Abstract: The development of tourism in Indonesia during the COVID-19 pandemic experienced a decline in tourism activities. This is due to the dominance of tourism depending on foreign tourists. Bintan Regency has a strategic area with the border of neighboring countries, strengthening Network Governance both formally and informally. This paper aims to analyze the current conditions involving stakeholders in the network governance dimension. The research method is a qualitative case study in Bintan Regency, primary data from informants through interviews including stakeholders and observations obtained by researchers then using triangulation techniques. Further analysis of the research discussion using a logical model is then analyzed in depth. The results showed that Network Governance in the tourism sector during the COVID-19 pandemic, including the management and leadership dimensions, did not involve all stakeholders. Furthermore, the Knowledge and Information Exchange dimension shows that the government still relies on social media as a platform. Then the dimensions of power and inter-organizational decision-making are dominated by the central government, which acts as a policymaker. However, the dimensions of legitimacy in recognition from the central government to develop priority destinations and the accountability of local and central governments are still constrained by the COVID-19 pandemic in the tourism sector, so that international tourism cooperation has not been able to implement. And finally, on the dimensions of performance and evaluation, the application of interpretation focuses on the principle of collaboration in the tourism sector during the COVID-19 pandemic and evaluation on strengthening regulations for non-formal forums such as Sustainable Tourism Development because the law can strengthen network governance in the tourism sector in Bintan Regency in COVID-19 pandemic. PThis study aims to determine the effect of the internal control system on the performance of local government Case Study in Gorontalo Regency. This study uses quantitative research methods, and the data sources use primary data obtained from questionnaires distributed to respondents. Meanwhile, the data analysis used in this research is descriptive quantitative analysis using statistical t-test and coefficient of determination test (ajusted R-Square). The results showed that the internal control system had a positive effect on the performance of local governments with a determinant value of 48.7%. The result of this study contribute to the government to establish and implement a more effectives Internal Constrol Systems (ICS).

<p>In many developing countries, Community-Based Tourism (CBT) is regarded as a sustainable tourism development tool as well as a catalyst for rural community development through the involvement of local people and the improvement of the standard of living. To extend the involvement of the local community in CBT, homestay tourism is a form of operation unit and its concept aims to facilitate individual household social-cultural and economic benefit from CBT directly. Although homestays are widely regarded as providing better livelihoods directly to the homestay operators, it is not clear to what extent homestay operations actually contribute to the sustainable livelihood of homestay operators when considering the wider livelihood implications. This research seeks to explore this gap by analysing homestay operators through the lens of Sustainable Livelihood theory (Scoones, 1998). This research adopts a post-positivist paradigm with qualitative methodology. Taking a case study approach, semi-structured interviews and observations were employed to collect primary data from community leaders, heads and deputy heads of the tourist guides, and homestay operators themselves.  Results of the study found that although homestay tourism was initially established by the government. The study also found the main characteristics of the homestay operation are in a small size with a limitation of bedrooms, and a few family members involved in hosting tourists, which are husband, wife, and an adult child. All of these people are unpaid labour but receive benefits from the sharing of food and shelter. The study also uncovered that cash-based income, gender empowerment enhancement, and environmental enhancement were the positive impacts of homestay tourism on the livelihoods of the homestay operators, and these positive livelihood outcomes were in line with the original sustainable livelihood framework. In addition, cultural revitalisation was found as an emerged indicator of the sustainable livelihood outcomes, which was used to extend the revised framework. However, the study discovered that opportunity costs, culture shock, and conflict with villagers were negative implications affecting sustainable livelihood outcomes of the homestay operators. The revised Sustainable Livelihood Framework (SLF) suggests that if these negative implications are mitigated, the overall livelihood outcomes will be even greater. The results of this study are expected to provide a deeper understanding of how the impacts of homestay tourism on the sustainable livelihood of the homestay operators.</p>

Purpose of the study: Within 10 years, the central government of Indonesia has granted the special autonomy fund to Aceh as a strategy to improve the welfare of Acehnese. Contrary, the special autonomy funds that cannot be implemented properly-affected to the poverty in Aceh-is not significantly decreased. This study aims to determine the failure of special autonomy funds to decrease poverty in Aceh. Methodology: This research used descriptive qualitative methods by conducting the primary data through interviews, also secondary data through books, journals, newspapers, and other related sources. The analysis data is doing by using Transactional Political Theory. Main Findings: The results of this study indicate that asymmetric decentralization can be seen from the weak Regional Economic Growth Rate and the slow improvement of the Quality of Human Development Index (HDI). Thus the failure was caused by two things, namely: the thick Political Content of The Local Political Elite and the Domination of Local Political Elite in the Management of Aceh's Special Autonomy Fund in the Compilation of Planning and Work Programs. The absence of control in the management of special autonomy funds is based on project performance without good planning, and the existence of interest-based planning in the management of special autonomy funds that based on populist activity programs following the wishes of politicians which have an impact on weak regional economic growth, slow index improvement of human development quality, high poverty rates, and high unemployment in Aceh. Applications of this study: The finding of this study offered the evaluation systems for the government of Aceh to strengthen better local government governance, especially in increasing budget planning and implementation efficiency and strengthening regulations, and implementing an e-planning system to select program activities from the Aceh special autonomy fund. Novelty/Originality of this study: Based on the literature review conducted, there were limited publications which are focusing on the failure of autonomy funds in Aceh. Therefore this research will enrich the publication that concerns the failure of managing special autonomy funds in Aceh.


This thesis is entitled “ The Role of Government in the Implementation of Local Development (Case Study in the Administrative Post of Uatolari) “ Local development is a measure of national development where the development growth in an advanced sub-district will automatically reflect the development itself. In the sub-district, development has been carried out which in the research will highlight physical development. Physical development in the sub-district in accordance with its implementation has not reached the planned target in accordance with the expectations of the community in the Uatolari sub-district. Thus, the problem can be formulated as follows: How is the government role in implementing local development?. The theoretical basis used in this chapter, the writer wants to explain the theory according to Prajudi (2000), the role of government in the implementation of development, while the method used in this research is descriptive method with research techniques such as qualitative data analysis, the subject of what is being studied is The functions and tasks that exist in the Uatolari sub-district and the object under study are affirming the implementation of physical development in the Uatolari sub-district consisting of 6 people, the instruments used are observation, interviews, documentation and interviews (asking and answering) to collect data and to process data to completion. The conclusion from the research results found that the role of the government in implementation in the uatolari sub-district is still lacking due to a lack of control, therefore it is necessary for the central government to monitor, supervise the physical development that is being built or in progress so that it will accelerate according to the specified time. Recommended to the Ministry of Home Affairs and Regional Development to pay attention to the Viqueque district national development agency in order to accelerate the process of implementing local development, in accordance with the expectations of the community, especially the ongoing infrastructure development in accordance with the national development strategic plan.

Gastronomy tourism can be a pull factor for many tourism market segments and the role of Gastronomy Tourism in promoting Jharkhand as a Tourist Destination is beautifully presented by Mohinder Chand, Ashish Dahiya and Lata S Patil. Issues of effective teaching and learning in tourism education by Toney K. Thomas reviews and evaluates the effectiveness of the application of skills in the industry. Joby Thomas and P. Pakkerappa in their article highlight the crucial role of HRD in airline industry to cope UP with the challenges of advancement in technology, changing market scenario, industry restructuring and more competitive business environment. The tourism sector is one of the major economic contributors to most countries. Island tourism is one of the important tourism products of a country and is able to catalyse socio-economic development for the local communities. In Malaysia, studies on local entrepreneurship development in Tioman Island has not been given much attention by researchers. To fill this gap, this study aims to provide information on the field of entrepreneurial tourism in Tioman Island. The main objective of this study is to identify the characteristics of the island community as a tourism entrepreneur and to analyse the problems and challenges faced by the island's tourism entrepreneurs. The findings show that the majority of entrepreneurs are male, aged between 25 to 44, receive education until secondary school and married. Most of the local tourism entrepreneurs run the food and beverage business and manage their businesses for 11 to 15 years and earn a monthly income of RM2001 to RM4000. The local tourism operators also face a few problems such as capital and finance, marketing, business management and infrastructure. At the same time, the entrepreneurs also expect collaboration from the government to play an important role in advancing the island's tourism industry. At the same time, local tourism entrepreneurs also expect cooperation from the government and other authorities to play a role in developing the island's tourism industry.

The development of the Chinese city site area as a tourism potential in the city of Medan is very important considering the city of Medan does not yet have natural tourism objects that are well managed. The type of study used in this research is descriptive with a qualitative approach where research is carried out to create a tourism development using the Collaborative Management (Co-Management) method. To obtain data and to deepen the implementation of collaborative management, in-depth interviews were conducted with key informants and questionnaires so that the data needed in this study was complete. Data obtained in the field, both secondary data and primary data will be compiled, presented and analyzed with a qualitative approach in the form of exposure which will then be analyzed in accordance with the research problem undertaken. The results of research conducted show that the community has been involved in the development of tourism in the Chinese city site area. But the community is still walking alone in the development of tourism. With the concept of collaborative management, it will certainly be in developing tourism that is more focused and more targeted as desired. From this research it can be concluded that the area of the Chinese city site has a huge opportunity to be developed into the tourism sector that can provide benefits for both the government, the community and the parties involved in developing tourism.

The Presence of online transportation brings a new problem in Indonesia transportation market competition, many conventional transportation drivers, such as taxis, buses, motorcycle taxis, city transportation (Angkot) that reject the presence of online-based transportation. For conventional transportation drivers, the existence of online transportation has reduced their income because people prefer to use online transportation rather than conventional transportation. As the power holder, the government certainly has the right and authority to regulate and create policy harmonization for public transportation. This study uses qualitative method where primary data is obtained from 8 months observations, from November 2017 to June 2018. Secondary data are obtained from transportation ministerial regulations, regional regulations issued by the DKI Jakarta Provincial Government, and various discourses that developed in the media mass. Various data obtained are then sorted or filtered and crosschecked against other data. Based on our findings, the government has not been arranged adequate political space, especially for conventional transportation and online transportation in Jakarta. The slow pace of the central government to revise regulations regarding online transportation has triggered serious conflicts in the community. Digital revolution in the dimensions of online transportation in the public interest is what should be an integral part of previous government policies, and that never happened.

This research has a specific purpose: (i) determine the potential of coastal area can be developed as a tourism product, (ii) Knowing constraints are faced in developing the tourism potential, and (iii) determine strategies that can be used in developing the tourism potential of the coast as a creative tourism products Yeh Gangga Beach, Sudimara village, Tabanan Bali. The general objective to be achieved is to improve the performance of the tourism sector in the welfare of society Tabanan through sustainable tourism development by developing creative potential.. The research found that (i) Yeh Gangga Beach has some potential creativity attraction, such as : art market, handycraft,video and photography, music and art performance, scenery, and accomodation; (ii) The main problems encountered are (i)Most strategic land has been switched ownership to investors. The strategy should be applied is (i) Maintain Yeh Gangga Beach as tourist attraction developed Tabanan through local regulations, (ii) increasing public awareness of tourism. The implications are (i) theoretically enriching literature of sustainability in tourism coastal area, (ii)practically could enhance the government to develop coastal tourism in Tabanan Bali.

The new metro rail policy was enacted by the government of India in the year 2017. Under this policy, under section xiv, the Government of India (GOI) made it compulsory to seek Public-Private Partnership (PPP) for metro projects which are intending to seek financial assistance from the central government. Hyderabad Metro is by far the largest metro project to be executed under PPP, but is it successful? This paper investigates various factors that affected the timeline of the Hyderabad metro. It evaluates various aspects in the preconstruction, construction, and post-construction phase of the Hyderabad metro. Finally, suggestions are made in the form of conclusions that would increase the likelihood of a successful PPP in the metro.
