The digital economy is identified with the 4th industrial revolution reflecting the importance of the digital technologies for development. In particular, the 4th industrial revolution holds prospect for developing countries to benefit from new opportunities brought by the new digital technologies spurring knowledge creation, innovation, skill intensification of the work-force and productivity enhancement. Economic development is a process of structural transformation that requires knowledge creation, knowledge sharing and knowledge acquisition. Digital technologies facilitate access to global markets allowing developing countries taking advantage of the information age to strengthen knowledge creation, innovation diffusion and information dissemination. Education plays critical role in building capacity for development in the digital economy. Participation in the digital economy requires new managerial and technical skills to stimulate technological learning and facilitate cooperation and collaboration. Education increases the country stock of capital essential for building capacity for innovation and supporting sustainable development. In other words, education drives knowledge creation, technological breakthrough and new product development. This paper focuses on the role that education plays in strengthening the fundamentals for digital economy. In most Arab countries, development is factor-driven -- dependent largely on natural resources and labor. This paper examines the contribution of education to development in the era of the 4th industrial revolution.

This paper aims to analyze the challenges and opportunities that are facing developing countries in the process of creating the digital economy. Digital economy is characterized by high added value, faced with numerous obstacles, many developing countries cannot adequately respond to the demands of the digital economy. The digital economy is also referred to as the Internet Economy, New Economy, or Web Economy. The largest players in the world market are digital economy companies – Apple, Google, Microsoft, Amazon and others, which are among the most expensive companies in the world in terms of market capitalization. The Fourth Industrial Revolution is rapidly driving transformational disruption across every sector. An estimated 70% of new value created in the economy over the next decade will be based on digitally enabled platforms. Digital technologies should be a driving force for innovations in the Ukrainian economic system. Digitalization of the economy and life spheres will create new jobs, make Ukrainian business more competitive and less resource oriented, attract new investors. Digital transformation is a daunting task. Countries that have reached the highest level of digital maturity have had to deal with complex cultural, organizational, and technical issues, and only counting of all these factors have made these transformations successful. The widespread use of digital technologies, extensive digital infrastructures are contributing to the economy digitization.

Digitalization affects all spheres and processes including socialization of personality, which were out of influence of digital technologies decades ago. At the same time, the science community analyses primarily the impact of digitalization on economy and IT sphere. There are less investigations of the new technologies’ influence on social and cultural sphere. Moreover, the scientists that research the spiritual life of our society leave it by the wayside. The prevailing opinion is that the digital technologies will be an impulse to the cultural Renaissance of Humankind.The article reports that the development of the social and cultural sphere is a critical part of the further technological development of the society. The wave development of the economy including the digital economy, depends on not only technologies, but on the cultural values. The success of the forth industrial revolution and its impact on the development of humankind are totally determined by the development of the culture, science and education.

Scientific and technological progress in the post-industrial society makes it possible to improve the entire system of economic relations both nationally and globally. Today, the activities of the leading countries are inextricably linked with the development of information technologies. On their basis, the USA, Japan, Germany, Great Britain and other countries are actively involved in the process of digitalization of their economies, using the information and communication infrastructure as a foundation. Digital technologies are actively spreading in economic and social spheres (artificial intelligence, robotics, the Internet of things, wireless technology). The digital economy is becoming the basis for the development of the economic system. Very often the digital economy is seen as a sign of the fourth industrial revolution and the third wave of globalization. New opportunities for digitalization consist in gaining access to goods when the buyer needs it, thereby helping to save material and financial resources, space and time. The availability of many benefits affects the development of the behavioral economy, thereby linking it to the digital one. The era of high technologies and communications has highlighted the key points in favor of the development of the digital economy. However, this process is contradictory and its implementation requires a comprehensive analysis, since touches upon issues of a socio-economic nature. Digitalization can solve many problems, but it can also create the same number. These problems relate to the massive dissemination of digital technologies, the formation of human capital, the development of the labor market, as well as the moral and ethical side of human life and society. This is a new era in which not the whole society benefits, but a community of IT companies influencing fluctuations in the price of securities that constantly generate new stock speculations. It is clear that the transition of society to the digital economy is inevitable; this is an essential requirement of the times. The digital economy manifests in itself dialectical principles and the identification of the ambiguity of this phenomenon in economic reality determines its relevance, significance and the possibility of further development.

The functions and problems of the digital economy are considered, its assessment is carried out; the prospects for its development are analyzed. The conditions for the implementation and growth of the digital economy, its connection with related concepts have been studied. Both positive and negative aspects of digitalization processes in the economy are considered. The structure of the world economy, the market of digital technologies in Russia and abroad, innovative industrial enterprises implementing digital technologies are analyzed. The prospects for the development of digital technologies with the existing limiting factors are identified and substantiated. The approaches and factors influencing the current state and rebuilding of all domestic economic systems towards digitalization and the fourth industrial revolution have been determined. Within the framework of the study and its results, it was revealed that the state of all domestic economic systems, in particular industry, requires structural transformation to ensure a technological breakthrough, indicated in the new national projects of the Russian Federation, aimed at solving the abovementioned problems.

The paper shows the importance of the 4th Industrial Revolution and its product — the digital economy — in the development of mankind, its dual impact on the welfare and labor market of a specific people, the country, as well as the world community as a whole. The author examines the consequences of introduction of artificial intelligence, cyberphysical systems in production processes. Also, the paper analyzes the German program “Industry 4.0” shifting a German manufacturing industry on a digital basis through the use of digital technologies and setting up smart factories. The author summarizes the digital programs of the USA, Great Britain, Japan. The possibilities and problems of development and blocking of digital economy in Russia are shown. The author describes such basic components of the digital economy as blockchain, cyberphysical systems, digitalization, big data, artificial intelligence. He considers adverse consequences of the digital economy, factors blocking its development, as well as possible ways of their neutralization and elimination.

Recent literature on development studies highlights the importance of human capital as a pillar for knowledge creation and innovation. Human capital is a multidimensional concept comprising elements of education, health, income, and social well beings. Unlike other concepts of development which revolve around the traditional factor of production of land, human capital, as an economic input powering sustained economic growth, endows people with technical skills, knowledge and competencies serving to improve employability and increase earnings. The aim of this paper is to discuss the impact of human capital on building capacity to create and sustain knowledge economies in Arab countries. Prospects for the future development of the region will improve commensurate with investment in people and knowledge creation. The current regional development model, centered on the generation of income through resource extraction and channeling investment in large scale real estate projects, misses the mark in terms of generating capacity to sustainably countervail global competition and attain economic benefit from international terms of trade substituting stable high-value-added goods and services for volatile low-value-added equivalents.

The development of the market economy at the present stage is characterized by the mass use of technologies of the fourth industrial revolution in key areas of activity of organizations and individual entrepreneurs. The article considers the impact of the digital economy on the development of industrial holdings in the Russian Federation. When implementing digital technologies, industrial holdings may face financial and production risks. To minimize these risks, the heads of industrial holdings need to carefully plan the process of digitalization of an industrial holding. The most promising method of planning is the system of corporate roadmaps of an industrial holding. Currently, roadmaps are actively used in all spheres of the economy. Road mapping technologies can be used to solve various tasks of an industrial holding. The paper provides an overview of the existing approaches of Russian and foreign economists to understanding the roadmap. The author’s definition of the industrial holding’s roadmap is proposed, taking into account the main provisions of the digital economy. The main functions and goals of roadmaps in Russian industrial holdings are systematized. The study describes the existing types of road maps. The main advantages of using the roadmap by industrial holdings of the Russian Federation are determined. The key disadvantages of using road maps are identified on the basis of the graph method. The object of the study is the industrial holdings of the Russian Federation. The subject of the research is the development of an algorithm for the roadmap for the introduction of digital technologies into the activities of an industrial holding. The methodological features of the algorithm for creating the roadmap of an industrial holding are determined. The research methods used include analysis and synthesis, the method of logic, description and modeling.

The article is devoted to the process of digitalization taking place in Russia in the context of the industrial revolution 4.0. The purpose of the article is to consider the process of introducing digital technologies as drivers of the reorganization of the entire way of life of Russian society, the disclosure of the concept of “digital totalitarianism". The process of digitalization affected not only all spheres of the economy, but also significantly affected the development of social institutions and the individual as a participant in this process. To achieve this goal, it is necessary to perform the following tasks: to determine the process of digitalization, to study state projects for digitalization in Russia – “Digital Economy of Russia until 2024”, “Education 2030”, to study the degree of involvement of Russian consumer and business communities in the use of digital platforms; to determine the consequences of the inevitable digital revolution, and what is the role of the state in them. The object of the study is the process of digitalization of the economy and its impact on human activity. The subject of the research is the specific features of the digitalization process that determine the future prospects of interaction between humans and artificial intelligence (neural networks and cybersystems). The hypothesis of the study: total digital transformation in Russia is the only possible scenario for the development and formation of a completely ” new “state based on the” digital economy”, ensuring competitiveness in the global market and improving all spheres of Russian life. The article examines the data on the current level of development of digital technologies in Russia and in the world, identifies the main trends and the most important problems of the development and impact of digital technologies on people.
