Cybersecurity Guidelines for the Employees of the Railway Entities

European Commission has published a nearly 50-page-long document on cybersecurity in transport called the Transport cybersecurity toolkit. As part of the work of ISAC-Kolej (the Information Sharing and Analysis Center for the railway trans-port sub-sector), guidelines in terms of cybersecurity for the employees of the railway entities have been developed and adopted. This article briefly discusses the European and Polish activities taken in order to protect railway transport against cyberthreats and shares the guidelines for employees adopted by ISAC-Kolej. Considering the increasingly widespread use of digital solutions, both for supporting operations of the business entities that constitute the railway system and for rail-way traffic management and supervision, these guidelines should be disseminated to the maximum possible extent among railway employees that use computers in their work. Sustainable traffic system management under conditions of uncertainty and inappropriate road infrastructure is a responsible and complex task. In Bosnia and Herzegovina (BiH), there is a large number of level crossings which represent potentially risky places in traffic. The current state of level crossings in BiH is a problem of the greatest interest for the railway and a generator of accidents. Accordingly, it is necessary to identify the places that are currently a priority for the adoption of measures and traffic control in order to achieve sustainability of the whole system. In this paper, the Šamac–Doboj railway section and passive level crossings have been considered. Fifteen different criteria were formed and divided into three main groups: safety criteria, road exploitation characteristics, and railway exploitation characteristics. A novel integrated fuzzy FUCOM (full consistency method)—fuzzy PIPRECIA (pivot pairwise relative criteria importance assessment) model was formed to determine the significance of the criteria. When calculating the weight values of the main criteria, the fuzzy Heronian mean operator was used for their averaging. The evaluation of level crossings was performed using fuzzy MARCOS (measurement of alternatives and ranking according to compromise solution). An original integrated fuzzy FUCOM–Fuzzy PIPRECIA–Fuzzy MARCOS model was created as the main contribution of the paper. The results showed that level crossings 42 + 690 (LC4) and LC8 (82 + 291) are the safest considering all 15 criteria. The verification of the results was performed through four phases of sensitivity analysis: resizing of an initial fuzzy matrix, comparative analysis with other fuzzy approaches, simulations of criterion weight values, and calculation of Spearman’s correlation coefficient (SCC). Finally, measures for the sustainable performance of the railway system were proposed.

Students in this case, especially at the Catholic University of Santo Thomas, are an opportunity to take advantage of this facility in carrying out their business, especially if they do not have a place or shop to carry out their business. For this reason, an online sales information system was built that can be accessed through the website.

The article is dedicated to the 170th anniversary of the first Russian railway main line St. Petersburg–Moscow. The country’s railway transport, as the main type of transportation, has a rich history and remarkable patriotic, labour, scientific, and technical traditions. We must remember them. The emergence of railways in Russia, as in other countries of the world, was accompanied by many problems that needed to be solved: financing methods, types of ownership, track gauge, types of traction and signalling, traffic management and control, competition with other modes of transport, etc. The stage of emergence of railways in Russia is very instructive. What extreme points of view were expressed, and how long did it take to start building main lines? After the society realised the need for construction of railways, it became obvious that the costs required are not affordable neither for the state, nor for creditors, nor for private entrepreneurs. To better understand how construction of the first railway in Russia was conducted, the article offers many illustrations.

Digital transformation in the railway industry is an important element in the development of railways and should benefit commuters, railway operators, infrastructure managers and rolling stock manufacturers. The process of digitization applies to two domains, i.e. customer service and railway companies’ operation. This paper aims to present previous eff orts regarding the use of digital technologies in customer relations and in the field of operations and maintenance, which translates into the quality of services provided. This paper highlights important concepts of this domain with respect to passenger and freight transport, infrastructure, railway rolling stock and railway traffic management. It is also argued that the process of digitization needs properly trained staff . Examples of innovative initiatives of Polish and European railway companies are covered. The quality of Vessel Traffic Management and Information Systems depends on the quality of all subsystems, in particular the quality of control centers. The most commonly used quantitative indicators of the control centers' quality are: reliability, availability, safety, and system failure. Therefore, a block diagram of reliability and the model for reliability / availability (Markov model) have been created in this paper and a detailed analysis and calculation of the quantitative indicators of critical components (servers) of the control center have been performed. The quality functioning of the control centers will enable gathering, processing, storing and dissemination of timely, safe, and reliable data and information to the services in charge of monitoring and management of maritime traffic.

The importance of public transport systems continues to grow. These systems must respond to an increasing demand for population mobility and traffic disturbances. Rail transport networks can be considered as Discrete Event Systems (DES) with time constraints. The time factor is a critical parameter, since it includes dates to be respected in order to avoid overlaps, delays, and collisions between trains. P-time Petri Nets have been recognized as powerful modeling and analysis tools for railway transport systems. Temporal disturbances in these systems include railway infrastructure, traffic management, and disturbances (weather, obstacles on the tracks, malice, social movement, etc.). The developments presented in this paper are devoted to the modeling and the study of the robustness of the railway transport systems in order to evaluate the stability and the efficiency of these networks. In this study two robust control strategies towards time disturbances are presented. The first one consists of compensating the disturbance as soon as it is observed in order to avoid constraints violation. The second one allows generating, by the control, a temporal lag identical to the disturbance in order to avoid the death of marks on the levels of synchronization transitions of the P-time Petri net model.

This chapter examines homeland security information systems (HSIS) with a focus on local governments. Local governments are typically the first at the scene when responding to an emergency or a terrorist attack. The most notable incidents are Hurricane Katrina and the terrorist attacks of September 11, 2001. In both of these incidents the first responders were the local governments, which faced dual issues of communication and information sharing. It is important to understand the current level of preparedness and use of HSIS in local governments. This chapter tries to discern the relative priority of HSIS compared to other priorities of local governments in the realm of homeland security. This chapter first outlines some background information on local governments with respect to their organizational structure and level of homeland security preparedness. The second section outlines the stages of e-government adoption, which is commonly discussed in the local e-government literature. Third, there is a discussion of homeland security information sharing between the federal, state, and local governments. There is some evidence presented from existing surveys of the impact of HSIS on local governments. Finally, there is survey results presented from a study conducted by the International City/ County Management Association (ICMA) on homeland security preparedness. This survey information is used to determine where HSIS fits into local priorities on homeland security.

AbstractThe issue of how to detect and rapidly respond to invasive species before it is economically infeasible to control them is one of urgency and importance at international, national, and subnational scales. Barriers to sharing invasive species data—whether in the form of policy, culture, technology, or operational logistics—need to be addressed and overcome at all levels. We propose guiding principles for following standards, formats, and protocols to improve information sharing among US invasive species information systems and conclude that existing invasive species information standards are adequate for the facilitation of data sharing among all sectors. Rather than creating a single information-sharing system, there is a need to promote interfaces among existing information systems that will enable them to become inter-operable, to foster simultaneous access, and to deliver any and all relevant information to a particular user or application in a seamless fashion. The actions we propose include implementing a national campaign to mobilize invasive species occurrence data into publicly available information systems; maintaining a current list of invasive species data integrators/clearinghouses; establishing an agreement for sharing data among the primary US invasive species information systems; enhancing the Integrated Taxonomic Information System to fully cover taxonomic groups not yet complete; further developing and hosting data standards for critical aspects of invasive species biology; supporting and maintaining the North American Invasive Species Management Association’s mapping standards; identifying standard metrics for capturing the environmental and socio-economic impact of invasive species, including impacts and management options; continuing to support US engagement in international invasive species data sharing platforms; and continuing US membership in the Global Biodiversity Information Facility.
