In this article, we discuss a letter from a local official, named Raden Dipati Natadireja, to Governor-General Franco-Dutch Herman Willem Daendels (1808-1811). The letter written on 5 Jumadil akhir year of Dal 1223 AJ (July 25th, 1808) is a collection of the National Archives of the Republic of Indonesia and is coded ID-ANRI K66a, File 3569, Folio 39-42. Through the letter, Natadireja reported that many officials in Cirebon, especially low-ranking officials, joined the revolters. He also reported that the revolts were led by three respected figures, namely Kulur, Rangin, and Draham. In this research, the manuscript firstly was studied by using the philology theory that contain the method of manuscript study (codicology) and the method of text study (textology). Furthermore, the manuscript content was dialogued to the historical fact in the Cirebon Sultanate so that we obtained a complete understanding about context of writing the manuscript. The result shows that the wave of revolt had occurred since at least 1806 as the people of Cirebon could no longer stand the tyrannical treatment of colonial administration. On the other hand, the Chinese people actually get special treatment, especially in terms of land management.

In this article, I discuss a letter from three high-ranking officials of the Cirebon Sultanate to Thomas Stamford Raffles. The letter written on 25 Syaban 1226 AH (September 11, 1811 AD) is a collection of the National Archives of the Republic of Indonesia and is coded ID-ANRI K66a, File 3584, Folio 683. Through the letter, they the letter, in essence, they asked for a position to Raffles. As the “old people” in the Cirebon Sultanate, they felt worthy and could occupy certain positions which they submitted themselves to Raffles. In this article, the letter firstly was studied by using the philology theory that contains the method of manuscript study (codicology) and the method of text study (textology). Furthermore, the manuscript content was dialogued to the historical fact in the Cirebon Sultanate, especially in the context of the British plan to occupy Java, so that we obtained a complete understanding of the context of writing the letter. The result shows that when the letter was written, the British had not fully controlled Java. The three high-ranking officials of the Cirebon Sultanate only took advantage of the situation because they knew that power in Java would soon transfer to the British hands. However, until the end of the British interregnum period in 1816, there is no evidence that the request was granted by Raffles.

The Great Seal of the United States, designed in the early days of the Republic, has on it symbolism whose significance is often overlooked. On one side is an eagle which grasps with one talon a branch and with the other a sheaf of arrows. Above its head are “E Pluribus Unum” and thirteen stars for the original states bound together in one nation. The other side has on it an unfinished pyramid. The foundation bears the number MDCCLXXVI. Above the pyramid is the eye of God flanked by the words “Annuit Coeptis,” namely, “He smiles on the undertakings.” Underneath is the phrase “Novus Ordo Seculorum,” meaning “New Order of the Ages.” Here succinctly is the vision which inspired the founding fathers of the new nation. The thirteen colonies had become one, prepared to face together the exigencies of the future, whether for preservation in self-defense or for cooperation in the arts of peace. Here was an attempt at building something novel in the history of mankind—a new and ordered structure. That structure, as yet incomplete, was based upon the Declaration of Independence, with its best-remembered phrases: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain inalienable rights, that among these are life, liberty, and the pursuit of happiness—that to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed.” Here is “the American dream.” As “four score and seven years” later Abraham Lincoln even more briefly described it, the new nation was “conceived in liberty and dedicated to the proposition that all men are created equal” and its success or failure was a test whether “government of the people, by the people, for the people” could “long endure.” To that dream faith in God, in His creative activity, and in His sovereignty was basic.

В статье делается попытка определить принципы отбора объектов нематериального наследия, в частности, осетинского народа, и рассчитать возможные риски негативных результатов внедрения культурного туризма. Основной риск заключается в той форме туризма, которая предполагает активное и непосредственное общение туристов с носителями традиционной культуры в процессе отправления обрядовых практик. Нужно защитить обрядовые практики осетин от негативных последствий внедрения культурного туризма, ведь именно на национальную самобытность делают ставку теоретики и практики этнотуризма и туризма разных видов вообще. В связи с обозначенными рисками мы решили разработать систему требований и рекомендаций, которые бы способствовали защите обрядовых практик осетин как актуальных на данный момент и правильной интерпретации сюжетов, образов, мотивов Нартовского эпоса осетин, на данный момент не существующего в активной форме. Цель предпринятого исследования ‒ показать видение проблемы фольклористом, осознание того, что обрядовые практики и нартовский эпос осетин являются важной идентификационной чертой народа, требующей к себе особого отношения. Задачи программ внедрения культурного туризма это: оптимизация потребления туристских ресурсов и проблемы безопасности; создание концепции этнотуризма; выработка механизмов, с помощью которых будет происходить повышение этнической и этнокультурной составляющих в познавательном, религиозном, культурном, экологическом и других видах российского туризма. В исследовании использовались методы наблюдения, анализа и мониторинга современного состояния проблемы в РСО-Алании. И сегодня РСО-Алания располагает значительным количеством этно-культурных объектов, которые могут быть интересными для туриста, но привлечение в расширенном и квалифицированном формате фольклористов в качестве консультантов безусловно повысит познавательный потенциал имеющихся и новых объектов. Источниковой базой исследования являются зафиксированные обрядовые практики осетин и тексты Нартовского эпоса осетин. Новизна настоящего исследования в том, что в нем внимание с внешних, как правило, стилизованных объектов культурного туризма переключается на внутренние процессы сохранения традиции и, основанные на этом факторе, возможности ее презентации. The article makes an attempt to determine the principles of selecting objects of intangible heritage, in particular, the Ossetian people, and to calculate the possible risks of negative results of the introduction of cultural tourism. The main risk lies in the form of tourism, which involves active and direct communication of tourists with the bearers of traditional culture in the process of sending ritual practices. It is necessary to protect the ritual practices of the Ossetians from the negative consequences of the introduction of cultural tourism, because the theoreticians and practitioners of ethno-tourism and tourism of various types in general rely on national identity. In connection with the identified risks, we decided to develop a system of requirements and recommendations that would contribute to the protection of the ritual practices of the Ossetians as relevant at the moment and the correct interpretation of the plots, images, motives of the Nartov epic of the Ossetians, which at the moment does not exist in an active form. The aim of the undertaken research is to show the folklorist's vision of the problem, the realization that the ritual practices and the Nart epic of the Ossetians are an important identification feature of the people that requires special treatment. The objectives of the programs for the introduction of cultural tourism are: optimization of the consumption of tourist resources and security problems; creation of the concept of ethno-tourism; development of mechanisms with the help of which there will be an increase in ethnic and ethnocultural components in cognitive, religious, cultural, ecological and other types of Russian tourism. The study used methods of observation, analysis and monitoring of the current state of the problem in the Republic of North Ossetia-Alania. And today RNO-Alania has a significant number of ethno-cultural sites that may be interesting for tourists, but the involvement of folklorists in an expanded and qualified format as consultants will undoubtedly increase the cognitive potential of existing and new sites. The source base of the research is the recorded ritual practices of the Ossetians and the texts of the Nartov epic of the Ossetians. The novelty of this study is that attention from external, as a rule, stylized objects of cultural tourism switches to internal processes of preserving tradition and, based on this factor, the possibilities of its presentation.

AbstractThe People's Republic of China failed to win the hearts and minds of the Hong Kong Chinese people before its resumption of the city's sovereignty on 1 July 1997. This article attempts to account for this contradiction in China's pursuit of reunification. By shifting the focus to the alternative battle to control the lives and bodies of the local population, this article demonstrates how China exploited its water and food supplies to the colony in order to control Hong Kong before and after 1997. The study pinpoints the bio-political measures used by China to secure Chinese sovereignty over Hong Kong. It concludes with an analysis of the current situation in Hong Kong and the implications of China's control of water and food supplies for the relations between the ruling state and the people of Hong Kong.

In the beginning of 2012, the people of Bosnia and Herzegovina have once again witnessed disturbing events in the Bosnian entity known as Republika Srpska. Several distinguished personalities were awarded the highest decoration, including Boris Tadic, the current president of the Republic of Serbia. With this award, President Tadic has been added to the list of people who previously have received the same decoration, such as Radovan Karadzic, Ratko Mladic, Slobodan Milosevic and others who were indicted by the International Criminal Tribunal for the Former Yugoslavia (ICTY) for charges of genocide and other war crimes committed during the war in Bosnia and Herzegovina in the early 1990s. While the trial of Milosevic lasted for almost two years, it did not end, however, owing to his sudden death. The other two figures namely, Karadzic and Mladic, are currently being tried in The Hague by the ICTY.

The state has the right to control the land, waters and natural resources contained therein to achieve the greatest benefit of the people. According to the provisions of Article 9 paragraph (1) and Article 26 paragraph (2) of the Law of the Republic of Indonesia Number 5 of 1960 concerning Basic Regulations on Agrarian Principles, property rights may only be owned by Indonesian citizens. Based on these conditions, expatriates cannot have a residence in Indonesia. On the other hand, Indonesia as a subject of international law has the responsibility in protecting the right of expatriates to dominate residence in Indonesia. In this study, the state responsibility for the provision of residence for foreigners and the regulations that provide space for expatriates in the mastery of residence in Indonesia will be discussed. In international law, there are principles of state responsibility. This principle mandates that the state guarantees protection of foreigners, including the place of residence for foreigners. The development of regulations in Indonesia provides a solution to the control of residence by expatriates. The legal solution offered is the control of residence with a tenancy agreement between expatriates and homeowners who are Indonesian citizens or by using the right of use. The right of use a residence given to the expatriates is in the form of a single house and apartment units that are limited by the price and area of land in accordance with the applicable regulations.

Investigation in various regions in Indonesia found indications of the alleged fraud that result from unccountable use and management of BOS funds. Among the findings, including payments that do not fit the technical guidelines, no accountability report, and the use of funds with unaccountable receipt. In the Regulation of the Minister of Education and Culture of the Republic of No. 161/2014, stated that: BOS is a government program that is basically forfunding the nonpersonnel operating costs of the primary education as the implementer of compulsory education program. The purpose of this study were (1) to analyze the accounting cycle and financial accountability for the use of BOS funds in the 2015, (2) to analyze the compliance of the accounting cycle and financial accountability of the BOS funds, (3) to analyze the transparency and accountability of BOS fund’s reports. The observed elementary school is SDIT X in Depok, West Java. Result shows that they do not fully compliance to the appropriate regulatory technical guidelines. On the other hand, the transparency and accountability issues show that: (1) BOS Management Team, Teachers Council and School’s Committee’s involvement in the BOS fund management, and (2) evaluation and comparison of the final report of prior periods, so that transparency and accountability of the use and management of BOS funds can be improved.

Constitutionalism may be gaining ascendancy in many countries in Africa. Yet thorough investigation of the extent to which current constitutions accord to the people their internationally recognised right to governance of their mineral wealth under Article 1(2) of the ICCPR has been lacking. Understanding the existing framework of rights which may support claims to land and natural resources is important. Constitutions of the Democratic Republic of the Congo and the Republic of Zambia demonstrate the reality of multiple, overlapping land interests and the limitations upon a people's claim to freely govern their mineral wealth.

AbstrakPenelitian ini bertujuan mengkaji perbandingan kepercayaan masyarakat Talagadi Majalengka dan masyarakat Nagoya di Jepang. Kepercayaan yang dimaksud dalampenelitian ini adalah kepercayaan yang berhubungan dengan tabu atau pamali dankepercayaan yang berhubungan dengan keberuntungan pada kedua masyarakat tersebut.Untuk mencapai tujuan tersebut digunakan metode deskripstif kualitatif. Dalam memupudata digunakan metode lapangan karena peneliti terjun langsung ke masyarakat. Disamping itu, digunakan pula metode survey melalui penyebaran daftar kuesioner. Hasilpenelitian menunjukkan bahwa bentuk kepercayaan yang berhubungan dengan tabu ataupamali pada masyarakat Talaga dan Nagoya meliputi kegiatan yang dilakukan oleh manusia.Adapun kepercayaan yang berhubungan dengan keberuntungan pada kedua masyarakattersebut berkaitan dengan binatang, benda, dan kegiatan manusia. Sampai saat ini baikmasyarakat Talaga maupun Nagoya masih memegang teguh kepercayaan tersebut.Kata kunci: kepercayaan, Talaga, Nagoya, deskriptif kualitatif, komparasi budaya.AbstractThe aim of this research is to review the comparison of belief between the society ofTalaga in Majalengka and the society of Nagoya in Japan. The intended belief on this study isthe one related with a taboo or pamali, and the belief correlated to luck on both societies. Inachieving the goal, this research uses a descriptive qualitative method. To get the data, thewriter uses a field method that he (/she) directly involves with the people. On the other hand,the writer also uses a survey method by distributing questioners. The result shows that the beliefcorrelated with the taboo or pamali of Talaga and Nagoya societies covers the activities doneby human. Also with the belief related to luck of both societies corresponds to animals, things,and human’s activities. Until now, either Talaga society or Nagoya’s still keeps those beliefs.Keyword: belief, Talaga, Nagoya, descriptive qualitative, cultural comparison.
