This article is devoted to topical problems of managing regional development in the context of integration, as well as the impact of the strategic management process on social and economic development of regions. The article substantiates the necessity of managing the regional development of the Kyrgyz Republic. The analysis of modern tendencies of regional development of the Kyrgyz Republic is carried out. A comprehensive assessment of the effectiveness of regional development is presented and the ranking of regions is carried out according to the level of social and economic development. Factors and conditions of disproportions of regional development, imbalance of the structure of regional economies are revealed. The ineffectiveness of the existing system of management and regulation of regional development is determined due to the weak consideration of the special conditions and advantages of the regions of the country in the regional policy of the state. Methodological aspects of improving the strategic management of the regional development of the Kyrgyz Republic in the context of integration are substantiated. The directions and mechanisms for improving the strategic management of the regions are determined on the basis of the formation of priority zones for regional development, ensuring the outstripping growth of individual regions in order to achieve a balanced development of the national economy in the context of integration. Developed proposals to improve the competitiveness of the regional economy and their effective transformation into the Eurasian economic space.

In this article a total of fifteen determinants of online shopping behavior have been identified that could have an impact on the strategic management process in e-commerce competitiveness. The main objective of the paper is to evaluate the impact of determinants of online shopping behavior on the strategic management process in e-commerce. The main research methods used in the research are as follows: analysis of secondary data, a questionnaire survey among a selected group of e-commerce companies, a critical analysis and a quality comparison of the actually applied determinants of online shopping behavior. The verification of hypotheses is realized using selected methods of statistical induction and descriptive statistics. In summary, the research has shown there is no relationship between evaluating the quality of determinants companies in e-commerce and evaluating the importance of determinants of online shopping behavior. Determinants have an important impact in the process of creating and realizing an e-commerce strategy, with all e-commerce companies regardless of their size being aware of their practical impact and importance. It can be concluded the importance and quality of determinants of online shopping behavior correspond to the type of strategy and strategic management process in terms of e-commerce competitiveness.

The Impact

The study analyses the role of the transit function in the development of a regional transport system drawing on the example of the Kaliningrad exclave region (Russia). The article studies the role and extent of the impact of changes in the volume and structure of transit operations on the value-added creation in the regional economy. The assessment of the transit function was conducted using analytical software for strategizing and situational forecasting of the socio-economic development of the Kaliningrad region, the analogue of which is the CGE-model. The article describes the results of the regional value-added modelling based on the integrated index of gross regional product (GRP) and the changing volume and structure of transit cargo. The article explores the transit specialisation options for the Kaliningrad region based on different scenarios of its social and economic development and the changes in external factors. The results can be applied to similar studies on assessing the transit potential of a particular territory and developing measures to support the transportation system development in other regions.

In a modern regional economy in Ukraine, there is a need to improve the mechanisms of strategic management by the regional economic development in public administration. Problems of the economic regional development in Ukraine explains the need to pay attention to strategic management by the regional economic development in the sphere of public administration. The issue of strategic management by the regional economic development in the sphere of public administration has been covered in the scientific works. But despite active scientific researches the strategic management by the regional economic development public administration in Ukraine isn’t still studied properly. The strategic management by the regional economic development in public administration in Ukraine have been investigated. The normative legal base of strategic management by the regional economic development in public administration in Ukraine are generalized. The main components of normative legal base of strategic management by the regional economic development in public administration in Ukraine are The Constitution of Ukraine, laws of Ukraine, Codes of Ukraine, Acts of the Cabinet of Ministers of Ukraine and others. The features of strategic planning of regional economic development in the sphere of public administration in Ukraine are considered. In today’s conditions, the state of regional socio-economic and ecological development in Ukraine require the improvement of provision of strategic management by the regional economic development in public administration in Ukraine. The ways for improving the provision of strategic management by the regional economic development in public administration in Ukraine are determined.

The results of analyzing the approaches, concepts, programs, as well as the practices of strategic management of regional development, existing in Russia and abroad, are presented. Based on the revealed trends and taking into consideration the factors of global instability in the world, a complex of scientific provisions is worded with regard to forming of a relevant management strategy for social and economic development of regions in modern-day Russia. The suggested approach includes 10 provisions. 1. The strategy of the region social and economic development should be considered as an integral structure of subsystems taking into account the whole range of its natural, economic and social components, which constitute a unified territorial complex with multiple intricate internal and external relations. 2. It is necessary to analyze the social and economic status of the region in the totality of the fields of its production-and-economic activities; and compare the relevant set of indicators, provided by the state and regional statistics, to the available data obtained as a result of monitoring the functioning of the industrial enterprises. 3. The strategic priorities in the social and economic development of industrial enterprises in the Russian Federation entity should be formed through a system of supporting the making of managerial decisions on the region’s development, which would include the earlier mentioned methods, models and program complexes of the information-and-analytical system. 4. Russian Federation entities should elaborate the strategies of their social and economic development in compliance with the Forecast of the Science and Technology Development in the Russian Federation for the Period till 2030. 5. Since Russian Federation entities, in their essence, are integral formations with a unified wide range of natural, economic and social components, and are interested in proportionate and well-balanced development of those, it means that in order to ensure the strategic industrial and economic priorities of these regions, it is necessary to perform a complex analysis of the supporting infrastructure subsystems (engineering and technical facilities and communications, resources of all kinds, etc.) for the industrial enterprises being developed. 6. The concepts and programs of the social and economic development of regions should not only be properly elaborated and informationally tied to relevant federal programs. 7. No matter the scale of the regional development plans and the ambitions within those, as formed by the regional departments of state authorities, all of that can only be fulfilled by the population of those entities. 8. The strategy of social and economic development of any region, as a rule, comprises the programs for development of the secondary and higher professional education, the forming of which should be based on the forecasts of the demographic increase of population, development of industrial enterprises and organizations located on the region’s territories, etc. 9. It is impossible to fulfill the strategies of the development of Russian Federation entities without such an important component as public healthcare. 10. Various social programs and social protection of the population in general should be one of the crucial aspects when forming the strategies of development of Russian Federation entities

Interregional economic differentiation is common in most countries. On the one hand, economic differentiation is a natural phenomenon, on the other hand, it demonstrates the inefficiency of the national budget policy. However, to develop effective mechanisms for reducing interregional economic differentiation, its objective assessment is a priority. The purpose of this study is to analyse and evaluate the socio-economic differentiation of regional development. It considers the systematisation of theoretical provisions and methodological recommendations for the analysis and regulation of differentiation of socio-economic development of regions in the system of their economic security. The method of analysis for research of structure and dynamics of differentiation of social and economic development of regions is offered. The study proves the necessity of using a set of statistical characteristics and the method of cluster analysis. The authors of the study propose a methodical approach to the calculation of a one-dimensional relative indicator of the rank spread, which shapes an idea of the distribution of economic differentiation in the middle of the economic group under study. The methods used in problems of research of structure and dynamics of differentiation of social and economic development of regions are analysed, the technique of an estimation of level of differentiation is offered. The concept of socio-economic differentiation of regions is covered. The lines of regulation of social and economic differentiation and intensification of economic security of the region are offered. In accordance with the cluster analysis and the used adaptive method of assessing the economic security of the regions for monitoring and strategic planning of socio-economic development of the region, the socio-economic development of the regions of Ukraine was studied. According to the results of the analysis, it was found that there is a considerable discrepancy in many economic and social indicators, which may confirm the disparities in regional development

The purpose of this research is to study the impact of big data initiatives onstrategic management processes. While the majority of strategic management disciplines havehad research dedicated to the use of strategic management theories to understand how big dataaffect organizational performance, the body of research on big data lacks academic work capableof examining how to integrate big data into the strategic management process. The purpose of the article is to study trends and identify problems of budgetary provision of the development of Zaporizhzhia region in the context of budgetary decentralization reform. Methods of systematic and comparative analysis, graphical visualization, generalization and statistical methods were used for the study. The article examines the impact of decentralization reform on the financial provision of social and economic development of administrative and territorial units of Zaporizhzhia region. The comparative analysis of the budgetary provision of the development of Zaporizhzhya region and other regions of the Central region is conducted. The article describes the trends and problems of Zaporizhzhya region development. The following positive trends were revealed: increase of revenues to local budgets of the region; reduction of transfer dependence of the region on the state budget; formation of high-taxation CTCs. The negative tendencies of development were: increase of differentiation of financial provision of the development of the regional center and other administrative and territorial units, reduction of the growth rate of revenues to the development budget of Zaporizhzhia region. Attention is drawn to the fact that under the conditions of decentralization reform and administrative and territorial reform, consolidated territorial communities are actively being formed in the Zaporizhzhya region, most of them with high financial capacity, which testifies to the high potential of regional development. The article analyzes the regional target programs of Zaporizhzhia region and clarifies the possibilities of their integration with the Action Plans for implementation of the Regional Development Strategies. The dominance of the social component over the development of regional target programs and low level of implementation of a number of programs are emphasized.
