Modern economics is a complex multi component system where management is aimed, first of all, at solving problems of optimal use of land, labor and material and technical resources in order to increase the efficiency of production.Land is the basis of agricultural development. If in all other branches of production land plays mainly a passive role, it is an active element in agriculture. In this branch, it is simultaneously an object of labor and a means of production due to which a man grows necessary crops.The purpose of the article is to analyze the use of land resources and determine indicators to improve of the efficiency of land resource potential for improving the management system of resource potential of enterprises.The conducted research made it possible to conclude that enterprise’s land resources are interdependent and interconnected and balanced optimal correlation between them opens up opportunities for developing an innovative economic system which is characterized by maximum productivity.As a result of the study, it has been established that the process of managing land resource potential of enterprises should be based on the use of a systematic approach, which involves evaluating land resource opportunities and their rational use in the conditions prevailing.The practical value of the research is to carry out an assessment of the land resource potential of enterprises on the basis of the use of the index estimation method. The evaluation of quantitative and qualitative characteristics of structural components of the land potential of the territory allows us to analyze the level of development of the regional economy, identify disparities between individual elements of the potential, as well as to define priority areas of regional policy in the field of land use.The assessment made it possible to determine main criteria for improving the efficiency and potential use of land resources of enterprises. As a basis the indicator of potential yields can be used.

The current needs in the regulation of land relations, which are due to a qualitatively new approach to the development of land use potential, land use, ownership and disposal and the conditions under which the free land market in Ukraine should be formed. The concept of transformation is considered, which means the process of replacing the features of one economic order with similar features of another order, resulting in the transformation of the economic system as a whole. The main problems of land management in rural areas of Ukraine, which provide for the revival of rural areas by optimizing their territorial organization, creating conditions for balanced use of nature and protection of natural resources, improving social conditions and living infrastructure of rural residents, improving the demographic situation in rural areas. It is emphasized that to date in Ukraine no land is classified according to suitability on the basis of taking into account (balancing) environmental opportunities and economic feasibility. It is indicated that the priority in the implementation of land policy is the development of the necessary land management and urban planning documentation, land inventory, topographic and geodetic works, land valuation, land management schemes and feasibility study of land use and protection of administrative-territorial entities, development of working projects reclamation of disturbed lands, protection of lands from erosion, flooding and other dangerous geological processes. The components of the formation of information and analytical support for monitoring the use of land resources of the united territorial communities of Ukraine are proposed. It is concluded that the functioning of the land market in Ukraine should be based on social justice, public, public and private interests, legality, efficiency, transparency, openness, ensuring the balanced development of settlements and other areas, protection and rational use of land resources potential and other natural resources. At the same time, the main generator of sustainable development of rural areas, its economic «engine» should be economic activity in rural areas, rational use of land and resource potential, focused on the multifaceted functioning of the rural economy.

Land allocation for agricultural lands is required when the region have potency to be developed while the same time, conservation aspects are still considered. Central Kalimantan Province with total areas of 15, 451, 287 hectares has potential land available for agricultural development. At initial stage, with a landscape scale, land resource potential is needed to be assessed for planning purposes. The aimed of this study was to design the spatial concept of agricultural landscape planning on sustained basis. Methodology used in this include concept of land capability evalution (LCE) approach and geographic information system (GIS) application. The result of evaluation showed that Central Kalimantan was classified into 6 land capability classes i.e class II, III, IV, VI, VII, and VIII with several limiting factors such as peat depth, drainage, slope, and texture. Within GIS environment, the result of spatial analysis shown that total areas of agricultural land region was 9,571,231 hectares or 61.95% of total Central Kalimantan province. This indicates that the lands are still widely available for agricultural development.  These areas are located not only in wetlands typology but also found in dryland areas. Specific program that specific to location can then be formulated in order to develop the areas.

The purpose of this work is to analyze the land resource potential of the Transcarpathian region and the main trends in the efficiency of its use. The study of land use optimization in the mountainous and foothills of the Carpathians is of particular importance. The specific climatic and morphological conditions of the region and the reorganization of land use exacerbate the problem of effective development of the agricultural sector and ecology of land reproduction. Method. General scientific methods, including analysis, scientific synthesis, analytical method, methods of comparison and generalization been used in the study. To study the current state of land and resource potential of the Transcarpathian region, information from the Main Department of the State Geocadastre in the Transcarpathian region and statistical materials of the Main Department of Statistics in the Transcarpathian region have been used. To achieve this goal, comparative geographical and statistical research methods have been used. Scientific novelty. The article highlights the trends, approaches and features of land use potential of the Transcarpathian region. Its spatial differentiation has been investigated, the component structure of the land fund of the Zakarpattia region has been analyzed and the intensity of the target use of the land resources of the region has been determined. A general assessment of the use of land resources of the Transcarpathian region has been done as a major factor in the development of agricultural monosystems and identified areas of its rational use. It has been determined that a characteristic feature of the land resources of the region is the low level of area use suitable for agricultural production, there is also a significant withdrawal of land for commercial and residential construction. Practical meaning. The results of this study can be used in the educational process of educational institutions; in the development of state and regional programs for the development of the agricultural sector of the national economy; for the preparation of new regulatory, program and methodological documents.

In the current conditions of decentralization and voluntary community integration, there is a need for a comprehensive, up-to-date, and high-quality study of their resource potential, distribution, and prospects for future community development. The most pressing issue for communities is the issue of the specific definition of their boundaries, planning, use, and protection of land, especially with regard to the authority to dispose of land resources outside the settlement. The article analyzes the constitutional basis of the administrative-territorial system and local self-government in Ukraine, the basic legislation, and the peculiarities of its application in the conditions of change. It is established that in the absence of the adoption of relevant laws, changes to existing ones, the incompleteness of implementation of measures on decentralization of power, untimely resolution of problems arising in the process of implementation of land management reform within the jurisdiction of local councils, the process of reforming local self-government is hampered.

Предложена система показателей оценки эффективности использования ресурсного потенциала по трем направлениям – экономичность, продуктивность, результативность, – сформированная с использованием элементов методологии аудита эффективности. На основании данных медицинских организаций государственной системы здравоохранения г. Москвы, выбранных для исследования, рассчитана комплексная оценка их ресурсного потенциала. The article is devoted to the method of complex assessment of the resource potential of medical organizations that provide primary health care to the population. A system of indicators for evaluating the effectiveness of resource potential use in three areas: Efficiency, Productivity, and Effectiveness, formed using elements of the efficiency audit methodology. A comprehensive assessment of their resource potential is calculated, based on the data of medical organizations of the Moscow state health system selected for the study.

Nations, village communities and individual land users need to make choices about land use in order to support development without risk of land degradation. Computerized land information systems (LIS) based on geographic information systems (GIS) have emerged as powerful tools for generating maps and reports to inform such decisions. Recently, FAO has been developing GIS/LIS systems in linkage with its agroecological zoning (AEZ) and other models, and using them to tackle issues of land, food and people at global, national and subnational levels. They have been successfully developed for land resource management at different scales, but practical difficulties have been encountered in making them accessible to the casual user in most developing countries, due to scarcity of data and poor training support.
