The work is based on the problem of countering the spread of the COVID-19 pandemic by the police in Luxembourg, Belgium, and the Netherlands and restricting the rights and freedoms of citizens in the conditions of legal democratic states. The list of preventive measures used by police units in order to reduce the incidence rate, provides specific examples of the application of measures of administrative coercion against violators of legal norms. Proposals have been made for the mutual use of the positive experience of the police of the Benelux Union states and the internal affairs bodies of the Russian Federation in the fight against the new coronavirus infection.

Objective was to analyze the epidemiological situation on Ixodidae tick-borne borreliosis (ITBB) in the constituent entities of the Russian Federation in the dynamics over the period of 2010–2020, taking into account the features of the year 2020, associated with the spread of COVID-19, and to forecast the development of the epidemic process for 2021. In 2020, 4180 cases of ITBB were registered in the Russian Federation, which is 1.93 times less than in 2019 and 1.73 times less than the long-term average annual figure for the previous 10 years. A significant decrease was noted in all federal districts (FD), with the exception of the Central FD, where more than half of all cases occurred. Compared to 2019, 75 out of 78 subjects experienced a decrease in the incidence rate in 2020, while in 56 entities that decrease was statistically significant. The multiplicity of the decrease in the incidence of ITBB in 2020 for all FD was significantly greater than the multiplicity of the decrease in the frequency of contacts of the population with ticks. Infection of Ixodidae ticks of various species with borrelia in natural foci in 2020 was statistically significantly higher than in 2019. Probably, the decrease in the registered incidence of ITBB against the background of the COVID-19 pandemic is due not only to a decrease in the intensity of contacts of the population with natural foci, but also to a sharp redistribution of the volume of inpatient and outpatient medical care in favor of COVID-19 patients. Given the high degree of significance of the identified trends in the dynamics of the epidemic ITBB process during 2010–2020, there is reason to expect an increase in the incidence in the Bryansk, Voronezh, Ryazan, Tula and Saratov regions in 2021, which requires special attention in terms of strengthening preventive measures and monitoring of the activity and structure of natural foci. In the rest of the entities of the Russian Federation, provided that the volumes of preventive measures are maintained on the same level and in the absence of abnormal natural and climatic phenomena, preservation or a slight reduction in the incidence of ITBB is likely to occur in the short term. At the same time, despite the tense situation regarding the new coronavirus infection, there is an obvious need to draw close attention to the problems of diagnosis and prevention of natural focal infections.

In order to prevent the consequences of COVID-19, the banking sector of the Russian Federation plays an important role in supporting small and medium-sized businesses. The article identifies the affected small and medium-sized businesses from the implementation of measures to prevent coronavirus infection. A study of the banking sector's support for these industries in the context of COVID-19 was conducted.

The purpose of the work is to determine the mechanisms of digital mobilization of the party electorate in the Internet. This problem is being updated due to the increasing popularity of the protest agenda among the population of the country, the pandemic of coronavirus infection and, as a result, the popularization of Internet resources, the change in the ways of obtaining new information among Russians in the 20s of the XXI century. As part of the study, the author conducted an expert interview of party workers, SMM-specialists, representatives of the scientific community. Also, the groups of United Russia and the Communist Party of the Russian Federation were monitored in VKontakte for the tonality of information and the mechanisms of citizen mobilization presented, using content analysis. As a result of the analysis, the author came to the opinion that the feature of modern digital mobilization in 2021 is the pedaling of «covid» issues. The author identifies two modes of the tonality of mobilization: creative, based on party projects and volunteer movement, and protest, which is based on collective actions against the policies of the party in power. The paper draws conclusions according to which in 2021 the role of social media has changed, if earlier they acted more for the dissemination of information, then in modern realities within the framework of this topic they are used as tools for uniting people and motivating them to collective actions, whether it is voting or taking to the streets (rallies, marches, demonstrations).

Coronary infection COVID-19 led to a global crisis in all spheres of social activity and the state: economy, social relations, education, medicine; forced to revise legal norms and enact laws and by-laws, Regulating human behaviour in a new pandemic. Its worst effects are the massive loss of life on all continents, both from the disease itself and from its complications. Only in the Russian Federation, in the period 2020 - 2021, has the supreme authorities repeatedly adopted decisions on the introduction and extension of a special provision for the implementation of masks in enterprises and organizations of various forms of ownership; Establishment of a social distance of 1.5 m, transfer of children’s pre-school and educational institutions to distance learning, etc. Similar restrictions have been imposed abroad in countries where the rates of new infections and deaths are high. The invention and use of vaccines against this disease also does not guarantee 100% protection. Unfortunately, the individual citizens vaccinated against COVID-19 subsequently died from complications caused by concomitant diseases. In a number of countries, there has been widespread opposition to the closure of enterprises and to the transfer of production in absentia, which has inevitably led to higher costs for entrepreneurs caused by the need to introduce new technologies overnight. In order to prevent general chaos and the increase in cases of legal nihilism, there is a need to transform the existing legal culture, taking into account the extraordinary circumstances caused by the global crisis. The ways and recommendations of adapting the legal mechanisms in force both in the world and in the Russian Federation to the consequences of coronavirus infection COVID-19 are presented in the publication presented.

The article presents data on 7 deaths of patients with malaria (Plasmodium falciparum) in 2020 in the Russian Federation, errors in the epidemiological, clinical and laboratory diagnostics of malaria. The use of preventive measures and effective drugs, adherence to the Protocol for the treatment of patients with malaria of various types, improving the knowledge of medical personnel of medical and preventive medical organizations are especially necessary during a pandemic of a new coronavirus infection for the timely differential diagnosis of diseases. In the conditions of constant reform and improvement of state bodies of the Russian Federation, the role of the executive power as a body that was a link between the state will and society is increasing. Due to the peculiarity of the organization of the structure of the bodies of the Ministry of Internal Affairs of the Russian Federation, the relationship between the internal affairs bodies and the population (an individual citizen) is provided by the district department of internal Affairs. Police officers in the district department, as a rule, are among the first to receive information about changes in the operational situation, and this information is often associated with various kinds of emergencies. The correct analysis and prompt response to incoming information depends on the professional training of employees of the district police department. When applying to the internal affairs bodies, a citizen interacts with the district departments of the Ministry of Internal Affairs of Russia, the solution of the problem that was the reason for the appeal largely depends on the skillful actions of the police officers, the quality and order of services to citizens who applied for help to the internal affairs bodies depends on the competently constructed activities of the district department of the Ministry of Internal Affairs. This study aims to develop scientific proposals and recommendations for improving the management of the activities of the territorial bodies of the Ministry of Internal Affairs of the Russian Federation at the district level.

The subject of research in this article is citizens registration at the place of residence in the Russian Federation as one of the primary activities of internal affairs bodies. The purpose of the research is to analyze the registration activity of internal affairs bodies in the field of migration, theorize its independence, and develop scientific and methodical recommendations on how to improve Russia’s legislation and law enforcement practice in the field of interest with account for the modern demands of Russian society.  The author uses both general scientific (historical, dialectical, comparative, deductive and inductive), and special legal research methods, such as the comparative legal method.  The topicality of the research is determined by the undervaluation, in the author’s opinion, of the role of citizens registration in the Russian Federation in the field of national security provision, and by the necessity to create a more efficient system of quantitative accounting of the population in the Russian Federation compared with the current registration system. Currently, the optimal ways to improve the system of citizens registration at the place of residence in the Russian Federation are being searched for.

In this article, the authors consider the role of professional orientation in the formation of cadres for training and subsequent service in the bodies of internal affairs of the Russian Federation. The main problems connected with the fastening of the personnel in the service in the ATS after the receipt of the profile education are revealed. The reasons for the outflow of young employees in the first years of service are analyzed. In the development of the topic, the authors show the interrelationship of career-orientation activity with the training of a professional employee of the internal affairs bodies that meets the modern requirements of the state and society.
