Land use change generally involves transformation in allocating land resources from one to another use. The purpose of this study is (1) to identify the problem of conversion of agricultural land, especially paddy fields (2) to analyze spatial patterns and influencing factors, and (3) to analyze policies related to conversion of agricultural land. This study uses a qualitative approach, data collection using interview techniques, observation, and documentation. The data analysis technique used is qualitative descriptive. The study was conducted in Brebes Regency, Central Java. The conclusion of this study is 1) the conversion of agricultural land to non-agricultural use is strongly influenced by the dynamics of very rapid urban growth, both seen from demographic, economic and physical aspects. 2) The spatial pattern of conversion of paddy fields is influenced by socio-economic factors, including urban population growth, growth and shifts in economic structure, growth of land-use agricultural households and changes in land tenure. 3) The policy related to controlling the conversion of agricultural land is the consistency of the implementation of the RTRW as a key to preventing the conversion of agricultural land to non-agriculture.

Este estudo objetivou analisar as áreas prioritárias ao uso agrícola da bacia do Rio Capivara, Botucatu, SP, por meio da análise multicriterial, visando à conservação dos recursos hídricos.  Os resultados mostraram que o Sistema de Informação Geográfica Idrisi Selva aliado à técnica de análise de multicritérios e ao método de combinação linear ponderada mostrou ser uma ferramenta eficiente na combinação dos diferentes critérios, permitindo a determinação da adequação do uso agrícola das terras de forma menos subjetiva. Os critérios ambientais mostraram-se adequados para a combinação e análise multicriterial, permitindo a elaboração do mapa das classes de adequação ao uso agrícola, podendo ser útil para o planejamento regional e nas tomadas de decisões pelos órgãos públicos e agentes ambientais, pois o método leva em consideração o uso da terra racional e permitindo a conservação dos recursos hídricos. Palavras-chave: Avaliação multicriterial, uso da terra, sistema de Informação Geográfica  CAMPOS, S,;  FELIPE, A.C.; GARCIA, Y.M.; CAMPOS, M.; FERREIRA, L.T.L. This study aimed to analyze the priority areas of the basin agricultural use of the Capivara River, Botucatu, SP, through multicriterial analysis, aiming at conservation of water resources. The results showed that the Geographic Information System Idrisi Selva combined with advanced analysis technique and the weighted linear combination method proved to be an effective tool in the combination of different criteria, allowing the determination of the adequacy of agricultural land use less subjective way. Environmental criteria were shown to be suitable for the combination and multi-criteria analysis, allowing the preparation of the statement of suitability classes for agricultural use and can be useful for regional planning and decision-making by public bodies and environmental agents because the method takes into account the rational use of land and allowing the conservation of hydrics resources. Keyword: Evaluation multicriterial, soil use, Geographical Information System.

Abstrak. Seiring terjadinya penyimpangan penggunaan lahan sangat sering terjadi terhadap rencana tata ruang wilayah (RTRW). Daerah pinggiran kota merupakan wilayah yang banyak mengalami perubahan penggunaan lahan terutama perubahan penggunaan lahan pertanian menjadi non pertanian. Penelitian ini bertujuan untuk menganalisis perubahan penggunaan lahan pertanian di Kabupaten Aceh Selatan tahun 2013 dengan tahun 2017 dan menganalisis keselarasan penggunaan lahan pertanian eksisting tahun 2017 dengan pola ruang Kabupaten Aceh Selatan tahun 2013-2033. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan teknik survai. Sedangkan analisis data spasial menggunakan SIG dengan konsep extract, overlay dan intersect. Hasil kajian menunjukkan hasil koreksi pada pengunaan lahan pertanian tahun 2013 dengan tahun 2017 didapatlah luas penggunaan lahan pertanian yang telah beralih fungsi seluas 8.041,56 ha, yang mana pada lahan sawah seluas 3.680,30 ha dan pada pertanian lahan kering seluas 4.361,26 ha. Penggunaan lahan pertanian yang telah beralih fungsi tersebut telah menjadi berbagai macam penggunaan lahan lainnya yang tersebar di seluruh Kabupaten Aceh Selatan, penggunaan lahan pertanian yang selaras dengan rencana pola ruang memiliki luas 36.293,85 ha (91,30%), penggunaan lahan yang tidak selaras yaitu Penggunaan lahan eksisting tidak selaras dengan rencana pola ruang seluas 1.513,53 ha (3,81%), dan belum terlaksana atau belum terealisasi terhadap lahan pertanian yang direncanakan terhadap pola ruang atau masih dapat berubah sesuai dengan rencana pola ruang seluas 6.711,08  ha (14,44 %). Analysis of Functional Land Distribution of Agriculture in District Aceh SelatanAbstract. Absorption of deviation of land use is very frequent to spatial planning (RTRW). Suburban areas are areas that have undergone many changes in land use due to changes in agricultural land use to non-agricultural use. This research was conducted for 2013 with 2017 and analysis of existing agricultural land use in 2017 with South Aceh Regency spatial pattern year 2013-2033. The method used in this research is descriptive method with survey technique. While spatial data analysis using GIS concept with overlay and intersect concept. The results showed that agricultural land in 2013 with the year 2017 obtained the wide use of agricultural land that has a function conversion of 8,041.56 ha, which in the rice field area of 3,680.30 ha and on dry land of 4,361.26 ha. The use of converted agricultural land into various land uses scattered throughout the District of South Aceh, different use of agricultural land with plans of wide spatial pattern 36,29,85 ha (91,30%), land use that is not aligned Land use the existing is not aligned with the plan of the pattern of the space of 1,513.53 ha (3.81%), and has not been realized or not yet realized on agricultural land that allows the pattern of space can be changed in accordance with the Plan of Space Pattern covering 6,711,08 ha (14,44%).

Abstrak  Pertumbuhan  penduduk dan dinamika pembangunan telah menggeser pemanfaatan lahan yang akhirnya menimbulkan kompleksitas permasalahan lahan yang semula berfungsi sebagai media bercocok tanam (pertanian), berangsur-angsur berubah menjadi multifungsi pemanfaatan. Berubahnya pemanfaatan lahan pertanian ke non pertanian dapat disebut juga sebagai alih fungsi lahan. Kabupaten Aceh Besar adalah salah satu kabupaten yang terus menghadapi permasalahan alih fungsi lahan, khususnya lahan sawah. Alih fungsi lahan ini mengakibatkan luas lahan sawah di Aceh Besar terus menurun. Lahan yang paling banyak mengalami alih fungsi lahan adalah jenis lahan sawah yang menjadi lahan non pertanian. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang menyebabkan terjadinya alih fungsi lahan sawah dan mengidentifikasi dampak sosial dan ekonomi yang dialami petani mantan pemilik lahan akibat alih fungsi lahan sawah menjadi lahan non pertanian. Berdasarkan hasil regresi secara parsial dari analisis regresi faktor harga jual, kebutuhan hidup dan kondisi lahan berpengaruh nyata terhadap konversi lahan sawah di  Kecamatan Baitussalam Kabupaten Aceh Besar. Bedasarkan hasil regresi secara serempak dari hasil regresi didapatkan bahwa harga jual, kebutuhan hidup dan kondisi lahan secara serempak mempengaruhi konversi lahan sawah di Kecamatan Baitussalam Kabupaten Aceh Besar. Berdasarkan isu dampak sosial sebagai akibat alih fungsi lahan di lihat dari keinginan kondisi lama, meningkatkan rasa kerjasama dan kekeluargaan, serta kemampuan memenuhi kebutuhan keluarga mendapatkan hasil yang positif dengan nilai ≥ 50%. Berdasarkan isu dampak ekonomi sebagai akibat alih fungsi lahan di lihat dari peningkatan pendapatan mendapatkan hasil yang positif dengan nilai ≥ 50%.Impact Of Paddy Fields Function  On Community Socio-Economic Conditions Of Baitussalam District, Aceh Besar RegencyAbstract  Population growth and the dynamics of development have shifted land use which eventually led to the complexity of the problem of land that used to function as a farming medium (agriculture), gradually becoming a multifunctional use. Changing the use of agricultural land to non-agriculture can also be referred to as land conversion. Aceh Besar District is one of the districts that continues to face the problem of land conversion, especially rice fields. The conversion of this land function has caused the area of paddy fields in Aceh Besar to continue to decline. The land that has experienced the most land use change is the type of rice field that becomes non-agricultural land. This study aims to identify the factors that cause the conversion of paddy fields and identify the social and economic impacts experienced by farmers former landowners due to the conversion of paddy fields to non-agricultural land. Based on the partial regression results from the regression analysis, the factors of selling price, life necessity and land conditions have a significant effect on the conversion of paddy fields in Baitussalam District, Aceh Besar District. Based on the simultaneous regression results from the regression results, it was found that the selling price, life needs and land conditions simultaneously affected the conversion of paddy fields in Baitussalam District, Aceh Besar District. Based on the issue of social impacts as a result of land use change seen from the desires of the old conditions, increasing the sense of cooperation and kinship, as well as the ability to meet family needs get positive results with a value of ≥ 50%. Based on the issue of economic impact as a result of the transfer of land functions, it can be seen from the increase in income that has a positive result with a value of ≥ 50%.

The article outlines the main trends in the spatial development of agricultural land use and land tenure in the Non-Chernozem Economic Zone of the European part of Russia, which are summarized in several groups; worldwide trends, the most significant changes in countries, production and market phenomena, changes in the forms and types of ownership and land management. An assessment of the main problems that prevent the spatial development of agricultural land use is considered in the article paying the special attention to the areas unfavorable for agricultural production. The authors describe the existing problems in the field of land relations and administration of agricultural lands.

This research has been done to identify changes in agricultural land to non-agriculture causing the establishment of illegal settlements. Viewed from the standpoint of nature this research is descriptive research, carried out in order to help in strengthening old theories or within the framework of developing new theories. Research locations are in the Office of the Regional Planning, Research and Development (BP3D) Boyolali Regency and Boyolali Regency Agriculture Office. Data collection was carried out by interview and literature study. Data analysis technique is done by data reduction, data display and conclusion. The results show that agricultural development will occur if land problems over the conversion of agricultural land into settlements are unavoidable or need to find a solution to a problem that is very urgent, this is by studying the impact of the problem and socializing the community over these impacts and their resolution to obtain clarity of land legality the conversion. When land starts to shrink, domestic food needs will decrease because population growth cannot be avoided every year. For this reason, immediate special handling is needed, such as direct counseling for the community. Will be danger of land conversion is carried out continuously. Development of the latest technology is needed to manage the land so that fertility does not decrease quickly so as to reduce land productivity. Another way replacement of agricultural land which is used as an alternative handling of the legality problem of conversion of agricultural land.

Abstrak. Lahan pertanian di wilayah pinggiran kota besar di Indonesia, sangat rentan mengalami alih fungsi menjadi kawasan non pertanian. Kegiatan pemantauan lahan secara periodik dalam bentuk penelitian terhadap alih fungsi lahan sawah sangat diperlukan untuk menemukan apakah Rencana Tata Ruang Wilayah Kabupaten yang telah ditetapkan tersebut berjalan sesuai dengan perencanaannya atau telah terjadi ketidakselarasan. Penelitian ini bertujuan mengetahui perubahan penggunaan lahan sawah tahun 2007-2016 dan untuk menghitung prediksi ketersediaan lahan sawah dan produksi beras tahun 2017-2026 di Kecamatan Darussalam Kabupaten Aceh Besar. Hasil yang diperoleh dari penelitian ini yaitu luas lahan sawah di Kecamatan Darussalam telah berkurang sebesar 1.068 ha atau 56,9% selama tahun 2007-2016. Sebaran sawah aktual akan mengalami defisit kecukupan lahan sawah terhadap kebutuhan beras di Kecamatan Darussalam  di periode tahun 2024-2025.Prediction Of Paddy Fields Availability Using Forecasting Method In Darussalam Sub District)Abstract. The agricultural land at suburban region in Indonesia, is very vurnerable to being converted into non-agricultural sector. The land monitoring activities in study form against paddy fields land conversion is very necessary to figure out whether the District Spatial Plans that had been set goes according to the planed or there have been inconsistencies. This study aims to know the change of paddy fields land use in 2007-2016 and to calculate the predictions of availability  of paddy fields and rice productions on 2017-2026 in Darussalam, Aceh Besar Districts. The results obtained from this study are the paddy fields in Darussalam Sub Districts have decreased by 1,068 ha or 56,9% during 2007-2016. The actual paddy fields swill be deficit in the adequacy of paddy fields to the needs of rice in Darussalam Sub Dictricts in 2024-2025.

This study aims to describe the local wisdom of the Kaili da’a Tribe in managing agricultural land in Dombu Village, Marawola District, Sigi Regency, Central Sulawesi. This research is descriptive qualitative, the research subjects in this study are the people of the Kaili da’a Tribe in Dombu village with the key informant of the Kaili da’a tribal chief, the types and sources of data are primary data and secondary data with data collection methods through observation and interviews. Qualitative descriptive data analysis technique. The results of this study indicate that the cultivation of agricultural land is carried out traditionally in accordance with the local wisdom of the Kaili da’a Tribe, while the management of agricultural land of the Kaili da’a Tribe includes: 1) Preparation includes customary council meetings and traditional ceremonies, 2) Land Opening, 3) Plowing of Land, 4) Land Harvesting, 5) Basic Fertilization.
