The purpose of the article is to illustrate the Hungarian Governmental Defence and Military Development Program „Zrínyi 2026”, enacted in 2016, and its role in national and regional European security. The author focuses not only on the military technical changes, that include addition of the new equipment, but also discusses the organizational and structural changes promoted by the program. Presented analysis also elaborates on the defence budget and its forecast up to 2024, with discussion on major implications. Thorough this emphasis structure of the Armed Forces of Hungary, as of January 2019, is presented, in view of changes caused by modern threats in the region.

The study is devoted to the problem of financial regulation of the defense industry and the provision of troops, as the escalation of the military conflict in eastern Ukraine has revealed shortcomings in this area. A comparative analysis of NATO and Ukraine’s defense spending was conducted and differences in the cost structure were identified. The tendency of Ukraine’s defense spending to gradually approach the structure of NATO defense spending is pointed out, but the insufficient level of this approach is also taken into account. The analysis allowed to identify problematic issues and inconsistencies in the financial regulation of the defense industry. The state of export of defense equipment and technologies as a possible source of financing of defense enterprises is analyzed. The existence of two opposite trends in the financial regulation of military logistics has been identified: both an increase in funding in absolute terms and a reduction in the share of the total amount for the implementation of the unified logistics system of the State Armed Forces Development Program. The developed mathematical model of supply of military units is suitable for use in information systems of logistical support of troops.


Significance Tensions between the Gulf states and Iran have escalated significantly in 2016, in the wake of Iran's signing of a landmark deal in 2015 that brought to an end the decade-long dispute over its nuclear programme. The response of Iran's military to the heightened tensions will be partly influenced by the new chairman of the Armed Forces General Staff (AFGS), the country's top military body, Major General Mohamad Hossein Bagheri. Impacts A more assertive and non-compromising IRGC will increase pressure on President Hassan Rouhani as he seeks re-election in 2017. Improvements in intelligence collection and dissemination are likely in Syria, aimed at reducing Iranian casualties. The military and government are likely to clash soon over the defence budget and its allocation. The government will try to keep the IRGC in check by tipping the media off about alleged financial wrongdoings. With the next US president expected to adopt a harder-line stance on Iran, the diplomatic rapprochement may be reversed partially.

The geopolitical security condition of Eastern Europe has undergone a drastic shift from Communist to Democratic ideology. After the collapse of the Soviet Union, Poland immediately joined the Western alliance, which led to the massive structural changes of the country. The shift has had an enormous impact on Russia where it has made various confrontations to regain its influence in the region. Russia continues to increase tensions by increasing the military capabilities of Kaliningrad Oblast, which is directly bordered by Poland. In response, the Polish government made efforts to modernize its military as part of the Defense White Book 2013 to improve its military capabilities in response to Russian military presence in Kaliningrad Oblast. The role of the global players (EU, NATO, and the USA) is key important to the security stability of the region. Poland on its four pillars specifically calls the alliance with the USA and becomes a member of NATO as an important factor in the formulation of its defense policy, in which Poland could increase the capabilities of its Armed Forces.

The article reveals the authors' views on the definition of the functions, structure of the military-economic science, its potential and development prospects in modern conditions of the relationship between war and economy.Military science and the military economy are linked by a common object of research, which is - war. The military economy makes recommendations on the most expedient economic policy within the military development of the country's armed forces, in order to address the issues of comprehensive provision of military (defense) needs of the state.The development of their own Armed Forces requires the creation of certain optimal conditions for their livelihoods. Creating and substantiating these conditions is one of the main tasks of military-economic science. Today, the main objective that it faces in the development of the Armed Forces should be to help the Government and the Ministry of Defense of Ukraine, based on military groups located on the territory of Ukraine, to create their own Armed Forces that must meet the necessary (definite) level of military hazards, and also be economically feasible for Ukraine.Military-economic science studies economic processes and relationships that arise in connection with the preparation, conduct of the war by its localization and evasiveness. Military-economic science has its own laws, for example, the economic development of the country depend: the course and consequences of the war; defense capability of the state; moral spirit of personnel; development of armament and military equipment; the combat capability of the Armed Forces, etc.The main results of the article are the definition of: the main directions of the development of military-economic science; the basic principles of satisfaction of material and military-economic needs of the state; ways to meet military and economic needs, as well as the main issues of satisfaction of military and economic needs.In modern conditions, the relationship between war, politics and the economy has become more durable. The economy began to directly participate in the preparation and conduct of the war. Therefore, the national economy must be well prepared for the war and for the economic provision of its own Armed Forces.

Abstract The aim of the paper is to analyze the potential and challenges of applying the systems approach to transform military logistics as an element of the armed forces development program. First of all, the structure of the military logistic system is identified and discussed. Secondly, the principles governing military logistics are studied in order to point out the requirements for a military logistic system. Thirdly, the operational capability based approach to transform and develop contemporary armed forces is considered. Finally, the systems approach to develop the capabilities of military logistics is operationalized and the tools supporting the planning of the military logistic system development are proposed.

Abstract The article focuses on the basic characteristic of military development in the second half of the 20th century. On pursuance of William Lind´s concept or theory of Four Generations of War, the article describes the culmination of the Third Generation of War, based on manoeuver and mobility, coupled with air superiority. The first part deals with issues of US technical dominance in the military, the development of new ways of fighting, especially the airmobile tactics used in South Vietnam. The second part of the article focuses on the specific conditions of the Vietnam War that the US Army, for the first time, had to face while applying elements of the Fourth Generation of War. The final part focuses on the issues of implementing the theory of Four Generations of War into the Armed Forces Academy education to better understand the development of military in modern times.

The paper gives a short historical overview of the types of aircraft representing airlift capabilities in certain periods of the life of the Hungarian Defence Forces and pays tribute to air and ground operations personnel. Describing the military transport aircraft capabilities to be developed within the framework of the Zrínyi Defence and Military Development Program, the reader will gain insight into the ever evolving he reader will gain insight into the ever evolving nature of complex airlift capabilities and the tasks resulting from participation in Alliance, international and domestic missions. The article provides a detailed description of the new, soon to be acquired military transport aircraft Embraer KC-390 Millennium.

One of the aspects of the activities of France’ President Valéry Giscard d'Estaing is considered — his relationship with the army in a comparative historical context, namely: the context of the relationship between civilian power and the military. The French specificity of these relations, which developed with the coming to power of General Charles de Gaulle in 1958, is shown. The peculiarities of the formed mechanism of military decision-making in France, which resulted from the concentration of powers and legitimacy by the President — Commander-in-chief of the armed forces, are highlighted. The analysis of the reasons for the urgent issues in the army by the beginning of the presidential term of V. Giscard d'Estaing is carried out; the President's measures to strengthen this key republican institution were assessed. Attention is paid to the attempts of V. Giscard d'Estaing to adapt the French policy of nuclear deterrence to the evolution of the geopolitical situation during his time in power, which did not always meet with support in the military environment and in civil society. Two episodes (in Chad and Zaire) were singled out as examples of France's external military operations (OPEX) on the African continent under V. Giscard d'Estaing, where his role as Commander-in-chief was most clearly manifested. The underestimated role of V. Giscard d'Estaing as head of State was noted, including in strengthening the country's defence potential and in creating conditions for the further advancement of military development.

The article deals with the main problems of military development, which were solved by Ukraine in the early 2000s. A special emphasis is on the development of the legal framework for the functioning of the domestic security and defense sector. The dynamics and main features of the state programs on reforming the Armed Forces of Ukraine (ZSU) as the main element of the functioning of the security and defense sector and the military organization of Ukraine are highlighted. The problematic internal political situation in the country forced the authorities to develop and reform the Ukrainian army on the principle of defense sufficiency, which consisted of creating a compact but highly professional army capable of fulfilling its tasks. The Armed Forces reforming was accompanied by a legislative increase in the number of state bodies related to the national security sector and intended to improve the quality of the military organization of the state in case of a crisis. Practically, the essence of the reforms was to reduce the number of personnel. It should reduce state budget expenditures, as well as increase bodies of the military organization, which due to legislation drafting errors, often doubled functions, thereby decreasing its efficiency. At the same time, the legislators did not pay attention to numerous urgent problems of the Armed Forces, mainly socio-economic. Despite many attempts to provide legal support for military construction in Ukraine in the early 2000s, all of them neither had the proper effect nor significantly influenced the strengthening of the state's defense capabilities. A large number of defense structures proved to be ineffective when the Armed Forces funded on a residual principle. This, in turn, nullified any attempt to reform Ukraine's Armed Forces fully. The article deals with the process of initiation and implementation of the idea of creating the Armed Forces of Ukraine in the social and political discourse of the USSR in the late 1980s – early 1990s. The positions of key pro-Ukrainian public associations and movements, their programs, and statements concerning the "Ukrainianization" of the military forces that were located in the USSR are explored. An estimation of the position of these forces on public policy in the military sphere is given. It has been found out that the majority of the public associations and movements created under the conditions of "restructuring" insisted on the need for de-ideologization and demilitarization of social and political life. In most cases, members of such organizations required on the need to form military units based on the existing USSR armed forces exclusively from residents of the republic, who would report directly to the leadership of the USSR. Besides, the demand for military service by USSR citizens only within the republic remained one of the principal in the speech of Ukrainian associations and movements. The main proposals for possible reform of the military sphere on the territory of the republic are outlined. The author points out that among the Ukrainian intelligentsia, there were different visions regarding the ways of creating such forces. One part insisted on the creation of armed forces subordinated to the government based on and in the composition of the armed forces of the USSR. The other required a complete reboot of the military sphere, the introduction of a new approach to the army formation, and, ultimately, the creation of an army of an independent Ukraine. Much attention is given to the youth’s opinion about the ideologization and militarization of the Soviet high school. Representatives of the student youth were much more active than other social groups, expressing their dissatisfaction with the current situation, which resulted in spontaneous protests against the authorities. It was concluded that, at the turn of the 1980s and 1990s, the issue of military development was one of the key issues in the activities of Ukrainian unions, movements, and the first political parties. The members of these organizations were aware of the need to create an armed force in Ukraine that could counteract potential threats to state sovereignty. Such policies have resulted in numerous political actions, strikes, and demonstrations, which have been used as a mechanism to put pressure on the authorities to achieve individual political goals. In the end, under public pressure, as well as in the context of disintegration processes in the USSR, these requirements were fulfilled, which created the necessary basis for the creation of the Armed Forces of Ukraine.
