In recent years, great attention has been paid to the problems of developing innovation activities in the Kyrgyz Republic. They became the most discussed in the country, and modernization and industrialization are the main directions of the current state policy of Kyrgyzstan. The objective need for the implementation of scientific and other innovations in the country, taking into account regional particularities, determines the relevance of the research chosen. The article considers the possibility of implementing an effective regional innovation system based on the so-called “smart” specialization in the Kyrgyz Republic. The economy of the republic is extremely important constantly developing innovation process, and it should not end only on the acquisition of expensive innovative equipment. It is necessary to develop the whole system with the obligatory involvement of the regions. This is the only way to rely on the successful development of innovations. The paper analyzes the main directions of innovation development at the regional level. The problems of promoting the innovation ecosystem in Kyrgyzstan in general, and innovation processes in agriculture, in particular, have been identified.

The article considers the terms “innovation potential”, “regional innovation potential”, and the state of innovation potential. The purpose of this article is to determine the current state and prospects for the development of the innovative potential of the Akmola region. The research methodology consists in systematization of innovative indicators of the region by comparison and economic and statistical groupings. The analysis of the formation of the innovative potential of the region on the example of the Northern regions of the Republic of Kazakhstan is carried out. In particular, the dynamics of the gross regional product and innovation activity in the Akmola region is presented.

Introduction. The subject of the research is public-private partnership (PPP), which contributes, through funding and incentives, to the spatial development of innovation in the United States. As an economic phenomenon, PPP is seen as an effective mechanism for integrating investors, business (primarily venture capital) and the state aimed at implementing the innovation process at the meso-spatial level – states and regions (subregions) of the United States – within the framework of regional innovation systems (RIS), contributing to territorial differentiation. Theoretical analysis reveals the factors and mechanisms of public-private interaction in the space of the corresponding RIS states and sub-regions of the country, characterized by the institutional and functional role of American forms of PPP in the implementation of innovative projects at the regional level. A hypothesis is formulated about the heterogeneity and unevenness of the united innovation space in the United States, one of the foundations of which is the differential nature of state financing of innovation activities at the regional level. Empirical analysis. A correlation is shown between indicative indicators reflecting the level of innovative potential and characterizing the innovative activity of the RIS of the states and subregions of the United States as a whole, on the one hand, and the degree of development of the innovative potential of PPP within the RIS of the corresponding territory, on the other hand. The carried out typological grouping of RIS states based on the lognormal distribution reflects the statistical commonality of the analyzed indicators. Results. Based on the available values of the indices characterizing the innovation activity of the RIS of specific states and subregions of the United States, as well as the calculation of integral indicators that make it possible to assess the interaction of PPP subjects, which are at the same time the institutional and functional elements of the corresponding RIS, a hypothetical statement about the unevenness of the US innovative development has been confirmed. In this case, the territorial differentiation of innovation in the United States and its impact on the spatial aspect of the development of an innovative economy, and, consequently, on economic growth, is determined by the intensity of the use of innovative potential by forms of PPP, which involves proactive financing and stimulation of innovative business projects at the expense of budgetary funds in the RIS of specific groups of states and sub-regions of the United States.

The article presents the results of research on innovation activity based on the analysis of the directions of innovative development of Kazakhstan and suggests a set of measures, the implementation of which will allow building a connected system of measures for the formation of an innovative ecosystem. The main focus is given to improving the efficiency of innovation activities based on an institutional approach, which is aimed at the formation of a stable system of relationships between participants in the innovation cycle, each of which is individually interested in improving competitiveness based on the use of innovations. The formation of an innovation ecosystem also includes the development of two innovation clusters as the basis for the formation of a knowledge-based economy. Based on the analysis provided, we concluded that the organization of innovative infrastructure did not provide the required pace of innovative development of Kazakhstan for a number of reasons. To date, the Republic has successfully implemented state programs that aim to create conditions for the transition to the fourth industrial revolution. The focus on innovative development remains important and mandatory for achieving the goals set out in the program documents.

The importance of innovation in ensuring the development of a modern economy has been recognized in Kazakhstan not only in the works of specialists, but also in the position stated by the state. However, from understanding the importance of innovation in the context of economic development to understanding its real significance in the economic development of the country, and even more so - to develop an effective policy that ensures the active use of innovation to ensure economic and social progress, a very difficult path runs. Regulation of innovation in a modern market economy is a complex system of state, public and corporate institutions that serve and regulate innovation processes in order to ensure the fullest use of their potential. A set of institutions and organizations that cover all stages and areas of the innovation process, and currently forms a national innovation system in developed market economies. The trend of transition to an innovative way of development and the formation of a national innovation system is currently an important direction in economic science. This makes it particularly important to theoretically understand the essence of the innovation process in the economy and ways to improve the effectiveness of state regulation of innovation. Thus, the development of a mechanism for activating innovation activities within the framework of the state regulation system is one of the most acute socio-economic problems. The obvious relevance, great practical significance and lack of development of the indicated problem led to the choice of the topic of the dissertation research, its goals and objectives. In the scientific article, the conditions for effective innovation activity of economic entities are identified and based on them, recommendations are developed to improve the mechanism for increasing innovation activity within the system of state regulation of innovation activity of the Kazakh economy.

Comparative studies indicate that innovation activity in Poland is, in general, significantly below that of EU and in North-east it is below that of other parts of Poland. There is peripheral region with traditional structure of production and employment. The North-east remains one of the least innovative regions of Poland and enlarged EU. This is probably the result of the obsolete institutional setting, which doesn’t reflect the requirements of modern international competitiveness. It is the heritage of past times, where creation of the innovation system wasn’t considered a priority factor of economic development. Additionally, Poland is still undergoing intensive modernization of its technology capabilities. The capital and production structure are way outdated and don’t meet the demands of the international trade competition, most of all the non-price competition. That is why it seems that creating conditions for innovation system might become a crucial factors determining the nature and dynamics of development processes as well as influencing the North-east future innovation capability. Creating a new regional innovation structure and transfer of technologies should support modernization processes in companies and the creation of development opportunities for the national economy as a whole and especially in peripheral regions. Those processes will accelerate technological convergence of regions and the economy.

Introduction. In order to ensure sustainable development of modern society, a transition to an innovative model of economic development is necessary. This requires an annual increase in investment in the sphere of innovation, as well as significant expenditures on fundamental and applied research and development of new technologies. This necessitates the creation of an effective mechanism of financial support for innovative activities based on public and private funding. The aim of this study is to analyze the existing mechanism for funding innovation activities in the Republic of Mordovia and to put forward suggestions on how to improve it. Materials and Methods. The authors analyzed statistical data from the Ministry of Industry, Science and New Technologies of the Republic of Mordovia and from the territorial office of the Federal State Statistics Service in the Republic of Mordovia that characterize the dynamics and intensity of innovation processes in the region and the system of funding them. The correlation and regression analysis, as well as the trend method were used to construct an econometric model making it possible to determine the impact of the level of innovation costs on the dynamics of change in the gross regional product. Results. The current state of the innovation infrastructure as well as that of the innovation activities in the Republic of Mordovia has been assessed. The sources of financial support for the innovation process in a region have been identified. In order to find new sources of funding innovations, it has been proposed to use an innovation voucher that would stimulate commercialization of intellectual activities in small and medium-sized enterprises. A mechanism has been developed for regional authorities to subsidize promising projects through public-private partnerships, with a view to minimizing nonsystematic risks. Discussion and Conclusion. The recommendations on the search for new instruments to attract financial resources for innovation and to stimulate demand for innovation have been developed and will help Mordovia to increase its innovation activity. The results of this research may be used by regional authorities to develop regional programs for scientific and innovative development.

The article presents the results of the study of the problems of the development of the innovation infrastructure of the region and the development of the corresponding regional program. The main problems of innovation activity at the regional level are systematized and the possibilities of their solution through the development of regional innovation infrastructure are identified. On the example of the Republic of Mordovia, the possibilities of applying an integrated approach to the development of the Innovation Infrastructure Development Program in order to increase the competitiveness of the regional economy as a whole are substantiated. Variants of the Program development based on the structuring of its activities according to the main subsystems of the innovation infrastructure and depending on the compliance of the activity profile (“affiliation”) of its organizations with specific stages of the innovation process and processes supporting it are proposed. Examples of project activities of the Program for the development of technological entrepreneurship of the residents of the business incubator and the creation of an innovative databank of the Republic of Moldova are presented as the basis for the formation of a regional Technology Transfer Center. It is concluded that the proposed approach can be applied to the development of the Innovation Infrastructure Development Program in other regions with similar innovative and other parameters of activity.

All too often, innovation research emphasizes core regions exemplifying successful innovation systems or "learning regions" such as, Silicon Valley, Route 128, Emilia-Romagna and Baden-Württemberg. However, lessons learned from these regions are seldom applicable elsewhere, in particular to territories where actors strategic to the innovation process are less diversified. The regional innovation system (RIS) in peripheral regions, and the likelihood of their acting as conduits for the innovation system, have seldom been the subjects of discussion. The objective of this paper is to study the way in which innovation occurs, including an investigation of actual innovation activities and capabilities of firms located in a peripheral area, and specific factors affecting their innovation activities. The discussion draws its empirical substance from the case of the Beauce in Québec (Canada). A survey of 45 SMEs was conducted in order to get a better understanding of the key dimensions of innovation activities.

It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.
