The influence of trends for international tourism development on the functioning of domestic tourism industry

Analysis of domestic tourism market shows that Ukraine has objective preconditions for intensive tourism industry development. However, current stage of market transformations requires that domestic tourism industry management searches for non-traditional approaches and new views reflecting international trend of this industry management, including improvement of the methods of tourism activity management, development of economic policy for various categories of tourism activity management, defining of their activity goals and development strategies for the closets and long-term perspective and assessment of perspectives of available resources capacity. The paper aims to explain the use of modern international experience in tourism industry management in organization and economic mechanism at state and regional levels of tourism management in Ukraine as well as to define their role in solution of socio-economic and cultural problems in conditions of economy transformation. The received information will help the central and local tourism management authorities to make optimal strategic decisions and define the best methods of tourism development in Ukraine. The article examines both positive and negative tendencies of development of international tourism, gives a number of advantages of foreign management experience, which can be borrowed by the domestic tourism industry to increase the level of tourism development in Ukraine. The specifics of the mechanisms of regulation and management of the tourism industry are analyzed. Modern tourism plays one of the leading roles in the global economy. World experience reveals the main trends of tourism development and the role of the state in the organizational aspect of the tourism industry. Tourism has become massive, democratic, designed for different interests, tastes, incomes, for the most different contingent. Today, tourism has become virtually independent interdisciplinary economy industry. It plays a very important role in the economy of many states.

The article is devoted to the study of current problems and possible ways of the development, as well as optimization of the international market of tourist services in Ukraine during and after the global crisis connected with the COVID-19 pandemic. The comprehensive analysis of the development of international tourism in Ukraine has been carried out. The main problems in the legislative framework of Ukraine about the lack of full support for the development of international tourism industry in Ukraine have been identified. It is noted that the lack of a single state target program for tourism development over the past ten years was one of the main negative factors that directly affected the systemic work of the main executive department of Ukraine to ensure state policy in tourism – State Agency for Tourism Development of Ukraine (SATD), and, accordingly, the work of regional and local departments on tourism. The author analyzes the cancelation of licensing of travel agency activities in Ukraine, on the basis of which the relevant conclusions were made. The abolition of licensing of travel agency activities in Ukraine has been analyzed, on the basis of which certain conclusions have been drawn. It is concluded that the licensing of travel agency activities in Ukraine was an effective mechanism for identifying professionals in the tourism market and a deter-rent to the penetration of unreliable companies into the market and, as a result, low-quality travel services. It is substantiated that in order to ensure the effectiveness of cooperation between tour operators and travel agents in terms of revoking licensing, may be a scheme of franchising, which is quite popular in many countries, as well as the creation of major tour operators own network (agencies) of retail tours. The need to strengthen the role of the state in solving problems and developing the tourism industry in the post-crisis period is noted. The analysis of the latest data of the World Tourism Organization (UNWTO) allowed us to draw some conclusions about the effects of the COVID-19 virus on international tourism. Thus, the study showed that one of the effective options for the development of international tourism business for many countries is to support the development of domestic tourism.Keywords: international tourism, tourism industry, government politics, tourism, crisis, marketing, COVID-19. Стаття присвячена дослідженню актуальних проблем та можливих шляхів розвитку та оптимізації міжнародного ринку туристичних послуг в Україні в часи та після глобальної кризи, пов’язаною із пандемією COVID-19. Проведено комплексне аналізування розвитку міжнародного туризму в Україні. Виявлено основні проблеми у законодавчій базі України стосовно відсутності повноцінної підтримки розвитку міжнародного туризму в державі. Проаналізовано скасування ліцензування діяльності туристичних агенцій в Україні, на основі чого було зроблено ґрунтовні висновки. Зроблено висновок про те, що ліцензування діяльності туристичних агенцій в Україні є дієвим механізмом виявлення знавців та професіоналів туристичного ринку і стримуючим фактором для проникнення на ринок ненадійних компаній і, як наслідок, неякісних туристичних послуг. Наголошується на необхідності посилення ролі держави у вирішенні проблем та розвитком туристичної галузі у посткризовий період. The article analyzes the state and trends of international tourism. The study of the indicators’ dynamics of international tourism in Russia shows the country’s involvement in the world process of tourism development, still low sectoral financial indicators, but favorable trends for the development of the tourism industry and increasing competitiveness. In the current conditions of the fight against coronavirus and the introduction of measures to prevent a pandemic, the crisis of activity is accompanied by a sharp decline in international tourism and significant economic losses. Solutions for the restoration of the tourism industry are beginning to be implemented by supporting domestic tourism, improving the quality of recreation services and health of citizens.

Compared to international tourism, domestic tourism is less susceptible to external changes and provides a more stable business environment for industry stakeholders. Traditionally, the focus of a majority of tourism research has been international tourism. Existing domestic tourism literature predominantly focuses on the potential of domestic tourism and the measurement of its demands, but greatly ignores the issues and challenges in the domestic tourism industry. This article fills this gap and examines the issues and challenges the domestic tourism industry is facing with a focus on Nepal, a South Asian developing country. The data for this study were collected through semistructured interviews with 20 tourism industry practitioners. The findings of this study demonstrate how uncertainties created by the lack of institutional arrangements and prioritization, and confusion around the appropriate ways and means of managing domestic tourism have contributed to the chaos in the private sector tourism industry in Nepal. Implications for the government and other stakeholders in Nepal and other developing countries have been discussed.

Coronavirus has posed a great challenge to the whole world, including Georgia. The restrictions have taken a heavy toll on the tourism industry worldwide. It has been clear since the spring of the current year that the mass recovery of international tourism will not be possible by 2020. Consequently, the necessity has led to changes, especially in the direction of domestic tourism. Countries apply different strategies. This review article is based on the results of a mini-survey and data from the National Statistics Office. It is analyzed what impact COVID-19 had on local tourism in Georgia, what is the public mood, which places were visited, where did the epidemic break out after the restrictions were lifted, what are the statistics of international tourists in Georgia, etc. Besides, tourism support measures developed around the world are discussed.

Tourism literature is awash with evidence of the value of domestic tourism to the tourism industry in general. However; there is limited knowledge of how domestic tourism is contributing towards sustainable tourism development especially in developing countries. This study explored the contribution of domestic tourism to sustainable tourism development in Zimbabwe, one developing country in Southern Africa. Using qualitative methodologies, data were collected and thematically analysed. The study revealed that domestic tourism has both positive and negative contributions to sustainable tourism development in unique ways. In conclusion, it was noted that without domestic tourism, Zimbabwe as a tourism destination would be struggling to grow its tourism product offering and expand its market share on the global tourism market.

Promotion of agritourism in Russian regions is a key condition for the formation and development of this promising trend of tourism industry. Comprehensive elaboration of regulatory and legal framework, as well as the consolidation and the multifaceted support of the municipal and regional authorities are in need for its implementation. The article is devoted to assessing the current state and development problems of agritourism in Tambov region. Agritourism in Tambov region is at the initial stage. In the region there is a complex of natural, cultural, historical and socio-economic condi- tions for its development. However, there are a number of difficulties (legal, infrastructure and others). The state and regional programs for the domestic tourism development and support for small businesses in rural areas are the most important element for the successful development of rural tourism. The article provides an analysis of tourist potential of Tambov region and identifies the problems and prospects of domestic tourism development. The author describes possibilities of agritourism for promotion and innovative development of domestic tourism, as well as justifies the necessity of the various forms of supporting tourism destinations. Tambov is currently one of the most promising regions of Russia for investments in tourism development, especially agritourism. However, successful development of this kind of business needs not only support at the municipal level. The solution of problem of agritourism development lies at the regional level. In addition, systematic work is needed in the field of professional training in rural tourism activities. For this purpose, in the region a system of continuous education in agribusiness has been developed It includes the implementation of the project activities with school children in the field of rural tourism, professional training of bachelors of technology and organization of excursion services (Agritourism) and advanced training courses for workers of RF Ministry of Agriculture

Title – Resort-based or resource-based tourism? A case study of Jamaica. Subject area – This case study can be used in the following subject areas: tourism management; tourism policy; tourism planning and development; destination marketing and management; hospitality and tourism management; special event planning and management; and attraction management. Study level/applicability – This case study is useful to both undergraduate and graduate students specializing in hospitality and tourism management. Case overview – This case study explored the nature of two forms of tourism development; resort-based and resource-based, and aimed to determine which is the more viable and sustainable option for the future of tourism in Jamaica, an island destination in the Caribbean which depends highly on the tourism industry. The literature established that both forms of tourism are challenged by several and varying factors and so their synergistic integration appears to be the most functional option for sustainable tourism development in Jamaica along with the involvement of the relevant stakeholders. The aim of the article is development of an approach to the formation on the basis of marketing of the tourist image and brand of the region for the development of domestic tourism in the period and after the pandemic COVID-19 with the prospect of further entry into the international market of tourist services. Analyses. The global pandemic COVID-19 has negatively affected the entire world economy. The tourism sector has suffered greatly from it. More than a hundred countries have imposed restrictions on entry into their territories, which has reduced their revenues from the tourism industry. This has led to significant losses, as the share of tourism in the economy of foreign countries is about 10% (international average). One of the most effective measures to correct the negative trends in the field of tourism is the development of domestic tourism, which should compensate for the losses caused by reducing the flow of foreign tourists. In countries with developed tourism, their share is up to 90%. Ukraine's tourism industry is less dependent on foreign tourists, accounting for about a third of the total. However, domestic tourism can not only provide rapid results that will offset the current losses, but will also prepare for the development of international tourism after the recession of the COVID-19 pandemic. In view of the above, there is a problem of finding ways to develop domestic tourism in Ukraine with the prospect of strengthening the position of the domestic tourism industry in the international market of tourist services. Based on statistics, it is shown that the development of domestic tourism can not only compensate for the curtailment of revenues from international tourism in the context of the COVID-19 pandemic, but also prepare for the recovery of the international tourism services market after the recession of the COVID-19 pandemic. The main components of the tourist potential of the regions of Ukraine are specified. The approach to assessing the feasibility of developing certain types of domestic tourism in specific regions of the country has been improved, based on their tourism potential, the state of tourism infrastructure, existing market opportunities and threats, taking into account the impact of the COVID-19 pandemic. Its practical approbation is executed. The structure of the tourist image of the region has been clarified. The range of communication tools for the formation of the tourist image and brand of the region is outlined. Conclusions and directions for further research.The obtained results form an approach to the development on the basis of marketing the tourist image and brand of the region for the development of domestic tourism during the pandemic COVID-19, and in the future after the end of quarantine restrictions - to enter the international market of tourist services. Further research should be aimed at developing methodological approaches to management by formalized procedures (taking into account factors of incomplete certainty and risk), formation and promotion of the tourist image and brand of the regions of Ukraine in both domestic and international markets
