The article deals with the essence of the digital economy on the basis of research of theoretical approaches, their systematization from the point of view of introduction of information resources and platforms, and from the viewpoint of introduction of qualitative changes in production relations. The conclusions state that the innovative activity of enterprises in the period of digital transformation of the economy is a system of measures aimed at supporting the innovative activity of enterprises in order to achieve long-term goals of their operation, connected with the implementation of innovative methods of work, which contribute to ensuring the production and competitiveness. The digital economy contributes to the commercialization of current knowledge of enterprises, technologies and equipment. The prerequisite for their efficient functioning is the development of innovative activity of enterprises, which contributes to the development of innovative products with new qualities and reduces the diffusion of innovation. In the context of the digital economy, support for the innovation activity of enterprises plays an increasingly important role in ensuring the functioning of complex production and economic systems, which is the enterprise. The implementation of the suggested approach to the development of innovative activity of the enterprise requires significant accounting for specific accumulated knowledge and is more mobile to change information in the decision-making process.

The belief that more general capital constraints are exacerbated and magnified in innovative and technology-based firms has provided justification for policy intervention, across the range of equity and debt-based financial instruments. In this article, we tackle the question as to whether smaller innovative firms, both in and outside of high-tech industry sectors, do indeed face greater constraints when seeking to access capital from external markets. Our results show that both high-tech and innovation are important determinants of the firms’ demand for external finance, but these effects are more pronounced in equity markets than debt markets. On the supply side of capital markets, being in a high-tech industry sector was relatively unimportant from the point of view of financiers. Rather, being involved in innovative activity was associated with a greater incidence of absolute and partial rationing and also in terms of the general process of applying for finance being substantially more difficult. These findings were more acute for firms in high-tech industry sectors that were also engaged in innovative activity. Our findings also suggest that policy makers need greater clarity and nuance when developing policy responses around high-tech and broader innovation activity which, although they have significant overlap, should not be conflated.

The article deals with the dependence of the competitiveness of industrial enterprises on the level of innovation activity. The essence and main characteristics of the competitive advantages of the enterprise from the point of view of innovative activity in the course of innovative activity are highlighted. One of the factors that can increase the competitiveness of business is the active use of innovative production technologies, which will ensure a continuous improvement of scientific, technical, industrial, financial and social activities in the context of changes in the institutional environment. The results of analytical research of priority sectors of Ukrainian economy from the point of view of innovative activity are presented. With the transition of the economy to the next technological institution, it is worth talking about the change of priority industries in the structure of industry - from low-processing with low added value to innovative high-tech and high-margin. As the first Ukrainian Business Innovation Index showed, only some companies are ready to invest in innovation and have a strategic vision. According to research, most companies are still not ready and do not plan to make fundamental changes in their business models in the near future. Innovation is limited to the introduction of new production technologies, automation of tasks, training of staff new skills, changing approach to marketing and communications. The necessity of systematic support of innovative activity is substantiated, the basic directions of optimization of structure of economy of Ukraine are allocated. The European vector of Ukraine gives a good chance to digitize the processes. In particular, for state-owned companies in areas such as energy and oil and gas, the prospect of digitalization has become the prospect of entering the European Union. However, without major changes to the regulatory system, government priorities, and extensive government-business cooperation, no real major changes can be expected. The issue is not only in the tax field or subsidization, but also in education, digital skills of the population. The necessity of updating the issue of development of high-tech sectors of the economy has been proved, which will increase the competitiveness of industrial enterprises. Given the trends identified, it is appropriate to emphasize the need to take concrete actions to change the structure of the economy, to increase exports of high-tech products, the creation of export-credit agencies, industrial parks.

The essence of small and medium business in Ukraine is investigated. It is established that small and medium enterprises are a key element of a market economy, which affects the level of development of society and guarantees its stability. It is estimated that more than 6.9 million people, or about 82% of all employees, operate in the SME sector. SMEs account for more than 70% of employment in the trade, agriculture, forestry and fisheries, and information services sectors. Innovation has been shown to play an increasingly important role, and small and medium-sized businesses (SMEs) are seen in such an environment as an efficient market player capable of creating competitive ideas and commercializing innovation. It is determined that innovations are an integral component of modern corporate strategies and can be used to develop and implement more efficient production processes, as well as increase market performance or create a positive image and reputation of the company from the consumer’s point of view. It is proved that the level of innovation of enterprises depends on its size. The development and implementation of innovations should be guaranteed by qualified personnel in the field of innovative research. However, given the decline of the national economy, insufficient state support for the financing of scientific and technical programs, the innovative activity of large enterprises is extremely limited. 56.8% of innovative SMEs are involved in industry, others in services. It was found that 82.2% of enterprises do not want to innovate, and the objective reason for this is low demand in the innovation market, previously introduced innovations, extremely low competition in the market, lack of effective ideas or opportunities to innovate. It is proved that in order to improve the innovation activity of small and medium enterprises in Ukraine important steps are: implementation of specialized programs of innovative development, creation of innovation infrastructure, establishment of close cooperation between scientific institutions and enterprises based on commercialization principles, development and implementation of effective algorithm.

Modern economic systems are being transformed under the influence of new technological trends. A number of important technology trends are related to information technologies (IT). Their widespread use leads to the emergence of a new type of economy, the digital economy (DE), which determines the scope and new directions of innovation and business. This opens up great opportunities for small innovative businesses, which can play a major role in its formation. The article is aimed at clarifying the essence and segmentation of DE and presenting it as an environment for developing innovative activity at small businesses. The essence of IT, software, and information systems is specified. The concept of IT is explained, and the essence of digitalization and digital transformations is specified. The essential features of DE are identified, and its components (IT, infrastructure, and business) and the basis (social networks, big data devices, etc.) are specified. DE is based on a technological "core" (IT, various technical platforms, physical technologies); has a functional "core" (digital platforms, systems of workgroup computing, process automation); encompasses economic activity; includes a number of goods and services that are critically dependent on IT. It is substantiated that IT creates a special virtual environment and new forms of markets. It is suggested to segment DE, for example:: e-commerce; e-marketing; e-procurement; electronic auctions; electronic infrastructures; e-logistics; electronic medicine; e-education; electronic trading; electronic banking; electronic insurance. The emergence of FinTech, "smart farms", "smart factories", "smart warehouses", "smart things", "smart home", "smart jobs", etc. is also noted. The obtained segmentation determines the directions of structural development of DE. It is substantiated that IT creates opportunities for innovative activity of small businesses and should be considered as corresponding environment. The understanding of the development of innovation activity and its areas in DE are clarified. In this context, the lines of the state regulation of DE are defined.

The study of theoretical approaches and conceptual analysis helped to clarify the definition of “platformization” from the point of view of network interactions and technological modernization of Russian industry, which formed the basis for the model of institutional interactions platformization, based on the formation of technological alliances that promote innovations, joint value creation by network participants and breakthrough industrial development. On the basis of the dynamic approach, a matrix of positioning of the subjects of the Russian Federation has been constructed, reflecting their distribution in four quadrants, depending on the level and pace of innovative development, and allowing to identify a low share of regions, the regions that demonstrate an intensive increase in innovation activity together with a high rating and a high share of regions that are considered stable weak innovators. The definition of platformization has been formulated in the context of technological development of industry, which distinguishes the use of this category from the “digital” aspect presented in the literature.

The factors of innovation activity are determined. Conclusions are drawn about the dynamics of innovation activity in the regions and industries of the Russian Federation. The dynamics of patenting in Russia is investigated. The indicators characterizing the production of innovative products are analyzed.

The article considers the role of employee motivation in ensuring the innovative development of the institution. On the basis of the comparative analysis of scientific views of domestic and foreign scientists the essence of the basic theoretical approaches to motivation of employees of their innovative activity is outlined. The leading motives of professional activity for understanding of possibilities of application of the basic motivational theories to increase of innovative activity of employees of establishment are defined. Over a five-year period, an analysis of the formation of a system of motivation for innovative activity of staff in the Khmelnytskyi Research Forensic Center of the Ministry of Internal Affairs of Ukraine. Statistical data on the results of innovation activity and growth of scientific potential of employees of the institution are analyzed. It was found that the introduced existing mechanism of motivation of employees of the institution takes into account such important motives of professional creativity as motives of self-realization, and material and moral incentives fully contribute to increasing the innovative activity of employees. The main directions of improving the process of forming a system of motivation are identified, including the need for constant monitoring of the needs of employees, evaluation of measures taken from the standpoint of formation and promotion, expanding forms and methods of training employees in innovation.

The issue of efficiency of scientific and innovative activity in the conditions of Russia's transition to the knowledge economy is a priority for the state, businesses, scientific and educational organizations. Higher education institutions can become promising platforms for creating innovative products and technologies, as they have all the necessary components: long-standing academic schools; rich, sometimes unique, material and technical database; as well as teams of creative researchers from the scientific and pedagogical staff, talented graduates and postgraduates. According to the results of monitoring the efficiency of innovative activity of leading universities of Russia, as well as to the analysis of the main indicators of research activities of universities of the Southern Federal District, there have been revealed the following factors and conditions leading to the low efficiency of scientific and innovative activity of higher educational institutions: a broken innovation cycle; shortage of specialists in the field of marketing and management of in-novation projects and lack of competence of scientific-pedagogical workers in the field of commercialization of innovative products; inconsistency of research plans of departments, etc. There has been justified the application of a project approach to the management of scientific and innovative activities, using a matrix organizational structure, including functional links for the organization, management, control and marketing of innovative projects. The problem of increasing the scientific and innovation activity management has been solved using the algorithm of rational distribution and concentration of resources for developing priority projects based on state and regional programs for socio-economic and innovative development. A detailed study of the priority directions for scientific and innovative activities, marketing and feasibility analysis, organizational, technical, financial and legal support of the project, research and development and founding of small innovative companies (or alienation of rights to intellectual property) will help to form a rational innovation cycle from a scientific idea to its commercialization

It is defined that the important role in the development of Ukrainian economy belongs to the industrial production sector, wherein the scientific-technological progress and innovation are generated, presenting this very sector as a «driver» of economic growth. It is determined that the largest number of innovatively active industrial enterprises of Ukraine is located in Kharkiv region. Hence, the article is aimed at researching the status of innovative activity of industrial enterprises of Kharkiv region. The analysis of the main indicators of innovation activity of industrial enterprises of the region was carried out. It was identified that the share of enterprises that introduced innovations is insignificant, and the share of innovative products sold by them is generally little tangible in the total volume of the products sold. It is reasoned that this situation may indicate a negative tendency of deterioration of the quality of innovative products and its uncompetitiveness in the market. The distribution of the total costs of industrial enterprises of Kharkiv region by the directions of their innovation activity is researched. It is defined that the bulk of innovation costs are directed by enterprises to purchase machinery and equipment, and the share of costs for the internal and external R&D is extremely small, which indicates the imperfection and irrationality of the existing structure of costs. It is determined that the key factor in stimulating innovation activity at industrial enterprises of Kharkiv region is the attraction of the governmental and foreign investments for the development, creation and implementation of innovations, since the main source of innovation financing at present is the own funds of enterprises. It is proved that without changing the present day situation with regulation in the field of innovations, an increase in the competitiveness of industrial enterprises of Kharkiv region in the near future and an acceleration of the pace of their innovative development is problematic.

Introduction. The actuality of scientific research is confirmed by the fact that innovative activity is one of the key factors for straightening national competitiveness under the conditions of globalization. It is thanks to innovations that the business entity has the ability to develop its market positions, improve its economic efficiency and in turn create a bigger added value. At the same time, it is important to commercialize the results of the innovation activity are as much as possible, which aims at offering new high-tech products and services for the market. The effectiveness of its successful implementation enables innovation’s introduction on the market, as well as the achievement of its sustainable competitive advantages. That is why the problem of commercialization of innovative products should be seen by society, government, private business, scientists, because the solution of this problem lays in the competitiveness of goods and effects human life standards. The purpose of the work is to highlight the problems that arise during the innovative products’ commercialization and to offer solutions to them. Results. Based on the review and synthesis of literary sources, as well as the study of empirical data from domestic enterprises the key problems of high-tech products commercialization were identified, they include the following: the danger of premature diffusion of high-tech products, which is uncontrollable by the commercialization subjects; inaccuracy during the assessment of demand for high-tech products and forecasting their sales volume; the adequate choice strategy complexity and development of tactics for the promotion of high-tech products in the market; the lack of reasonable pricing approaches for high-tech products. Conclusion. The article presents the key problems of innovative products’ commercialization and their solutions. The main directions for solving these problems were developed. In order to ensure both process of innovative products’ commercialization and innovative activity in general we propose number of recommendations in order to form an extensive information base for employees of the management subsystem and business analysts.
