The field of robotics is changing the world in which we live today and the future generations will be largely served by various robotic services which will be highly efficient and dynamic. Offering affordable and efficient robotic services to the society is the need of the hour and this project is highly inclined towards this theme. The latest touch screen technology and the use of mechanical components like joysticks can be replaced by Gesture Controlled Robotics. The product is aimed at improving the conditions of motor neuron disabled persons using OpenCV libraries of Processing3 software and Arduino Uno (Atmega328 microcontroller). The vision of the disabled person is sensed using a Glass Eye Tracker and every 25th frame of the picture (here it is the pupil) is sent to the Processing3 software. This software processes the image based on the algorithm. The ports of Processing3 software and Arduino are serially communicated. Now the Arduino performs the output part with the help of L293D motor driver and 24V DC motor.

It has been estimated that during the period 1975-2000 the number of the disabled in the world will grow by about 200 million. According to another estimate, in 1970 there were some 60-70 million disabled children in the developing countries; if existing preventive measures were not applied and new ones developed, that number could be expected to grow to about 135-150 million in the year 2000. This may be compared with an estimated increase in the number of disabled children from 12 to 25 million in developed countries over the same period. Specific factors that may affect the future proportion of disabled persons in the world include: (1) changes in the age composition of the general population; (2) changes in the patterns of mortality and morbidity; (3) changes in the extent of health services; and (4) increase in urbanization and industrialization. It is generally accepted that unless major improvements in disability prevention are achieved, the proportion of the disabled will remain the same or show a slight increase in the next 20-30 years. But since the world population is expected to grow about 2 thousand million in this period, the absolute number of disabled persons will show a dramatic increase.

This study proposes an Eye input device by electro-oculogram (EOG) recognition for individuals with the motor neuron diseases (MNDs). In this study, the level of the unstable EOG signal is transformed into standard logic level signal by using the baseline tracing algorithm. The standard logic level signal is used as Morse code sequences which is recognized by the sliding fuzzy recognition algorithm embedded in a microprocessor. The result demonstrates that the unstable EOG signals can be successfully transformed into alphanumeric characters and the recognition rate is approximately 99% for the novice users. Accordingly, we designed an inexpensive user computer interface for helping the disabled persons to communicate with others, the user can input text with their eyes to access the computer and household appliances, such as lamps, fans and TV sets.

Parts of the human family, persons with disabilities are as much entitled to human rights and fundamental freedom as anyone else. The conventions for persons with disabilities are the harbinger of social justice and adaptive development for the disabled, enhance knowledge for the society and national wealth in different countries of the world. The United Nations declared 1981 as the International Year of Disabled Persons, and adopted the World Program of Action concerning Disabled Persons (1982). United Nations also declared the Decade (1983-1992) as decade of Disabled Persons. Since then, the attention towards the disabled people and the need to promote their welfare came into the forefront. These initiatives provided the inherent dignity, worth and the equal and inalienable rights to the disabled. The paper reviews comprehensively the conventions incorporated in international legislation for persons with disability. All the authentic information has been analyzed and compiled. Hence, the paper investigates and summarizes the conventions initiated and implemented at the international level for the persons with disabilities.

The Central Council for the Disabled, with the co-operation of the Dept of the Environment and the Royal Institute of British Architects, decided to sponsor the Building for the Disabled 1976 Awards Scheme and relate it in time scale to the introduction of the Chronically Sick and Disabled Persons Act 1970. The scheme was administered on behalf of the CCD by C Wycliffe Noble, OBE, FRIBA, who acted as Chairman and Rapporteur for the Jury of Assessors. The awards scheme is the first of its kind in the world which is entirely based on buildings open to the public. It was limited to England as it was anticipated that organizations in both Wales and Scotland would sponsor their own particular schemes. It is significant in the area of awards because of the participation of disabled persons who individually and through associations nominated buildings for consideration and also because of the role played by disabled members of the jury in their study, evaluation and visits made to buildings considered to have merit. It is also marked by an awareness that good and competent design is not a luxury to be enjoyed exclusively by the able bodied. It is a standard that can make the diffekence between mere existence and sharing in a planned environment which takes account of disablement. Any building or group of buildings claimed to have been designed for use by the public should therefore be accessible and usable by those who wish to use them.

One of the key aspects of the rehabilitation process of a disabled person is providing them with assistive devices (AD). Effective and efficient prescription (EEP) of AD is a vital issue in rehabilitation practices around the world. Study objective. To conduct a literature search for evidence-based findings on social factors supporting EEP of AD in rehabilitation practices in the rest of the world. Study methodology included analytical data retrieval using relevant keywords in the national databases, journals and other sources. Results. Altogether, 8825 publications were reviewed. Out of those 8825 papers 86 were selected for a full text analysis. The most relevant publications were used to achieve the study objective. Conclusions. Physical, psychosocial, economical, spiritual and environmental factors should be considered in pursuance of EEP of AD. Multidisciplinary approach is essential in managing such a complex issue.

Сreation of the stabilization fund has become the main feature of the Russian federal budget for 2004. This instrument provides the opportunity to reduce the dependence of budget incomes on the fluctuations of oil prices. The accepted model does not consider the world experience in building of such funds as the "funds for future generations", and the increase of other revenues from the growing oil prices as well. That can lead to shortening and immobilization of the financial basis of economic growth.

In this paper, the design and application of smart wheelchair and charging station for disabled citizen is realized. The first stage of the paper is to make the wheelchair used by our disabled citizens able to access smart home technology via the vehicle via touch screen. The ability of citizens with disabilities to call with direct access via touch screen is also in the wheelchair designed. Thanks to the touch screen placed on the vehicle, disabled citizens are provided with the control of smart automation to control many objects such as curtains and doors in the home. In the second part of the paper, a solar powered charging station is designed and installed in order to charge battery powered wheelchairs. In the charging station made a special card reader system and has the charger to charge the card with disabilities to actively and means are provided.

This book looks at an iconic decade when the cultural left and economic right came to the fore in American society and the world at large. While many have seen the 1970s as simply a period of failures epitomized by Watergate, inflation, the oil crisis, global unrest, and disillusionment with military efforts in Vietnam, this book creates a new framework for understanding the period and its legacy. It demonstrates how the 1970s increased social inclusiveness and, at the same time, encouraged commitments to the free market and wariness of government. As a result, American culture and much of the rest of the world became more—and less—equal. This book explores how the 1970s forged the contours of contemporary America. Military, political, and economic crises undercut citizens' confidence in government. Free market enthusiasm led to lower taxes, a volunteer army, individual 401(k) retirement plans, free agency in sports, deregulated airlines, and expansions in gambling and pornography. At the same time, the movement for civil rights grew, promoting changes for women, gays, immigrants, and the disabled. And developments were not limited to the United States. Many countries gave up colonial and racial hierarchies to develop a new formal commitment to human rights, while economic deregulation spread to other parts of the world, from Chile and the United Kingdom to China. Placing a tempestuous political culture within a global perspective, this book shows that the decade wrought irrevocable transformations upon American society and the broader world that continue to resonate today.
