A method for the development an effective technology for casting of billets of insert cutters with specified properties from high-speed steels for milling cutters of rotors of mining combines is proposed, including the identification of a set of goals, the choice of priority technology and the determination of the specified characteristics of the technology. High-speed friction welding (HSFW) is a solid-state joining process involving the use of friction heat emitted during the technological process. The application of the HSFW technology enables the fast and repeatable making of joints characterised by favourable properties. The article presents tests concernin the development of the HSFW-based technology enabling the joining of solenoid valve elements made of two grades of free-cutting steel, i.e. 11SMnPb37 and 11SMn37. The article also discusses the course of technological tests, the making of a test rig, the determination of ranges of technological parameters and selected test results concerning welded joints.


Chapter 5 deals with formulation of the problem of multicriteria assessment of projects and scenarios. Expert assessment methods are reviewed. Determination of criteria values, multicriteria estimation and data processing methods are proposed. Nested scalar convolutions method is proposed. Project profile approach is considered. Vector optimization of hierarchical structures methods is proposed. Structural optimization, description of structure, parameters of significance and calculation of priority factors methods are considered. Calculation of the nested scalar convolutions and calculation of the hierarchical structure assessment method is proposed. Parametric synthesis and substantial model is considered. Optimal allocation of fewer resources method is proposed. System optimization approach is given.

Purpose. Analysis of the efficiency of the operation of passenger ships. Methodology. The study was carried out using the method of expert assessments. Findings. Using the method of expert assessments, experts evaluate factors that are difficult to formalize, which allows them to make a well-founded conclusion about the operation of the object under consideration in certain conditions. In the study, such criteria as technical, service, organizational and economic, marketing and safety were proposed as criteria for assessing the efficiency of the operation of passenger ships. The components of these criteria reflect the efficiency of the operation of passenger ships, both from the position of the ship owner and the position of the passenger, which is important for ensuring the demand for water passenger transport services. The sequence of operations, according to the expert assessment of the selected criteria, is as follows: development of the questionnaire; selection of experts; determination of the competence of experts; survey of experts; analysis and generalization of survey results; determining the consistency of expert opinions; implementation of results. The expert assessment method determines the operational efficiency of each vessel and shows how each of the criteria affects the efficiency. And also, it allows you to determine the weight of each criterion, which, in turn, allows you to determine the ways to improve the efficiency of the passenger fleet operation. Originality. The presented method, in contrast to other methods, makes it possible to give a comprehensive assessment of the efficiency of the operation of passenger ships using both quantitative and qualitative criteria. This takes into account the requirements for operational efficiency both on the part of the ship owner and on the part of passengers. Practical value. The results of the research carried out can be used by shipowners to assess the efficiency of the operation of their fleet, the fleet that can be attracted on lease terms, as well as to determine the strategy for increasing the efficiency of the fleet.

Subject. This article explores the economic relations of economic entities concerning effective investment activities, combining elements of investment control and assessment of related risk. Objectives. The article aims to analyze and logically substantiate the stages and types of investment activities of enterprises and investment projects in-progress, as well as define a methodological approach to assessing project risks. Methods. For the study, we used a structural and logical analysis, and deductive reasoning. The methodological base of the study is based on the principles of the theory of finance, investment and risk management. Results. The article defines stages of assessing the financial condition of enterprises and proposes a methodological approach to assessing certain risks of an investment project based on the risk ranking by degree of probability and significance of an event through applying the expert assessment method. The article also presents a practice-oriented risk map for investment projects and clarifies the concept of Investment Control. Conclusions. The results of the study can help address the significant for the Russian economy issue of stimulating and developing investment activities at enterprises, as well as implementing and evaluating the effectiveness of investment projects at the micro-and macro-levels of the country's economy.

Subject. This article deals with the issues related to the formation and implementation of the innovation capacity of the Russian Federation subjects. Objectives. The article aims to develop the organizational and methodological foundations for the formation of a model of the regional innovation subsystem. Methods. For the study, I used the methods of analysis and synthesis, economics and statistics analysis, and the expert assessment method. Results. The article presents a developed basis of the regional innovation subsystem matrix model. It helps determine the relationship between the subjects and the parameters of the regional innovation subsystem. To evaluate the indicators characterizing the selected parameters, the Volga Federal District regions are considered as a case study. The article defines the process of reconciliation of interests between the subjects of regional innovation. Conclusions. The results obtained can be used by regional executive bodies when developing regional strategies for the socio-economic advancement of the Russian Federation subjects.

This chapter reviews traditional and new zooplankton sampling techniques, sample preservation, and sample analysis, and provides the sources where in-depth discussion of these topics is addressed. The net systems that have been developed over the past 100+ years, many of which are still in use today, can be categorized into eight groups: non-opening/closing nets, simple opening/closing nets, high-speed samplers, neuston samplers, planktobenthos plankton nets, closing cod-end samplers, multiple net systems, and moored plankton collection systems. Methods of sample preservation include preservation for sample enumeration and taxonomic morphological analysis, and preservation of samples for genetic analysis. Methods of analysis of zooplankton samples include determination of biomass, taxonomic composition, and size by traditional methods; and genetic analysis of zooplankton samples.

The harmonic reducer, with its advantages of high precision, low noise, light weight, and high speed ratio, has been widely used in aerospace solar wing deployment mechanisms, antenna pointing mechanisms, robot joints, and other precision transmission fields. Accurately predicting the performance of the harmonic reducer under various application conditions is of great significance to the high reliability and long life of the harmonic reducer. In this paper, a set of automatic harmonic reducer performance test systems is designed. By using the CANOpen bus interface to control the servo motor as the drive motor, through accurately controlling the motor speed and rotation angle, collecting the angle, torque, and current in real time, the life cycle test of space harmonic reducer was carried out in high vacuum and low temperature environment on the ground. Then, the collected data were automatically analyzed and calculated. The test data of the transmission accuracy, backlash, and transmission efficiency of the space harmonic reducer were obtained. It is proven by experiments that the performance data of the harmonic reducer in space work can be more accurately obtained by using the test system mentioned in this paper, which is convenient for further research on related lubricating materials.

Purpose The purpose of this paper is to analyse the impact of high-speed railway (HSR) on industrial pollution emissions using the data for 285 prefecture-level cities in China from 2004 to 2016. Design/methodology/approach The research method used in this paper is the multi-period difference-in-differences (DID) model, which is an effective policy effect assessment method. To further address the issue of endogeneity, the DID integrated with the propensity score matching (PSM-DID) approach is employed to eliminate the potential self-selection bias. Findings The results show that the HSR has significantly reduced industrial pollution emissions, which is validated by several robustness tests. Compared with peripheral cities, HSR exerts a greater impact on industrial pollution emissions in central cities. In addition, the mechanism test reveals that the optimised allocation of inter-city industries is an important channel for HSR to mitigate industrial pollution emissions, and this is closely related to the location of HSR stations. Originality/value Previous studies have paid more attention to evaluating the economic effects of HSR, however, most of these studies overlook its environmental effects. Consequently, the impact of HSR on industrial pollution emissions is led by using multi-period DID models in this paper, in which the environmental effects are measured. The results of this paper can provide a reference for the pollution reduction policies and also the coordinated development of economic growth and environmental quality.
