The modernization of grassroot governance cannot be separated from the effective participation of the local people. In the process of modernizing grassroot governance, there is still a long way to go to achieve community level democracy and expand effective citizens’ participation. The lack of grassroot governance capacity, problems such as “going through the motions” in local elections and the government crisis of trust stem from the lack of grassroot democracy in grassroot governance. In order to modernize grassroot governance, we must deepen reform of grassroot governance, improve systems, and provide citizens’ awareness of “democracy.”

Background: As per Census 2011, nearly 104 million people in India are above the age of 60 years. While in Kerala, 12.6 % of the population is elderly. The government of India has launched various social security schemes and concessions for the elderly.  Hence, objective of this research is to study the awareness & utilization of social security measures. It also aimed to understand the motivators & barriers for utilization of social security measures among the elderly. Methodology: A qualitative study was carried out in 5 geriatric care centres in the 65th division of Kochi. 7 FGDs were conducted in each of the geriatric clubs and 7 In-depth interviews were conducted among the Anganwadi workers, medical officers, public health workers, and welfare officers. The data was translated, transcribed, Coded, thematically analysed and conclusions were drawn after data triangulation. Results: The awareness & utilization of various social security measures were found to be poor among the elderly. This was attributed to the lack of awareness among the community level workers regarding same. Pensions, railway concessions, and vayomitram project were the most popular schemes. Financial security among the pensioners through the schemes was a major motivator. While, the lack of awareness regarding the schemes and delay in processing the applications were the barriers identified. Conclusion: Proper channelization of knowledge is important for the awareness generation among elderly and community level workers. This can further lead to effective utilization of the benefits provided.

Deepening the reform of the cultural system and promoting the all-round prosperity of cultural undertakings and the rapid development of the cultural industry are vital to the realization of the goal of building a moderately prosperous society in an all-round way, to the overall layout of the cause of socialism with Chinese characteristics, and to the great rejuvenation of the Chinese nation. Public cultural services refer to the public cultural facilities, cultural products, cultural activities and other related services provided by the government with the participation of social forces for the main purpose of meeting the basic cultural needs of citizens. Hangzhou Xiacheng District is the first community public cultural service performance evaluation mechanism in China, which provides a sample for modern public cultural services in urban communities across the country, and also provides exemplary experience for promoting the modernization of community governance system and governance capacity. This study uses innovative evaluation methods to make an empirical analysis of community governance capacity in Xiacheng District of Hangzhou, and tries to find the reasonable calculation method

The 2019-nCoV has come as an unexpected wicked challenge especially to the vulnerable ones as it has significantly affected the local economic development (LED) activities of many local people in communities of South Africa. In this chapter, the role of community education as a problem-solving measure in promoting community participation in LED will be explored as limited participation in those activities prevail especially in the wake of the Coronavirus pandemic. The study provides the challenges posed by the limited participation in the communities and the economy and explains how the local participation is important through community education (CE) programmes in LED activities. Since community education indeed plays a huge role in enhancing community participation in LED activities, the government officials, policymakers and others need to work closely with local people so that they can understand the essence of socio-economic issues that communities daily encounter in the wake of the pandemic.

This present study is intended to explore the phenomenon of the practice of functionally converting the irrigated rice fields in South Denpasar District. The present study focuses on the process of functionally converting the irrigated rice fields, the ideology leading to the phenomenon, and its implication on the local people. The data were collected through observation, in-depth interview and documentary analysis. The data were analyzed using the theory of hegemony, the theory of social practice and some other theories which were used eclectically based on the problems analyzed. The result of the study shows that the functional conversion of the irrigated rice fields resulted from the farmers’ marginalized socio-cultural structure. The process started from the government’s hegemony. The government treated the farmers as the subaltern. Then the dominated farmers got trapped by fatalism and pragmatism. The entrepreneur and government strengthen their hegemony. Then they negotiated with the local government such as the traditional village ‘desa pakraman’ and the administrative village ‘desa dinas’ and the land owners as individuals. The farmers were too weak to resist; they failed as they did not have the capital needed for that. Such a condition could not be separated from the capitalistic ideology as the government and entrepreneur collaborated to legitimate the converting process. In addition, the local people were also trapped by the consumptive way of life. As a result, they considered that functionally converting their irrigated rice fields was a proper solution. That affected the infrastructural order. Their infrastructural order changed. Their social structure also shifted from communalism into individualism. Their ideological, legal, governmental, family and religious superstructures changed as well, causing the South Denpasar community to be getting far from the agrarian cultural root which used to be their initial characteristic.

Many indigenous communities across Latin America depend on forests for livelihood. In eastern Bolivia, indigenous communities face increasing challenges in forest management due to insecure land tenure, lack of capacity, and state policies that favor extractivism and export-oriented agriculture. This case study examines the dilemma of forest management in the Guarayos Indigenous Territory, with a particular focus on the influence of conflictive policies under Evo Morales administration. Using a combination of literature reviews, semi-structured interviews, and land use/land cover analysis, we investigated the drivers behind the challenges that the Guarayos indigenous community is facing in the forest and land governance and explore potential solutions. We found that deforestation within the Guarayos Indigenous Territory from 2000 to 2017 was primarily driven by agricultural commodity production. Despite its promises on protecting nature and the indigenous peoples, the government weakened the Guarayos indigenous people’s governance capacity through failure of forest law enforcement, prioritization of extractivism and export-oriented agriculture, and support for land titling of external entities. We presented these findings through a case narrative featuring the president of Guarayos indigenous government as the decision-maker. This case study provides an illustrative example of the challenges and management strategies in indigenous land and forest governance in the Latin American context. Manggaraian ethnic has a special art named Caci. The art holds and became an identity of the whole of Manggaraian. The art was begun as the ritual of farmer’s land fertility. In its developing, the aesthetic has gone under the multifunction in it show time. The art is not only performing for the shake of the local people culture, but also perform for the political interest as well as the catholic church in Mangggarai.  This research used ethnographic method, data collected through the observation, interview, documentation, and triangulation. The research was done in Manggaraian ethnic of Flores. Every Caci performance has its own unique ideology. The ideology goes behind the cultural Caci performance is the ideology of fertility. The ideology goes behind the government interest of Caci performance is capitalism economy and political power.  The church ideology is inclusivism through the inculturation languages. In face of the Novel Covid-19 pandemic that has swept the world, Ugandan President Yoweri Museveni issued clear rules; stay at home unless it’s an emergency, wash your hands, sanitize, report any related cases for contact tracing and testing. In his directive all passenger services were stopped including private vehicles and imposed a curfew 7 pm until 6:30 a.m., which made stay at home orders mandatory. Majority of Ugandan urban dwellers are hand-to -mouth and live off their capability to move to town centers daily a small interruption in their routine means many went hungry. The government of Uganda broadcasted measures to distribute relief food items to troubled and vulnerable population mainly in the towns since those in the country sides are able to grow food and provide for their families. This article articulates the politics in the food in Wakiso and Kampala districts in Uganda why there was bias. The study used the selected all documents related to food distribution using content analysis and results indicated that anyone found distributing food outside the national covid-19 task force will be charged with attempted murder hence stopped politicians from strategizing ahead of 2021 parliamentary, presidential and local elections which implied that Covid-19 disrupted over 134 districts in the country in line with the preparation of elections and left majority hungry.

Anthropologists are skilled at developing rapport quickly with people from various backgrounds, and learning the essentials to participate appropriately in their activities. In Senegal, where many nongovernmental organizations (NGOs) have assumed an intermediary role between local populations and the government or other external organizations, it is imperative for them to be able to demonstrate the results of their efforts with local populations. The task is made easier when NGOs and local people find a way to effectively plan their efforts collaboratively.

The prevention and control of public health emergencies is an important challenge to national governance level and governance capacity. The increasing practical challenges of public health governance, the imperfect mechanism of public health emergency response and the insufficient investment in public health cause have affected the effectiveness of national governance of public health emergencies and hindered the in-depth promotion of the modernization of national governance. Therefore, the government, society and the people must move from crisis and prevention mechanism to forward-looking and dynamic adaptive risk governance mechanism, from multi-level structural governance to network collaborative governance, and from defense to attack, so as to improve the national system from the aspect of governance efficiency in response to public health emergencies, and then promote the modernization of national governance.

<p><em>This paper examines the challenges of</em><em> addressing environmental challenges arising from aggregates quarrying at Uwandani Ward in Pemba, Zanzibar. Specifically, the study examines i) the socio-economic importance of quarrying</em><em>,</em><em> ii) the environmental impacts</em><em>,</em><em> iii) the interventions done to address environmental problems</em><em>,</em><em> and iv) the constraints over interventions. Data collection methods included household questionnaire survey, key informants interviews and participant observations. Statistical Package for Social Sciences (SPSS) and content analysis techniques were used in the analysis and processing of quantitative and qualitative data. The findings showed that although the revenue generated from quarrying operation is crucial for the livelihood of the local people, persistent environmental problems have been difficult to address due to lack of education, poverty, rapid increase of quarrying operations, drought and climate change variability, apathy in the community and inferior technology used in the quarrying operations. Furthermore, the challenges of tackling environmental problems are contributed by unsuccessful piecemeal interventions of the government because of the lack of clear recognition and appreciation of the artisanal quarrying operation contribution in the livelihood of local people. This paper recommends that the government recognizes and appreciates informal quarrying operations in order to put effective policies to develop the sector and address its environmental problems. This should be accompanied by the participation of all stakeholders in planning and implementation to address environmental problems through bottom-up approaches.</em><em></em></p>
