Land allocation for agricultural lands is required when the region have potency to be developed while the same time, conservation aspects are still considered. Central Kalimantan Province with total areas of 15, 451, 287 hectares has potential land available for agricultural development. At initial stage, with a landscape scale, land resource potential is needed to be assessed for planning purposes. The aimed of this study was to design the spatial concept of agricultural landscape planning on sustained basis. Methodology used in this include concept of land capability evalution (LCE) approach and geographic information system (GIS) application. The result of evaluation showed that Central Kalimantan was classified into 6 land capability classes i.e class II, III, IV, VI, VII, and VIII with several limiting factors such as peat depth, drainage, slope, and texture. Within GIS environment, the result of spatial analysis shown that total areas of agricultural land region was 9,571,231 hectares or 61.95% of total Central Kalimantan province. This indicates that the lands are still widely available for agricultural development.  These areas are located not only in wetlands typology but also found in dryland areas. Specific program that specific to location can then be formulated in order to develop the areas.

Along with the increasing the of the land-use change of the fertile agricultural land in Java, the better awareness has been subjected to the importance of function peat land for agricultural development. Cassava (Manihot esculenta Crantz) is a tuber plant that potentially developed as important carbohydrate source. The objective of this research was to identify superior cassava variety candidate of selected cassava developed by of Research Centre Biotechnology, LIPI which has high adaptation capability and yield in Central Kalimantan peat land area. This research was conducted from July 2010 through May 2011 in Central Kalimantan Province (Kalampangan dan Pulang Pisau in total of area 1.5 and 2.25 ha respectively). There were three genotypes of cassava tested, i.e. Iding (high amylose), Gebang (low amylose), and Menti (high starch) compared to Adira 4 (35 ton/ha) and Darul Hidayah (102.1 ton/ha). The variables observed were plant height (cm) and tuber weight (grams). Observations were conducted at the age of 10 months. Data was analyzed using SPSS version 16.0. The results showed that the plant height and yield were higher in Pulang Pisau than Kalampangan even though the difference is not significant (P ≤ 0,05). Darul Hidayah has highest plant height and yield, 229.8 cm and 2271 g respectively among other genotypes/varieties grown at Pulang Pisau even though the value was not significant, whereas in Kalampangan, Darul Hidayah showed the lowest yield (670 g). Based on the data obtained, the Darul Hidayah variety can be cultivated by farmers in Pulang Pisau peat land to fulfill the availability of superior cassava seedlings for food, feed and industry. Modern economics is a complex multi component system where management is aimed, first of all, at solving problems of optimal use of land, labor and material and technical resources in order to increase the efficiency of production.Land is the basis of agricultural development. If in all other branches of production land plays mainly a passive role, it is an active element in agriculture. In this branch, it is simultaneously an object of labor and a means of production due to which a man grows necessary crops.The purpose of the article is to analyze the use of land resources and determine indicators to improve of the efficiency of land resource potential for improving the management system of resource potential of enterprises.The conducted research made it possible to conclude that enterprise’s land resources are interdependent and interconnected and balanced optimal correlation between them opens up opportunities for developing an innovative economic system which is characterized by maximum productivity.As a result of the study, it has been established that the process of managing land resource potential of enterprises should be based on the use of a systematic approach, which involves evaluating land resource opportunities and their rational use in the conditions prevailing.The practical value of the research is to carry out an assessment of the land resource potential of enterprises on the basis of the use of the index estimation method. The evaluation of quantitative and qualitative characteristics of structural components of the land potential of the territory allows us to analyze the level of development of the regional economy, identify disparities between individual elements of the potential, as well as to define priority areas of regional policy in the field of land use.The assessment made it possible to determine main criteria for improving the efficiency and potential use of land resources of enterprises. As a basis the indicator of potential yields can be used.

The survival of habitat-dependent fauna within agricultural mosaics depends on their ability to occupy remnant habitat patches and move through the modified landscape. In north-west Victoria, Australia, less than 10% of the pre-European extent of Belah Casuarina pauper woodland remains intact due to agricultural development. The White-browed Treecreeper Climacteris affinis, is a small, insectivorous passerine that, in this region, preferentially inhabits Belah woodland. To assess the ability of C. affinis to persist in an agricultural landscape, 30 woodland sites in the Millewa landscape (34�30'S, 141�30'E) were surveyed, and patterns of patch occupancy used to examine the influence of spatial characteristics, landscape context and grazing by stock on the suitability of remnants as C. affinis habitat. Sites occupied by C. affinis were larger and less likely to be grazed by stock than vacant patches. The area-dependency of patch occupancy represents a step-threshold: C. affinis were not detected in remnants with less than 18.5 ha of Belah woodland but above this threshold, density was not correlated with patch area. Measures of patch isolation, the existence of linking linear "corridors" and tree density were not reliable indicators of patch occupancy. The presence of the species in remnants entirely surrounded by agricultural land suggests they are capable of crossing up to 450 m of cultivated land to prospect for habitat. The extensive network of linear vegetation and the numerous small remnants and scattered trees appear to facilitate movements of C. affinis in this landscape. Increasing the size of existing remnants, creating new habitat to expand the area of occupancy and maintaining landscape connectivity are priorities for the long-term management of this threatened species.

Goal. To carry out a scientific analysis of approaches to the determination of the effectiveness of land use in the context of the transformation of land relations. Methods. System-structural analysis of approaches to optimization of land use of rural territories. Results. The theoretical and methodological approaches to increase the efficiency of use of agricultural land potential potential in the development of decentralization processes are substantiated. Conclusions. The complex system of measures concerning the ecological and economic regulation of the use of land- resource potential by the development of a system of land management projects on the basis of ecologically safe land use is substantiated and proposed.

The article reveals the problem of irrational use of agricultural land and land relations in the Novgorod region. The most important sign of such use is the annual reduction in the area of this category. Based on the use of the SPACE analysis method by the authors to assess the level of agricultural development in the Novgorod region, taking into account its natural resource potential, the position of this region in the North-Western Federal District was determined as with low agricultural production, and a number of problems in the field of land relations in the region that hinder rational land use were identified. In order to identify these problems, the authors used the method of extrapolating a number of dynamics with the calculation of optimistic and pessimistic ways of developing land relations in the region. As a result, the authors systematized the main reasons for the destruction of land relations in the Novgorod region into natural, organizational, economic and social ones, and also developed direc-tions for improving the use of agricultural land in the Novgorod region, including through the use of rental mechanisms, in order to achieve the rational use of such land.

Jurnal Lahan Suboptimal: Journal of Suboptimal Lands  9(1): 64-72.In order to promote sustainable landuse, the need of landuse planning is urgently required and it can be designed based on the result of spatial land resource data management. Land resource evaluation is main component for landuse planning which this procedure was applied to determine land allocation for arable lands for rice farming development. The use of geographic information system (GIS) technology was also employed not only for spatial data management, but they could also be applied to support decision making within establishing landuse planning. The objective of this study was to allocate the arable lands for extensification and intensification regions as main part of landuse planning for food crops areas development.  In the case of Pulang Pisau District, land allocation for extensification and intensification regions were mainly found in southern part and mostly located at  watershed areas with each total areas respectively of 380,261 hectares (36.81%) and 29,941 hectares (2.90% of total areas of Pulang Pisau District). In order to support these potential areas, specific programs could then be formulated to increase the yield and productivity for these regions.

Taxation of the agricultural sector is a major instrument for mobilization of the surplus to finance development projects within the agricultural sector and/or the rest of the economy. For many years, the need for a heavier taxation of agricultural land has formed part of the conventional wisdom regarding the ways of extracting agricultural surplus and increasing the tempo of agricultural development in poor countries. Land taxes have both equity and efficiency properties that gladden the hearts of both economists and vocal politicians belonging to urban areas. Taxes on land promote efficiency in the allocation of scarce resources by creating incentives for farmers to increase their effort and reduce their consumption, thus expanding the amount of agricultural produce available to the non-agricultural sectors of the economy. A tax on land has an important redistributive function because its incidence falls squarely on the landlord and is shifted neither forward to consumers nor backwards to suppliers of agricultural inputs; nor does it introduce distortions in the allocation of productive resources.

AbstractDespite harsh climate, agriculture on the northern margins of Russia still remains the backbone of food security. Historically, in both regions studied in this article – the Republic of Karelia and the Republic of Sakha (Yakutia) – agricultural activities as dairy farming and even cropping were well adapted to local conditions including traditional activities such as horse breeding typical for Yakutia. Using three different sources of information – official statistics, expert interviews, and field observations – allowed us to draw a conclusion that there are both similarities and differences in agricultural development and land use of these two studied regions. The differences arise from agro-climate conditions, settlement history, specialization, and spatial pattern of economy. In both regions, farming is concentrated within the areas with most suitable natural conditions. Yet, even there, agricultural land use is shrinking, especially in Karelia. Both regions are prone to being affected by seasonality, but vary in the degree of its influence. Geographical location plays special role, and weaknesses caused by remoteness to some extent become advantage as in Yakutia. Proximity effect is controversial. In Karelia, impact of neighboring Finland is insignificant compared with the nearby second Russian city – Saint Petersburg.

Agricultural land acquisition for urbanization (ALAFU) has strongly impacted agriculture in Vietnam during the last decades. Given the mixed data obtained from a survey with 50 households who lost 50% of their farmland area (in-depth interviews, a group-focused discussion and observation) this study shows the different impacts of ALAFU on each agricultural activity of affected household by comparing before and after ALAFU. Rice cultivation and animal breeding have sharply declined, but potted flower plantation (PFP) has quickly grown and is the main income of 34% of surveyed households. Rice cultivation has declined not only as a result of agricultural land acquisition, which has resulted in the loss of rice land, but also as a result of urbanization, which has resulted in rice land abandonment. Conversely, PFP is growing due to advantages associated with urbanization, such as a good consumer market and upgraded infrastructure. However, whether they are declining or increasing, all agricultural activities have to face challenges related to the shortcomings in agricultural land allocation and agricultural development plans. This study suggests that if ALAFU projects are continued, the government should evaluate agricultural development and forecast farmland abandonment after ALAFU. Simultaneously, they should put more effort into maintaining agriculture in the form of peri-urban or urban agriculture, which is significant for sustainable development in affected communities.
