Scientific and technological progress in the post-industrial society makes it possible to improve the entire system of economic relations both nationally and globally. Today, the activities of the leading countries are inextricably linked with the development of information technologies. On their basis, the USA, Japan, Germany, Great Britain and other countries are actively involved in the process of digitalization of their economies, using the information and communication infrastructure as a foundation. Digital technologies are actively spreading in economic and social spheres (artificial intelligence, robotics, the Internet of things, wireless technology). The digital economy is becoming the basis for the development of the economic system. Very often the digital economy is seen as a sign of the fourth industrial revolution and the third wave of globalization. New opportunities for digitalization consist in gaining access to goods when the buyer needs it, thereby helping to save material and financial resources, space and time. The availability of many benefits affects the development of the behavioral economy, thereby linking it to the digital one. The era of high technologies and communications has highlighted the key points in favor of the development of the digital economy. However, this process is contradictory and its implementation requires a comprehensive analysis, since touches upon issues of a socio-economic nature. Digitalization can solve many problems, but it can also create the same number. These problems relate to the massive dissemination of digital technologies, the formation of human capital, the development of the labor market, as well as the moral and ethical side of human life and society. This is a new era in which not the whole society benefits, but a community of IT companies influencing fluctuations in the price of securities that constantly generate new stock speculations. It is clear that the transition of society to the digital economy is inevitable; this is an essential requirement of the times. The digital economy manifests in itself dialectical principles and the identification of the ambiguity of this phenomenon in economic reality determines its relevance, significance and the possibility of further development.

The paper shows the importance of the 4th Industrial Revolution and its product — the digital economy — in the development of mankind, its dual impact on the welfare and labor market of a specific people, the country, as well as the world community as a whole. The author examines the consequences of introduction of artificial intelligence, cyberphysical systems in production processes. Also, the paper analyzes the German program “Industry 4.0” shifting a German manufacturing industry on a digital basis through the use of digital technologies and setting up smart factories. The author summarizes the digital programs of the USA, Great Britain, Japan. The possibilities and problems of development and blocking of digital economy in Russia are shown. The author describes such basic components of the digital economy as blockchain, cyberphysical systems, digitalization, big data, artificial intelligence. He considers adverse consequences of the digital economy, factors blocking its development, as well as possible ways of their neutralization and elimination.

Purpose. The aim of the article is the analysis of scientific approaches to the interpretation of the peculiarities of the development of digital technologies of modern accounting in the digital economy. Methodology of research. The study was conducted using a dialectical approach to the study of the current state of the digital economy. In the course of the research general and special methods were used, in particular: the analytical method was used in the review of normative sources; the method of classification made it possible to differentiate the main components of the digital economy and accounting, and the method of description ‒ to give them a detailed description; monographic method is used in the study of literature sources on digital economics and accounting, system and analytical ‒ in the processing of information. Findings. It is determined that the digital economy is a communication environment of economic activity on the Internet, the result of transformational effects of new general-purpose technologies in the field of information and communication. It is substantiated that significant technological and informatization shifts, as well as growth of potential of digital economic information space stimulate modernization of accounting science, promote development of methodology and organization of accounting process, actualize the problem of positioning of accounting activity. The basic principles of functioning of the digital accounting platform are revealed, which allow to create the newest electronic systems with a significant number of users. Originality. It has been established that the block-chain is a promising accounting technology that eliminates traditional methods of accounting, documentation, processing, registration, inventory systems, while allowing companies to register both parties to the transaction in a joint book in real time, rather than keeping agreed records of financial transactions separately, private database. Practical value. The obtained results of the study will help increase the efficiency of the formation and development of accounting in a digital economy and will be the basis for further research in this area. The transformation of the socio-economic sphere based on the widespread use of information and communication technologies (ICTs) has allowed us to form fairly stable trends in the development of the digital economy in many countries of the world. The innovative system of economic relations in developed countries has shown its effectiveness. Digital technologies have an impact on the decision-making about what to produce and what to buy, digital markets have a short formation period, they have fewer entry barriers, they are more dynamic. The digital format of modern life leads to the development of new economic relations and to significant changes in the process of learning, professional activity, leisure activities, allows you to think differently, plan and make decisions. In Russia, in 2017, the program "Digital Economy of the Russian Federation" was approved, according to the strategic goals of which, the use of digital technologies should lead to an increase in the competitiveness and well-being of the country's population. The program provides for improving the level of management based on planning (strategic, tactical, operational), coordination, and monitoring the practical implementation of the goals set. Funding for the program is provided at the level of 100 billion rubles per year, the total budget for 2018-2024 is 1634.9 billion rubles. The article considers the target program "Digital Economy of the Russian Federation", determines the possibility of its practical implementation in the context of digital globalization and identifies the factors that hinder its development: the imperfection of the regulatory framework; low volume of digital technologies used in enterprises, insufficient level for their financing; insufficient level of digital competencies, technologies and readiness for technological breakthrough; "digital inequality" among the population of the country; insufficient targeted state funding of innovative digital companies and high cybercrime.


The current economic terms and conditions stimulate investments in digital transformations. Digital technologies act as drivers, including for education and vocational training. The companies that invest in information technologies for education and HR training realize that investments in HR and the development of skills in education and vocational training are recognized as key factors of the economic growth. This article aims at analyzing the peculiarities of investing in digital learning technologies in the context of the digital economy. In the article the relevance of investing in HR has been substantiated, and the foreign experience of stimulating investments in digital learning technologies has been analyzed. Based on the expert survey, the possibilities of HR digital training have been analyzed, and the peculiarities of various forms of digital training have been defined.

The purpose of the research is to study the problems of the competence interface of personnel management of business structures in the context of digital transformation and to justify the organizational and managerial measures for its development and effective use. The analysis of various approaches to highlighting the competencies of personnel in the digital economy, by which is meant the confident and selective use of information and communication technologies in the ecosystem, is presented. It is determined that the use of digital technologies is a prerequisite for ensuring the competitiveness of business structures. The leading role of “soft” skills, including both cognitive and socio-behavioral abilities, is substantiated. A three-module model of personnel competencies in the context of digital transformation is suggested, in which such digital competencies and skills as: working with digital technologies, creative thinking and behavior, professionally oriented skills in the field of production and managerial activities are highlighted. The use of the competency-based approach to the digital transformation of economic processes helps to increase the adaptability of the existing system of economic relations to the conditions of the new technological structure, and provides the possibility of introducing end-to-end technologies into management decision-making processes in order to increase their efficiency.

In this article, the author presents a study of the changes in legal regulation of the digital economy caused by the imposition of economic sanctions by the foreign states as well as the Russian Federation. The paper analyzes the restrictive measures imposed in the USA against Russian persons in the field of digital technology. The author concludes that the economic sanctions of foreign countries limit the ability to conduct foreign economic operations in the digital sphere both by Russian persons to foreign persons and vise versa. An analysis of the Russian legal framework for the imposition of restrictive measures and the latest legislative amendments, in particular with regards to the preinstallation requirement of the Russian software, showed that currently the measures introduced in Russia are aimed not at reducing the effect of foreign sanctions, but at developing a national market of digital technologies and decreasing the dependability level ofthe Russian economy on exported technologies in general. The author also highlights that it is necessary to assess the consequences of imposing prohibitions in the field of digital technologies and to consider introduction of more flexible measures of legal regulation upon the results of such assessment.

Pesantren as one of the religious education institutions that are the womb of the prospective Muslim scholars, they also have a mandate to carry out educational missions based on Article 1 (1) of Law No. 20 of 2003 namely developing the potential of students to have religious spiritual power, self-control, personality, intelligence, noble character and skills needed by him, society, nation, and state. Era of Industrial Revolution 4.0 (here in after: Era 4.0) has an unimportant impact. It affects all aspects of human life. Included in this case is education. This era is characterized by the increasingly central role of cyber technology in human life. So do not be surprised if in the world of education the term "Education 4.0" appears. Availability of various information is born from the 4.0 digital revolution makes everyone able to access knowledge without being limited by space and time, therefore the pesantren curriculum continues to be encouraged to be contextual to the needs of the times, but on the other hand the pesantren is still able to maintain its identity as guardian of tradition. Efforts that can be developed in Islamic boarding schools in the era of 4.0 include building digital literacy in Islamic boarding schools and creating Islamic study channels.

In the event of industrial revolution 4.0, commonly known as the "Age of Disruption", several challenges and opportunities arise and affect various aspects of human life. With no exception in the field of science which gave birth to a new paradigm in the realm of philosophy of science. The Faculty of Ushuluddin as the core of the University of Darussalam Gontor Ponorogo is also in need of evaluation and improvement in order to answer the challenges and to take advantage of these opportunities. A firm construction of the Faculty’s epistemology requires a massive revitalization in many aspects. In this paper, the author describes the aspects that need special attention by using Gavin Moodie's perspective to produce a comprehensive map for the aspects that support the continuity of higher education in the age of disruption. Revitalization by the Faculty of Ushuluddin would include the aspects of learning system, educational components, students, human resources, and literacy. The learning system needs to utilize a wide range of supporting digital media that the students are familiar with. The educational components which comprise the facility and infrastructure to support learning activities from classrooms, classrooms’ layouts, dormitories, equipment, and management in the faculty also receives very intense attention in accordance with the times. Students need to be equipped with 10 basic skills needed by the world and society today, these skills include the ability of metacognition, which is the ability of advance thinking. To achieve the previous profile, it is necessary to provide, guide and develop educators (HR) and to be supported by a new literacy movement that includes digital, technological, and human literacy. All of these revitalization efforts are still based on the philosophy of life of the Darussalam Gontor Islamic Boarding School, it is “the preservation of good traditions and adoption of a better innovation.

The article discusses the prospect of using digital technologies in supply chain management, as well as the main trends and features of the development of supply chain management at the plant. The article deals with issues related to the integration of blockchain technologies in the field of logistics and supply chain management. The article suggests using blockchain information technologies to optimize supply chain management processes in the context of enterprise virtualization and digital economy development. The study revealed the advantages of this approach over traditional business management technologies and logistics systems. The prospects for using blockchain technology in logistics and supply chain management are also analyzed.
