Visual Communication in the Politico-Cultural Sphere

Abstract: The article reviews the developing studies of visuality with respect to their own focus on cultural and political fields in which visual communication unfolds. I found that that some of the academic interests related to visuality can be located within the broader or intersecting field of cultural and political studies and provide successful tools of analysing and describing the communicational interactions within local communities situated in broader contexts of mobility. Some light is shed on the visualisations of the current condition of the nation-state with respect to globalizing or Europeanising tendencies. Also, I discuss a more general impact of mobility and novel visualisations of the public and cultural sphere.

Equality is a concept open to many interpretations in the legal domain, with equality as equal treatment dominating the scene in the bureaucratic nation-state. But there are many possibilities offered by legal instruments to go beyond strict equality of treatment, in order to ensure equality of opportunity (a somehow nebulous concept) and equality of outcomes. Legislation can be sorted along a continuum, from the most discriminatory ones (“negative discrimination laws”) such as laws that prescribe prison sentences for people accused of being in same-sex relationships, to the most protective ones, labeled as “mandated outcome laws” (i.e., laws that prescribe quotas for designated groups) through “legal vacuum” (when laws neither discriminate nor protect), “restricted equal treatment” (when data collection by employers to monitor progress is forbidden or restricted), “equal treatment” (treating everyone the same with no consideration for outcomes), “encouraged progress” (when data collection to monitor progress on specific outcomes is mandatory for employers), and mandated progress (when goals have to be fixed and reached within a defined time frame on specified outcomes). Specific countries’ national legislation testify that some countries moved gradually along the continuum by introducing laws of increasing mandate, while (a few) others introduced outcome mandates directly and early on, as part of their core legal foundations. The public sector tends to be more protective than the private sector. A major hurdle in most countries is the enforcement of equality laws, mostly relying on individuals initiating litigation.

ABSTRACTPhotography is one of the media used to introduce the character or self-image of politicians during regional head elections, or presidential elections. Among them are by displaying photos of faces or campaign activities for APK (Campaign Props) billboards, namely billboards or billboards installed on protocol roads that can be seen by the public, pamphlets, mass media, and etc. Visual media in the form of photos has a very big influence on public opinion. Photography has a visual power that is able to construct the authenticity of factual events. The purpose of this study is to find out how the process of making photography a political visual communication medium in Indonesia. The method used is descriptive qualitative with an approach through the literature study method. The results of this study can be concluded that the process of making photography a political medium of visual communication to the public is carried out in several ways, namely by recruiting special photographers themselves, designing them, and distributing them. The effect of the message generated from a photography with a good appearance is the effect of knowledge and effect of information.Keywords:  Photography, Political Media, Visual Communication, Message Effects, Political Communication.  ABSTRAKFotografi merupakan salah satu media yang digunakan untuk mengenalkan karakter atau citra diri politisi saat pemilihan kepala daerah, ataupun pemilihan presiden. Diantaranya dengan memajang foto-foto wajah atau kegiatan kampanye untuk baliho APK (Alat Peraga Kampanye) yakni papan reklame atau billboard yang dipasang di jalan-jalan protokol yang bisa dilihat oleh masyarakat luas, pamflet, media massa, dan sebagainya. Media visual berupa foto sangat besar pengaruhnya mempengaruhi opini publik. Fotografi memiliki kekuatan visual yang mampu mengkonstruksi keotentikan peristiwa faktual. Tujuan dari penelitian ini untuk mengetahui bagaimana proses menjadikan fotografi sebagai media komunikasi visual politik di Indonesia. Metode yang digunakan deskriptif kualitatif dengan pendekatan melalui metode studi literatur. Hasil dari penelitian ini dapat disimpulkan bahwa proses menjadikan fotografi sebagai media politik komunikasi visual kepada masyarakat dilakukan dengan beberapa cara, yakni dengan merekrut khusus fotografer sendiri, mendesainnya, dan menyebarkannya. Efek pesan yang ditimbulkan dari sebuah fotografi dengan tampilan yang baik adalah efek pengetahuan dan efek informasi.Kata Kunci: Fotografi, Media Politik, Komunikasi Visual, Efek Pesan, Komunikasi Politik.

Just as political theorists have long argued that democracy is viable only in communities of certain sizes and shapes, perhaps epistemologists should also entertain the idea that knowledge is possible only within certain social parameters-ones which today's world may have exceeded. This is what I mean by the "postepistemic" society. I understand an "epistemic society" in Popperian terms as an environment that fosters the spirit of conjectures and refutations. After castigating analytic philosophers for their failure to see this point, I show how Rousseau and Feyerabend occupy analogous positions as critics of, respectively, the nation-state and Big Science. Rather than endorsing the disestablishment of the state, however, I offer a proposal for reinjecting the critical attitude into Big Science. It involves heightening the sporting character of scientific disputes, perhaps even to the point of enabling the public to bet on their outcomes.

Scientific information is a key ingredient needed to tackle global challenges like climate change, but to do this it must be communicated in ways that are accessible to diverse groups, and that go beyond traditional methods (peer-reviewed publications). For decades there have been calls for scientists to improve their communication skills—with each other and the public—but, this problem persists. During this time there have been astonishing changes in the visual communication tools available to scientists. I see video as the next step in this evolution. In this paper I highlight three major changes in the visual communication tools over the past 100 years, and use three memorable items—bamboo, oil and ice cream—and analogies and metaphors to explain why and how Do-it-Yourself (DIY) videos made by scientists, and shared on YouTube, can radically improve science communication and engagement. I also address practical questions for scientists to consider as they learn to make videos, and organize and manage them on YouTube. DIY videos are not a silver bullet that will automatically improve science communication, but they can help scientists to 1) reflect on and improve their communications skills, 2) tell stories about their research with interesting visuals that augment their peer-reviewed papers, 3) efficiently connect with and inspire broad audiences including future scientists, 4) increase scientific literacy, and 5) reduce misinformation. Becoming a scientist videographer or scientist DIY YouTuber can be an enjoyable, creative, worthwhile and fulfilling activity that can enhance many aspects of a scientist’s career.

In order that American communities may thrive in a 21st century democratic context, both individuals and organizations across the private, public, and nonprofit sectors must intentionally dedicate themselves to promoting an inclusive flow of information designed to support collective problem-solving, the coordination of community activity, public accountability, and connectedness within the community. Our national commitment to democracy – to ideals of political liberty and equality – means not only that local communities need information adequate for these purposes, but that our practices of information creation, organization, analysis, and transmission be democratic in character. This creates a special community need for good journalism, for a for-profit media environment attentive to issues of access, diversity, relevance, and media power, and for nonprofit institutions that develop and organize information in the public interest that assist communities by actively facilitating democratic conversation for community agenda-setting, problem-solving and conflict resolution. Communities that pursue these aims should be considered “democratic information communities.”

Abstract The Western discourse and norms around secularism, particularly Church-state relations, are foreign in many ways to the majority world, especially Asia. However, as the modern nation-state has taken root in Asia, different models of secularism have developed with interesting relationships to the particular cultural and religious context of each country. In the difficult course of forming a secular nation-state, Asian nations have had to address the dominant religious traditions and institutions of each nation, including Christian churches. This process has occasionally provoked conflict and has presented a particular dilemma to Christian churches in how to respond and relate to the developing nation-state. In order for theology to adequately address this situation (particular the context of modern secular discourses) and conceptualise the public shape and role of the church, a practical examination of the church’s relationship to and formation of culture and politics is required. To explore this process, this essay examines the case of Timor-Leste (or East Timor) and its relationship with the Roman Catholic Church, particularly in regards to the state-building process that has occurred after independence. The Church’s influence, which grew rapidly during the Indonesian occupation (1975–1999), has been contested since independence by some in the political sphere, such as in the 2005 dispute with the Government. By examining the 2005 dispute, the essay analyses the nature of the Catholic Church’s influence on Timorese cultural and political identity and her relationship with the new Timorese nation-state. The essay identifies the different models of secularism operative in Timor as they have relevance to the Asian context more generally.

Using primary sources including diaries and letters, this chapter sheds considerable light on the female intellectual and cultural sphere. A wide-ranging discussion of middle-class women living in an Irish urban context is offered here. Although Victorian elite women left a much lighter record than that of men, private correspondence from the large Workman family and Mary Watts’ diary and biography provide a fascinating insight into the female sphere as it existed in the town. Women’s experience of education, culture, singleness, courtship, marriage, motherhood and philanthropy are all discussed in this chapter, raising questions about levels of female independence, self-worth and participation in the public sphere. Fatherhood and childhood are also discussed in this chapter.

Sustainable infrastructure demands that declared principles of sustainability are enacted in the processes of its implementation. However, a problem arises if the concept of sustainability is not thoroughly scrutinized in the planning process. The public interest could be undermined when the rhetoric of sustainability is used to substantiate a proposed plan. This chapter analyses the manifestation of sustainable development in the Boggo Road Busway Plan in Brisbane, Australia against the sustainability agenda set in the South East Queensland Regional and Transport Plans. Although the construction of the Busway was intended to improve public transport access in the region, its implementation drew significant environmental concerns. Local community groups contested the ‘sustainability’ concept deployed in Queensland’s infrastructure planning. Their challenges resulted in important concessions in the delivery of the Busway plan. This case demonstrates that principles of sustainable infrastructure should be measurable and that local communities be better informed in order to fulfill the public interest in regional planning.

This article describes how the public participation is understood as involvement of individuals, groups and local communities in public decision making. On 9 October 2015, the Urban Regeneration Act was passed in Poland. The purpose of the Act is to integrate the local activities of the stakeholders in regeneration. Engaging stakeholders is essential for proper implementation of regeneration programmes and is aimed at preventing degradation of urban space and crisis phenomena by enhancing social activity. The main aim of the article is to focus on different forms of public participation in urban regeneration. The study includes an analysis of the public participation procedures employed during the implementation of Communal Regeneration Programmes in Poland, as exemplified by the Olkusz Commune. The analysis is summarised to form a model of public participation in regeneration programmes, including suggestions for the use of ICT tools for consultation purposes.

The ‘cultural system’ (Holden, 2006, Retrieved from www.demos.co.uk/publications ) is underpinned by instrumental and institutional values, and this results in a ‘closed conversation’ which does not sufficiently include the public—the participants in local cultural life and the independent creative practitioners who often create such local culture. This article provides a critique of this situation and suggests that by developing more dialogical value—genuinely open conversations between cultural organizations and various local communities, as a cultural outcome in and of itself—the cultural organizations can become more responsive and innovative, greatly enhance their local cultural role, add a dynamic social infrastructural role to their remit and contribute to overcoming the democratic deficit within the cultural system as a whole.
