Barriers to Development of Selected Municipalities of Sulu Province

This study was conducted to determine the barrier to the development of selected municipalities of Sulu province.  It aimed to find out the Suluanos’ concept of development in terms of political, economic, socio-cultural, technological, and ecological aspects, including how these perceived barriers affect the development of Sulu. This research utilized the descriptive method where the Quantitative aspect gathered the data from 400 adults of ten big municipalities using a checklist questionnaire. The respondents were selected through systematic sampling.  For the qualitative part, the collected data were from 90 participants through focus group discussions. The statistical tools used were frequency, percentage, mean, standard deviation, and group means. The finding revealed that the Suluanos’ concept of development upheld the development policies which are participatory, equitable, appropriateness, concertizing, and environment friendly and the corresponding functions of development such as the political, economic, socio-cultural, technological, and ecological aspects. Of the five development functions, the economic aspect (2.95) was the main barrier to development.  It is followed by the technological aspect (2.91), the political (2.79), and ecological (2.42) as the fourth rank. On the other hand, the socio-cultural part (2.21) was the least encountered barrier. The perceived barriers that affected the development of Sulu were related to lack of high ethical standards, transparency, accountability, effectiveness, and lack of respect for and commitment to social justice, human rights, environmental life protection, and people's empowerment. Based on the data gathered, the findings made the researcher conclude that the political, economic, technological, socio-cultural, and ecological aspects in Sulu were considered barriers to development.  They were not within the bounds of good governance.   Bureaucracy was weak due to the leaders' personalities, who were neither transactional nor transformational. At the same time, they were not within the context of the alternative model of development. To minimize if not eliminate the barriers to development, the government's efforts should be geared towards accountability to improve the quality of governance and dispensation of justice. Further studies are recommended to determine other predictors that can similarly evaluate the development conditions of Sulu Province.

This study investigates the effect of globalization on governance in 51 African countries for the period 1996–2011. Four bundled governance indicators and four globalization (political, economic, social, and general) variables are used. The empirical evidence is based on instrumental variable quantile regressions. The motivation for using this estimation technique is that blanket governance–globalization policies are not likely to succeed unless they are contingent on initial levels of governance and tailored differently across countries with low, intermediate, and high levels of governance. The following findings are presented. First, globalization does, in fact, appear to promote good governance. Second, for the most part, the effect of globalization is higher in terms of magnitude in the bottom quantiles of the political, institutional, and general governance distributions. Third, the impact of globalization is overwhelmingly higher in terms of magnitude in the top quantiles of the economic governance distribution.

AbstractThis essay argues that categories of corruption and reform, so often used by historians to assess the Gilded Age, are themselves the ideological products of the period's struggles for political, economic, and social power. It does so by exploring fierce disputes over how to value sugar, a crucial commodity in the political economy of the late nineteenth-century United States. Confronted with evidence of massive fraud, the Treasury hoped that chemical techniques would rationalize the collection of sugar tariffs. Instead their introduction enabled the rise of the notorious Sugar Trust, by making it more difficult to distinguish corrupt influence from the legitimate exercise of expert judgment.Sugar exemplifies how Gilded Age battles over corruption should be seen in the broader and longer context of the history of capitalism, in which self-proclaimed reformers have used charges of fraud and adulteration to discredit the knowledge of artisans and workers while mantling themselves in claims to objectivity and reason. Scientific knowledge, far from being the inevitable ally of accountability and good governance, could just as easily be deployed to obfuscate and confuse, and thereby to wrest control of social and economic power.

Having in mind that the political approach and the way of governing today in developing countries is one of the key problems that face, or exists in Macedonia's practice, especially in a country like this, where today, still in these new, political, economic and global conditions and circumstances, we encounter great difficulties in the state of government and the lack of proper functioning of the transparent and principled form of institutions providing public services or those who have a tendency to public service delivery. The main purpose of this paper is to give some clarification about an experience that is often repeated in the practice of developing countries. This paper will raise these problems and issues: What are the underlying reasons for the lack of governance in developing countries?; What steps should be taken by governments of these countries in sense of being more prepared in the process of integrating countries into European structures and how can they prevent crises in the process of political reform? The paper will raise the research aspect by giving the opportunity to recognize the political reasons for the experiences that this country shares in the process that is ongoing even these days. And the last part of this research will focus on the recommendations that will be given to developing countries.

There are three key literatures on the political economy of development that all emphasize the importance of institutions, but in different and somewhat contradictory ways. These literatures focus on developmental states, good governance, and political economic pathways. The developmental states literature is based largely on case studies of East Asian countries that have, since about 1950, largely “caught up” to the already developed nations in Europe, North America, and the Antipodes. The central conclusion of this literature has been that successful late development requires a competent, committed state bureaucracy, independent enough to be capable of imposing its will on domestic businesspeople, but also sufficiently connected to them so as to make good decisions about what will to impose. The literature focusing on good governance, based largely in economics, also sees state actions and characteristics as keys to positive development outcomes. But while the developmental states literature argues that states need to play an interventionist role in “governing” markets (including not infrequently restricting them), the good governance literature usually looks more favorably on free markets. Finally, research in the political economic pathways literature tends to examine much longer periods of time than the other two literatures, and typically emphasizes economic and political developmental outcomes as joint products of differences in the historical trajectories followed by different countries. The key explanatory variables for this literature are a country’s circumstances in the colonial period, and levels and types of social inequality.

It is impossible in the administration systems, to find out a fully centralized or decentralized system; there is a form of distribution of powers to the lower administration units. This is true for the Kurdistan Region as well, where the Region consists units such as governorates, districts, and sub-districts. However, the administration system in the Kurdistan Region is characterized by contradiction. There is a set of laws and decisions to approve the decentralized system, whereas these decisions are not implemented properly. Due to political conflicts, especially after the internal war (1994-1998), which resulted in two administrations unites, one in Erbil and the another in Sulaymaniyah, and ended with the establishment of a unified government in 2006, but the political, economic, and cultural effects of the internal war prevented the unity and the objectives of unification between the two mentioned administrations; affecting any reform steps toward establishing a good governance and decentralized system.

This research paper establishes that good leadership is a key condition to sustainable governance. This paper therefore, investigates the principles of good leadership and sustainable governance. With Causal and Descriptive Designs employed as the methodology, this work accesses how sustainable the democratic governance in Nigeria is. The words good and sustainable as related to governance cannot be absolutely divorced in the study of governance. The two key words in this discourse are so inextricably intertwined as though they are conterminous with each other. This is because the two key words focus on the same goal. To discuss one leaving the second out cannot bring desirable results for this discourse. For the governance of any given state to be sustainable, it must be a governance that is led and managed by good leadership and it should conform to the expected constitutional standard, that is legally constituted and that is being operated according to the rules and regulations of the country. It must be accountable to the people with the structure that allows a smooth hand over process. This paper therefore examines some of the definitions of good leadership, the conditions that can guarantee good governance and how they can be applied to the Nigerian situation in providing suitable governance that will not jeopardize the interests of the future generations. The paper recommends that Nigeria needs a leadership that preserves the future. The Nigerian people need a leadership that not only protects the political, economic, social and environmental interests of the present but also protects the interests of the future generations.

South Beirut has recently become a vibrant leisure destination with a plethora of cafés and restaurants that cater to the young, fashionable, and pious. What effects have these establishments had on the moral norms, spatial practices, and urban experiences of this Lebanese community? From the diverse voices of young Shi'i Muslims searching for places to hang out, to the Hezbollah officials who want this media-savvy generation to be more politically involved, to the religious leaders worried that Lebanese youth are losing their moral compasses, this book provides a sophisticated and original look at leisure in the Lebanese capital. What makes a café morally appropriate? How do people negotiate morality in relation to different places? And under what circumstances might a pious Muslim go to a café that serves alcohol? This book highlights tensions and complexities exacerbated by the presence of multiple religious authorities, a fraught sectarian political context, class mobility, and a generation that takes religion for granted but wants to have fun. The book elucidates the political, economic, religious, and social changes that have taken place since 2000, and examines leisure's influence on Lebanese sociopolitical and urban situations. Asserting that morality and geography cannot be fully understood in isolation from one another, the book offers a colorful new understanding of the most powerful community in Lebanon today.

 Abstract Generally speaking, media is extensively used as the means to disseminate news and information pertaining to business, social, political and religious concerns. A portion of the time and space of media has now become an important device to generate economic and social activities that include advertising, marketing, recreation and entertainment. The Government regards them as an essential form of relaying news and information to its citizens and at the same time utilizes them as a powerful public relations’ mechanism. The effects of media are many and diverse, which can either be short or long term depending on the news and information. The effects of media can be found on various fronts, ranging from the political, economic and social, to even religious spheres. Some of the negative effects arising from the media are cultural and social influences, crimes and violence, sexual obscenities and pornography as well as liberalistic and extreme ideologies. This paper sheds light on these issues and draws principles from Islam to overcome them. Islam as revealed to humanity contains the necessary guidelines to nurture and mould the personality of individuals and shape them into good servants. Abstrak Secara umum, media secara meluas digunakan sebagai sarana untuk menyebarkan berita dan maklumat yang berkaitan dengan perniagaan, kemasyarakatan, pertimbangan politik dan agama. Sebahagian dari ruang dan masa media kini telah menjadi peranti penting untuk menghasilkan kegiatan ekonomi dan sosial yang meliputi pengiklanan, pemasaran, rekreasi dan hiburan. Kerajaan menganggap sarana-sarana ini sebagai wadah penting untuk menyampaikan berita dan maklumat kepada warganya dan pada masa yang sama juga menggunakannya sebagai mekanisme perhubungan awam yang berpengaruh. Pengaruh media sangat banyak dan pelbagai, samada berbentuk jangka pendek atau panjang bergantung kepada berita dan maklumat yang brekenaan. Kesan dari media boleh didapati mempengaruhi pelbagai aspek, bermula dari bidang politik, ekonomi, sosial bahkan juga agama. Beberapa kesan negatif yang timbul dari media ialah pengaruhnya terhadap budaya dan sosial, jenayah dan keganasan, kelucahan seksual dan pornografi serta ideologi yang liberal dan ekstrim. Kertas ini menyoroti isu-isu ini dan cuba mengambil prinsip-prinsip dari ajaran Islam untuk mengatasinya. Tujuan Islam itu sendiri diturunkan kepada umat manusia ialah untuk menjadi pedoman yang diperlukan untuk membina dan membentuk keperibadian individu dan menjadikan manusia hamba yang taat kepada Tuhannya. Kata Kunci: Media, Kesan Negatif, Cara-cara, Islam dan Prinsip-prinsip.
