ANALYSIS OF THE FEATURES OF MANAGING AN AMBULATORY-POLYCLINIC INSTITUTION USING THE METHOD OF ANALYSIS OF HIERARCHIES AND THE FUNDING MODEL

В статье проведено изучение основных факторов и акторов, характеризующих систему управления, применяемой в амбулаторно-поликлиническом учреждении с помощью метода анализа иерархий и построенной схемы системной динамики с помощью программы Ithink. Для понимания основных действующих механизмов управления был выявлена основная цель деятельности поликлинического учреждения и ряд факторов, влияющих на ее достижение. Этот тип изучения процессов основан на методе анализа иерархий. Основной целью применения данного метода является выявление ряда факторов и акторов, оказывающих на механизм управления наибольшее влияние, а также помогает выявить основные проблемы функционирования, устранение которых позволит обеспечить такое качество оказываемых медицинских услуг, которое бы соответствовало установленным нормам и стандартов оказания первичной медико-санитарной, скорой, специализированной и паллиативной помощи. Выявление существующих проблем управления позволит определить основные направления улучшения работы амбулаторно-поликлинического учреждения. Для оптимальной работы системы управления и обеспечения высокого качества оказываемых услуг важной составляющей является экономический фактор. В условиях дефицита финансовых средств он становится все более значимым для сферы медицинского обслуживания The article deals with the study of the main factors and actors characterizing the management system used in an outpatient clinic using the hierarchy analysis method and the constructed system dynamics scheme using the Ithink program. To understand the main operating mechanisms of management, the main goal of the activity of the polyclinic institution and a number of factors affecting its achievement were identified. This type of process learning is based on the hierarchy analysis method. The main purpose of using this method is to identify a number of factors and actors that have the greatest impact on the management mechanism, and also helps to identify the main problems of functioning, the elimination of which will ensure such quality of medical services that would meet the established norms and standards for the provision of primary health care. emergency, specialized and palliative care. Revealing the existing management problems will determine the main directions for improving the work of an outpatient clinic. The quality of development and commissioning the automated system for preparing aircraft flight data (ASPD) depends on many factors, among which it is necessary to identify and justify those most significantly affecting quality of the system being commissioned. The practice of designing an ASPD has shown that the quality assessment based on its characteristics is nothing more than a consequence. This situation is due to the presence of deeper factors that will only appear during the operation of the system. To eliminate this situation, the problem is formulated as a task of determining the factors affecting the quality of development and commissioning the system, based on the data obtained by mathematical processing of expert estimates of each factor significance. To solve this problem, it is proposed to use the hierarchy analysis method. Developed on its basis the methodological approach makes it possible: – to identify the main factors significantly affecting the quality of the ASPD being commissioned, and to propose qualitative scales for assessing the degree of feasibility of each generic criterion; – to formalize a multi-criteria indicator of the degree of the ASPD quality compliance with the requirements of generic criteria and obtain its dependence on the levels of development and commissioning the system; – to justify the requirements for ASPD operational suitability, perform its evaluation, as well as determine the necessary measures for implementing the specified requirements on operational and technical characteristics of the ASPD.

We surveyed attitudes of decision makers involved in making decisions about technology acquisition in hospitals, receiving replies from 989 (72%) anglophone respondents and 201 (68%) from francophone respondents. Respondents split on whether to try unverified procedures, strongly agreed that medical technology should be evaluated, and expressed a desire for technology assessment data. The quality of health care, need, and compatibility with the institution's role and mission were seen as the most important factors affecting acquisitions. Our study suggests that half the battle has been won; decision makers appear convinced that technologies must be evaluated. Organizational mechanisms, however, may still be required to ensure implementation.

Regional agricultural drought vulnerability (RADV) is a complex nonlinear problem caused by the interaction of multiple factors, and an objective and systematic method is proposed by this paper to identify its influencing factors, which plays an important role in preventing and regulating the risks of regional agricultural drought. Firstly, to provide a reference for the evaluation problem in selecting the number of factors, the influencing factors affecting RADV are revealed by using the method of phase space reconstruction (PSR). Secondly, to rank the importance of influencing factors, a grey trend relational analysis (TGRA) method is proposed, considering the dynamic development relationship between the RADV index and the influencing factors and integrating the absolute and relative variation of sequences in each corresponding period. Finally, to reduce the collinearity between the influencing factors, a grey trend relational clustering (TGRC) analysis method is proposed. According to the above steps, the process of identifying factors based on PSR-TGRC method is formed. Taking Henan Province as an example, 14 main influencing factors and their effects on RADV are identified from all 42 factors, and the identification results which are consistent with the actual drought relief work show the rationality and practicality of PSR-TGRC method and provide theoretical support for formulating strategies of regional agricultural disaster prevention and mitigation.

The article contains substantiated criteria for the quality of an advertising video using the Saaty hierarchy analysis method. Thanks to the proposed recommendations, the enterprise can prioritize the video content development process and focus more on the significant criteria that affect the final result. The equivalence of the influence on the quality of the video of such criteria as the level of personnel qualifications, the quality of the script, the price and speed of creation, technical equipment has been proved. Other criteria are less important, but have their own contribution.

Background: Pakistan served as a host for more than 1.4 million Afghan refugees for more than 40 years. Access to health care is the most important issue faced by refugees, because they might be at a higher risk for certain diseases. This risk can be attributed to a lack of awareness of health care facilities, health beliefs, inadequate hygiene, cultural differences, and malnutrition. Health of individuals is closely associated with their quality of life. Quality of life over the whole lifespan is pivotal to overall life satisfaction. It includes physical wellbeing, mental health, education, occupation, income, personal safety, as well as (religious) freedom. Until now, the health status of Afghan refugees has never been comprehensively investigated in Pakistan. Therefore, an assessment in this regard is needed to explore their health-related quality of life, for securing their human right to health. Methods: A cross-sectional study has been designed to describe and explain the health-related quality of life of Afghan refugees in Pakistan. Multistage cluster sampling was applied for selection of study participants. The number of respondents from two regions in Pakistan was drawn through a proportionate sampling technique. A quantitative research method using pre-validated questionnaires was used for data collection. The questionnaire included items to assess well-being, mental health, health literacy, and factors affecting health and health care. Descriptive analysis was used, whereas inferential statistical tests (binary logistic regression model) was also performed. The study received ethically permission by the Advanced Studies and Research Board of the University of the Punjab, Lahore, Pakistan. Discussion: The assessment of Afghan refugee’s quality of life in Pakistan should lead to recommendations disseminated to public and health care officials. This evidence is needed for policymaking related to adequate measures for improving health conditions of Afghan refugees in Pakistan.

Abstract Background3502 Congolese refugees based in Bujumbura possess the United Nations Higher Commissioner for Refugees (UNHCR) health insurance covering primary health care needs offered by CMC SOLIS clinic. This study sought to assess the quality of health care services received by Congolese refugees and determine factors affecting satisfaction. MethodsA cross-sectional survey was conducted on 400 refugees visiting CMC SOLIS for health care from June to August 2018. A questionnaire based on SERQUAL tool composed of five health quality dimensions was used to collect data on reliability, tangibility, assurance, responsiveness, and empathy. Logistic models were used to determine factors affecting satisfaction. ResultsOverall, 43% of refugees reported satisfaction with health care services. Age and gender significantly determined overall satisfaction. Other determinants such as education did not have significant effects. ConclusionsOverall, results from this study claim that CMC SOLIS does not offer quality health care services to Congolese refugees living in Bujumbura. Most importantly, the quality of health care services worsened with an increasing age as older ages were associated with less likelihood of satisfaction. Also, health care services offered to females seem to be deficient. Trial registration: N/A

PURPOSE: Talking and writing about the training service quality is a delicate topic, especially in the field of Higher education, which prepares personnel for medical practice. A number of factors and conventions influence the training quality of these students. They are major, important and determining component in the process. METHODS: Target: To indicate new objective and subjective factors affecting directly the training process in Higher Medical University (HMU), and to take into account the degree of students’ influence on it; Tasks: To indicate new factors affecting the training process in HMS; to report mathematically and statistically the degree of students’ influence on the academic and practical activity; to prepare questionnaires and to process them statistically; to formulate conclusions. Contingent: 176 medical students and 23 academic tutors from the Faculty of Medicine, Trakia University, Stara Zagora, Bulgaria. CONCLUSION& After completing the tasks, the following conclusions were made: Students - respondents: 87% like their university; 61% find the classroom activities interesting; 2/3 of them do not know the internal rules of their university and faculty. Teachers - respondents: 97% indicate the poor general preparation as a stopper; 59% find the students' self-assessment unrealistic and define it as an obstacle to good coursework.

Development of the system of ensuring quality in higher education of Ukraine grounded the creation of such management subject as a guarantor of the educational program. However, a formal understanding of the role and uncertainty of the guarantor’s status in the contemporary area of managing higher education institutions became the widespread consequence of those innovations. Considering the stated above, various models of managing the quality of educational programs with the help of the guarantor have been developed in the research, and conditions for efficient application of such models in Ukrainian universities have been grounded. The research is based on the application of the strategic analysis method GAP for identifying issues and features of organizing management in systems of internal quality assurance in universities, and methods of modeling and graphical analysis method for creating alternative management systems in educational programs with and without such professional educational-scientific structural subdivisions as departments. As a result, the developed models include the rational organization of management of educational programs under the conditions of centralized and decentralized systems of internal educational quality assurance provision. For instance, it could create favorable conditions for decreasing bureaucracy and repetition of functions in the management system of universities and lead to the realization of the individual potential of guarantors as managers-experts in educational programs.
