In the era of instant communication, today, learning and instructional process has changed. This condition has led learning into a new era called e-learning, where learning process can be facilitated with proper use of information and communication technology. Combining information and communication technology appropriately to facilitate learning has become an impportant issue in e-learning design context. Therefore, we need such a kind of framework as a guidance in selecting and determining the appropritae blended learning strategy to address the learning objectives to be achieved. The framework offered in this article refered to the essential concept of e-learning itself, four quadrants of learning seting offered by Noord, two continuum of instructional strategy offerd by Smaldino et. al., and four standard of e-learning process adapted by author from the work of Norton. The framework offered are that in designing blended learning, we should consider the following aspects: 1) efforts to facilitate learning experiences as the essence of e-learning; 2) optimalization of the four learning process standard in the context of e-learning; 3) selection and determination of appropriate learning strategies; and 4) selection and determination of apropriate learning seting and ICTs used in four quadrants of learning seting.

We live in a time in which more and more organisations need to become innovative, competitive, and flexible enterprises, in order to survive. This does not only hold for commercial companies, but also for organisations with a public function. A prerequisite for being an innovative, competitive and flexible organisation, is that the business processes are efficient, easy to manage and easy to change, and that they are effectively supported by information systems. To enable this, all hope is placed in technology, particularly modern information and communication technology (ICT). However, this hope turns out to be vain if one does not dispose of the right expertise.

Today, the information and communication technology (ICT) is vital for a successful and on-going operation and as support in the decision-making process of an organization. ICT used to serve merely as a data processing support and later as a management information system but it is nowadays becoming understood as a strategic information system, which is no longer separated from an organization’s business strategy. The new functionality requires that an organization does not treat ICT in its business plan separately. Such a role requires a change of business processes, different organizational approaches and a skilled workforce. Knowledge in an organization has been a competitive advantage and not an asset for quite some time now, therefore ICT must also be observed and applied in the light of creating the organizational knowledge. However, there is a risk of the role of ICT being overestimated, both in current operations as well as in the introduction of changes in an organization. The article studies the impact of ICT on the operations of an organization in the context of creating organizational knowledge and introducing changes. Moreover, it points out the traps which the management is exposed to whilst introducing such changes.

A case study approach was used in examining Information and Communication Technology (ICT) use within a small First Nation high school in Northern Ontario. Quantitative and qualitative data was gathered from students, teacher, and the administrator, who participated in an online survey, followed by interviews on their use of ICT in education. How ICT was used in the classroom was examined as well as identifying the challenges and benefits. The students’ benefits included easier access to research through the Internet, facilitated organization through the use of Google drive, and the use of social media. Challenges were similar to those found in in mainstream schools with concerns of technical problems, off task behavior, and improper referencing. The teacher and administrator identified barriers preventing the increased use of ICT, including the lack of professional development, resources, and Indigenous language software. The administrator recognized there was a wide skill set range among teachers in the adoption of ICT integration into their teaching. Recommendations include more professional development in ICT for teachers, additional resources for ICT, and more development of Aboriginal language software.
