’ and the enterprises whose annual turnover is between Rs. 75 crores to Rs. 250 crores are considered as Medium Enterprises. A similar criteria are applied to define service sector enterprises as Micro, Small and Medium enterprises. At present approximately 36.1 million units of micro, small and medium enterprises are engaged in production in India. This sector provides employment to around 120 million people , These units represent around more than 45% of India’s total export . The contribution of this sector to the country’s Gross Domestic Product is about 8%. A study carried out by the Confederation of Indian Industries (CII) on the Indian MSMEs reveals that the MSME’s contribution to the India’s GDP will be around 50% by 2024 . Many units of MSME’s are located in rural areas which are checking the migration from rural areas to urban areas. Goa was liberated from the Portuguese regime yoke on 19th December 1961 , and remained union territory along with Daman and Diu for several years; Goa was elevated to the status of 25th state in the Indian Union on 30th May 1987. It has a geographical area of 3702 Sq. Kms. and a population of 14.58 lakhs (2011 Census). The state is divided into two districts (North and South Goa) and Twelve talukas. This state has the highest per capita income in the country and the second lowest with respect to poverty ratio. Tourism, agriculture, industry, mining, construction, banking, trade and fishery are the main stay of the Goan economy. Goa with its unique natural beauty has emerged as one of the best and the most attractive tourist destinations in the world. With a spread network of banking and financial institutions, the state is in the ideal position to attract investment. Goa today has over 8000 small scale industries employing over 60000 employees. The state has developed / established 20 industrial estates; some of them are among the best in the country. The industrial activities encompass about 50 sub sectors which include tourism, pharmaceuticals, electrical and automobile accessories etc. In spite of this, we are yet to achieve lot in the industrialization process. Goa has done fairly well in last two decades on the industrial front in spite of various handicaps. The explanation for this does not lie in any planned development strategy that the state

The article focuses on the study of prevailing decision making styles of Small Scale Industrial (SSI) Units. It presents data collected from 200 SSI units from Bhavnagar – a coastal city of Gujarat, India. The objective of writing the article is to depict heuristic decision patterns of small and medium enterprises, and the rare use of analytical or statistical business intelligence tools in decision making processes. It would be interesting to study the design of decision taken on routine basis in small units, poorly equipped with technology and technical know-how. The paper is descriptive in terms, and lays a lucid picture of present decision making processes.

The rural area is a very important multifunctional space, with landscape enhancement value and function. These factors are then necessary for the directions of development process in rural communities. The countryside creates an important part of economic and social state system. The area of work and the employment of population into the productive age present ones of significant macro-economic indicators of the capacity of national economy. Changes of economy in the market space, transformation of companies of agricultural primary production to new legal form, restructuring of production and manpower in agriculture  caused leaving of part skilled of the workers, as well as other workers to another branches of national economy. In 1990’s, especially in the beginning during the transformation of Czech economy, there was a big boom of private business and new forms of business activities and subjects emerged. Traditional lifestyle, which continues in the Czech countryside, determined that small enterprise prevails here. Current economics clearly shows that small and medium enterprises have an unsubstitutable role in our economic development and greatly contribute to creating new jobs in individual regions.

Local government as a political, legal and social institution finds itself in a very difficult period of development in Russia. The long-established tendency of its subordination to the state has intensified today in connection with the newly adopted constitutional amendments. At the same time, it seems obvious that further “embedding” of local government into the state management vertical, in the absence of any positive effect in terms of solving socio-economic and infrastructural problems, will inevitably lead to other hard to reverse, negative results both for local government institutions and the system of public authority as a whole. The normal functioning of local government requires, however, not only the presence of its sufficient institutional and functional autonomy from the state, but also an adequate territorial and social base for its implementation. To ensure the formation of viable territorial collectives, especially in urban areas, it seems appropriate to promote the development of self-government based on local groups at the intra-municipal level. Such local groups can independently manage issues of local importance on a small scale (landscaping, social volunteering, and neighborly mutual assistance), and provide, within the boundaries of a local territory, due civil control over the maintenance by municipal authorities of more complex and large-scale local issues (repair and development of infrastructure, removal of solid household waste and more). At the same time, the development of local communities can by no means be a self-sufficient and substitutional mechanism, whose introduction would end the need for democracy in the full scope of municipal structures overall. In this regard, the experience of local communities’ development in Germany, a state with legal traditions similar to Russian ones, with a centuries-old history of the development of territorial communities and a difficult path to building democracy and forming civil society, seems to be very interesting. Here, the progressive development of local forms of democracy and the participation of residents in local issue management are combined with stable mechanisms of municipal government, and the interaction of municipalities with the state does not torpedo the existing citizen forms of self-government. At the same time, the experience of Germany shows that the decentralization of public issue management which involves the local population can only be effective in a situation where, in addition to maintaining a full-fledged self-government mechanism at the general municipal level, relevant local communities are endowed with real competence and resources to influence local issue decision-making. The role of formalized local communities in urban areas, as the German experience shows, can not only facilitate the decentralization of solving public problems, but can also help in timely elimination of triggers for mobilizing citywide supercollectives with negative agendas. This experience seems useful and applicable in the Russian context.

Purpose This paper aims to examine technical efficiency and its determinants in Indian textile garments industry in post-agreement on textiles and clothing regime and evaluate the technical efficiency among micro, small and medium enterprises (MSMEs) firms. Design/methodology/approach This study uses unbalanced panel data for the period 2005–2010 to 2015–2016. The stochastic frontier function is used to estimate technical efficiency and its determinants. Findings The results show that the overall ecosystem of textile garments’ value chains could be improved to enhance the technical efficiency thereof. The result also reveals that small-scale firms have the highest technical efficiency scores, and medium-scale firms have the least technical efficiency score among all the categories of MSMEs. Research limitations/implications The textile garments industry needs to define its innovation strategies, as these strategies lead to different results that can be achieved only through the management of resources dedicated to the generation and implementation of innovations. Practical implications This study has shown that to offset India’s cost disadvantage in the international markets, there is a need to develop an ecosystem of textile manufacturing and value chains, eliminate the inverted duty structure (where inputs are taxed at a higher rate than the final product) and switch over from shuttle looms toward shuttle-less looms. This would unleash the potential of textile and garments industry and make it globally competitive and technically efficient. Further, there will be an alignment with the ease of doing business with an appropriate mix of policy, technology, institution, infrastructure, information and services. Originality/value Using frontier production function takes stochastic context into account for the dynamic character of technical efficiency and its components. Most of the past studies have assessed technical efficiency at the aggregate level using three-digit National Industrial Classification (NIC) or four-digit NIC code. An analysis at higher levels of aggregation masks the variation in technical efficiency. This study used five-digit NIC data to measure the firm-specific technical efficiency of the textile industry. According to the authors’ knowledge, this study is the first of its kind in the Indian textile industry using stochastic frontier approach and panel data. Further, it also looks at the contribution of different determinants in technical efficiency to the firms.

Creative industries including its subsector handicraft, is very potential to be developed, because Indonesia is rich in culture heritage. Creative industries is largely related to a group of micro , small and medium enterprises which are mostly located in rural areas . Industry has entered the era of globalization which is rapidly developed, so that the role of UKM (small&medium enterprises) in handicraft as a part of the creative industries to achieve welfare society should be developed. The appropriate strategic planning will spur the development of this industry. Mendong craft is one of the creative industry subsector that exists in Sleman. Methods of analysis is using value chain and SWOT analysis. From the data, it is found that mendong craft is a cultured asset that deserve to be developed. Mendong, as the material for the weaved craft is an abundant local natural asset, but a lack of interest from the local community to develop this industry brings less quantity of product that is produced. This craft is still less touched so that it has limitation in creation/ design, production,commerlialization, and distribution. The reality is that the entrepreneurs are afraid to enter the global marked caused by anxiousness about the inability to fulfill demanded quantity.

In India micro, small and medium enterprises (MSMEs) play a vital role in the development of economy through their contribution to GDP, employment generation, regional development, export promotion, etc. Irrespective of the achievements of the small and medium enterprise (SME) sector, there are certain issues which eclipse desired growth. Availability of ample and timely credit at reasonable rate of interest is vital for the development of these sectors. There seems to be a gap between demand for and supply of the bank credit to SMEs. The delay in processing of credit and the rate of rejections discourage the borrowers from applying for credit. Hence, this article aims to analyse the discouragement faced by MSME loan applicants from the evidence of rejections and delays in advancing loans in Jorhat district in the state of Assam in India.

The article describes the labor market as an element of the economic system that determines the direction and pace of macroeconomic development, affects the welfare of the population and social protection. The dynamics of reduction of labor force for 2010-2020 due to the increase in the level of external labor and educational migration is given. It is substantiated that the creation of high-paying jobs and the reform of the wage system are effective tools for regulating external migration, which reduces aggregate supply, unemployment and the load on vacant demand. It is outlined that the development of the market of the newest forms of employment and freelance by stimulating the population to create small and medium enterprises, providing organizational, economic and regulatory prerequisites for the development of youth business, can be considered an effective tool to curb migration. The tools of improving the state employment policy are given, namely the tools of balancing the labor market of Ukraine in the projection of the state policy of migration management. The reasons for the growth of unemployment among graduates of educational institutions, youth and skilled people, which encourage potential migration in a period of socio-economic instability and political turmoil. Means of ensuring the preservation of intellectual and human resources of Ukraine and avoiding a shortage of workers in the labor market, which encourage the development of appropriate information and analytical support for analyzing the needs of the labor market (regional, local, sectoral, professional) in the projection of labor supply. The basic vectors of development of the modern labor market which efficiency depends on realization of effective tools, and also structural transformations in the labor markets are resulted. The role of the state in ensuring positive changes and the formation of new transformational approaches in the field of social and labor relations is outlined. The main criteria and priorities for the formation of employment policy in Ukraine are highlighted and the transformation of new types of employment is emphasized. The key indicators of the new type of labor relations are given.

The latest version of the draft bill regarding Law on the Prohibition of Monopolistic Practices and Unfair Business Competition has added new arrangements about the abuse of a superior bargaining position. The new law proposal which is intended to amend existing Indonesian competition law (Law Number 5 Year 1999) stipulates that any business actor is prohibited from abuse its superior bargaining position within a partnership agreement with other less dominant entities. Under Law Number 20 Year 2008 on Micro, Small and Medium Enterprises, a partnership agreement means any agreement made between micro, small and medium enterprises and large enterprises like state or privately owned national businesses, joint ventures and foreign businesses that conduct economic activities in Indonesia. For example under the Indonesian Minister of State-Owned Enterprises (SoE) Regulation No. 7 of 2015, the SoE is obligated to arrange a business partnership agreement with small scale enterprise. Unlike the arrangements on abuse of dominant position which requires the establishment of monopoly power or dominance in a relevant market, the abuse of superior bargaining position may exist without market power and only required competition authority to detect whether there is any exploitation by the counterparty in a relatively stronger bargaining position. Such a condition makes many antitrust experts or economists question the relevancy of regulating abuse of superior bargaining position under competition law. However, several jurisdictions –Japan, Korea, Taiwan, France, and Germany- have regulated the abuse of superior bargaining position under their national competition laws


subsistence production (where in the colonial period mainly extra-economic factors such as forced cultivation or forced labour caused the integration of the peasantry in the market exchange). Socialist development was there-fore strongly identified with modernising through the rapid expansion of the state sector, that is, nationalisation and mechanisation on an ever-increasing scale. The peasantry would be gradually absorbed within this expanding sector, and hence, at first, the role of the peasantry was seen as essentially passive with its transformation mainly centring on social aspects. As such, the policy of communal villages became virtually a habitational concept (and was in actual fact the responsibility of the national directorate of housing): a question of social infrastructures (water supplies, schools, etc.) within a concept of communal life without concerning production and its transformation. This view conflicted heavily with the objective conditions in the rural areas characterised by a deep involvement of the peasantry in market relationships and their dependence on it either as suppliers of labour power or as cash crop producers. This contradiction became more obvious, when the balance of payments became a real constraint (in 1979) and, hence, the question of financing accumulation cropped up more strongly in practice. The peasantry as suppliers of cash crops, of food and of labour power to the state sectors occupied a crucial position in production and accumulation. However, the crucial question then becomes whether the peasantry only performs the role of supplying part of the accumulation fund or whether the peasantry itself is part and parcel of the process of transformation and hence that accumulation embraces as an integral part the transformation of peasant agriculture into more socialised forms of production. In other words, it poses the question whether the strategy is based on a primitive socialist accumulation on the basis of the peasantry (transferring the agrarian surplus to the develop-ment of the state sector), or whether accumulation includes the transformation of peasant agriculture. Clearly, the way this question is posed in practice will influence heavily the nature of the organisation of the exchange between the state sector and the peasantry. The proposition that the state sector can develop under its own steam (with or without the aid of external borrowing) cannot bypass this crucial question since, on the one hand, a considerable part of foreign exchange earnings and of the food supply to the towns depended on peasant production and, on the other, the very conditions of productivity and profitability in the agrarian state sector depended heavily on the organic link that existed.between labour supply and family agriculture. The monetary disequilibrium originating from the state sector has a severe impact on the organisation of the exchange between the state sector and the peasantry. First, the imbalance between the demand for and the supply of consumer commodities affected rural areas differently from urban areas. The reason was that in urban areas the rationing system guaranteed to each family a minimum quantity of basic consumer necessities at official prices. In the rural areas the principal form of rationing remained the queue! Hence, forced savings were distributed differently over urban and rural areas. Furthermore, the concentration of resources on the state sector also implied that the peasants'
