The diversity of Indonesian culture is a strong basic capital in development. The government has realized that cultural treasures in Indonesia are valuable assets. Cultural development is one of the government's efforts to improve the welfare and quality of human life in Indonesia. To measure the quality of human life, the Human Development Index (HDI) indicator is used, which explains how the population can access the results of development in obtaining income, health, education, and so on. The Cultural Development Index (CDI) is an instrument used to measure the achievements of cultural development performance, which consists of 7 dimensions, namely dimensions of cultural economy, education, socio-cultural resilience, cultural heritage, cultural expression, cultural literacy, and gender. To find out how much influence the CDI has on HDI in Indonesia, a simple linear regression statistical method is used. The result of this study illustrate that the CDI and HDI have a positive relationship, that is, the higher the CDI achievement, the higher the HDI achievement of a region. From the result of R Square shows that 40 percent of the HDI variable can be explained by the CDI variable, while the rest can be explained by other factors. Through a simple linear regression statistical analysis test found that every one percent increase in the CDI, will increase the HDI by 0.437 percent. This finding is expected to provide recommendations to the government regarding cultural-based national development. All development planning must also consider cultural development.

Human development index (HDI) is one of the benchmarks used to see the quality of human life as measured by looking at the level of human life quality of education, health and economy. This study aims to determine the effect of government spending from the education, health and capital expenditure sectors as well as income on the human development index. The data used is a secondary data in 7 districts in Lampung Province period of 2013-2018 which was obtained from the Directorate General of Fiscal Balance (DGFB Ministry of Finance) and the Central Statistics Agency (CSA) in Lampung province. The results of the analysis show that the government spending in the education sector and capital expenditure have a positive and significant effect on the human development index while the health sector spending as well as income have a negative and significant effect on the human development index.

Tourism has been an icon of countless regions in Indonesia since the founding of "Visit to Indonesia" in 2009 by the Government. All efforts were made by stakeholders (Government, managers of tourism destination, hotels and surrounding communities) in order to increase the visit of local tourist (Wiscal), archipelagic tourist (Wisnu) and foreign tourists (Wisman), one of the method is by implementing Saptapesona. The goal of this research is to distinguish the influence of reception of society of Sidoarjo toward marine ecotourism development through the implementation of Saptapesona. The type of this study is quantitative with data acquisition technique through observation and questionnaire, distributed to tourism managers, village and district government staff, and tourists in three different locations namely Sedati, Candi, and Jabon respectively for about 144 respondents. The data analysis was using simple linear regression. The results showed that there was a significant influence of community receptions on the development of marine ecotourism.

Indicator of Indonesian’s national development is the quality of education. Islamic school’s funding is an important instrument to improve access, quality, and competitiveness of educational institution. Islamic schools education funding source are joint responsibility of the government and the community. Community-sources funding is managed by the Islamic school committee and supervised by the internal supervisor. Moreover, the financial management was carried out with the following mechanism: submitting the proposal from the Islamic school to the committee, approving the proposal, disbursement process, and then reporting the agenda to the Islamic school committee. Therefore, the committee’s internal supervisor is controlled every 6 months. In addition, the following barriers come from the parents and student.

This study aims to examine development communication in community participation in village development planning. Community participation is very important because it can guarantee the effectiveness of development programs. There are a number of obstacles to community participation in development planning. Some identified barriers are the absence of legal support (Rumensten, 2012), lack of public awareness, low quality of human resources, length of stay and hours employment type (Wijaksono, 2013), lack of socialization from the government (Sagita, 2016), poverty and limited access provided by the government (Ompusunggu, 2017), and interest of bureaucracy in planning (Mbeche, 2017). These studies, indeed, have not considered yet cultural factor leading to disinvolvement. This qualitative case study extends previous studies by revealing the culture of mamfatin ukunrai discouraging community participation in development planning in Naran Village (pseudonym), Raimanuk Subdistrict, Belu Regency. Mamfatin ukunrai is a custom considering development planning is government's duties and responsibilities. Villagers are merely the executor of development programs. This custom is a legacy of royal government system and dominates the mindset of villagers. The tradition of highly appreciating the government unwittingly creates an invisible distance between government and society. It has discouraged villagers’ participation.

The Investments in human capital are the same with improving the quality of human development. The success of national development can be seen from the health aspect in the form of measurement indicator of the Human Development Index. This research analyzes the effect of health complaints, unemployment, poverty and government expenditure on the Human Development Index in East Java Province 2015-2018. This research method uses multiple linear regression with a panel data approach. The results showed that health complaints, unemployment and poverty have a negative and significant effect on the Human Development Index in East Java Province. Meanwhile, government expenditure has a positive and significant effect on the Human Development Index in East Java Province. These findings imply 1) the necessity to improve health infrastructure and government expenditure especially in the health sector, 2) the necessity to increase employment opportunities for reducing poverty and unemployment.

Each religion obliges its followers to do philanthropy deed. Zakat is one of philanthropy tenets in Islam. In Islam, zakat is believed to be one of the vital instruments in an effort to eradicate poverty, decrease unemployment rate, and improve the life quality of society. As Muslim majority country, Indonesia rightly need to optimize the zakat philanthropy program through stimulating people's inclination to become loyal zakat philanthropist or Muzakki in one of the Zakat collection agencies in Indonesia. This research, therefore, is aiming at analyzing the influence of promotion on forming people's interest in becoming Muzakki in one of the Zakat agencies in Ambon, Maluku province. The quest was particularly conducted in YAKESMA Zakat Agency in Ambon. The data collection processes were literary study, interview, and questionnaire allotment regarding the research. As for the data analyzing, the simple linear regression analysis was used with variables consisting of promotion scale and people's proclivity of 25 out of 154 respondents. The outcome of the research indicated that the promotion scale has a significant improvement of people's proclivity to become Muzakki or zakat philanthropist in YAKESMA Zakat agency in Ambon. The promotion effort contributed 78.9 percent in forming Ambonese’s proclivity to become loyal zakat philanthropist (Muzakki) in YAKESMA Zakat agency in Ambon.

<p>This study aims (1) to determine the quality of human resources at KPRI “Pertaguma” Madiun City, (2) To determine the development of business in KPRI “Pertaguma”, and (3) To determine the effect of the quality of human resources to the business development on KPRI “Pertaguma” Madiun City. The independent variable in this study is the quality of human resources while the dependent variable is business development. Sampling technique using a purposive sampling. The researcher uses purposive sampling technique as sampling technique. Results showed that there is difference between the effect of the quality of human resources to the business development on KPRI Pertaguma Madiun. Free variable at this research is the quality of human resource while variable tied is business development. It can be seen from the calculation of simple linear regression of Y = 61.738 + 0.210 X. Where the variable quality of human resources totaled</p>0.210 shows the influence of the quality of human resources to the business development are positively correlated, meaning that any increase in the quality of human resources 1% resulted in higher business development at 0.210 units. Based on the results of the analysis can be said to be a significant relationship between quality of human resources and the business development, meaning that there is difference business development of the quality of human resources to the business development on KPRI Pertaguma Madiun.

Pengumpulan datadilakukan dengan cara ob�����������������������������������������������������servasi langsung dan kuesioner kepada pekerja di beberapa titik sampling. Pengolahan datamenggunakan uji t test untuk mengetahui tingkat kebisingan dan analisis regresi linier sederhana untuk mengetahuipengaruh tingkat kebisingan terhadap kinerja karyawan. Dari pengolahan data yang telah dilakukan dengan menggunakanuji t maka dapat ditarik kesimpulan bahwa level kebisingan di area kerja Power Plant II menunjukkan perbedaan yangsignifikan dengan Nilai Ambang Batas (NAB) yang telah ditetapkan oleh pemerintah, yaitu sebesar 98,599 dB. SedangkanNAB yang telah ditetapkan oleh pemerintah untuk area kerja (Industri) adalah sebesar 85 dB. Hasil analisis regresimenunjukkan �������������������������������������������������������������diperoleh t hitung sebesar 10,227 lebih besar dibandingkan t tabel sebesar 2,013. Nilai signifikansi jugasebesar 0 lebih kecil dibandingkan a sebesar 0,05������. Noise isthe unwanted sound that interfere and endanger health. This research aimed to analyze the effect of noise level on theperformance of the employees. Data collection was done by doing direct observation and questionnaires to workers in somesampling points. Processing data using the t test to determine noise level and simple linear regression to determine theeffect of noise level on employee performance. Conclusion from data processing it was known that the noise level in the workarea Power Plant II showed significant differences with the Threshold Limit Value (TLV) set by the government namely98.599dB (A), while TLV set by the government for the work area (Industry) is approximately 85 dB (A). Results of simplelinear regression analysis indicate that the value of t test was 10.227, this value was greater than t table namely 2.013. Valueof significant level is 0.000 less than a 0.05. These results indicate that the noise in the work area Power Plant II had asignificant impact on employee performance.Key words: noise, machine and work tool, simple linear regression, employee performance

SEZ (Special Economic Zone) is one of the government's policy programs in national development planning. Reliable and excellent business and investment activities are the main objectives of the Special Economic Zone policy. Promotion strategy in attracting investors interest continue to be enhanced by Palu City Government. The purpose of this research is to know the efforts made by Palu City Government in pushing Palu Special Economic Zone to potential investors. The method used is qualitative method with case study approach. The results of this study indicate the interest to attract investors to do personal selling done by direct communication between the Government of Palu City and Central Sulawesi Provincial Government with potential investors. Finally constructed suggestions for the strategy of promotion of Special Economic Zones to attract potential investors to invest in Special Economic Zones.The contribution of this research is to provide insight on personal selling with potential investors done by the government of Palu and the Central Sulawesi province.

Abstrak           Penelitian ini dilakukan di Labersa Grand Hotel & Convention Center, Siak Hulu, Kampar. Tujuan penelitian ini adalah untuk mengetahui apakah ada pengaruh yang signifikan antara kualitas pelayanan terhadap kepuasan konsumen pada Labersa Grand Hotel & Convention Center, Siak Hulu, Kampar. Populasi yang ada dalam penelitian ini sebanyak 1.317 orang. Dalam penelitian ini pengambilan sampel menggunakan asidental sampling, yaitu sebesar 93orang. Data yang digunakan adalah data primer dan sekunder dengan analisis menggunakan regresi linier sederhana. Hasil penelitian menunjukan bahwa hasil regresi linier adalah Y=16,974+ 0,642X yaitu memiliki arah hubungan yang positif, dan dan variabel kualitas pelayanan berpengaruh signifikan terhadap kepuasan konsumen hal tersebut dapat dilihat nilai nilai t_hitung (7,722) > dari t_tabel (1,98638). sedangkan besarnya pengaruh kualitas pelayanan terhadap kepuasan konsumen adalah sebesar 39,6 persen sedangkan sisanya sebesar 60,4 persen menggambarkan variabel bebas lainnya yang tidak  diamati dalam penelitian ini.     Kata Kunci : Kualitas Pelayanan Dan Kepuasan Konsumen.            This research was conducted at Labersa Grand Hotel & Convention Center, Siak Hulu, Kampar. The purpose of this study was to determine whether there was a significant effect between the quality of service on customer satisfaction at Labersa Grand Hotel & Convention Center, Siak Hulu, Kampar. The population in this study was 1,317 people. In this study the sampling uses incidental sampling, which is equal to 93 people. The data used are primary and secondary data with analysis using simple linear regression. The results showed that the linear regression results were Y = 16,974 + 0,642X which has a positive relationship direction, and the service quality variable has a significant effect on customer satisfaction. It can be seen the value of t-count (7,722)> from t-table (1,98638). while the magnitude of the effect of service quality on consumer satisfaction is 39.6 percent while the remaining 60.4 percent describes other independent variables not observed in this study..  Keywords: Service Quality and Consumer Satisfaction
